This past Friday signaled the end of 3rd Party Congress of the Pars Laborem. The event started quite shockingly with current party head and 1st Rector Rei Publicae
Tiberius Gaius announcing his resignation as Diregere of the Pars Laborem. He stated that he would step down as head upon the conclusion of his first and only term as
Rector. The 66-year-old far-left activist and former journalist was elected to the newly created position of Rector Rei Publicae in 4478. While his announcement initially threw the room into chaos, he continued on to give a stirring speech detailing future plans for the party as well as for Seluciae. Followed by this was the announcement of a Naming Referendum for the Pars Laborem to distance itself from the defunct Partis Laboris. Options for the name included

The overwhelming majority voted to change the name to Communis Partis Seluciae.

First trial of People's Tribunate concludes

December 4480 - Nine months after the People's Tribunate officially began its mandate it had the opportunity of exercising its judicial power in the infamous attempted terrorist attack on the Senate in 4480. One of the suspected terrorists, Heleno Minero, is a millionaire from Occidentria, and as such he was formally classified as a Knight, a member of the Equestrian Order, according to the Tiburtian Law on Classes. As a Knight Minero's actions fall under the scope of the Law on the People's Tribunate, particularly Article V.e., which considers "attempting to overthrow the government" a form of high treason. Last month the Tribune, the chair of the Tribunate, initiated legal proceedings against Heleno Minero. The preliminary investigation revealed the motivation behind the terrorist attempt. Mr. Minero had, on his blog, complained strongly against Selucian legislation, particularly the institution of the Tribunate and the formal classification of Selucian citizens into classes. According to Mr. Minero's published statements, he believes that the rich have become a "persecuted minority" in Selucia, subject to discrimination, marginalization, and even "genocide", comparing the situation of the Senatores and Equites to that of Class C citizens under the Nimitz regime in Hulstria and Gao-Soto and that of Yeudis under the Imperator regime in Selucia. Further investigation has revealed that the primary motivation of Mr. Minero's involvement in the terrorist plot was to have himself sentenced to death, which would have resulted in a public execution and, he hoped, would have turned him into a martyr of the "struggle of the persecuted rich against the Commie totalitarian regime ruling Selucia". The Tribunate however seems to have called the defendant's bluff. During the first vote the 500-member jury did find Mr. Minero guilty of "high treason", but during the second round of voting dedicated to establishing a suitable punishment a majority voted for exile and a fine. Following the decision Mr. Minero was sentenced to a lifelong exile outside Selucia as well as the confiscation of all his assets and properties. It is unknown whether he will appeal his sentence to the Supreme Court, which under the Law on the People's Tribunate he can do under procedural grounds. In the meantime the trial of the other five suspects in the terrorist attempt, none of which was classified as a Senator or Knight, is underway in the regular courts.

January 4482 - With the next elections only months away, the Republican Party has decided to reform its internal organization in order to more adequately respond to the challenges of the new constitutional structure of the Republic. The establishment of the presidential office of Rector has rendered Republican practice of always appointing two co-leaders obsolete. Instead the new party organization replaces the offices of co-leaders with a single chairperson of the Republican Party (Praeses), elected by a new decision-making body, the Executive Committee (Concilium Exsecutivum). The 121-member Committee in turn is composed of representatives of affiliated trade unions, delegates elected by the Party's quadrennial Congress, representatives of Republican Senators, and twenty members selected by lot from among the due-paying members of the party. The party also decided to abandon its policy of implementing strict party discipline, deciding instead to allow all elected Republican officials to present their views in public and to vote freely in the Senate, with the exception of votes crucial to the party. This new policy is seen as necessary under the circumstances where the legislative and executive powers are now strictly separated, thus requiring less intra-party discipline and inter-party cooperation. The newly formed Executive Committee proceeded to elect the new Chairperson of the Republican Party, Helena Romilia Nennia, a relative political outsider. Although she never held public office, she was the leader of the Republican Women's League, the women's wing of the Republican Party, and is seen as a capable organizer, skillful at fund raising and maintaining organizational coherence. The Republican manifesto for the upcoming elections continues the current emphasis on a populist platform, promising that, if elected, Republican officials will assist citizens in initiating more denunciations against powerful individuals at the People's Tribunate.

