VALRUZIA BANS CHILDREN OF THE SPIRIT CULT
Nowogard, November 4298

• Valruzian President Andrzej Krauze signed a decree after he gained support from the majority of the Sejm by acclamation in which he practically classified Children of the Spirit as a dangerous religious group, with an inclination to radicalize and interfere deeply into the matters of the state. With the document, described by the media as "Decree no. 1", President Krauze banned members and followers of the Children of the Spirit cult from entering the Valruzian soil and declared that the cult and its members shall be prosecuted and foreigners who promote the CoTS shall be deported from the Republic.

• This move is unprecedented in the newest history for two reasons. It is the first time in over 500 years when a specified religion is banned, and the first time in over a century when the acting President enacts laws with a decree. The constitution itself does not give the President the right to do so, but constitutionalists justify the actions of the president with the "expanding" interpretation of the law which gives the President far more prerogatives than in case of textualist approach of law interpretation.

Title: Nationwide Decree of the President of the Republic of Valruzia - Protecting the Republic from the Threats of Religious Cults

By the authority vested in the office of the President of the Republic of Valruzia, by the constitution and statutory laws of the Republic of Valruzia, and to protect the Valruzian culture and heritage of the Great Valruzian Nation from threats of religious and political instability, it is hereby ordered as follows:

Based on the secularity of the Republic of Valruzia, which is guaranteed by the Constitution of the Republic of Valruzia, all religions shall be treated equally and they shall not influence the political and social life of the Republic to an extent where it would interfere with the freedom of an individual and limit his or her ability to decide about him or herself.

However, this norm of equality of religions may be interpreted differently in situations when a particular religion or a religious group which is aligning itself with a specified religion is acting in an intrusive and dangerous manner which can be dangerous for the stability of social life of the Republic. The secularity of the state institutions must be guaranteed by the Constitution and other statutory laws and the influence of religion and groups deemed as dangerous on the political life must be kept at the minimal level and every abnormality must be legally prevented.

Therefore, I announce that the following religious group/s are classified as dangerous and individuals who identify themselves with it or are supporting the measures of this/these groups are prevented from the entrance to the Republic of Valruzia:

- Children of the Spirit - founded and based in Dorvik in 4280;

The promotion of the dangerous religious groups is from now on penalized and foreign ministers of faith who illegally promote the group will be deported.

PRIME MINISTER TOMCZYK DEFENDS PRESIDENT'S DECREE

• During a press conference held today at the Chancellery of the Prime Minister of the Republic of Valruzia, Head of Valruzian Government, Robert Tomczyk justified and defended President Krauze's recent decree in which he banned follower of the Children of the Spirit from entering to the Republic of Valruzia and classified the religious group itself as a dangerous one and penalized any promotion of it under a threat of legal penalties and deportation of foreign missionaries who promote the CoTS cult.

• In the Valruzian penal code, followers of the Children of the Spirit are barred from any form of promotion and individuals who perpetrate the prohibition may be punished with a fine of up to 10,000 valruzian pesos or serve a sentence of up to 2 years in the correctional facility.

• Prime Minister Robert Tomczyk defended the President's decree and said that the government will not try to withhold the President's decision as, accordingly to the Prime Minister - "The President's decree is in the interest of the Republic", and that it "Protect the hosian based culture of Valruzia from threats of extremists". Prime Minister also informed that the Ministry of Education and Culture is preparing a nationwide campaign which will inform about the threats of cults and that voluntary classes will take place in every school across Valruzia.

• Monika Rawczyńska, minister for foreign affairs of the Republic informed that the reaction of Dorvik is fully understandable, as the dorvish government is, according to the minister "trying to secure the interest of the Dorvish People abroad", but Mrs. Rawczyńska at the same time said that "we demand the same understanding, of our actions, in which we secure the interest of the Valruzian People". Rawczyńska said that the decree introduced some kind of chaos to the bilateral relations between Valruzia and one of its closest allies, but as the Minister said: "everything will be solved with diplomatic instruments and with the respect towards the sovereignty of nations".

