The government of the Selucian Republic is unfortunately unable to accommodate the intentions of Istalian citizen Massimo Verencelli to visit Selucia. In his public statements Mr. Verencelli has made it very clear that the purpose of his visit is missionary activity. Under current legislation the government is authorized to forbid the entry of religious missionaries of certain denominations, and, under the government's proposed reform, all foreign missionaries will be denied entry. If the purpose of his visit had been purely pastoral, the government may have permitted the entry of Massimo Verencelli. However, Mr. Verencelli has made a number of statements aimed at inflaming religious tensions and sectarian conflict with other denominations freely practiced in Selucia. Under these circumstances the government of the Selucian Republic considers that the presence of Mr. Verencelli in Selucia would damage public order and religious harmony as well as be counter to the laws of the Republic, and is as such forced to deny his entry on Selucian soil.

Under the authority granted to the Tribunate of the Selucian Republic under Selucian law, the Tribunate has the right to veto the appointment of any minister of religion on Selucian territory, with no need for justification. In Sextilis (August) last year the Aurorian Patriarchal Church, one of the Hosian sects practiced on the territory of the Selucian Republic, has appointed citizen Marcus Propertius Flaccus as Pro-Vicar General of its diocese of Auroria. Under normal circumstances the Tribunate would not become involved in such matters and would permit the appointment of any citizen to such a religious ministry, in concordance with the Republic's laws concerning religious freedom.
However the Tribunate has little choice but to deny the appointment of Citizen Marcus Propertius Flaccus to the position of Pro-Vicar General. Citizen Flaccus is a founder and well-known member of the so-called "Order of Clerics Regular of the Congregation of the Brethren of Eliyahu", an organization affiliated with the Aurorian Patriarchal Church with an explicit and emphatic focus on proselytism. Moreover, Citizen Flaccus has on repeated occasions, and especially after his appointment to the office of Pro-Vicar General, made clear his intention of using his position in order to "transmit the saving message of the Lord" by using otherwise legal means. Even if, legally, Citizen Flaccus would be allowed to participate in acts of charity and open and operate educational institutions, whether as a private person or as a minister of religion, the fact remains that Citizen Flaccus has made clear his intention of not respecting the spirit of the law, even while conforming to its letter.
For these reasons the Tribunate has no choice but to deny the appointment of Citizen Marcus Propertius Flaccus to the office of Pro-Vicar General of the Aurorian Patriarchal Church. The Tribunate judges that allowing the appointment to proceed would be harmful to the harmonious coexistence of the many faiths practiced in Selucia and would threaten religious peace. The Tribunate appeals to the ruling bodies of the Aurorian Patriarchal Church to find a more moderate candidate, one more open to interfaith dialogue and committed to respecting the letter and the spirit of Selucian law.
