Internal Affairs Minister Bashir ben Hadad

LAW ENFORCEMENT ACTIVITY

Bier Qassem, December 23, 4885: After a meeting at the Ministry of the Interior Headquarters with national police officials, Minister of Internal Affairs Bashir ben Hadad, responded to questions about police activity;

There are three areas of increased concern at the moment. The first is poaching. The level of activity remains about the same but we intend to increase enforcement and hopefully seriously reduce it through specific deterrence. When we have perpetrators under arrest there are good opportunities to lighten their sentences for evidence against moneyed interests making poaching profitable. If we can reduce the sponsors we can reduce the demand. Also, when we incapacitate vehicles involved in poaching with helicopter gunships and force poachers to walk miles in the desert, there will likely be less repeat offenders.

The second is increased demonstrations among certain Abadi factions for some new demands. The most vociferous seem to be organized by a cleric of Al -e -Ahmad City, Moqtada al-Tabriz. Even he acknowledges that sharing naming the Grand Iman of Bab al-Mira has made the claim that the Israi are always favored rather stale, but now he is demanding he be allowed to form an Abadi militia to protect those he claims are faithful as well demanding he be allowed to form a religious police to enforce his version of the strictures of conduct imposed by the Book of Bliss. After consulting the Ayatollah of Abu Yacub and his staff, Cabinet has decided to refuse outright both demands as contrary to our law. We will have to see whether the next moves by Moqtada al-Tabriz stay within the law or warrant arrest.

Third, the cyber intelligence unit developed within our Special Missions Branch formed initially to deal with terrorism has been fielding a huge increase in complaints of a rather crude brand of defrauding the elderly and isolated and lonely through email and text solicitations promising great financial rewards. Evenntually relatives learned of this and reported it. Strangely enough we have traced the source to a few operatives of the Ministry of Infrastructure and Transport in the Muhafazah of Al’Samarya. Arrests have begun.

Defense Minister Hakim al-Afdal

NEW DAWN NASHWA TO PRODUCE MULTIROLE FIGHTERS

Defense Command Headquarters, july 16, 4885: The Minister of Defense, Defense Command Chief and Chief of Air Staff and their immediate staff met to consider improving air defense. The fixed wing aircraft of Jumhuriat al-Badra is mostly fighters except for 150 NDN A-10’s that are for close support of ground forces and some transports and trainers. The fighters are BMA Saeqeh’s, Trigunian MiG 29’s and NDN F-15’s.

The Defense Minister stated:

Since we are not planning to conquer, shall we say, Trigunia but rather trying to be capable of mounting a convincing defense against invasion, our air power needs are limited but real. The fighters are credible for air superiority needs and the BMA Saeqeh, Trigunian MiG 29 and NDN F-15 are quite capable of joining our NDN A-10’s in close support of our ground forces repelling enemy troops and tanks.

Two areas stand out. We need some air power that is anti ship and some that is anti submarine. None that we have is designed for either. It is unlikely anything we have could be well adapted to anti submarine warfare. It is much more likely we can adapt some helicopters for this task. Adapting the Trigunian transports is not out of the queston.

On the other hand, although nothing we now have is actually designed to attack ships, New Dawn Nashwa has a plane available that is a multirole fighter/attack plane, the F/A - 18.

The Managing Partner of New Dawn Nashwa, Khalid al-Qassem, has confirmed that the the specifications and technical and engineering capacity were purchased from New Dawn some years ago for the F/A – 18 which can be produced at the Ras al-Ulima facilities of New Dawn Nashwa. What we plan to do is have New Dawn produce 25 over the next five years. That should be plenty of time to work through any problems.

The NDN F/A - 18 is a twin engine supersonic jet which is all weather, carrier capable and multirole serving both as fighter and attack aircraft. The F/A – 18 is capable of duty as fighter escort, fleet air defense, suppression of enemy air defense, interdiction, close air support and aerial reconnaissance. Its avionics, cockpit displays and aerial maneuvability make it a reliable and versatile asset. It has a maximum speed of 1915 km/hour at 12,000 meters, and a range of 2017 km. It has a rate of climb of 250 meters per second and a ceiling of 15000 meters.

The NDN F/A – 18 is armed with a 20 mm nose mounted six barrel rotary cannon and 9 missile launch rails of two wingtip, four under wing and three under fuselage capable of carrying combinations of rockets, air to air missiles, air to surface missiles and anti ship missiles as well as bombs that are incendiary, unguided, precision guided, iron, fuzed, laser guided or even nuclear. The F/A – 18 also carries electronic countermeasures and decoy flares.

