FOREIGN MINISTER DISCUSSES TRIGUNIAN COUP

Foreign Ministry, August 23, 5311: After a meeting of the Council of Ministers at the Presidential Palace, The Monsoon asked Foreign Minister Nazir Duqaq as he was returning to the Foreign Office what the government thought about the military dictatorship in Trigunia. Duqaq responded:

First off, Jamahiriat al-Qalb is not going to single handedly impose its current view of how a country should be governed on another sovereign nation. With that said, sovereignty is not so sacred that the citizenry of Terra should never move against a sovereign nation. Two instances when it should rightly be considered are when naked aggression is violating the sovereignty of another and when outrages are being perpetrated against its own people. Certainly there could be others.

It appears that the Security Council of the World Congress is looking into this situation. This is appropriate and the World Congress is in our view the appropriate vehicle for such inquiries. We are hopeful it can do so in a timely manner.

We also note that talks may develop between the parties in conflict. This is a hopeful sign as well.

The narrow area where Jamahiriat al-Qalb has some responsibility is as a member of the Organization of Oil Producing and Exporting Nations (OPEN) which we believe should share its views on whether the shortage occurring because Trigunia has for the moment ceased production of crude oil. We have noted nervousness in financial, transportation and industrial circles and panic and excitement in disaster speculation circles. We invite others producing petroleum as well as Enist and other major wholesalers to express their views.

On what you may well ask. First, is this a quite short term condition? Second, should oil producers change production levels. We could, but should we?

FINANCE MINISTER ON OIL PRODUCTION

Finance Ministry, October 13, 5312: After a meeting on mining expansion with Trade and Industry Ministry personnel, The Monsoon asked Finance Minister Hakim Abu Haq what his estimate of the oil situation was, and he replied:

At the moment it appears the political conflict in Trigunia is easing and accordingly, they will begin producing oil again. If that is the case we will have had an unpleasant interval which will end. Some customers were inconvenienced.

We would have liked to have seen talks among oil producers. We ae not aware that any occurred although just because we do not know of them is hardly conclusive. We do think they could be helpful in the future.

We continued our current level of production and leasing of oil drilling rights and offered special arrangements on a temporary basis for customers who were experiencing shortages.

SAPC AUTHORITY CHANGED AGAIN

Presidential Palace, August 17, 5313: The Office of the President announced today that the State Armaments and Procurement Committee (SAPC) would be removed from the Ministry of Defense and be placed under the direct supervision of President Moqtada al-Makhtoum.

Monsoon sources in the Office of the President indicate the decision was made after a Federal council meeting which noted that it was generally felt that the SAPC should be procuring weaponry not only for the Kafuri Majatran Armed Forces under the Ministry of Defense but also the Central Security Directorate in the Ministry of the Interior and the Kafuri Border Force and Republican Guard which reported directly to the President.

What will not change is the decision to purchase will not be a prerogative of the SAPC which negotiates terms and prices. Defense Ministry purchases will still be approved by the Defense Minister while approval of KABF and Republican Guard purchases will be approved by the President while the Interior Minister will approve Interior purchase. Oversight of the functioning of the SAPC will be by the President.

KMA TO GET HELICOPTERS

Defense Ministry, September 19, 5313: Monsoon sources at the Defense Ministry indicate Defense Minister Narouz Kerbogha and the Chief of the General Staff have approved the Kafuri Majatran Army (KMA) Commander’s recommendation to authorize the State Armaments and Procurement Committee to purchase 35 TMHC Lynx rotorcraft from Terran Helicopter Company (TMHC) to be assigned to 6th Corps headquartered in O’mer Muhafaza.

Further, 15 of the 50 TMHC Lynxes currently assigned to KMA 8th Corps in Pabeus Muhafaza will be transferred to KMA 2nd Corps in Nekkah Muhafaza so that after the most recent TMHC Lynx purchase there will be air cavalry companies in each armored and mechanized brigade in 2nd, 6th and 8th Corps.

The TMHC Lynx is a twin turboshaft engine helicopter capable of use for battlefield utility, anti armor, search and rescue, anti surface attack, reconnaissance, vessel replenishment, troop evacuation, troop transport and anti submarine warfare duty. It has a four blade rotor mounted on a rigid titanium monobloc rotor head. The blade has a honeycomb sandwich structure made of composite material and features a vibration absorption system. It is equipped with surveillance search radar for marine patrolling and search and rescue.

The TMHC Lynx is generally crewed by two but has an eight troop capacity. It has an overall length of 15.24 meters, height of 3.670 meters and 4,618 kilogram weight on ASW missions. It has a maximum speed of 324 km/hour, maximum range of 528 km. The TMHC Lynx can be armed with torpedoes, air to surface missiles and depth charges as well as a 20 mm cannon, two anti tank rocket pods, and 7.62 and ½ inch machine guns.

