The Cultural Reform of Clodius
July 5441
Image

With the ambition of enriching the culture of Selucia, the Cōnsul Clodius has announced that the government of Selucia would fund artists and festivals, as well as dedicate part of the budget in improving the architecture of Selucia. In his announcement, he has mentioned the introduction of a new anthem by the band "Imperium Tenebrarum" (Empire of Shadows), a band that has been becoming popular with a population for its enchanting, dark melodies; dramatic lyrics inspired by a reminiscence and nostalgia of the old Selucia with a depressing but intense touch. The music by the Imperium Tenebrarum is only a reflection of the state of Selucia nowadays: a nation hurt, broken, nostalgic, depressed, and scared.

Oh Selucia, land of glory,
Shining brightly with the light of antiquity.
Nobility and virtue, forever,
With strength and honor, renowned people.

In the shadow of silence, echoes the ancient voice,
Live eternal glory and power!
To sacred memories, we ascend to the stars,
Your name, Selucia, always endure!

Through darkness and war, we soar to the stars,
With courage and faith, we walk to glory.
We hope and love, the affection for our homeland,
Selucia's light, forever stay!

The Cōnsul has also begun to discuss changes to the political, economic, and military structure of Selucia with the Senate. The budget may be re-adjusted for the new conditions of post-war Selucia. The military must be strengthened and its structure redefined. The political offices of Selucia must change for the sake of avoiding new conflicts: more interconnected offices, with their powers and responsibilities redefined. According to Clodius, the Selucian nation needs to see hope again and none of the previous Cōnsulēs have managed to achieve this, but, in fact, caused the opposite.

Selucia declares diplomatic independence
November 5445
Image

Ever since Caius Clodius has become the Cōnsul he has been enacting many structural changes to Selucia, including a reform of political offices in which he specified the roles of each political officer and how they're appointed or elected. In a way, this supposes the strengthening of the republican system, which seems to be at odds with the popular rumour that the Factiō Aquilārum is anti-republican. Nonetheless, while the people have been overall happy with the latest policies of Clodius, they have lately been getting worried by some of the diplomatic decisions taken by him.

In 5441, Selucia and Narikaton and Darnussia signed a Treaty of Friendship, recognising each other's sovereignty, declaring a non-agression pact, and several trade agreements, including the lowering tariffs. This treaty is but a start of the new diplomatic model of Clodius: what looked as a seemingly typical treaty between like-minded nations, is also a plan alternative to what Clodius defined as "dependence of restrictive treaties that do not share our interests as a nation". This has been demonstrated in 5445 after the government of Selucia was asked to give their feedback in the Branovice Summit on a possible re-establishment of the Majatran Association. The blunt statement from the Cōnsul was, as he said, "clear as water":

Even though we appreciate the consideration, Selucia must officially reject any step at associating with Majatra or any other continent in any way that threatens our total political and economic independence in any way, even minimally. While the intention is good and we wish this possible Majatran Association good luck, we have fought a civil war recently over whether we should keep to our own or 'modernise' our nation to fit the interests of foreign powers, and the victor is clear as water. We are and have always been open to individual diplomatic agreements with other nations, but that should be the limit of it for Selucia. Best of luck.

This has served him well to start a "Diplomatic Independence" act, in which he has proposed the withdrawal from several treaties deemed "unnecessary, inactive, or directly incompatible with our interests". While this is nothing new, considering this has been the whole campaign of the Regressīvī, this declaration of diplomatic independence comes with an element that has worried many citizens, and that is what the Cōnsul said about the World Congress:

The Consulship of the Res Publica Seluciana of 5445 proposes a withdrawal of international treaties deemed no longer necessary, or restrictive of our interests. The only exception shall be the World Congress, which Selucia cannot deal with the possible consequences of leaving such. Instead, Selucia will keep as much neutrality and passivity towards the World Congress as possible, refusing to send representatives and voting for any candidate to the Security Council, to affirm as much independence as possible.

