Amatia Scipio has become after the 4453 Selucian elections the new Consul of the nation, defeating Cyprianus Tiburtius Numitor. The Leader of In Marea-Civis Sinistram, who already occupied the office in the period 4441-4445, is aligned with the most progressist faction of the party and with the IUVIM (Iuventus In Marea), and has accepted to give an interview with us.

Interviewer: Thank you for receiving us.
A. Scipio: The pleasure is mine

I: Let's go directly to the matter: Is your victory a sign that politics in the nation are increasingly scoring to the extremes of the political spectrum?
A.S: I wouldn't say so. There has been a lot said about me and my political affiliations and ideology, and I've never denied it. I was a proud member of the IUVIM, and now I'm a proud member of In Marea. During the political campaign prior to the 4453 Selucian elections, I clearly stated my priorities if I was elected Consul: ecology, feminism and equality. And voters decided to choose me over Mr. Numitor. Voters knew my ideas and still chose me, so that's all.

I: Yes, but by choosing you instead of Mr. Numitor, haven't they elected a radical person to lead the Consulship of the nation?
A.S: [laughs] And who says that? I'm a radical for the conservative sectors of the society, because that is how democracy, journalism and political ideology works. But, to set an example, I will not be in the streets burning churches, or banning any ideology that differs from my own. That's being radical. To protest against inequality, salary breach, racism, discrimination, and to do so by assisting to manifestations is not "being radical". It's common sense. And I'm proud of my past when I assisted to many protests against discrimination and inequality. I have nothing to hide.

I: Prior to the elections, you promised that if ever elected, you would treat the issue of Deltaria. What are your opinions and future actions now that you are in a position of power?
A.S: I already said it, and I reaffirm my opinion, that is the same of all the high figures of In Marea: Deltaria, while being a unipartidist dictatorship, cannot be tolerated by the international community. That does not mean that we will accept either another Thallerist dictatorship in the nation. I can already imagine the members of Factio Republicana coming to attack me and my party for saying that, claiming that our "liberal ideas" are interfering with the political system of a democratic nation. But first of all, and let's say it loud and clear, because Factio Republicana has a really wrong idea of us: we are not "liberals". We are socialdemocrats. It is very different. And we stand for the rights of everyone, without caring about their political ideology, as long as it respect the basic principles of humanity. And if we have to protest against any government or person that does not respect that, we will do it. If they want to think it is an interference, let them do so. It is better to stand for the rights of everyone in the international community than to support a dictatorship under the shield of "respecting democracy in its different ways".

I: So what are going to be your actions now, that the Thallerist party has returned to Deltaria, and that Princeps Senatus Numitor has demanded Mrs. Galanou, Praetor of Insularia, and all of her government, for the blockade she stablished to Deltarian ships in the region?
A.S: The conflict between the two heads of the executive power starts now. Let's be clear: As long as I'm one of the executive heads, and the situation in Deltaria remains the same, no matter with a socialist dictatorship or a Thaller dictatorship, I will say the same: Deltaria is not welcome in Selucia. I will pass my words to Mrs. Bousaid, and let's see how this ends.

I: So this is a clear defy to the decisions of the government.
A.S: As said, Selucia has two heads of the executive power. And I'm one of them. Ministers have decisions over policies of our nation, but on the international ground, both Mrs. Bousaid and myself have the same value and competences. And I will fight until the end for the rights of the Deltarian people.

I: And with the issue of Mrs. Galanou?
A.S: Obviously I'm affected that, because someone has decided to stand against the violation of human rights, as Mrs. Galanou has done as much as she could, she has been brought to Court. History will remember the actions of Mr. Numitor, and surely the people of Insularia will remember it too. But I trust the experience and values of the members of the Supreme Court and the strenght of our judicial system, so we will have to wait until the end to see further.

I: What more do you plan to do during this legislature?
A.S: I'm going to try to visit as much Majatran nations as I can. Governments of Factio Republicana has broken many ties with true democracies, while aligning ourselves with dictatorships and undemocratic regimes, and violating our sacred neutrality. I'll try to repair it.

