SELEYAN PETROLEUM COMPANY SOON TO BE ESTABLISHED

NOWOGARD - The Ministry of Trade and Industry has recently announced that one of the crucial goals of the department will be to establish the Seleyan Petroleum Company which will increase the energetic security of the continent mainly the Seleyan Union and the North Seleyan Economic Community. Wirth its ambitious plans the Rafał Joński-led Ministry wants to establish the first ever pan-seleyan company which will function as Societas Seleyanea and will act as an economic entity in accordance with the common corporate laws of the Member States of the Seleyan Union and the North Seleyan Economic Community. The Ministry expressed that its intention is to promote its idea and invite as many countries from both of the organizations as Minister Joński believes, the possible success of the initiative is greatly dependant on the cooperation and participation of all Member States.

The Seleyan Petroleum Company will be in fact, an intergovernmental cooperation platform which will consociate entities from SU and NSEC Member States responsible for the petroleum reservoirs exploration and its refining. The internal structure of this entities will very much as every country has a different type of laws defining this kind of activity. Valruzian Government has already announced that petroleum giant WKN Volantis will represent Valruzia in the SPC, other countries might delegate other commercial companies, ministerial delegations or joint-groups which will represent the country within the SPC. With no exception, the shares of the SPC will be divided evenly, meaning that each Member State will become the depositary of the same amount of shares of the Seleyan Petroleum Company.

The SPC's main task will be to increase the energetic security of the continent and promote its energetic self-reliance. One of the main goals of the SPC will also be to promote fair cooperation between Member State on issues of energy production, distribution, and transportation of energy. Seleya is currently the largest producer of energy, most of which is produced from fossil fuels. Valruzian Government announced that it will seek support from governments of other Member States of SU and NSEC to increase the share of renewable and clean sources of energy in the overall production of energy.

Ministry of Trade and Industry announced that the presence of this type of company on the market of the Seleyan Union and NSEC will allow the Member States to save a considerable amount of funds by establishing together with the Member States a joint energy production facilities, especially in the borderlands region. According to the WKN Volantis and WALATOM, responsible for production of nuclear energy in Valruzia, this would mean that for example Nuclear Power Plants operating near borders with other Member States to send energy across borders with no transit fee.

PKN AND WPP TO PUT FORWARD A JOINT PRESIDENTIAL CANDIDATE. POSSIBLE COALITION AFTER THE 4238 ELECTION.

NOWOGARD - The State Council of the Party of National Coalition earlier today announced that the PKN will support the presidential candidate of the Valruzian Labor Party Anna Biernacka in the upcoming presidential race. Biernacka is the only known candidate for the highest office in Valruzia. The decision of the PKN supported by its leader, the incumbent Prime Minster Jakub Polaniecki was quite a shock for most of the legislators from the PKN, but for most of them a shock in a positive way.

Jakub Polaniecki said that the decision to support Biernacka in the Presidential Race will provide the PKN more flexibility in the possible formation of the Government. Prime Minister said that there have been negotiations between WPP and PKN on the possible coalition after 4238 elections. But he said that nothing is yet confirmed and that currently, the National Unity is the coalition partner of the PKN, and that this cooperation will last until the end of this term.

Valruzia daily received an information, from an unknown source from the PKN 's leadership that the party will form a coalition with the WPP and that the deal is on the table. It is predicted that the PKN will remain in control of the crucial ministries of foreign affairs, national defense, justice, infrastructure and transport, and trade and industry.

PRIME MINISTER CONFIRMS OVERHAUL OF THE MILITARY AND MAJOR INVESTMENT IN THE WSO

NOWOGARD - The Ministry of National Defense proposed a major increase in the budget for national defense. In total the Ministry wants Sejm to back a 12 billion VPO increase in its budget to meet the requirement of the planned overhaul and modernization of the Valruzian military. Prime Minister Jakub Polaniecki confirmed and backed the plans of the ministry and announced that the Sejm is most likely to pass the planned increase.

The numbers show that the net increase in the national defense budget from the current 40 billion VPO to the planned 52 billion would increase the share of the GDP spent on defense from the current net 2.22% to net 2.89%. We have to remember that the WSO is also automatically entitled to 15 billion annually from the National Economic Fund which together with the current budget for defense sums the share of 3.05% of the GDP, after the increase when summed up with the funds from the NEF the share of the GDP would rise to 3.71%.