Muqtada al-Tabriz, Sayyid of Sayf Aleakim

PLANS TO DEAL WITH UNREST

Bier Qassem, November 23, 4885: A meeting was held in the Chancellor’s Office to discuss the demonstrations planned by the Abadi cleric and religious politician Muqtada al-Tabriz who has taken to using the title Sayyid. Attending were the President, Chancellor, Internal Affairs Minister, Defense Minister and Justice Minister.

Chancellor Magdalena al-Jabbar reported that the self styled Sayyid had formed the Sayf Aleakim (Sword of Akim) movement with supporting militia. The organizational focus seemed to be the city of Misul in Al’Baharia where the cleric has relocated his offices. Demonstrations have been planned for Al’Buqiyaa. There are reports of paramilitary meetings and fund raising for the party and militia and legal defense have begun. On the other hand the Ayatollah of Abu Yacub is doing everything he can to keep the Abadi population peaceful and out of this movement.

President Selim al-Malik indicated there were limits on how much actual power an Abadi leader could acquire as an extreme Abadi and so he favored taking steps to contain them and force them to comply with the law rather than treat them as an existential threat to the nation.

Defense Minister Hakim al-Afdal said the 4th Division stationed in Al’Baharia outside Al’Buqiyaa could easily handle the 5000 paramilitary Sayf Aleakim claimed to have registered; however, he believed all steps other than military should be taken first so that the population does not see the military crushing a lunatic fringe political expression of our minority Abadi population.

Internal Affairs Minister Bashir ben Hadad said there was as yet no indication of any religious police being formed. The organization of a paramilitary arm was clearly taking place in Al’Baharia and possibly Al’Salmania. The Sayf Aleakim was planning a march in Al’Buqiyaa but so far organizers had asked for a permit, submitted a planned route and appeared to be acting within the law. Sufficient National Police appear to be in place to handle them if they stick to the plan. National Police reserves would be on hand as well the Al’Baharia Terrorist Unit of the National Police including its helicopter gunships with plenty of tear gas in the event the march turned bad.



The President indicated that while we did not want to violently crush a minority population political movement, we also could not simply let them violate the law because their version of Akim told them to do it. Further, he knew Muqtada al-Tabriz and knew he could not possibly think he was going to really get a religious police and personal militia in a majority Israi state. So it was something else. Either he was wanting to get personal political influence and power or personal wealth. The Internal Affairs Minister suggested based on his dental records he may just want to be seen by somebody as attractive.

Justice Minister Salman Duqaq suggested rather than mass arrests which could spark outrage and undercut the efforts of the Ayatollah of Abu Yacub to bring calm, targeted arrests should be made. The Cyber Security Unit of Special Missions Branch should identify anyone in Al’Salmania appearing to register for the paramilitary militia so that expansion beyond Al’Baharia can be stopped in its tracks. Further, he suggested that leaders of the militia identified as comparable to field grade officers be arrested and tried. Any actual assemblies of paramilitary should be warned and then dispersed.

What of the Sayyid. Rather than arrest him in connection with his cause, detectives of the National Police and prosecutors had examined the fundraising documents and discovered despite the media oral and printed calls for funds for legal defense, paramilitary and religious police formation and support for political activity, the fund itself was a not for profit corporation controlled by al-Tabriz. Funds paid into it had been traced going into his personal bank accounts. The Justice Minister proposed he be prosecuted for fraud. He could not guarantee a jury would convict but he could promise he would never be acquitted.

The President approved these prosecution and demonstration plans and asked the Internal affairs Ministry to continue watching Sayf Aleakim.

Finance Minister Karim al-Sabah

COBALT DEAL WITH CMG

Bier Qassem, August 6, 4886: Minister of Finance Karim al - Sabah announced that an agreement
has been reached between Jumhuriat al-Badara and Carter Mining Group (CMG), a subsidiary of
Carter Energy Group (51% of which is owned by the Sovereign People of Hutori.):

CMG will fund exploratory studies that have minimal environmental impact to locate sites for new
mining for cobalt ore. Existing cobalt production in Jumhuriat al-Badara is entirely as a derivative
of copper mining in the mountains of Mu’Tassim. Should mining commence in earnest the cobalt
produced will be bought by CMG although actual mining will be done by Badaran mining companies.