Protests increase in Insularia after regional government is called to Court

The decision of the Princeps Senatus Tiburtius Numitor to take the government of Insularia before the Supreme Court of Selucia for an alleged crime of usurpation of functions by prohibiting the entry and refueling of ships from or to Deltaria, after accusing the nation of "undemocratic "because of its one-party policy, today it has led to massive concentrations in many parts of the region, both in large cities and small inland towns, and threatens to blow up all the bridges between the region, which has long been a of a majority that cries for greater autonomy or even total independence, and the central government.

Pruvius Claudio, general director of the "Real Democracy Now" collective, has described the latest actions of the central government as a "provocation" and has accused them of hiding their fascism under a layer of pseudo-democracy.

"That a government and a party consider themselves democrats, while supporting a nation that is not, under the excuse of not interfering in the foreign policy of those countries, is a shame, it does not represent us, Insularia has always defended and will defend the rights human rights, and political rights, and will protest against them. "


Valcia Fulmina, a retiree of 73 years, has attended a demonstration of this type for the first time because, according to her, "the population is already fed up".

"For a long time Selucia's successive conservative governments have gone to attack the traditionally more progressive regions, but we have always stood firm. I have never been in favor of confronting a democratically elected government in this way, but there comes a time when if you really believe in freedom, you have to do it. Faustinus Deuco has proposed an example:
"What would it look like to Factio Republicana if, for example, In Marea-Civis Sinistram decided, when it came to power, to ban any other political party, including them, and force everyone to choose them? Would it seem like a dictatorship, or would they accept it without further ado? It seems incredible that in these times, even the judicial branch accepts accusations for defending human rights. "


Everything remains to be seen, but there are already new calls to concentrations until the outcome of the ruling is announced, which depending on what it is, can increase to an extent never seen the tension in Insularia with the rest of the nation.

The Supreme Court of Selucia decided yesterday to support the decisions of the Insularia executive, led by Anthea Galanou (IMCS), to veto the entry or exit of Deltarian ships in all the ports of the region. After being denounced this decision by the Princeps Senatus of Selucia, Cyprianus Tiburtius Numitor (FR), for a supposed crime of usurpation of functions, the high court has now decided to give the reason to Insularia and claim that, according to the Constitution, no criminal act has been committed.

By a vote of 4 to 3 - Regulus Saturnus (Iudex Maximus), Pax Marcellina (Oriensian Iudex) and Petra Laurentina (Occidential Iudex) voted in favor of the accusations; Iuno Antonina (Cor Patrian Iudex), Andreas Ennius Drusus (Marestellan Iudex), Galana Numitor (Insularian Iudex) and Prucianus Corpa (Opposition Iudex) voted against the accusations - the Court has decided to legally support the actions of the regional government, decision that received immediate support in the streets and in social networks.

The one that has become the most important case since the restructuring of the Court after the Velian law, has put to the test the effectiveness of this new system and its guarantees of independence of its members, since both Mr. Drusus and Mrs. Antonina were elected by the Praetors of their regions, both belonging to Factio Republicana, the same political party as the Princeps Senatus.

With the entire nation awaiting this judicial decision, which could have endangered even political stability at the national level, some even say that the final decision has been taken with that in mind. Had it been an unfavorable sentence to Insularia, this could have just set the mood of the population, already irritated and with the idea of independence gaining ground among all sectors, and opened the door to protests in other regions for the repression of the powers of regional governments.

Upon leaving the courts, the Praetor of Insularia has declared to "feel proud" of the actions of her government and the defence of their ideas until the end.

"Before making the decision, we consulted with experts, because that is what a good government does, and we made sure that everything was legal. It is a pity that the thing did not come out as some in Factio Republicana wanted, but we have not stopped to trust justice. The Court has shown, on this occasion, to be in favor of human rights and political freedoms, despite the fact that there have been three members, including the Iudex Maximus, who have decided to put forward economic laws to civil ones."