According to the Prime Minister's Office, the decision is dictated by the planned expansion of the military, it is known that the incumbent defense Minister wants to increase the number of soldiers in the WSO by at least 50.000 new vacancies. Currently, the WSO consists of 250.000 soldiers grouped in 5 different branches. Sources connected with the Ministry of National Defense informed that the additional funds will allow the Ministry to begin works on new planes for the Air Force and for new equipment for the Defense Navy.

The decision on the increase of the budget for national defense has coincided with the planned overhaul of the Air Defense Forces and the general inspection of the Valruzian air force. According to the inspection, there are a little more than 750 aircrafts in the PSO, 60 out of which is in the stage of phasing out and replacement with newer machines. Surely some of the additional funds for the defense budget will go to the modernization of the PSO.

MINISTRY FOR FOREIGN AFFAIRS WARNS AGAINST INCREASING TENSIONS AND CONSIDERS SANCTIONS AGAINST DORVIKS BRIGHT ALLIANCE

NOWOGARD - The Ministry for Foreign Affairs issued a statement in which it warned the international community before increasing tensions between Dorvik and Valruzia, and commented on the recent statements made by leaders of the fascist movement of Bright (Holy) Alliance Céline Schroeder and Edmond Braun. Ministry for Foreign Affairs warned that any action made by Dorvik and especially fascist parties is closely monitored by the Valruzian Government and that every action which will be classified as hostility against Valruzia or considered a threat to the integrity of Valruzia, its safety and safety of its citizens will not only be subject to retorsion but also all measures, including those outside the sphere of diplomacy would be used to guarantee the safety of Valruzia.

The economy of Valruzia is 1.8 trillion Valruzian Pesos and Dorvish economy is 1.4 trillion Dorvish Dollgars, and if we compare it after converting it to a single currency we will see that Dorvish economy is smaller by nearly 120 Valruzian Pesos. I ask you Mr.
Braun, what should we be jealous of? Shrinking economy, business exodus? Yes, we are jealous that one of the largest plane producer Reglair has decided to move from Dorvik to Valruzia. And yes, yes, of course we are jealous of your superior... food.

Transformation of Valruzian Party of Working People (now Democratic Party) during it's 5th Congress

NOWOGARD - At the beginning of 4329 was held 5th Congress of WPLP. Body was expected to indroduce major reform due to losing the election and position of main parliamentary opposition. Stanisława Kotań, member of party's outgoing Presidium, during her reporting speech expressed, that she doesn't consider herself, other members of Presidium and National Comitee guilty. She blamed citizens' facination of fresh and new Patriot's Time. Statement was supported by majority of delegates.

First suprise came during election of executive bodies for another term. Two prominent politicians, considered as founders and main leaders, which since first Congress sat in the Presidium and were perrenial candidates for offices of President and Prime Minister, declined to candidate. Stanisława Kotań, aged 75, and Hanna Mazańska, aged 83, stated, that they are too old and not enough innovative to lead party anymore. Only one member of outgoing executive remained at the position. 33 years old economist Kewin Miller, who was elected at age of only 23 and quickly became seen as sword - arm and future succesor of Stanisława Kotań, is, due to some interviews, hope of the members. He announced, that in 4322 Valruzia will see socialist - led government. The two other officials are: Zuzanna Juch, never elected to national bodies before, and Bartłomiej Kowalski, first in the history party's spokesman. Such arrangement is considered as more ideologically diversive than ever before. It's also the first situation, when two members of the Presidium are men.

During session there came proposition of changing party's name. Amendment of the Charter was approved by 80% of delegates. Valruzian Party of Working People officialy became Democratic Party. "Reform was caused by will of changes among members", said party's Spokesman Marcin Wiórek. "There comes no ideological reason. During 1st Congress name of Valruzian Party of Working People won by very little majority. The second proposition was indeed Democratic Party. We just have to know, that we started again". The only platform change was adding clause about transgender rights.

NOWOGARD – During a special joint convention of Party of National Coalition, National Unity and the Valruzian Labor Party a rather suprising decision of the three party leaderships was announced. It was decided that the three would join their ranks and establish a single party – the Party of National Coalition.