August 4482 - The Factio Unitatis Patriae (National Unity Party) is in crisis after its leader was secretly filmed snorting cocaine off the naked bodies of prostitutes.

Quintus Viridius Fabianus - a self-proclaimed champion of Hosianism and morality - now faces prosecution on a number of serious drug-related charges after he was caught in an orgy-style sex and drugs session at a seedy brothel. The incident occurred just a month after the general election which saw his party returned as the largest in the Senate.

The outspoken leader has been a prominent figure in the Senate over the last decade - during which time he has always advocated policies based on "moral integrity" and campaigned for the Aurorian Church to be recognised as Selucia's state religion. He has also called for the Religio Seluciana faith to be downgraded to a cult on several occasions, claiming the ritualistic orgies and sacrificial rites associated with it were 'too unpalatable for a civilised society'.

But the shocking video, which was shot by an undercover freelance reporter posing as a prostitute called Gildaris Fufulius Maximus, lays bare the truth regarding Senator Fabianus' own arguably sordid and illegal lifestyle choices.

Politics expert, Professor Validius Sorto of the University of Sadarium, said the FUP was on very rocky ground as a result of the revelations. He said: "Given the party's values are very much centred on Fabianus' own religious and moral beliefs and given he supposedly dominates the running, organisation and policymaking of the party, the FUP does now face an existential threat. This may seem like an exaggeration but this really is a political car crash for the Senator and his supporters.

"The possession and taking of cocaine is a very serious offence. Prostitution in itself is not illegal, but the fact that Fabianus was trying to get Religio Seluciana banned on the basis of allegedly sordid rituals such as forced and violent orgies will only be seen as adding to the hypocrisy.

"It is likely many fringe and casual voters will abandon the FUP and move to parties such as Factio Republicana and even core supporters will not forgive such behaviour, particularly if, as looks likely, Fabianus is prosecuted and stands trial for his crimes."

According to the existing Tiburtian Law on Classes, as a member of the Ordo Equester and a Nobilis he could be tried by the People's Tribunate if the crimes are seen as an abuse of his office or dereliction of duties. Under these circumstances, if found guilty he could be sentenced to death by guillotine or exiled.

Senator Fabianus has not been available for comment.

Since the collapse of the bipartisanship IMCS-FR in the elections of 4469, the 4465 elections being the last where the left, represented by In Marea-Civis Sinistram, obtained the absolute majority, the right-wing political parties (Factio Republicana, Optimates, Factio Unitatis Patriae) had managed to win in all the elections that have been held in the country. Until these elections.

For the first time since the elections of 4461, the left has an absolute majority in the legislative chamber, thanks to the 163 seats of Populares, 126 of In Marea-Civis Sinistram and 118 of Partis Communis Seluciae, which add 407, a majority more than the 376 needed to form a government. In relation to the other three Praetorships, Insularia remains in the hands of the left, although it changes from Praetor to the Populares candidate to replace the Praetor of Partis Communis Seluciae until now, while the right only retains Occidentria and Cor Patriae.

After the elections, In Marea has already announced a series of initiatives to put an end to the laws passed by Factio Republicana and Factio Unitatis Patriae when they had the majority in the House, such as the controversial Tiburtian Law on Classes and Tiburtian Law of People's Tribunate.

Also, after the scandal that has just been aired led by the leader of Factio Unitatis Patriae, Quintus Viridius Fabianus, recorded in an orgy with prostitutes and using drugs, the current acting Minister of the Interior, former Caesar of Selucia and former Secretary of In Marea, Helios Sigilis, has said the following:

"The information published in connection with Senator Fabianus is outrageous, but it should not surprise us: the right is always very trying to implant its supposed moral superiority and its religion in others, but at the moment of truth, they are incapable of to comply with their own precepts or even to respect others. If the senator had some dignity, he would renounce his Senator's act right now, but I think we would be asking him too much "