Aegeus Zografos, general secretary of In Marea-Civis Sinistram, has congratulated Mrs. Galanou on social networks and praised the nation's judicial independence.

"In days like today, one feels proud to belong to this nation. Congratulations @Anthea_Galanou_ in this victory. Democracy in Selucia is still alive."

Election Monitor Report Published


August 4456 - One year after the 4455 elections in Southern Jelbania, in a state calling itself the People's Democratic Republic of Jelbania, returned a comfortable majority for the self-proclaimed President Azi Nrljkaisrmko's Social Revolutionary Union, the international election monitoring commission established by Selucia in 4453 released its final report on the PDRJ elections. The commission was formed of monitors from Selucia, Badara, and Barmenistan, and was established following international skepticism regarding the democratic legitimacy of the planned elections in the breakaway Jelbanian state. Overall the report finds that last year's elections were "largely free but not entirely fair". More specifically the report did find instances of abuse, fraud, and intimidation, but not enough to significantly alter the result of the election, but also that the Social Revolutionary Union enjoyed an "unfair advantage" due to its near monopoly on media and election reporting, financial backing from Deltaria, and the establishment of powerful patronage networks that opposition parties and candidates could not match.

Some highlights from the report:

* public media was clearly biased towards the governing party;
* televised debates did provide an opportunity for voters to obtain information about all candidates, but not enough to counterbalance the lack of unbiased information;
* no instances of anti-minority rhetoric, but ethnic and religious issues were occasionally used for political ends;
* many prominent local politicians and opposition parties refused to run in order not to legitimize the PDRJ;
* voter turnout was fairly low, at 56.12%;
* several instances of misuse of public resources for campaigning purposes were reported;
* election day was peaceful and proceeded in a largely orderly manner;
* unauthorized people, including so-called "volunteers", were present at election day and occasionally interfered in the work of election commissions;
* the voting process was assessed positively in 91% of polling stations observed, despite the presence of unauthorized people in some cases and issues with ballot secrecy;
* at 17% of polling stations observed not all voters marked their ballots in secrecy, due to inadequate layout of polling stations and lack of ballot secrecy sleeves;
* several observed polling stations were marked by instances of serious violations: group voting (5%), attempts at influencing voters (2%), intimidation of voters (1%), and vote-buying (1%);
* the vote count was assessed negatively in 12% of polling stations observed due to failure of election commissions to follow basic reconciliation procedures, such as cancelling unused ballots or counting the number of signatures on the voter list

Princeps Senatus: Istalia is not a democracy

June 4457- The Foreign Ministry of Istalia recently released an announcement that the Istalian and Selucian governments would work on a Declaration outlining the necessary criteria for a state to be considered a democracy and the relation between democracy and human rights. In reaction the office of the Princeps Senatus, the leadership of the Selucian Senate, released its own statement regarding this proposal and offering the view of the governing party of Selucia regarding democracy and human rights. Below is the statement in full:


The government of Istalia would have us believe that the main threat to democracy is the lack of electoral mechanisms and entrenched human rights declarations. The Republican Party strongly disagrees, and declares that the main threat to democracy, in Majatra and all of Terra, is elitism. Elites threaten democracy not because they seek to overthrow the democratic regime, but because they will bias the lawmaking process towards their own class interest. Few if any modern democratic regimes based on universal suffrage and representative elections can actually be considered truly democratic and are, in practice, quasi-aristocratic republics, because the main effect of electoral democracy is to bias office-holding towards the wealthy, the privileged, and the highly educated. If Istalia wishes to be a model of democracy it should look at itself first and only then criticize others. Until then, we recommend that they recognize the key insight of Democratic Republicanism, that democracy requires everyone to govern and be governed in turn. For Republicans, although we are keen to emphasize constitutionalism and the rule of law, the inevitable oligarchic and corrupt tendencies in any polity must be met with constant vigilance and even insurgency.

