Imperator Theodosius Cassius Aquilinus, the new Prince of the Republic

After seven years of absolute rule, established in the aftermath of the fall of the Orderist dictatorship, the Triumvirs have finally completed their revision of the constitutional structure of the Selucian Republic and have implemented a new Constitution. During these seven years the Triumvirs were faced with a low-level though persistent Orderist insurgency that tried unsuccessfully to restore the deposed "Caesar Imperator" Vincentius Heciunious to the throne. It was only recently that the insurgency was definitively brought to an end and public order was restored, allowing the Triumvirs to finalize the political reorganization of the republic.

Completed in consultation with various established political philosophers, constitutional lawyers, and opposition politicians, the new constitution is enshrined into six pieces of legislation, unilaterally adopted by the Triumvirs as the sole legislative authority in Selucia. The main thrust of the new constitution is that Selucia in the past suffered from an excess of democracy, characterized by populism, factionalism, demagoguery, and excessive decentralization. To remedy this perceived ill the Triumvirate has adopted what political theorists call a mixed government, a political system that blends the best elements of monarchy, aristocracy, and democracy in order to prevent their descent into their corrupt equivalents, namely tyranny, oligarchy, and mob rule. Many of the elements of the new constitution can be found in the previous system of the 11th Republic that ruled between MMCMLXXXVIII / 4799 and MMMCCLXXII / 5083. Most notably, the demarchic legislative, this time known as the Council of the Plebs, and the collective executive known as the Senate have been restored, with similar functions as before. The biggest departure from previous Selucian republican regimes is the institution of the monarchy.

Known as the "Prince of the Republic", the monarch will be the head of state of a nominally republican government, making Selucia in effect a "crowned republic". The Prince will be an elective monarch serving for life or until removed by the legislative, and any citizen, irrespective of family ties, has the right to be a candidate to the position. The system of republican elective monarchy is not unheard of in Selucia, having been implemented most notably under Imperator Lucius Clodian (4256-4274) and Imperator Claudius Tatius Cnaeus Gaius (4320-4347). In addition to his title of Prince of the Republic, the monarch has also been granted the titles of Princeps Senatus, Censor, Imperator, and Pontifex Maximus of the Selucian Religion, as well as the "tribunician power" enjoyed by the head of government, thus enjoying relatively broad powers. In principle, the powerful elective monarchy will be balanced by the Senate, theoretically formed of Selucia's wisest and most experienced political elders, and the Council of the Plebs, selected by lot from ordinary citizens, and, it is hoped, the three institutions will jointly guarantee a stable, innovative, and responsive political system able to provide all citizens with orderly liberty. As the first Prince of the Republic, current Triumvir Theodosius Cassius Aquilinus, will take the throne next month, hopes for the new system run high. Time will tell whether this new system can live up to its lofty ideals.

As the dust has finally settled on the post-transition government and the new constitutional structure of Selucia has been consolidated, the government has finally taken an official stand on one of the most pressing issues affecting Selucia: the announced visit by the Arch-Patriarch of the Aurorian Patriarchal Church to Selucia, the official headquarters of the Church and the formal residence of the Arch-Patriarch. For the past few centuries the Church has had a very conflictive relationship with Selucian governments, having even been subject to outright persecution several times in the past. This turbulent history had among its results a major schism within the Selucian Church, the rise of Hosio-Pagan syncretism, the confiscation of the Empyrean Temple by the Selucian government, and the decline of the Aurorian Patriarchal population in Selucia to just 3% of the population. This conflict seemed to have been brought to an end with the Concordat of 4882, but unfortunately its underlying issues have yet to be solved.