• Valruzian Foreign Ministry is soon expected to call in the Dorvish Ambassador to the Ministry to discuss the matter further and try to find a satisfying solution, but as Mrs. Rawczyńska repeated after Prime Minister Tomczyk: "Lifting the ban is not an option, as the basic goal of it is to defend the Valruzian culture and religious values.", and "Episcopal Conference of Valruzia fully support the actions of the government and shares our skeptical attitude towards the nature of the Children of the Spirit cult."

It is widely known fact and any form of negation of it is a simple distortion of history and a big affront toward the great nation of Valruzia.

Therefore in order to defend our culture, big part of our identity, we must protect our nation from destructive threats of religious instability, we cannot allow ourselves to the incorporation of blatant lies and the sin of idolatry. We must defend our pure ideals and values from sacrilege. In order to do that we must clearly demarcate a line with which we will separate the true ideals of religion, no matter how depreciated in the last decades, we must remember that it still plays a big role in the social life of the society of Valruzia. Children of the Spirit is a dangerous organization formed on the basis of idolatry and sacrilege, Alice Schwartz, a citizen of Dorvik, claimed to be a sister of Eliyahu, but almost immediately the Episcopal Conference of Valruzia disclaimed her statements and said that Mrs. Schwartz is just another stary soul with great problems with her faith. The ECV informed that the Children of the Spirit cannot be treated as a recognized religion as it is not stable and the ideals of the group are far from clear, therefore posing a threat to the social life of religious communities across Valruzia.

We must act according to our conscience, and the President of Valruzia, as a hosian saw the spread of the Children of the Spirit cult as a threat for the healthy hosian spine of Valruzia. His decision must be defended and will be defended by the government. The decree will remain in power. First followers of the cult have been fined. We promised to make Valruzia a better country, and with those actions we want everyone to understand that we are preventing dangerous cult from influencing social life in Valruzia.

The Ministry for Foreign Affairs received a notice about the initiative of some deputies in the State Council of the Dorvish Republic in which they called for cessation of diplomatic, economic and cultural relations with the Republic of Dorvik as an act of retaliation for recent decision of the President of the Republic of Valruzia, Andrzej Krauze, of enacting the Nationwide Decree of the President of the Republic of Valruzia on Protecting the Republic from the Threats of Religious Cults which prevents the entry to the Republic of Valruzia by followers of the Children of the Spirit cult and prohibited the promotion of the cult on the Valruzian territory under the threat of a fine of up to 10.000 pesos or up to 2 years in the correctional facility.

The Ministry for Foreign Affairs is concerned about the initial response of the Dorvish government and advised the dorvish enterprises to temporarily limit their economic activity in Dorvik, especially advised the Valruzian Airlines "LOT" to withdraw its fleet from the territory of Dorvik to avoid the threat of unjustified cessation of assets of Valruzian companies, at the same time declared full legal support for the enterprises which will fall victims of potential actions of the dorvish government.

The Ministry for Foreign Affairs wants its dorvish counterparts to respect that the act of the President lies entirely in his prerogatives and that is fully in compliance with the Constitution of the Republic of Valruzia, and those actions were taken to protect the safety of culture, tradition and religious values of Valruzia from threats carried on the banners of the Children of the Spirit cult. Cult which so easily distorts the history and the principles of religion.

Therefore the Ministry for Foreign Affaris of the Republic of Valruzia informs that the Presidential decree remains in power and all those who fail to comply with the provisions enlisted in them may be subjected to a punishement under the penal code of the Republic of Valruzia. At the same time, the Ministry advises the followers of the Children of the Spirit to not promote their participation in the cult and avoid taking part in discussions in which they promote the cult as that may be classified as act of promotion of prohibited cult and punished under the penal code of Valruzia.

• Ministry of Internal Affairs and Public Administration released a ministerial report on the implementation and execution of laws enlisted in the Nationwide Decree of the President of the Republic of Valruzia on Protecting the Republic from the Threats of Religious Cults of June 4299 which penalized the promotion of the cult of Children of the Spirit and entrance to the Republic of Valrui by members of the cult.