This has been agreed to by the government which will either arrange for landowners to lease the
necessary mining rights or exercise the right of eminent domain so that it can do so. Under Badaran law, CMG may
purchase a portion less than a majority interest in a Badaran business including the mining operation.
It is expected this will occur as a way for CMG to capitalize on its investment. Further, the lease
arrangement will eventually expire but could be renewed if mutually agreeable,

The arrangement made between CMG and the Finance Ministry requires that cobalt extraction be
done in an environmentally friendly way that does no permanent harm. The government owns some
land as National Parks, National Forests, and defense facilities as well as easements for railways
and utilities and some land outright for power stations and offices. Otherwise, land is privately
owned by individuals, corporations or some other entity. The documents for the agreement were
prepared by Aziz, Al-Akim, Wallenstein, al-Sharif and Vasilevskii.

Cobalt is an element almost always combined in ore on Terra except for the occasional deposit in an
otherwise iron meteorite. It is generally extracted by smelting. Cobalt is used for lithium batteries,
for wear resistant and high strength alloys and for making Cobalt 60, a radioisotope used as a
radioactive tracer and for production of gamma rays.

Chancellor Magdalena al-Jabbar

REPORT ON MPN PURCHASE OF 3M DIVISIONS

Bier Qassem, December 23, 4887: Chancellor Magdalena al-Jabbar reported to the Majlis that the loans made both by government appropriations through the Central Bank and by private lenders to purchase four divisions of More Medicaments Manufactures (3M) from the Boros Family financial empire were being paid on schedule and would be paid entirely in two more years.

Majatran Pharmaceutical Network (MPN) and Al’Fostat Dispensing, a pharmaceutical wholesaler based in Al-e-Ahmad City, purchased the plaque psoriasis, thyroid, cholesterol, and high blood pressure divisions of 3M together with all applicable patents, stand alone production facilities, and customer accounts.

The customers of the divisions of 3M formerly making and selling prescription medicine for plaque psoriasis, high blood pressure, thyroid disorders and high cholesterol as part of its elderly prescription drug business are now buying from MPN. MPN and al’Fostat share ownership of the patents and production protocols and are licensing production in Badara and throughout Majatra and sharing the licensing fees.

Existing plants of 3M if stand alone and not in a war zone have continued. If in a war zone, professionals and skilled labor who wanted to move to other plants in Majatra or elsewhere have done so. Those plants not exclusively handling the four transferred divisions ceased work on those products and the work was taken over elsewhere. Al’Fostat Dispensing will have ownership of 3M production property for divisions involved. Relocation of personnel and production was done by a transition team from the management and consulting firm Marakesh Digital.

The upshot is MPN and Majatran drug manufacturers now have Terra wide customers for certain patented products formerly produced by 3M. The international press portrayed the Boros Family as wily foxes who had conned the gullible Majatrans, but we are very happy with the arrangement. We would rather have the money than the glory.

Defense Minister Hakim al-Afdal

SOCIALIST CORPS SMALL ARMS TO PROVIDE ANTI TANK MISSILES

Defense Command Headquarters, February 16, 4888: Hakim al-Afdal, the Minister of Defense, after meeting with the Defense Command Chief and the Chief of Army Staff and their immediate staffs, made an announcement and took questions:

We have decided to purchase SCSM FGM – 148 Javelin portable anti tank missiles for the weapons companies of our infantry divisions. Socialist Corps Small Arms will be the supplier. An automatic infrared guidance system carries the missile to the target and does not require the person launching the missile to guide it in. It can take a top attack trajectory when attacking armored vehicles with its tandem projectile that has a precursor warhead to detonate any explosive reactive armor and a primary warhead to penetrate base armor. It can also be used against fortifications and low flying helicopters.

When asked whether he was running for President, the Defense Minister responded:

No. My interest is in our armed forces. Right now we are focusing on our Air Force. Once I feel we have a plan in place for the future, I may well move back into the Army. Right sizing and standardization are objectives there.

But on the Air Force we know where our hole is. We do not need long range bombers; we have an invasion defense force. We are working on air superiority, close support of ground forces and anti ship aircraft. We really do not have much for anti submarine warfare. May have to look to helicopters for that.

On subject of atomic weapons he responded:

Well we do not have any nuclear warheads and do not plan to get any. As you know the position of the Hizb Muasisiun government is there should be a nuclear weapons ban. On everybody everywhere.

Admittedly, there is an issue. Do we have any degraded nuclear weapons hiding in an igloo under a bridge somewhere? We are right now checking our records and searching conceivable military sites to insure that we do not. We do not believe we do but much better safe than sorry. We do hope any nation ever having had nuclear weapons will take steps to safely deal with those that have degraded.