Asked about the punishment that should be inflicted, on the proposal of his party to repeal the Tiburtian Law on the People's Tribunate and the Tiburtian Law on Classes, the minister said that
"the senator should be judged, as the rest of the world, by people with a wide knowledge of the judicial system, not by people with a desire for revenge, as we have always said. The moment we give in to our instincts, we stop having what differentiates us from other animals as a society. I advocate that the senator be tried by a court, decide his sentence, if he has to rot in jail and perform community work for the rest of his life, so be it, but I will not support him to be executed and thus be considered that his account with the society is settled. "

President of the General Assembly of the World Congress heavily criticize the reforms in Selucia promoted by the Republican Party

From the Office of the Presidency of the General Assembly of the World Congress came a message from President El Salefi with whom a meeting with the Selucian government was requested for clarifications on some important reforms recently introduced in the country, more precisely the system of social classes and the Popular Courts.

This request for a meeting with the Selucian Government has come, however, also accompanied by heavy criticism directed towards the main promoter of these reforms, namely the Republican Party. President El Salefi has heavily attacked the Populism used by the Republican Party, stigmatized as demagoguery that relies on resentment, revenge, on the stigmatization of well-defined socio-economic categories and that fuels an insane social conflict. El Salefi has indeed stated that he sees in Selucia serious violations of the most basic principles of fairness, independence and fairness of the judicial system as well as infringement of the most basic democratic principles, first and foremost the equality before the law of all the citizens of a nation that wants to be defined itself as democratic.

To the journalists, who immediately looked for El Salefi to interview him, the President of the GA stated that he intends to present various resolutions at the World Congress to reinvigorate international law and conventions also in the judicial field, necessary in an increasingly interconnected world and where Rights, Duties and interests of individuals increasingly go beyond national boundaries.

El Salefi seems thus ready to make heard very well his voice around the world convinced to persue its committment in promoting and defending his democratic ideals as said during his campaign for the GA elections.
Some journalist, however, asked to El Salefi if maybe he isn't going beyond the boundaries of his role as President of the WCGA, to which the President responded:

I think that no Government should be exempted from criticism, even if they come from abroad. Why can't the President of the WCGA express his opinions and why can't the President ask to meet with representative of a Government to talk about specific issues and topics? I'm forcing someone? The Government of Selucia has also all the right also to refuse to meet with me. But why I cannot ask this when my Bureau is now working on serveral international acts which I would like to present in the next months to the World Congress?
The World Congress is probably one of the main international law sources and so, it shall be well informed and aware about several matters so to be able to work properly and also to respond adeguately to several issues that, as we have constated, unlikely remain within the borders of the interested nation.

March 4483 - Last month's snap elections, organized in the aftermath of the mass resignation of the Senators affiliated with the Party of National Unity (FUP) caused by the party's disintegration, produced an uncertain result and are likely to leave Selucia without a working cabinet for a long time. The collapse of the Party of National Unity after shocking and embarrassing allegations concerning the party's founder Quintus Viridius Fabianus led to a significant realignment of the Selucian political system. One winner of this outcome, if only a pyrrhic one, is the Republican Party, who in the last elections managed to return to its position as largest party and gained the Praetorship in four out of five Provinces, even, most surprisingly, the traditionally progressive stronghold of Insularia, the first time a non-progressive party won that Province since 4366. Part of the explanation for the Republican Party's return to prominence is the disintegration of the FUP itself. Calling Mr. Fabianus' actions a "clear example of the depravity and degeneracy of the upper classes", Ms. Nennia was all too happy to distance herself and her party from its former ultra-Hosian allies, an alliance that had become more a liability than an asset for the Republicans. The anti-Pagan comments by Senator Fabianus had alienated many of the Republican Party's Pagan voters, and the alliance had become so toxic for the electorate that, even with the FUP support, Republican candidate Nennia's total number of votes was actually lower in the second round of voting in the 4482 elections as she lost more than six million votes between the two rounds. With the disintegration of the FUP the Republican Party could once again regain its monopoly on the right and rebuild its cross-religious conservative working class coalition.