The role of the Church in the fall of the 11th Republic and the violation of the Concordat by the election of a non-Selucian citizen to the office of Arch-Patriarch have caused much resentment to the Selucian government, but so far it has not taken any action against the Church, seeing how Selucia was involved in a lengthy process of transition. However, the Aedile of Foreign Affairs Cyprianus Naevius Aelianus has recently issued a statement regarding the Arch-Patriarch's planned visit to Selucia:

The government of the Selucian Republic is unfortunately unable to accommodate the intentions of Istalian citizen Massimo Verencelli to visit Selucia. In his public statements Mr. Verencelli has made it very clear that the purpose of his visit is missionary activity. Under current legislation the government is authorized to forbid the entry of religious missionaries of certain denominations, and, under the government's proposed reform, all foreign missionaries will be denied entry. If the purpose of his visit had been purely pastoral, the government may have permitted the entry of Massimo Verencelli. However, Mr. Verencelli has made a number of statements aimed at inflaming religious tensions and sectarian conflict with other denominations freely practiced in Selucia. Under these circumstances the government of the Selucian Republic considers that the presence of Mr. Verencelli in Selucia would damage public order and religious harmony as well as be counter to the laws of the Republic, and is as such forced to deny his entry on Selucian soil.

Official statement of the Tribunate of the Selucian Republic

Under the authority granted to the Tribunate of the Selucian Republic under Selucian law, the Tribunate has the right to veto the appointment of any minister of religion on Selucian territory, with no need for justification. In Sextilis (August) last year the Aurorian Patriarchal Church, one of the Hosian sects practiced on the territory of the Selucian Republic, has appointed citizen Marcus Propertius Flaccus as Pro-Vicar General of its diocese of Auroria. Under normal circumstances the Tribunate would not become involved in such matters and would permit the appointment of any citizen to such a religious ministry, in concordance with the Republic's laws concerning religious freedom.

However the Tribunate has little choice but to deny the appointment of Citizen Marcus Propertius Flaccus to the position of Pro-Vicar General. Citizen Flaccus is a founder and well-known member of the so-called "Order of Clerics Regular of the Congregation of the Brethren of Eliyahu", an organization affiliated with the Aurorian Patriarchal Church with an explicit and emphatic focus on proselytism. Moreover, Citizen Flaccus has on repeated occasions, and especially after his appointment to the office of Pro-Vicar General, made clear his intention of using his position in order to "transmit the saving message of the Lord" by using otherwise legal means. Even if, legally, Citizen Flaccus would be allowed to participate in acts of charity and open and operate educational institutions, whether as a private person or as a minister of religion, the fact remains that Citizen Flaccus has made clear his intention of not respecting the spirit of the law, even while conforming to its letter.

For these reasons the Tribunate has no choice but to deny the appointment of Citizen Marcus Propertius Flaccus to the office of Pro-Vicar General of the Aurorian Patriarchal Church. The Tribunate judges that allowing the appointment to proceed would be harmful to the harmonious coexistence of the many faiths practiced in Selucia and would threaten religious peace. The Tribunate appeals to the ruling bodies of the Aurorian Patriarchal Church to find a more moderate candidate, one more open to interfaith dialogue and committed to respecting the letter and the spirit of Selucian law.

Prime Minister Augustus Suedius says that Selucia will collaborate with Beitenyu in the investigations, and asks the Luthori government to explain itself about the case.

Octaviana, Sadaria - This Wednesday (25), the Prime Minister of Selucia Augustus Suedius Donatus, made a speech to the population in the city of Auroria, Aquilonia, in favor of the Government of Beitenyu. Suedius was accompanied by the President of the Regional Council of Aquilonia, Lucius Dillius, and the Crown Prince of Selucia, Paullus Calventius, who was at the event representing the Emperor of Selucia, Cassius Calventius I, who was at a royal family banquet in the city of Argona, Sadaria. Suedius' speech was delivered hours after the letter sent by the High Council of the Selucian Crown to the Government of Beitenyu.

I spoke to our allies in Beitenyu, through the High Council for the Selucian Crown. We will help our Beitenyu diplomatic allies, and we will investigate the case together [...] with the Beitenyu Government. We ask the Government of Luthori to respond about the case that happened in Beitenyu.