Convention held in Nowogard in the Ignanski Congressional Center was called to announce the decision which may shake the political landscape of the Republic. During first speeches leaders of the three parties have spoken about the successes of the coalition and commented on the challenges which stand before Valruzia, its people, its government. Newly elected leader of the Party of National Coalition (before the merge) Hanna Lisowska commented on the diplomatic crisis with Dorvik, and commended Minister for Foreign Affairs and her predecessor for their actions and resoluteness on the crisis. She also praised leaders of the National Unity and Valruzian Labor Party for their commitment and hard work for Valruzian People.

Ladies and Gentlemen, Honorable Leaders of the National Unity and Valruzian Labor Party, Members of the Press, Dear Friends,
We are gathered here today to sum up another year of stability in Valruzia, one year of a good governance which brought our Great Nation economic growth, reduction of unemployment, created conditions which attracted foreign investors to Valruzia. Maybe it won’t be modest, but I can say that we have something to be proud of. We can be proud of our Great Nation. And that’s why we meet here today. I assure you that this convention will be a game-changer. The level of cooperation between our parties is at the best possible level and that’s why we continue this Great Work which is ahead of us. We must defend our Republic from threats which are carried by parties like the Democratic Party or the Patriots’ Time. We’ve witnessed what both of this parties are capable of. Democratic Party which transformed itself recently, has a clear communist agenda, which is dangerous for our Republic and on the other hand the Patriots’ Time which wants to undermine and destroy the democratic values of our Great Republic. We can’t and we won’t let that happen. Together let’s keep Valruzia safe. Thank You.

Later in a joint address, leaders of the three parties Hanna Lisowska, Andrzej Tymoteusz Paszek and Bronisław Sądzielski announced that the three parties will from now on function as a single party, under the name – Party of National Coalition. They also announced that each party will remain its autonomy with the presence of factions in the newly established party. After the announcement President of the Republic Anna Biernacka gave the speech which closed the convention.

A decade ago when I was a lawyer back in Gryfitów I wouldn't believe if someone told me that I'll be President one day, but here I am!
And believe me when I say this - it is the greatest honour in the world. Especially on days like this one with such great company.

Anyway, we've come to Nowogard today to celebrate and show our support for the union of three parties who decided to fight back against radical forces rising in our our country.
Country for who's citizens and future we work day and night. Despite our minor differences we are here stronger together. You could say that it's our motto. Something that distinguishes us from radicals of this country.

We try to unite our nation not divide it, like others. Just look at Dorvik, where facists try to divide the dorvish people and force a certain way of life on them. Our once great ally also shows us that division is an external matter as well.

This and previous governments had to act against our friends. I hope that one day we will be able to once again restore our partnership and friendly relations.

When it comes to our home, Valruzia, it certainly is one of the greatest examples of democracy 'done right'. Our civil society is prospering thanks to numerous organizations - be they public or private - making sure that freedom and justice are all alive and well in all of Terra. We as Valruzians can be proud of that. When I ran for President a year ago I was happy to see people from all walks of life express their support for me in many ways - by attending rallies, making phone calls or volunteering in numerous other ways. This is especially important in times like these, when many people are not interested or afraid to take part in public life across the world. I can happily say that that's not the case in our republic.

And like my colleagues rightfully mentioned last year was pretty great. Our economy is booming, in fact it surpassed that of some world powers. Our infrastructure is doing great with our highways and bridges in great condition. Our public healthcare system is something we can truly be proud of and our schools as well as students are one of the best in the world. Our Air Force is currently being modernised to make sure that our nation is safe and sound. So I ask - why not continue our success? In fact I will go even further - why not strengthen it? With your support and our co-operation I believe that it is in fact possible.

NEW SENATE ELECTORAL LAW GOES INTO VOTE IN THE SEJM

• 4 electable seats per Voivodeship, 16 assigned according to a fixed key, 5% electoral threshold, a dual electoral system combining partisan lists and single-member constituencies - those and many other reforms are voted over by the Sejm in the reform of the Senate electoral law. If passed by the Sejm, the next elections to the Senate could be revolutionary and shake up the political scene in Valruzia.

• Chairwoman of the PKN, and the leader of Liberal Faction of the PKN in the Sejm Hanna Lisowska expressed her faith in the safe passage of the reform and backs the reform as she said: "it will make Senate more representative and maybe open the path to further reform of its competences".

• It is predicted that all three branches of the Party of National Coalition will support the new electoral law, which will be enough for the reform to pass, but a constitutional majority may be needed to solidify the reform within the electoral law.