The most distinguishing aspect of modern liberal democracies is that all citizens are formally equal in front of the law. But in Republican thought, ancient and modern, the propertied and the propertyless are not and cannot be equal. The later will inevitably be dependent on the former, no matter how "equal" you proclaim them to be. The ancients knew and we understand that the main factor that determines the political behavior of most individuals is economic class. For us a wage laborer, as one who is materially dependent on another person, namely her employer and the owner of the means of production, is nothing more than a part-time slave. There are two strands of Republican thought that look at this basic social and economic fact but come with radically different solutions. Aristocratic Republicans, like those that now rule Kalopia, recognize that the dependent classes are not materially independent and thus are incapable of self-government, let alone governing others, and propose to remove them from the political community. Democratic Republicans instead see this fact and propose to make everyone materially independent by making sure that everyone possesses private property. In all cases, we all agree that a formal democracy without material independence is not democracy. It is a thinly-veiled oligarchy based on the absurd legal fiction invented by liberal capitalism that those that lack material property do still own something, their labor, which they are "free" to sell. Instead we all recognize that wage laborers, those that depend on others for their livelihood and the majority of the population in countries like Istalia, are slaves, no matter how free the law proclaims them to be.

And for us one of the major problems with the language of rights, and with placing "human rights" at the center or any political demand, is that duties are prior to rights. Focusing on human rights ultimately leads to the neglect of virtues fundamental to self-government, such as courage or liberality, to which no rights correspond, and most worryingly rights lead to people making impractical demands without seeing whether burdening others with the obligation to fulfill these rights is practical or even possible. In effect human rights do not enhance democracy, but rather subvert it. Abstract appeals to natural law or human dignity ultimately serve to depoliticize rights by detracting from the cold hard facts of political life in actually existing societies, marked by pluralism, disagreement, entrenched social hierarchies, or material scarcity and inequality. The effect that human rights have is then not to strengthen democracy, but to entrench capitalist social relations and move them beyond democratic contestation. "Universal" rights that can exist in any polity or in all polities treat rights as the property of isolated individuals outside any actually existing society, and ignore the solidarity and virtue without which self-government cannot exist.

For these reasons Selucia must object and protest the Istalian call to establish universal guidelines as to what counts as a democracy and what human rights are, and we find it particularly dangerous and pernicious that Istalia seeks to entrench liberal capitalism as the morally superior and universal form of democracy. As we know in Selucia, and as the peoples of Majatra and the world are beginning to realize, if the means of production remain in the hands of a small minority, what you have is an oligarchy. If democracy stops at the gates of the workplace, all talk about democracy and rights is but a shallow mask concealing rule by the professional classes.

Selucia will however remain committed to international collaboration, and we will not demand that every nation we work with for our mutual benefit complies with our own understanding of democracy. We also understand that Selucia itself is far from the democratic ideal we have set for ourselves. We are not angels, and this is not paradise. Our own institutions may promote and defend worker ownership of the means of production, with the goal of providing material independence for all citizens, but our system is not perfect and it requires constant vigilance and virtue. But we will not endorse any proposal to universalize our own institutions over others; our system was born in a very specific material context, and we harbor no illusions that our system is the best or that our example should be followed by others. Istalia would do well to do the same.

Republicans Continue in Government

June 4459 - The elections in November 4457 confirmed what had already become common wisdom: a slight majority of Selucians wish to continue the status quo and are weary of major alterations. The Republican Party maintained its status as the majority and governing party, while former Princeps Senatus Cyprianus Tiburtius Numitor was successfully elected as Consul of the People. The Republicans thus regained their full control over the executive, pledging to continue down the current path and maintain their winning internal and foreign policies. In response to the row of words between the Selucian and Istalian governments regarding the democratic qualities of Istalian politics, the two Consuls released the following statement:

It is not the intention of the Selucian government to criticize Istalian internal policies. How they organize their Republic is entirely up to the Istalian people. What the Selucian government is highly critical of is the desire of the Istalian government to present their form of political and economic organization as the best possible under current circumstances for all nations. We in Selucia instead understand that the pursuit of the common good is contingent on available resources and the authority to act. Liberty is a universal ideal, but the means to achieve it are limited to what is materially possible and differ from one society to another. What works in Selucia will not work in Istalia or other nations. The institutions that we have in place to promote and defend liberty and the virtues necessary to sustain it may in other nations and under different circumstances give rise to tyranny or chaos. Requiring that all businesses be organized as cooperatives helps Selucia successfully overcome some of the challenges of capitalism and subordinate capital to labor, but in other nations this institution may instead merely strengthen capital. Mandating national military and civilian service guarantees that our Republic is defended solely by the people at arms, but conscription can and often is used by tyrants to increase their control over the population. Electoral democracy ensures an open and pluralistic public space open to contestation, but in other nations it merely serves as a democratic mask presenting competitive aristocracy as subordinate to the people when it is in fact ruled by elites. If Istalia wishes to be democratic and an example for other nations, it should embrace not reject social conflict. In any Republic there are two different dispositions, that of the people and that of the upper class. The former wish to not be dominated and the latter wish to dominate , and all legislation favorable to liberty is brought about by the clash between them. Rights and freedoms are not benevolently conferred by those at the top to those below, as Istalia seeks to do to the oppressed peoples of the world. Instead rights are historically contingent political victories gained after struggle and are vulnerable to reversal unless maintained through civic virtue and constant vigilance. All rights we now enjoy were created and secured in a struggle against dominant values and procedures of constitutional legitimacy, not through them. Because of this the Republic of Selucia cannot endorse any international initiative that seeks to enshrine rights and benevolently grant or recognize them for others. Instead we believe that citizens have the capacity not only to choose between predetermined alternatives, but to bring entirely new possibilities into existence in cooperation and solidarity with others. Ordinary people can be free and powerful not by waiting for those in authority to give them that power, but through the courage of acting together. We hope Istalia will see the wisdom in Selucian Republicanism and embrace well-ordered social conflict and move beyond the current destructive pathological antagonism that currently plagues the Istalian Republic.

After years of internal conflicts between the different forces that integrate In Marea-Civis Sinistram, the last great position that resisted the supporters of the IUVIM, the powerful youths of In Marea-Civis Sinistram, has gone to their hands. The election of Helios Sigilis as the new Genera Secretary of the party after the resignation of Aegeus Zografos for the harsh criticism received towards his work as leader of the opposition gives the IUVIM more voice in the leadership of the party, traditionally more moderate in their actions and comments.

Helios Sigilis, spokesman of the party from 4449 when he replaced Petunia Carsia, began his times with a moderate tone, which was growing as he was gaining the confidence of party members. Leader of the IUVIM for a few years, born in Insularia but educated between Selucia and Deltaria, and graduate with a degree in Biomedicine from the University of Magna, he represents the most leftist ideas of the party, and his secretariat augurs with breaking the traditional moderation exercised by the previous secretaries (Gryllus, Nerva and Zografos).

Hard critic of the turn to the right exercised by Factio Republicana, he states that the party can not be satisfied with being in opposition, as he believes that Aegeus Zografos has assumed, but rather that it must "reconnect with the citizenry".

"The leadership of Mr. Zografos has been good, but he could have given much more"
he declared in his first public speech as secretary general, surrounded by four of the five regional secretaries (Insularia, Marestella, Cor Patriae and Oriensos).
"In these times, we can not settle for being in opposition, because that does not serve to avoid the most reactionary and conservative policies that Factio Republicana is applying."


Mr. Sigilis has advanced that his electoral program for the next general election, where he aspires to get the 8 seats that separate him from the victory, will be based on recovering the lost rights and on "eliminating the laws that Factio Republicana, hiding in false freedoms, has approved, and that actually go against the minimum logical human rights ", as well as to improve health and international relations and bring science closer to citizens.

"I seriously believe that in the world we live in, citizens can not feel so far away and disconnected from science, on which their future basically depends, we have to do everything possible to bring it closer to ordinary people, and we are going to work hard for it. "


However, the new secretary general has extended a hand to Factio Republicana, albeit with skepticism.