People, fearing a possible withdrawal from the World Congress, have started wondering what Clodius is actually hoping to achieve. It is not the possibility of leaving the World Congress by itself that worries the people, but what worries them is the reasons why the Cōnsul might be considering it. The rumours of Clodius being anti-republican have strengthened, with accusations of Clodius hoping to establish a permanent dictatorship and do away with every international restrictions towards his establishment of a dictatorship and policies that the international community would disapprove of. However, while all of this are just rumours, people are beginning to question whether they were actually prepared for the restoration of the Republic. In addition to this, the Cōnsul has reiterated his refusal to consider joining the MSCO, following the same logic he has applied to any other international organisation.

The Cōnsul dies: Clodius assassinated
February 5446
Image

Today, at 5:34pm, the Cōnsul was found dead in the capital city in the middle of the street together with a few guards after receiving a report of a shooting. One of the guards survived, although in a critical state, and some days later was able to give details of the assassination. Apparently, after leaving a meeting with the Legatus Caelus Pomptinus, some men got out of a black van yelling "Death to the tyrant!" and shooting onto them, Clodius dying almost immediatel from the severity of the injuries.

While the assassins haven't been found and we have no idea who they might be, there are already rumours of them being Modernī who survived the civil war and wanted to still cause harm, probably motivated by the threat of the last declaration of "diplomatic independence" of Clodius just a few months ago. In the meantime, the Prōconsul Aulus Junius Carantus will be replacing the Cōnsul until the situation is controlled and new elections are called.

The Cōnsul assassins have been executed
April 5446
Image

Soon after the assassination of the Cōnsul Clodius, the Factiō Aquilārum, led by the Dux Faustus Clodius Maximian, son of Clodius, have taken the initiative to find the assassins and execute them. They travelled throughout the whole nation for a couple months, until they arrived at Victoria, capital of Oleria, the last stronghold of the Modernī and the only city of theirs that was not invaded during the civil war, but rather surrendered.

The connections have led people believe that the assassins behind Clodius were Modernī that managed to survive the civil war, and probably were organising with the disappeared Gaius Valerianus. Once they were found by the Dux in Victoria, he sent the Legions to capture them and schedule a public execution in the middle of the city, with a message to any Modernī still seeking to fulfill their objectives:

This should be a warning for all the Modernī traitors. I am not going to rest until every single traitor of the nation gets executed, if I have to work day and night for months to get rid of all of you. Give up your cause or face your doom, death to traitors!

The whole operation, however, was not notified to the new Cōnsul Aulus Junius Carantus, who has showed his public opposition to the actions of the Dux and called for his retiring and arrest for abusing of his powers and doing things out of his power without permission from above. Soon after the words of the Cōnsul, Clodius Maximian has disappeared from the public eye with a group of legions.

Clodius Maximian marches into Auroria
November 5446
Image

After the announcement of the Cōnsul Aulus Junius Carantus of arresting the Dux Faustus Clodius Maximian for executing the assassins of his father, the previous Cōnsul Clodius, Clodius Maximian has been preparing to march into Auroria, the capital, to threaten the Cōnsul to give up or otherwise his legion would execute him and the whole Senate. Forced by the situation to comply with the demands, Junius agreed to his conditions and asked him to leave. However, some soldiers appeared in the city to fight the Legion of Clodius Maximian, developing into a battle between the two forces in the middle of Auroria.

After the battles were over, Clodius Maximian ordered his Legionnaries to go after the Cōnsul and bring him alive to him, while Clodius Maximian and a small group of Legionnaries stayed in the city to announce his victory, and giving money away to the citizens in exchange for their support. By the afternoon, his Legion had captured Junius and brought him to Clodius Maximian, who then took him to the Forum Selucianum with a small group of Legionnaries and himself personally executed the Cōnsul in public.

Once executed, Clodius Maximian went to the Senate and executed around two hundred of Senators who opposed him, leaving only a hundred of them alive that would support him and announce him as the new Cōnsul of Selucia.