The TMHC Lynx is recognized as not the most modern rotorcraft in existence but is a quite serviceable helicopter available for a very economical cost.

NEW REFINERY TO BE PRIVATELY OWNED

Finance Ministry, March 11, 5314: After the Council of Ministers took the position that the Kafuris needed a privately owned refinery as well as the State owned facilities maintained by Kafuri Oil and Gas Exploration Company (KOGEC), a subsidaiary of Kafuri National Oil Company, The Monsoon has learned a plan was implemented to accomplish just that. Salimr Desert Petroleum Refining (SDPR) is being formed by managers and technical staff formerly associated with KOGEC together with investors Mountain Mining Investment Bank, the drone builder Sultan Ashqar Technical Institute (SATI) and O’mer Shipping owned and operated by the al-Mansur Family.

SPDR will actually be purchasing some of the facilities currently in use by KOGEC which is developing some new sites. Financing for the facilities purchase and start up funds will be provided by a loan from the Bank of Kafuristan guaranteed by Central Bank with funds appropriated to the Ministry of Trade and Industry. Incorporation, title transfer and loan diocumentation will be prrovided by Aziz, al-Akim, Wallenstein, Bourguiba and Vasilevskii which will handle the loan closing and title transfer.

The oil refinery facilities in question are a sprawling complex with extensive piping carrying streams of fluids betweenchemical processing units such as distillation columns. It has storage depots for the incoming crude oil and for the refined products. Some products can be used once impurities andcontaminants are removed. Others are created by fluid catalytic cracking or hydro catalytic cracking. Others are formed from intermediate products by catalytic reforming and by devolatilization.

The Monsoon can report Finance Minister Hakim Abu Haq signed off on the project today.

TRUCK BOMB EXPLODES OUTSIDE THE PRESIDENTIAL PALACE; THREE KILLED MANY INJURED

Presidential Palace, january 11, 5315: A truck made it through part of the defensive perimeter around arriving Ministers and staff for a meeting of the Council of Ministers today and exploded with what appeared to be a bomb set to explode at a certain time. There were casualties. Defense Minister Narouz Kerbogha and former President Umar ibn Marwan appear to have been among the injured. The commonly expressed opinion was that this was the work of Yad Najisa, the Unclean Hand.

There was an outer perimeter of vehicles covering the arrival of the Ministerial limousines on both sides of which spike strips had been placed by General Intelligence Directorate (GID) Directorate 22 personnel responsible for senior government official protection. The truck was occupied by a single individual who crashed the truck between two sedans crossing both spike strips. Directorate 22 personnel fired numerous revolver and semiautomatic weapons at the approaching truck which veered to the right after penetrating the outer perimeter and then exploded.

Interior’s Central Security Directorate personnel inspecting the truck wreckage indicated to Monsoon sources that the bomb appears to have been detonated by a timing device rather than remotely. They emphasized however that was a preliminary conclusion.

The Monsoon has projected the initial trajectory would have hit the limousine of the GID Director had the truck not veered to the right before the bomb was detonated. Three members of Directorate 22 were killed and nine injured six seriously. Defense Minister Kerbogha is in surgery and former President ibn Marwan is in hospital. Twelve members of Ministerial staffs were injured five seriously.

GID Directorate 1, the Private Office of GID General Director Mehmed al-Sabah, issued a statement saying the driver was captured and taken by Directorate 22 personnel to Al-Khafid, the interrogation center of GID Directorate 7, where he received medical treatment prior to being questioned. Speculation as to why he was alive after the explosion seems to be centered around a witness report that he was next to a front tire of the truck at some point.

TRUCK BOMB AT PALACE DONE BY YAD NARISA

GID HQ, April 11, 5316: On January 11, 5315 a truck bomb exploded outside the Presidential Palace. Against all odds, the driver survived and has been held at the General Intelligence Directorate (GID) interrogation center at Al-Khafid. GID Directorate 7 has completed its interrogation and GID General Director Mehmed al-Sabah has reported to the Council of Ministers. Monsoon sources at the Presidential Palace have just learned two items of interest concerning the bombing.

First, the driver of the truck is in a prison hospital and is not expected to ever be well enough to stand trial. Should he again defy the odds, he will be tried in the regular court system meeting in closed session.

Second, interrogation of the bomber by Directorate 7 revealed a good deal of information. The bomb was the work of the Yad Narisa. One of the four members hitherto unaccounted for had died abroad. The other three have been arrested by Directorate 5 personnel responsible for counterintelligence. As paramilitary insurrectionists they will be tried by a tribunal of Republican Guard Officers in a closed session. The interrogation also resulted in the arrest of five other persons by Directorate 5 who will be tried in the regular court system meeting in closed session.