GAMBLING ADDRESSED

The Dromedary, June 3, 4888: At a training session for civil attorneys of the Justice Ministry engaged in eminent domain litigation at the Dromedary Hotel and Casino in Ras el-Haram, the President, Dr. Selim al-Malik, made remarks including:

The Royal Oasis Hotel Chain no longer owes any money to any part of the government for either its luxury hotels in each of our five Muhafazeh three of which were built with government funds or for the bio buses that now connect each hotel with the other hotels on each island and with the international airport on their island. Further all tours out of the hotels including the religious ones are all conducted via bio bus.

We consider this a triumph of government and private enterprise working together to build our cornerstone industry of tourism.

You may recall that when an opposition party tried to make gambling criminally illegal, the President issued pardons. Further, when that party took power and seized these hotels including this one, upon reclaiming office in the next election we resold Royal Oasis their hotels and paid them just compensation for the taking.

Currently Muhafazah Majlis determine if gambling is legal. We do pledge that devolution is less a value to us than keeping our hotels and casinos open for tourism and will employ whatever legal devices we have to that end. Hopefully, we will not have to go through that again.

Finance Minister Karim al-Sabah

COTTON TEXTILE DEAL WITH THE FASHION COMPANY

Bier Qassem, June 6, 4888: Minister of Finance Karim al - Sabah announced that an agreement
has been reached between Jumhuriat al-Badara and The Fashion Company, an Endralon based
manufacturer and retailer of international fashionable clothing.

The Fashion Company will be buying cotton cloth from our cotton textile mills and turning our cloth
into fashionable clothing which will be sold throughout Terra. Jumhuriat al-Badara does not make an
enormous amount of cotton cloth but has the capacity to increase production well beyond its current
domestic needs.

Although the thawb or qamis, the loose full length sleeved garment worn by most Majatran males,
was at one time and likely originally made of wool, in many if not most instances the thawb is now made
from cotton cloth. The full length abaya worn by most Majatran women is also generally made from
cotton. There is quite a demand for cloth in many different bright colors since bright clothing and
jewelry are very popular among those who prefer traditional dress.

Accordingly, the textile mills of Jumhuriat al-Badara are already producing cloth in many colors as
well as black and white and have the capacity to expand to an export market as do our cotton
producers.

Arrangements between Jumhuriat al-Badara and The Fashion Company willc continue to be between
Its executives and the Finance Ministry. Textile Manufacturers will handle connection with cotton
growers while the Ministry of Trade and Industry will receive orders for cloth from the Finance
Ministry and the applications from textile producers to participate from its Muhafazah offices and
from Central Bank where applications will be available.

Aziz, Al-Akim, Wallenstein, al-Sharif, and Vasilevskii prepared the documents for the contract.

INVESTMENT AND TRADE

Al-Kamelah Business School, June 6, 4891: Minister of Finance Karim al–Sabah, appearing at a
seminar for banking and finance majors at Al-Kamelah Business School, indicated no big changes
but new opportunities ahead:

Most of our fundamental policies remain entirely unchanged. Although we generally favor private
ownership over public ownership, we are committed to the ownership of the oil and natural gas
reserves of Jumhuriat al – Badara remaining in the Sovereign People. Petroleum Development of
Badara (PDB) is the government corporation that leases the right to extract and sell oil and natural
gas. PDB always extracts and sells oil and natural gas to insure there is enough for our domestic
market and to be a lever for influencing market fluctuation.

Another fundamental policy is not sacrificing our very strong safety net to some ideological demand
such as those of libertarians, pure unadulterated capitalists or lovers of the Iron Law of Wages.

Similarly, we left socialism by making very generous loans available to just about anybody with a
viable plan for an enterprise to succeed. A few failed and most succeeded. We still offer that
opportunity and will continue to do so.

It should not be surprising that some industries and enterprises have developed so that they have few
rivals. Such as oil refining and investment banking. Desalination and utility services. Others are
much more pedestrian; much more. We trade with somewhere around twenty two other nations. What
we are looking to do is find international partners who are more developed than we are in certain
areas of the economy and gain expertise through joint ventures. So you students ill be seeing a lot
more places for private lending than just mortgages and security agreements. Many will be
underwritten by the Central Bank.

Further, we have just begun contact with the world to the east where we have some goods and services
which may help some nations in their development and open new markets to us. We have the money
to invest. It will help developing nations and help us.

Which brings us to another policy. We do not want to join the fashionable trend of building up our
military to the point we could go toe to toe with, shall we say, Endralon or Trigunia. What we do
want to do is expand our trade so we are known as trading partners with all Terra not known as people
trying to dominate others.