But this was far from a clear win for the Republican Party. Populares candidate Milonia Andronicus successfully renewed her mandate as Rector, and with only 289 seats in the Senate the Republicans are far short of the majority they need to block her cabinet appointments. The Rector's attempt at filling her cabinet with candidates from all parties is facing the opposition of In Marea Senators, and no alternative coalition has yet emerged. So for now the Republic remains governed by the Ministers appointed by Rector Tiberius Gaius, including the Ministry of Education and Culture under Republican Minister Nicolaus Sanquinius.

Given that the composition of the future government still remains a big unknown, the Rector will probably not accept the recent invitation issued by the President of the General Assembly any time soon. However, Republican leader Helena Romilia Nennia did offer her own comments on the criticism leveled by President El Salehi on the topic of Republican-sponsored populist reforms:

We are grateful to Mr. El Salehi for the interest shown in Selucia's policies and we hope that the future government will work closely with the World Congress in examining and developing our judicial policies. It is unfortunate however that the President of the General Assembly is clearly uninformed on the reasoning and practice of our judicial reforms, so it behooves me to enlighten him. The People's Tribunate is not based on demagoguery. A demagogue is one who misleads the people by promising what he cannot deliver. But we did deliver what we promised. We promised to give the working class a direct voice in the implementation of justice, and we delivered. We promised the people violent retribution against rapacious elites, and we delivered. We promised an outlet for popular anger against aristocratic arrogance, and we delivered. The People's Tribunate is an independent non-partisan judicial institution that through its very composition and its mandate is immune from political pressures and which takes its decisions lawfully and orderly under the rule of law, and as such it is fully consistent with the principles of judicial independence, separation of powers, and democratic accountability. But it is also based not only on resentment, revenge, and the stigmatization of the upper class, as Mr. El Salehi rightfully points out, but also on hatred, cruelty, and blood-lust. We believe that, without an institutional outlet for these sentiments, the outcome would be far worse. Social conflict and class struggle cannot be abolished in a democratic society, they can only be obscured, until they finally burst with far more violent outcomes. And the upper class will not pursue the common good out of the goodness of its heart, but only when it is coerced to do so. We are then eager to meet with Mr. El Salehi and discuss ways in which our policies can be improved and applied in other nations, with due consideration for local circumstances, of course. We believe that institutions such as a class-specific tribunal empowered to conduct political trials against corrupt elites or the institutionalization of class struggle could have salutary consequences not only in Selucia, but also in nations like Istalia, where such institutions could have prevented the Black Thursday catastrophe, or Pontesi, where the elites would have thought twice before committing acts of such brazen corruption as they did, or Kafuristan, where popular anger would have had a pressure valve instead of exploding into a violent revolution. So I do hope Mr. El Salehi does meet with the Selucian government, if only so that he can be better informed of our democratic practices.

After the unexpected resignation of Helios Sigilis, it was she who stepped forward to lead a party that needed to delude the voters again. However, in successive elections the party has failed to lift the flight. She blames it on the fragmentation that the left suffers in the current political scenario, with three progressive parties in the Senate versus one - Factio Republicana - that brings together all the conservative votes of the nation.

Interviewer: You came to the general secretariat of your party with the intention of winning back voters and elections. However, after the last elections, the right has managed to be the most voted force and govern even in Insularia, something that did not happened since more than 100 years ago.

Adia Pastora: Of course, we are in a complicated political context. Technically, if analyzed in a certain way, it is true that Factio Republicana has achieved a great victory in these elections, but it is not really useful for them. If we analyze it, what have they really achieved? At first glance, 289 senators, to become the nation's first political force and four of the five Praetorships. But that is where Selucia's own political system intervenes. Although they are the most voted political force, citizens have preferred Mrs. Andronicus as Rector of Selucia. Which means that she is the one with the power to form the cabinet that she wants, as we have seen in recent months. And technically, there is a left-wing parliamentary majority. The same goes for the Praetorships: except for Cor Patriae, where they have obtained an absolute majority, it is mathematically impossible for them to govern without collaborating with the left in the rest of the regions. In Insularia they have won 52 seats out of 150, in Occidentria 70 seats and in Oriensos 57. None of those numbers allows them to govern alone. They have really achieved a pyrrhic victory, which looks good on paper but does not hold on to anything.