DEFENSE MINISTRY IN PROJECT WITH BADARAN NAVY

Defense Ministry, August 11, 5316: Kafuri Majatran Naval (KMN) Staff and Badaran Naval staff personnel have been discussing where the Badaran Navy should begin a ship rebuilding program. Recognizing that Artanian Defense Group, the Trigunian Navy and the various subsidiaries of Canraillaise Defense Enterprises had some very attractive vessels that might be available, an objective developed to be able to produce something useful domestically. Majartran Fishing Company of Al’Buqiyaa and South Ocean Shipyard in Ras El-Haram had produced naval vessels but not recently.

As it turned out the most recent Badaran naval ship building was done by Hajjaydah Shipyards which had built the frigate BNS Zulfiquar, completed in 5084 and operational in 5085. It is currently mothballed in Ras al-Ulima which served as the home port of the Southern Task Force of the Badaran Navy. It seems that the design was originally developed in 5079 by the Naval Design Bureau of the Majatran Organization for Industrialization (MOI) which had thought it would be purchased by KMN but that did not happen. Instead it was constructed by Hajjaydah Shipyards near Bier Qassem for the Badaran Navy.

A two aspect plan was developed by the KMN and Badaran Naval officers. First, the BNS Zulfiquar to be brought out of mothballs. A task force to do this was to consist of Badaran Navy and KMN officers, O’mer Shipyard and O’mer Shipping technical staff and managers from Kafuristan , and South Ocean Shipyard technical staff and managers.

Second, in order to help Hajjaydah Shipyards get in a position to produce BNS Zulfiquar class frigates, several steps were taken since most of the work done by it in recent years had been refueling, repairing and maintaining oil and gas transporting vessels of Qat Oil Services and freighters of various shipping entities. The same task force working on bringing the BNS Zulfiquar out of mothballs would assist Hajjaydah Shipyards in gearing up for shipbuilding.

Then there were the plans and specifications. Hajjaydah Shipyards began searching its records as did the Badaran Navy staff, the KMN Staff and the State Armaments and Procurement Committee (SAPC) which would have taken over records of Kafuri military procurement from MOI. In point of fact, SAPC was the first to locate a full set of plans and specifications.

The Monsoon has learned that Defense Minister Bandar Qasabi and the Chief of the General have approved the Kafuri assistance for the project. The Badaran Government has approved bringing the frigate out of mothballs, assisting the shipyard in preparing for production and an initial order of four Zulfiquar class frigates. The time frame is expected to be readiness in 13 months and production of four frigates 33 months later. Udayl Gunnery will be the subcontractor for weaponry production.

The Zulfiquar class frigate is a multi mission guided missile frigate including air defense, enemy interdiction, anti submarine warfare, extraction and patrolling. The hull has radar detection reduction features to help it evade radar detection by anti ship missiles and radar of other ships. Its displacement is 3144 tonnes with a full load, its length is 123.2 meters, its beam is 13.8 meters and its draught is 3.76 meters. It uses a combined diesel and diesel propulsion system whereby a gearbox and clutches allow either or both of two diesel engines to drive a single propeller shaft. In this case four diesel engines can drive two propeller shafts for a maximum speed of 54 kilometers per hour and a range of 7400 kilometers.

The Zulfiquar class frigate has a crew of 15 officers and 200 enlisted personnel. It has air surveillance, surface surveillance, fire control and navigational radar as well as sonar. It also features an electro optical close in weapons system, radar detection, flares, chaff launchers, decoys and electronic signal jammers.

The armament of the Zulfiquar class frigate includes a 76.2 mm caliber main gun, two close in radar directed 30 mm rotary gatling guns mounted on the aircraft hangar, surface to air missiles, surface to surface missiles, torpedo launchers and anti submarine rocket launchers. It can carry one anti submarine helicopter.

SECONDARY EDUCATION REQUIREMENTS TO CHANGE

Presidential Palace, Julyt 17, 5320: After a Council of Ministers meeting, President Moqtada al-Makhtoum met with Ministry of Education and Culture personnel about changes to be made in the national curriculum for secondary education. Asked about this by the Monsoon, the President responded:

We are not acting like our existing program is a failure or badly focused. What we want to do is add some things to make our students more ready to handle what follows their education. First off, some physical fitness activity needs to continue in every grade. Why?, Some muscle tone and stamina will be immensely helpful to avoiding immobilizing flabbiness or obesity and make possible a sufficiently active lifestyle to keep the heart and lungs going awhile.

Second, even though we believe holding a phone in one hand is not going to be part of the long term future for humans, the basics of connecting and interacting with the digital world needs to be taught those who do not already have those skills in far greater abundance than their teachers.

Third, everybody needs to know how to drive a small truck and do elementary repairs and maintenance of it. Everyone.

And fourth, everybody needs to know how to cook and sanitize cooking utensils.

Again these will be additions to the existing national curriculum.