NOWOGARD - The Liberal Faction of the Valruzia's ruling Party of National Coalition has proposed a comprehensive reform of the electoral law applied during elections to the upper chamber of the Valruzian Parliament - the Senate. Liberal Faction's spokeswoman Katarzyna Ujazdowska said that the PKN-L wants the reform to pass through the Sejm before the end of this term in order to apply the new set of rules before the upcoming Senate elections. Analysts say that if implemented, the new rules may help the ruling party in increasing its majority in the next Senate elections. Currently, the Party of National Coalition hold the position of the largest party in Senate, after the announcement of the merger of the PKN, JN, and WPP, the PKN gained a small majority of just one seat in the Senate which consists of 100 Senators.

The planned reform will revolutionize the way Valruzian People elect the Upper Chamber of their Parliament. PKN-L wants to create a fixed system by which 16 seats from each Voivodeship will be divided automatically between three parties with best scores in the Voivodeship. The party which won the largest number of Seats in the Sejm will gain 10 seats out of 16, party with the second largest amount of seats will be granted 5 seats, and the third party will be granted 1 seat. Senators elected from the so-called partisan list will hold a title of Junior Senators of the Republic of Valruzia. In addition to that, each Voivodeship will elect four Senior Senators, they will be elected in single-member constituencies with the first-past-the-post system.

Analysts also worry about the threats of gerrymandering which the new system will be posed to as it those are territorial administration authorities who decide on the shape of the electoral districts, the bill presented and voted over in the Sejm specifies only the number of districts for the election of 4 Senior Senators from each Voivodeship - four constituencies per Voivodeship. It will be at the Sejmiks' (regional Sejms) discretion to set the new shape for the districts. Anna Jaruga from the PKN-L said that the objections to the reform are unjustified and do not have confirmation of facts. The young deputy has also said that in her opinion Senate of Valruzia "for too long time has been the Chamber of Contemplation and Reflection". Jaruga criticized the present system of election of Senators as she believes that it allows individuals to hold lucrative seats in the Senate for years and contribute little to the wealth of the Republic.

It is believed that this reform is the first out of many aimed at the reformation of the Senate. Analysts say that the Liberals from the PKN want to equip the Senate with bigger competencies and responsibilities to guarantee the highest possible standard of the legislative process. It is uncertain whether the PKN would or would not be willing to equip the upper chamber with the means to greatly interfere with the legislative process but one is certain, with this reform comes the end of the Senate as we know it today.

LIBERALS STAND BEHIND THE LAW ENFORCEMENT ENTITLEMENT ACT DESPITE THE SPLIT IN THE PKN

• Liberals from the Party of National Coalition push for the enactment of the Law Enforcement Entitlement Act by the Sejm despite the split that occurred within the PKN which manifests itself with the Progressives opposing the reform.

• The Law Enforcement Entitlement Act is a comprehensive reform of the Police and agencies subordinate to it. By virtue of the reform Policemen and Policewomen in Valruzia will be equipped with lethal weapons to better secure the safety of the citizens and combat crimes. Liberals justify it also with the safety of the Police Officers, which under the current law stand on the inferior positions when fighting crimes in Valruzia. The reform includes broadening the patrolling competences of the Police which after the passage of the reform will be able to patrol private property after acquiring the consent of the property owner, and the right to search an individual or their property without a warrant in extreme cases when officers have strong evidence that a crime was committed by an individual.

• The bill has the support of Liberals and Patriots' Time. The Democrats and Progressives from the PKN voted against the reform. It is uncertain what will be the Nationals' vote but Liberals predicts that it will be a vote for the reform.


NOWOGARD - Earlier today the Sejm started the vote over the Law Enforcement Entitlement Act, a reform initiated by the Liberal Faction of the Party of National Coalition. The reform is aimed at increasing the competences and rights of the Police and its subordinate agencies - Central Investigation Agency and Bureau for Anti-Corruption. By the virtue of the reform, Police Officers will be able to carry lethal weapons during their service and patrol all property, both public and private, with the exception that the consent from the owner will be needed to patrol the private property. One of the most controversial changes is the right of Police Officers to search an individual or his/her property without a court-issued warrant under the circumstances when Officers have the strong evidence that the crime was committed by an individual.

The LEEA clearly caused division within the Party of National Coalition, as the Liberals voted in favor of the reform while the Progressive Faction opposed the implementation of the Act. Progressives were joined by the Democratic Party. Liberals not-surprisingly were supported by the Patriots' Time as the faction and the main opposition party shares similar thoughts on the issues of state security. Analyst, however, calm down the situation saying that the support for the Act is rather a coincidental share of the same thoughts rather than a planned one. It is uncertain whether the Nationals will support the Act. Members of the Liberal Faction expressed their conviction that Nationals due to their pas votings will support the Act which is aimed at securing the State.

