Gaden Lama Calls for New Robust Phodang of 'Dharmanairātmya'

The new ruler of the Serene Phodang, his holiness the Gaden Lama Thubten Dorje, has called for the strengthening and security of the Utemban Phodang through new, robust reforms. His holiness has dubbed these the 'Dharmanairātmya', or 'Common Prosperity' reforms, aimed at promoting the economic equality of the Phodang. He has additionally enlarged Bajoum's foreign zone to three times it's previous size, and has additionally opened the entire city to non-citizens from the hours 10:00 - 20:00 every day. Foreigners are still, of course, forbidden from traveling outside city limits under the maximum penalty of detainment and deportation; a longstanding and necessary precaution against foreign imperialism and spying.
The most pressing decree has been the new Decree on the Status of the Ragyabpa-Nangzan class. In the decree, his holiness has officially stipulated that the Ragyabpa-Nangzan caste, commonly rendered in Luthorian as the "untouchables", must be guaranteed compensation in wages paid in Utemban Tangka by their legal employers. The government has set a minimum payment to 4,500 Tangka a year; about half the average salary of 8,490. This is a major departure from the post-war economic model, which has traditionally made such payment optional, given that Ragyabpa-Nangzan caste members are often the property of the households they belong to. Such a move was deemed as necessary to ensure the realization of the 'Dharmanairātmya' economic model.