I: Speaking of the cabinet of government: the Senate is currently processing a proposal that would integrate all the political forces of the Senate. However, your party has already announced that it will not vote in favour. What is this?

A.P:As we have told to the Rector, from In Marea-Civis Sinistram we have no problem in governing with Populares or with Partis Communis Seluciae. However, we do have it with Factio Republicana. Currently, the relationship with them is totally broken, and personally I do not think that confidence will recover in a while. From my person, I had very high regard for its members and most of its leaders, but as they have begun to embrace certain policies, we have become increasingly distant. I do not think there is anything left of that party with which we formed government coalitions at the time, and we are currently in one in where they only occupy a ministry, but nothing beyond that. Our parties have been without contact for about two years, and there seems to be no intention of solving anything. In my party especially hurt the vote they made in favor of cutting the rights of the LGBT collective by approving the withdrawal of our nation from the Treaty and in favor of restrictions in the adoption system. No matter how hard they try to paint it as they want, their vote has remained there for history.

I: And what does your party think, and you personally as Minister of Foreign Affairs, about the words of the Secretary of the World Congress, in relation to the laws of the People's Court and the law of Classes approved by Factio Republicana?

A.P: Well, I think we have made our opinion clear on the many occasions that the law was rejected by the Senate until it finally got approved by Factio Republicana and Factio Unitatis Patriae Senators [laughs]. As General Secretary of my party, I must say that we are currently working with the progressive forces of the nation to promote their repeal immediately, because they are laws that we consider antidemocratic and populist. The Law of Classes is another infamous law proposed by Factio Republicana, when instead of fighting against inequality and promoting the development and economic progress of the poorest areas of our country, it is proposed to give privileges to the upper classes with the excuse of to "collaborate more". You can ask the higher classes to collaborate more without the need for privileges, that's what politics is for.
As for the law of the People's Court, we are also working to repeal it. My party defends the idea that those who know the laws should judge, not allow the desire for revenge to be unleashed by our nation, because that leads to chaos. We must promote a severe justice, yes. Independent, too. But fair. It can not be said, under the excuse of social inclusion, that we remember previously that they themselves have motivated when they approved their law of Classes, that this serves so that people are represented. It is outrageous and to me personally as a lawyer it offends me.
As Minister of Foreign Affairs, I have things to add. The Secretary of the General Assembly of the World Congress has not acted, in my opinion, correctly. He has thrown himself into the jugular of our nation as far as he can. He has acted more as Foreign Minister of Istalia than as leader of Terra's largest international institution. As I said, and I repeat, we are working on the repeal of these laws, because we also defend that they are contrary to the freedom of our citizens. But politics is not about sewing and singing, and it takes time. It takes time because you have to get the necessary majorities, which citizens have to provide, and that only happens after elections are held, which are every four years. So I ask Mr. El Salefi that before he should act more calmly, but we share his concern and we are working on it. In addition, Istalia is not a country unknown to Selucia, nor the other way around, and he should know that democracy and human rights have always prevailed for a large part of our history, with minimal dark periods.

Following the comments of the Foreign Minister of Selucia Adia Pastora, the President of the General Assembly of the World Congress Ibrahim El Salefi wanted to release a brief statement:

I am very happy with the reply given to me by the Selucian Foreign Minister, as well as Secretary of the In Marea party, but on the other hand I knew I could count on such a progressive party regarding their firm intention to repeal the regulations that prompted me to talk to Selucia.
But I would just like to apologize only partially to the criticisms added by Miss Pastora: the President of the General Assembly of the World Congress, fundamentally, has only one great power, his voice expressed by an authoritative position. And I'm more than ready to exploit the most this position for what I've never hidden wanting to do: promote and defend democracy in the world.
Probably what pushed me to use the strongest tones towards Selucia was my regret at seeing one of the most enduring democracies of the last 300 years, becoming one of the most important beacons of democracy, being undermined by legislation that denies basic principles such as equality before the law.
Despite the explanations given by the Republican Party, I am still convinced that the road they traveled is not the best way to promote Social Justice, because, despite my criticism, I understand why the Republicans have proposed similar laws but I believe they made the same mistake of those who advocate the "Dictatorship of the Proletariat", or similar ideologies. How do you aspire to a peaceful, united, productive and peaceful society through discrimination and privileges for this or that social category? It is not the right way.
Finally, to conclude, I do not know why Minister Pastora spoke about Istalia, but I can assure Selucia that Istalia has nothing to do with initiatives that are my own. I do not think I have ever hidden the fact that, as some have defined it, I'm also willing to make political activism, faithful to the principles and ideals of which I have never hidden that I was a bearer. Istalia has certainly contributed to my political and ideological background, I am the son of my country, I can not deny it, but I want to assure you that there are no relations between me and the Istalian Government and the actions taken by me are guided exclusively by my will.

First public execution under People's Tribunate

February 4484 - In the midst of international controversy regarding Selucia's judicial practices, the People's Tribunate added fuel to the fire by implementing its first ever public execution. Evander Salvius, chairman of the ILQ Bank, a joint stock company owned by cooperative banks, was found guilty of embezzlement under the provisions of the Tiburtian Law on the People's Tribunate and, as a member of the Ordo Senatorius, he was sentenced to death by decapitation. As a result of an investigation it was discovered that ILQ Bank had falsified revenues and margins. The balance sheets of ILQ carried 3 million Denarii of inflated and non-existent cash and bank balances, non-existent accrued interest of 1 million Denarii, and an understated liability of 2.5 million Denarii arranged by Mr. Salvius. The investigation found that what was initially a cover-up for a poor quarterly performance escalated over the years, as what originated as a marginal gap between actual profit and the one reflected in the books continued to grow, the differential was further accentuated by the fact that the bank was forced to carry additional resources and assets to justify higher levels of operations. When it was discovered that Evander Salvius was complicit in the operation, he was denounced in front of the People's Tribunate in July last year. His trial concluded in December, and Mr. Salvius was found guilty and sentenced to death. His execution by guillotine took place this month and was broadcast on all media channels. The Republican Party, the only political faction supporting the maintenance of the Tribunate system, organized "execution parties" to celebrate the death of the former chairman.

The execution of Evander Salvius was the first, and, as seems likely given the imminent abolition of the "Law on the People's Tribunate", the only time when the Tribunate exercised its power to send wealthy and powerful Selucians to death. This execution comes in the midst of international criticism against the practice from none other than President of the General Assembly Ibrahim El Salehi. Immediately after the execution the Chair of the Republican Party Helena Romilia Nennia released the following statement:

The Republican Party celebrates the decision of the People's Tribunate to send Evander Salvius to death and we pray his would be the first of many such acts of symbolic violence. If the aristocrats do not live up to their name they must be dismembered. The elites, who are so consumed with distinguishing themselves from the multitude, ought to justify such a distinction. When they fail to do so they must be physically rendered multitudinous. When they become too big for themselves, they must be cut down to size. We fully welcome and embrace this democratic development and we celebrate our democratic institutions, which not only grant the people the power to determine which elites hold office, but also to actively patrol their actions. We hope that these institutional practices will also lead to the development of a culture where the people actively despise and mistrust the elites and confront the injustices that the elites inevitably commit. It is only through a political culture of intense socioeconomic animosity between the elites and the people that the elites can be made responsive to and held accountable by the people. The People's Tribunate plays a central role in holding back the insolence of the upper class and preserving popular government and civic freedom, and we thus implore the Senate to see the wisdom in maintaining this salutary institution necessary for democratic accountability and a fair and just judicial system, and embrace rather than reject class conflict and strife. The elite appetite to domination is insatiable, so without extraelectoral safeguards and active and antagonistic political participation the Republic will soon succumb to plutocracy. For the sake of the common liberty of the Republic's citizens we must embrace discord and reject peaceful and tranquil arrangements of social interaction. If we do so we will strengthen the cause of liberty and create an active and popular civic life in our Republic.