• According to the Ministerial report during the period from 1st of June when the decree was enacted until the release of the report on September 1st a total number of 290 individuals have been refused entry to the Republic of Valruzia due to their connections with the cult and 9 individuals have been accused of illegal promotion of dangerous religious group.

• Minister of Internal Affairs, Bartosz Bruckner of the Party of National Coalition, presented the results of the ministry's work during a press conference in the main building of the ministry in Nowograd. A group of approximately 20 opposers to the presidential ban have gathered in front of the building in order to enter in and disturb the press conference of the Minister, the Police prevented the entrance of the building. According to the spokesman of the Police, lieutenant Waldemar Grechowiak, people gathered in front of the ministry were not followers of the cult but simply opposed the decree and the entry ban.

The Ministry of Internal Affairs and Public Administration has prepared a report on the functioning of the Nationwide Decree of the President of the Republic of Valruzia on Protecting the Republic from the Threats of Religious Cults signed by President Krauze earlier this year. To keep everything in order I will now present you the data considering the number of the infringement of the presidential ban.

The Ministry of Internal Affairs and Public Administration declares that the office of Border Patrol have prevented entry on the territory of the Republic of Valruzia of a total number of 290 individuals, 49 of whom were refused to exit airports after landing and advised to leave the Republic of Valruzia with the next possible plane to their place of origin. Out of 290 individuals:
• 215 were recognized as citizens of the Dorvish Republic and proved their identity with a dorvish passport,
• 30 were recognized as citizens of United Federal Republic of Great Luthori and proved their identity with a luthorian passport,
• 29 were recognized as citizens of Lodamun and proved their identity with a lodamnese passport,
• 16 were recognized as citizens of Baltusia and proved their identity with a baltusian passport,

In addition to that, the Police, trough its departments in Nowogard, Brzansk, Gryfitow and other cities across Valruzia arrested 9 individuals who illegally promoted the cult of Children of the Spirit, recognized by the Valruzian legislators as dangerous for the society and publically displayed they allegiance to the cult, 6 individuals were fined from 5 to 10 thousand pesos and currently there is further investigation underway against 3 individuals who protested in Nowogard with symbols of the Children of the Spirit and sprayed the logo of the cult on the building of the Ministry of Education and Culture in Nowogard. One of them, a citizen of Dorvish Republic is currently under arrest and waiting for the decision on his deportation, the remaining two, Ryszard D. and Monika K., both Valruzians will are under investigation of the Prosecutor's Office. They may spend up to 1,5 years in correctional facility for vandalism and propagation of illegal content and promotion of illegal group.

BREAKING NEWS: FIRST INCIDENT OF WOLFSHEIM PLAGUE IN VALRUZIA. SAINT MARY HOSPITAL IN HEL UNDER TOTAL QUARANTINE.

• On October 4th, spokesman of the Saint Mary Hospital in Hel (Chynberg Voivodeship) has declared that doctors have diagnosed a patient infected with Wolfsheim virus. Mr. Karol Król, informed that the woman in question willingly traveled to Hulstria earlier this year to serve 4 weeks of voluntary service in the war-torn country. Woman is currently in

• The Saint Mary Hospital in Hel has been declared an area of total quarantine and patient who positively passed in-depth diagnosis were transferred to different facilities. As for now no other cases were confirmed.

• The Ministry of Health and Social Services issued a red-alert to every healthcare facility across Valruzia and through an early warning system and alert the population, mainly text messages with instructions and safety precautions.

We remind that in recent months, the continent of Dovani saw a great spread of a pandemic disease known as Wolfsheim Plague. The disease is extremely lethal with lethal rates rising up to 90%, no cure has been found and the research conducted in Kizenia is far from satisfactory. The lack of cure and the chaos in the region caused the extremely fast spread of the disease and death of 60-90 million people across Dovani. The disease earlier this year found its way to Istalia and other countries. The case noted in Hel is the first incident of the plague in Valruzia and it will surely push the government for more active policy concerning the crisis in Hulstria, as for now, the government had not officially presented any statement regarding the situation in Dovani.