LOT GROUP'S LOW COST SUBSIDIARY TO ENTER TUKARESE MARKET

NOWOGARD - Flag carrier of the Republic of Valruzia LOT Valruzian Airlines announced plans on Monday to enter the Tukarese market in January the upcoming year, betting on increasing demand for regional flights across cities in Tukarali and passengers demand for more connection possibilities with Tuarali's neighbors, the Valruzian giant announced the establishment of low-cost Tucan Air.

LOT Group will invest 300 million VPO and will initially create 200 jobs for pilots and crew members in Tukarali. LOT's management is also willing to make the route between Sangon and Nowogard one of the most popular among passengers. Sangon which will act as the main hub of the new airline will also be connected with Brzansk, Gryfitow, and Hel.

President of LOT has big hopes for the planned investment as the recent years have been rather stagnant for the Valruzian airline, especially after the final withdrawal from the Dorvish market, it is crucial for the airline to look for another chance of growth. Jarosław Biernacki, who is the acting President of LOT Group said that the planned investment is the biggest single market investment since the deal with Dorvish AIrways when LOT invested over 250 million investment in Dorvik.

Sangon is one of Seleya's main air traffic hubs for central Seleyan destinations. The International Airport in Sangon served 13 million people last year, it may seem less than 25 million passengers serviced by Ignanski International Airlines but it is still one of the busiest airlines in Seleya.

LOT's expansion to the neighboring Democratic Republic of Tukarali has shielded it from fierce competition in the Artanian Continent and LOT's plan is to spread its services across Seleya. Initially, the Valruzian LOT Group plans to equip the new airline - Tucan Air - with 20 new Reglair i4 Nova which is the newest member of the i4 family. The plane is the first plane designed by Reglair after the company's move to Valruzia. Planes will be able to take 160 passengers on board and fly the distance of 6 thousand kilometers, more than enough to cover the routes within Tukarali and even international routes.

The Valruzian Government announced its plans to impose travel restrictions on Dorvik, Jelbania, and Saridan. The Act on Travel Restrictions as the name indicates has one specific aim - to limit the immigration from countries which according to the Council of Ministers pose a threat for the integrity of the Republic and the public safety.

• The government wants to impose a fixed number of entry visas for Dorvish, Jelbanian, and Saridanian Nationals at 10 thousand visas annually per each State. The Act also indicates that the Government wants to force the governments of aforementioned States to respect the identity-management protocols which allow the Valruzian authorities to strictly screen the individuals before entry on the territory of Valruzia.


NOWOGARD - Valruzian Government led by the Party of National Coalition's Jakub Polaniecki has once again taken on the difficult job to keep Valruzia safe and increase standards of the international relations. Polaniecki's government wants to do that with a new legislative action and imposing broad new travel restrictions on three countries: Dorvik, Jelbania, and Saridan which will greatly limit the right of entry on the Valruzian territory by citizens of the three states in question.

The Government in the Act highlights that its decision was dictated by the recommendations of the Ministry for Foreign Affairs, Council of Foreign Relations and the General Prosecutor's Office. Basically, the declared goal of the Act is to protect the safety of the Republic of Valruzia, its citizens, and interests from both internal and external threats. Analysts, however, say that the Act is clearly aimed at humiliating Dorvik and as an act of revenge for the recent statements of right-wing politicians of the Bright Alliance and tensions in the souther-most region of Dorvik - Sudik where personal threats have been made against Valruzian citizens and individuals of Valruzian descent.

Valruzian Government announced in the Act that it will not back from using retorsion and reprisal actions as revenge against Dorvik for discriminatory and illegal activities taken by either Dorvish authorities and politicians. Some say that the proposal of travel restrictions had one additional aim - to appease to the Valruzian voters who say the recent passivity of the Government as a negative thing. We remind that two weeks ago two groups of Valruzian citizens who condemned the words of Dorvik's right-wing Edmond Braun protested in front of the Chancellery of the Prime Minister and the embassy of the Republic of Dorvik in Nowogard. The protests in front of the embassy of Drovik ended with the tomatos being thrown at the puppet of Edmond Braun.