"We understand the position of the Selucia government regarding the statements exchanged with Istalia, but we do not support their words in the totality, although there is part of the joint discourse of the leaders of our nation that we do share. In Selucia and in Terra, we must fight together to really give citizens true equality, and forget about superfluous conflicts between rulers who only aspire to hide the true reality in which they find themselves ".

February 4460 - With conflict over the discriminatory policies in Noumonde grabbing headlines across Terra, the Selucian government has decided to weigh in. Selucian ambassador to the World Congress Naenia Concordia recently addressed the General Assembly supporting the peace initiative promoted by the Valruzian government to host a peace summit seeking to resolve the conflict, and, when the peace initiative collapsed, the Selucian ambassador was highly critical of the threat of military intervention brought by Valruzia and the Federation of Canrille and backed by Istalia. Emphasizing the importance of national sovereignty in offering weaker states, especially those in the Third World, limited protection against interference by larger powers, the Selucian representative condemned the era of "liberal interventionism" marked by "human rights imperialism" as a threat to democracy and peace. And now that the Federation of Canrille announced its intention of going through with the planned intervention, the Selucian government offered its own direct condemnation of Canrillaise actions and called for immediate resumption of negotiations. Backing the offer made by ambassador Concordia in the General Assembly, Caesar Caecilia Bousaid, one of Selucia's two heads of state, proposed that Selucia fund the resumption of Noumonde's land reform program, a now defunct land redistribution scheme designed to purchase land from rich land-owners and transfer it to poor, mostly Malgy, farmers, as well as Selucian investment in Noumonde as part of a peace agreement, in exchange for the Noumon government's guarantee of good-faith negotiations designed to establish Malgy majority rule in the foreseeable future. It seems unlikely however that Noumon leader General Blanchard would accept such a deal that would effectively amount to a regime change, or that Canrille would be willing to put an end to its threat of intervention even if such a deal is accepted. Regardless, the Selucian government found a new opportunity to emphasize its own ideological commitment to the primacy of sovereignty over humanitarian concerns and may seek to play a larger role in the Third World in the future.

The general secretary of In Marea-Civis Sinistram, Helios Sigilis, has asked today to Factio Republicana in the Senate, in a speech addressed to both the Caesar and the Consul of the nation, to leave "the cheap demagogy" and focus on governing.

In his first speech in the National Chamber as leader of the aquamarine party and no longer as its spokesman, Mr. Sigilis has demanded that the two representative figures of the executive branch leave aside their pretenses for drawing attention and to reconsider the actions that they are carrying out.

"Maybe Factio Republicana had gotten used to the fact that only a shy little voice in In Marea got up when they performed actions that were nonsense, but that time is over. Ending with the famous neutrality of Selucia, and above all, using the excuse of national sovereignty to unleash the most destructive and antidemocratic actions is the greatest exercise of hypocrisy and political distortion that I have seen in my life. Factio Republicana already did with Deltaria, justifying in national sovereignty the establishment of a one-party dictatorship that oppressed the people, but as it was "a different system" you couldn't criticize it, and now they have done the same again. It is a shame. You can not shield yourself from defending the national sovereignty of all nations when what is being committed is crimes against humanity, and these crimes are not arbitrary facts established by a colonizing power - a word that the dictators and oppressors love to use to defend themselves against the foreign attacks to their dictatorships - if not things of the most common logic, such as the right to be treated with dignity, respect for personal opinions or the right to lead a dignified life and not be subject to anyone. Factio Republicana is wrong, once again, supporting the wrong side. And it's a shame because once, in a past time, our parties collaborated together because they defended some ideals together. Today nothing is left of that, because they have decided to sell themselves to demagogy and irrational populism, and, using the arguments of the extreme right to justify oppression towards the people, criticize all those who fight to provide a decent life for any citizen of Terra, beyond national borders, which is what everyone should aspire to, and that is what our party aspires to create and fight. Thus, from In Marea-Civis Sinistram we show the most absolute rejection of the statements made by the Consul Caecilia Bousaid and the Caesar Cyprianus Tiburtius Numitor, and in fact we condemn their words, because they serve only to defend and perpetuate the oppression of the citizens."