The National Institute for Research of Infection Diseases declared that the country is not prepared well for a potential quick spread of the disease and that the Institute lacks sufficient knowledge to effectively work on a possible cure and must rely on press releases of its counterparts in other countries and on the information transferred on the ministerial level between countries. At the same time the Institute advised that everyone should put additional attention to the hygiene, wash hands with bactericidal liquids, wash food with warm water, avoid eating food which is served raw or had not been processed with heat above 75 degrees Celsius during preparations, to under no circumstance drink rainwater and most importantly do not share bottled waters with others which may be crucial in limiting the spread of disease in the closest communities.

The Council of Ministers meanwhile during a special meeting discussed the situation in Dovani and addressed the possible effect it has on Valruzia. The Ministry of Health and Social Services supported the measures advised by the National Institue for Research of Infection Diseases and funded a TV campaign which promotes caution when it comes to food processing and hygiene. The Ministry for Foreign Affairs advised everyone not to plan travels to Dovani, under a life-threatening situation in Hulstria which is affecting most of the continent.

The Ministry of Internal Affairs is considering the implementation of a food import embargo on all countries in Dovani as "the risk of disease spread is growing with each day" according to Minister Bartosz Bruckner. As for now the unprocessed and processed food imported from Dovani is admitted to additional strict controls. The Department of Immigration and Integration announced that temporarily citizens of all countries in Dovani and in addition to that citizen of the Republic of Vorona, Republic of Egelion and the Confederation of New Endralon are not eligible to apply for visa and will be denied visa necessary for entrance to the Republic of Valruzia due to the risk of disease spread.

BREAKING NEWS: WOMAN INFECTED WITH WOLFSHEIM PLAGUE DIES IN HEL SAINT MARY HOSPITAL

• A woman diagnosed with Wolshem Plague died at Saint Mary Hospital after several weeks of quarantine. She was diagnosed with the lethal disease after being submitted to the hospital in October. She allegedly spent more than 3 weeks on voluntary service in Hulstria, where she allegedly was infected with the lethal virus. As for now she is the only registered case of Wolsheim Plague in Valruzia. Her family insisted on keeping her identity private.

• According to the Ministry of Health and Social Services, Saint Mary hospital in Hel will remain under the total quarantine for at least another 3 months. The National Institute for Research of Infection Diseases is currently conducting research in the hospital for the presence of the pathogens responsible for the disease.

COUNCIL OF MINISTER TO LOOK FURTHER INTO THE SITUATION IN DOVANI

• Spokesman of the Council of Ministers, Adam Kownacki announced that the government is intending to look further into the issue of the humanitarian crisis on the continent of Dovani. During a special meeting of the cabinet, Prime Minister Tomczyk asked the Ministry for Foreign Affairs to investigate about the potential consequences of the crisis in the long-term outcome. When asked about the possibility of accepting refugees from Dovani in Valruzia, Adam Kownacki answered with usual caution and said that the first aim of the valruzian government is to secure the interest of Valruzia and the safety of its citizens and that Valruzia will help the war-torn regions with humanitarian aid.

MINISTRY OF TRADE AND INDUSTRY IMPOSED AN EMBARGO FOR ALL PROCESSED AND UNPROCESSED FOOD FROM DOVANI

• Ministry of Trade and Industry imposed an embargo on all processed and unprocessed food from Hulstria, Kazulia and Sekowo. In the announcement of the Ministry, in some samples of food admitted for testing bacterial strains were found, and the Ministry was forced to shut any import of food from the continent of Dovani. The initial period of the embargo was set to 12 months. The According to the Ministry of Trade and Industry, food imported from those three countries make up 0.04% of all valruzian imports and the embargo will not create any negative effects on the economy.