Maximianus proclaims himself as the Princeps
September 5447
Image

After marching into Auroria with his own Legion, executing two hundred Senators and the Cōnsul Junius, Clodius Maximian assumed Consulship and almost a year afterwards he introduces a series of changes. First, he'd be referred to as "Princeps Maximianus", holding absolute power and ending the rulership of the Senate, although not abolishing it entirely. The Cōnsul now holds the same responsibilities as the Prōconsul used to - title which is now nonexistent. The Senate has been reduced to only a hundred Senators, the loyal ones to Maximianus.

With this, the end of the Republic has been announced, but what this new regime will be is still unknown. While Maximianus hasn't expressed much interest in a monarchy per se, it seems to be moving towards that path - yet again. However, Maximianus has made it clear that "no incompetent man shall rule our nation, but only those who show they're fit to rule". For this, Maximianus has held a tournment of gladiators to pick the winner as his successor, which he would prepare for the 'art of ruling'. At the same time, Maximianus has announced that aesthetic changes would be done throughout the nation, from fashion, to architecture: "people dress like we are in the middle of a civil war, yet that is in the past, and it is time now to advance. Similarly, our buildings look pretty badly. If our nation wants to become glorious again, it cannot do so in this state". He has also cleared up that he intends to improve the army as well as continue all the plans of his father, Clodius.

The Legion Reform of Maximianus
January 5448
Image

As promised by the Princeps, the army of Selucia would be professionalised. The army of Selucia, also referred to as "Legiō Seluciana", will consist of several groups of Legionaries and different forces. Instead of having private forces controlled by Commanders freely, the Legion will be subjected to the State and the Princeps in order to avoid more civil wars and coups. The recruitment will consist of tough tests to ensure the recruits will be in proper conditions to serve the nation, as well as loyal to Selucia and the Princeps. Only citizens of Selucia will be allowed to serve in the Legion - barbarians will be, at most, hired as mercenaries. A 25% of the Defense budget will be dedicated to paying a wage for Soldiers enlisted in the Legion, and they will as well enjoy new rights and privileges for as long as they're Legionaries.

The structure of the Legion has been significantly modified, starting from the ranks.

- Auxilius: the auxilia consist on the recently enlisted Legionaries that still require extensive training, usually used as reserves. Is not considered a Legionary fully, thus not enjoying the privileges that come with such status.
- Accensus: the accensi consist of Legionaries who have passed enough trainings to participate in armed conflicts, as well as enjoy the privileges and status of a Legionary.
- Miles: the milites are more trained and experienced Legionaries, generally the first ones to be called in a conflict (besides high ranking Legionaries) and placed at the front.
- Praefetus: the praefecti are high-ranking Legionaries leading and training the rest of Legionaries, and taking the front of the battlefield with the rest of Legionaries.
- Draconarius: the draconarii are high-ranking Legionaries who often organise and order the rest of Legionaries below them.
- Dux: the minister of Defense, manages the entirety of the army together with the Princeps.
- Princeps: absolute power over any military affair.

In addition, several groups were created and added to the Legion with different tasks, which can only be joined by accensi and above.

- Hastati: infantry Legionaries.
- Equiti: vehicle and horse-riding Legionaries, often in front of the Hastati.
- Hastiliarii: tasked with the instruction of Legionaries, restricted to milites and above.
- Frumentarii: sometimes used as elite Legionaries in some situations, most of the time working as a Secret Service.
- Medici: tasked with medical affairs. Are never involved directly in armed conflicts and only assist injured and dead Legionaries, as well as civilians. Nonetheless, always armed in case of self-defense.
- Palatini: consisting of elite Legionaries, tasked with guarding and protecting key sites and Legionaries, such as military camps or high-ranking Legionaries. Do not tend to participate directly in conflicts, instead used as reserves in case of need.
- Urbanae: non-combative units acting as military police in cities and borders.
- Classes: navy forces.
- Aviaria: air forces.

Lastly, the Legion must use modern equipment, especially in the battlefield, although for many other situations ancient equipment can also be used, either for aesthetics or for its practicality. For example, Urbanae might not need to carry guns all the time, but could simply wear swords and shields, which should be effective enough against an unarmed population. As for uniforms, the Legion must intimidate and represent the glory of Selucia, thus fancy but practical uniforms will be made for the Legionaries.