In a session in the Senate marked by tension, the General Secretary has also taken the opportunity to challenge the conservative party's opposition to the law for the deregulation of genetically modified components, criticizing the arguments used as "baseless" and "supported in pseudosciences. Selucian government unveils proposal for Noumonde

June 4460 - After the Noumon government tentatively accepted the Selucian proposal to help fund the revival of the third world nation's land reform program, the Selucian government presented its view on how such a program ought to be implemented and financed. Due to the fact that the previous efforts at implementing land reform were plagued by corruption and were ultimately ended under the pretext of insufficient funds, the Selucian proposal aims to circumvent financial limitations while promoting industrial development as well as a more equitable distribution of resources. Under the Selucian plan the Noumon government would set a rent ceiling on all leased farmland, allowing landlords to charge tenants no more than 37% of the value of their crop for a period of six years. After six years the Noumon government would limit all landholdings to three hectares per family, considered the maximum amount of farmland that a family could cultivate with its own efforts without relying on tenants. All families owning land above this ceiling would be forced to sell their excess land to the government, to be compensated over a ten year period with 3% interest. Instead of using taxpayer money to compensate landlords, the Selucian plan suggests that 70% of the land's value be paid in land bonds, redeemable in kind for agricultural products, and 30% in stocks in government-owned industries. The government would then sell the land to the tenants who had been working it and to landless laborers, at a fixed price equal to 2.5 times the average crop, to be paid over a period of ten years. The Selucian proposal suggests that a national commission be empowered to allocate funds for purchases, but that every proposed land transfer be approved by local farmers' associations, formed of landlords, tenants, and independent smallholders, with an emphasis on tenant participation. Under this plan, the Selucian government argues, Noumonde will be able to sell land it does not own, bought with money it does not have, and finance industries that do not exist. The plan will encourage landowners to move their capital out of agriculture and into industry, enable the government to implement a policy of industrial development and import substitution, and, through land transfers to previously impoverished peasants, will lead to the expansion of the consumer base which will allow for the expansion of the industrial base. Selucia estimates that this plan will not lead to inflation, as the money supply will expand at roughly the same rate as production, while both industrial and agricultural production will significantly increase. Farm production will increase as the farmers will diversify production to higher value but more labor intensive crops, will use more fertilizer, and will have the ability to implement multiple cropping, while industrial production and consumption will increase as the previously poor farmers will, for the first time, have relatively large amounts of disposable income, which will fuel the expansion of industry in Noumonde if the nation is not to be dependent on imports. And most importantly this proposal will address some of the structural inequalities between the Malgy and the Canrillaise, granting the former financial independence and thus, in the long run, the ability to participate in self-government, while ensuring that the latter also have much to gain from the redistribution of wealth that this plan entails.

This proposal comes as a desperate last measure designed to prevent the imminent Canrillaise Federation intervention in Noumonde, supported by Valruzia and sponsored by Istalia, an invasion that the government finds sets a very dangerous precedent and believes will lead to disastrous consequences. Selucia hopes that through this plan the Noumon government will see the wisdom in ending Malgy economic dependence on Canrillaise landlords, undercutting the Blanchard regime's argument that the Malgy are not prepared to participate in the governance of Noumonde and thus removing the main pretext for military intervention, a policy that is also supported by Selucia's left-wing opposition party under its leader Helios Sigilis. The government's policy towards Noumonde has certainly raised a few eyebrows, but it is also backed by significant popular support, as was seen this month when large protests in favor of the government's pacifist stance and against "Canrillaise warmongering" took place in Auroria and several other large cities. But with a Federation seemingly dead-set on war with Noumonde and with at least one veto-power member of the Security Council on its side, the Selucian plan may be too little too late to stem the tide of war. But perhaps if the Noumon government proves willing to implement a meaningful agrarian and political reform the drums of war will eventually be silenced.