• The Council of Ministers of the Republic of Valruzia has imposed series of restrictions regarding travels to the Republic of Valruzia. From May 1st no plane or ship that originated its travel in Dovani or at any point of its travel stopped in any country on the continent of Dovani is prohibited to enter the territory of the Republic of Valruzia. The document known as "Bill on the Protection of the Republic of Valruzia from External Threats Emerged as the Result of Instabilities on the Continent of Dovani" includes several drastic restrictions and according to political commentators this bill might be one of the most drastic acts enacted by parliaments of Terra in answer to the crisis on the continent of Dovani.

• At the same time commentator highlight the fact that the government of Valruzia finally included the crisis in its policies and decided to actively secure the interest and safety of the Republic. "Protection Bill" as some called the document passed by the Sejm includes several precautions classified as "extra precautions", one of those precautions includes a ban of entry of planes that originated in Dovani into the aerospace of the Republic. This means that any plane which originated from Dovani en route to northern and central Majatra will have to bypass the valruzian aerospace. This is aimed to secure Valruzia from the airborne spread of the disease.

• Worth highlighting is also fact that the government decided to impose a complete embargo on products from Dovani and possibly the most strict border checks that the valruzian law allows for. The Valruzian Border Patrol will search for illegal contraband and destroy any illegal products brought into the Republic of Valruzia. Valruzian lawmakers are afraid of the disease spreading to the Republic and impose a ban on importing all unprocessed food to the Republic, even this brought by individuals in their baggage.

Full title: Bill on the Protection of the Republic of Valruzia from External Threats Emerged as the Result of Instabilities on the Continent of Dovani, May 4300 (Ustawa o Ochronie Rzeczypospolitej Walruzyjskiej Przed Zewnętrznym Zagrożeniem Wynikającym z Niestabilności na Kontynencie Dowanisjkim, Maj 4300).

With the immediate effect, the Council of Ministers imposes legal travel restrictions for citizens traveling to any destination on the continent of Dovani and the Republic of Istalia.

From May 1st 4300:

• the Council of Ministers of the Republic of Valruzia imposes temporary strict border controls on the land borders of the Republic of Valruzia and the Border Patrol of the Republic of Valruzia shall control every individual and vehicle entering the Republic and may refuse to grant entry right if circumstances will give the Border Patrol presumptions that entering the country by an individual would create danger for the safety of the Republic and its citizens;

• all commercial passenger and cargo flights which originated from airports on the continent of Dovani are prohibited to enter valruzian airspace, any aircraft which violates this rule shall be intercepted and escorted to the nearest aerial border of the Republic of Valruzia by a designated aircraft of the valruzian Air Defense Forces;

• all commercial passenger and cargo flights to and from airports in Dovani are prohibited to land on any airport on the territory of the Republic of Valruzia;

• all passenger and cargo maritime vessels which originated from or, during their travel stopped in any port on the continent of Dovani are prohibited to enter territorial waters of the Republic of Valruzia, any vessel which illegally enters territorial waters of the Republic shall be escorted back to the open sea by the designated vessel of the Valruzian Coastal Guard;

• all passenger and cargo maritime vessels which originated from or, during their travel stopped in any port on the continent of Dovani are prohibited to enter ports and harbors on the territorial waters of the Republic of Valruzia;

• all passenger and cargo vessels which originated from or, during their travel stopped in any port on the continent of Dovani are prohibited to be stationed on roadsteads in the vicinity of any port or harbor within the Republic of Valruzia;

• all commercial passenger and cargo flights from and the Republic of Istalia with the destination in the Republic of Valruzia shall be directed to the Brzansk - Olimpia Airport (Port Lotniczy Brzansk-Olimpia) where all passengers after deboarding the plane shall be subjected to medical inspection and admitted for hyperbaric oxygen theraphy to maximally limit and contain the potential virus and limit the spread of the disease;

• an individual who enters the territory of the Republic of Valruzia (by land, air or sea) is not allowed to bring with them any kind of unprocessed food with no exception; any unprocessed food will be confiscated and destroyed;

• no individual who in the past 2 months have traveled onto the continent of Dovani is not allowed to enter the Republic of Valruzia (trough the land border, by sea or by plane - provision must be understood as the refusal to board any aircraft or sea vessel which is destined to the Republic of Valruzia of any individual who traveled to Dovani in the last two months);

