"Friends, Comrades, Adiskideak: We address you in truly unprecedented times. Only one time in the last 2700 years of our nation's history has any inch of Kalistani National territory ever been occupied by a foreign power. Students of history will recall Ananto's invasion by Indrala/Yingdala 800 years ago. Today, we record the second moment in our Nation's history where this is the case.
"The Government of Kalistan/Enskal has, as many are aware, been under attack by Nationalist terrorists and militia forces. They have successfully assassinated more than 12 public officials, wounded or killed nearly 100 civilians, and destroyed millions of rubles of Kalistani National and Private property. They act illegally and are taking advantage of our disorganization in the security sector to raise havoc.
"Those same nationalists aim at capturing the apparatuses of Government, for the purpose of directing Kalistan back to a course of conflict and international instability. And until today, we have been unable to resist their impunity. But that is over. Forces belonging to the Royal Union of Lourenne have landed in several key locations, including here in Kaliburg, as well as Suldanor, Odufaray and Vrassa. They are here at our invitation. My request for assistance has not gone without controversy, but I believe it is a correct course for Kalistan in this crucial and unstable period.
"Kalistan can go one way or another. Historically, as we have attempted to reconsolidate after a long period of inactivity, we have found ourselves international pariahs. Our progress has been undermined by our own nationalist tendencies. This time it must be different. We have seen our economy fall into complete disrepair, our military has been cashiered and our navy and airforce were more or less scuttled due to neglect. Radical mobilization, either on our own or in response to external threats, ends any possibility of progress in Kalistan. Which is why we have chosen a different course. We have asked a stabilizing force to help us stabilize our nation.
"And thus Lourenne is here. They arrived on our shores early this morning, and timed their arrival so as to avoid civilian contact to the greatest degree possible. We appreciate their concern to limit loss of life on all sides, though we have registered more nationalist violence directed at Kalistani targets. We will work with Lourenne to ensure the health and prosperity of our nation. They will ensure the security of Kalistan and we will follow their lead in foreign policy. All of this will continue while we consolidate a stable government and begin rebuilding our security services. The Nationalists represent a constituency, and I assure you, we will pay attention to that constituency, but those who attack the Government to try to force a change in policy will not be coddled.
"I call on all Kalistani/Enskali Nationals to remain in their homes and defend their own homes from incursion from any enemy. Do not give succor to those who pose a threat to the stability of our Republic. I call on all Nationals to cooperate with Lourenne as they work with us to stabilize our nation. And when we have accomplished our joint goals in this nation, I call on all Nationals to wish our new associates, the Lourennaise a friendly and fraternal farewell.
"As soon as the initial impulse has passed and Kalistan's security crisis is resolved, the Government of Kalistan/Enskal will meet with the diplomatic and political representation of Lourenne, and negotiate the relationship between Kalistan and Lourenne. At the very least, we expect that we shall surrender a degree of our sovereignty to Lourenne. We will acknowledge a representative of their Monarch as our head of State, and will coordinate major economic and social policy with Lourenne. We also expect to remain open to Lourennaise investment, more so certainly that we would have been under a more nationalist orientation. More will follow. I also expect that civil liberties will not be excessively curtailed in the long run, though during the crisis and its immediate aftermath, we may need to restrain our exercise of liberty. And curtailment is expected to be shortlived.
"I would like to thank all Nationals for their patience, and thank you for keeping the faith with our Government. Very soon, we expect to return to stability and shall begin taking steps forward once again. It is wise to be optimistic for Kalistan. Good times are ahead of us.