• the Council of Ministers of the Republic of Valruzia imposes a complete embargo on all products manufactured or processed on the continent of Dovani, any product which at any stage of its production was on the territory of any country on the continent of Dovani;

• Bogdan Kutrzeba, acting executive of Brzansk-Olimpia Airport in a statement to the press commented the recent decision of the government to transfer all flights from the Republic of Istalia to Valruzia to the airport in Brzansk. This decision was among one of the several elements in the Bill on the Protection of the Republic of Valruzia from External Threats Emerged as the Result of Instabilities on the Continent of Dovani. Transfering the flights from Istalia, where several cases of Wolfsheim Plague have been confirmed, is supposed to help to keep the possibility of the disease spread at the lowest level.

as you probably know the Council of Ministers of the Republic of Valruzia has decided, as a safety measure and part of the Bill on the Protection of the Republic of Valruzia from External Threats Emerged as the Result of Instabilities on the Continent of Dovani, to transfer all commercial and cargo flights from the territory of the Republic of Istalia to the Republic of Dorvik from its original airports of arrival to the Brzansk-Olipmia airport. The management of the Airport and the main administrator State Controlled Enterprise "Airports" have taken necessary measures to prepare the airport for such an endeavor. It is estimated that at two weeks airport will gain its full operational capacity. immediately after the government's decision, airport's management began logistical works to prepare the airport. Administrator of the airport has decided to change the character of the terminal T6 for the undertaking, as the design conditions of the terminal allowed us to meet the government's demands, and at the same time, it will with ease service all flights to and from Istalia. Flights serviced by the T6 Terminal will be transferred to Terminals T1 and T5. To be exact, I remind that airports in Valruzia before the Protection Act served an average of 13 daily flights of both passenger and cargo airlines from Istalia and an average of 10 flights to Istalia from Valruzia. We were forced to limit the number of flights, as even with the T6 terminal's great capacity we would not be able to service that number of flights combined with additional safety precautions. To meet the conditions in the Protection Act the Council of Ministers financed the purchase of four hyperbaric chambers to be used by passenger deboarding the plane. The government also financed the creation of 45 new work vacancy for doctors to examine patients after deboarding. The T6 Terminal will be separated from the rest of the airport with special buffer zones to limit the possibility of disease spread. To summarise my statement, I will tell you that it'll be a tough challenge, but we will do our best. I would like to highlight that it is also a great chance for the airport to show its true capabilities and a great responsibility. Responsibility which is a proof for the airports professionality and advancement. Bigger responbility for the airport equals more funds to allocate in the future expansion and development of the airport. And providing the best possible service is what is most important to us.

GOVERNMENT WILL GIVE ATTENTION TO THE RETIREMENT AGE REFORM

During the Council of Ministers session on Monday, it has been decided that the government will give more attention to the parliamentary project that after enacting will raise the retirement age from 65 to 67 for both men and women. According to the initial draft which has been passed to the Valruzian Press Agency, the retirement age shall be risen gradually and reach 67 after 3-5 years of the enactment of the proposal.

Prime Minister Robert Tomczyk wants the government to discuss and include the projects in the government's plans for this session of the parliament. Directly after the council accepts the draft, the proposal will be presented in the Sejm.

The project, however, according to sources from the Council, shall allow citizens to go on earlier partial retirement. The right to such social service would enable women to go on retirement at the age of 63 after at least of 35 years of job seniority, and men at the age of 65 after the same amount of job seniority as women.

Individuals who decide to go on early retirement shall be entitled to the maximum amount of 70% fo the pension for individual who goes on retirement at the age of 67.

The supporters of the proposal highlight that the additional 2 years of job seniority would mean that the average pension pensioner would rise by about 6-9%. And that it would take a lot of pressure out of social services sector in Valruzia. Labour Unions which are amongst the opposers of the project expressed their belief that a nationwide referendum should be held on the issue of retirement age. It is not certain whether the ruling party will support the motion.
