Consuls announce foreign policy doctrine

Consuls Caecilia Bousaid and Cyprianus Tiburtius Numitor in the Senate

August 4461 - After governing Selucia for 8 years, the two co-leaders of the Republican Party and current executive heads have moved beyond the traditional Republican isolationism towards a more assertive foreign policy. Although their actions and statements show a degree of consistency with previous Republican leaders, the two Consuls have adopted a far more elaborate and sophisticated foreign policy doctrine than that of their predecessors, marking both a more coherent development of previous policies as well as a clear break with the past. Cyprianus Tiburtius Numitor and Caecilia Bousaid rose to prominence due to their government's strong and surprising backing of the breakaway Deltarian-controlled Jelbanian communist statelet, remained in the international spotlight after a series of heated exchanges with the Istalian government regarding democracy and human rights, and most recently left their mark on the Noumonde conflict due to the Selucian government's stalwart opposition to Canrillaise military intervention. In a recent policy statement in front of the Senate, the Tiburtius-Bousaid government briefly outlined their foreign policy vision as based on four fundamental principles, namely self-determination, consequentialist republicanism, republican realism, and restorative diplomacy:

The Republican Government's foreign policy now stands on four basic principles: First, the Republic will respect self-determination and national sovereignty and will only intervene in the internal affairs of other nations when civilians are in imminent danger or when a democratic movement enjoys wide popular support but the natural balance of forces has been upset by artificial factors. Secondly, that representative republican government is not suited for nations that have yet to achieve the material and cultural conditions for its establishment and longevity and that the Republic will assist foreign nations to develop the appropriate conditions for democratic governance. Thirdly, that the Republic will pursue foreign policy goals guided by practical moral reasoning steered by the virtue of prudence. Fourthly, that the Republic will supplement official elite diplomacy with informal and unofficial negotiations with and between private citizens in the pursuit of her strategic and moral goals. These four principles, scrupulously observed, will recast Selucia's often strained relationship with foreign powers in a friendly and cooperative mold.


This brief enunciation of principles aims to provide a comprehensive summary of Republican foreign policy goals, and aims to provide a counter-narrative to the theories of cosmopolitan democracy, dismissively known as "liberal imperialism" or "neoconservatism", that are the prevailing understanding in nations like Istalia and are widely accepted even in Selucia. Instead the foreign policy of the Tiburtius-Bousaid government aims to resolve the inherent tension and conflict between the concepts of democracy and human rights, which, while often seen as two sides of the same coin, make mutually exclusive demands. Constitutions and human rights treaties serve to restrict what a self-determining state, no matter how democratic, may do to its own members, and Selucian Republicans join radical democrats, communitarians, and Metzists in arguing that the institutionalization of an extensive, fixed, and non-negotiable scheme of rights threatens to render the democratic political process dispensable and reduced to a mere technicality, by removing substantial political disagreement and decision-making. The Tiburtius-Bousaid Doctrine instead aims to ground Selucian foreign policy in terms that are both respectful to national sovereignty as well as pragmatically committed to democratic values and the promotion of democratic goals abroad, to be achieved ideally without any foreign intervention.

Based on the Consuls' actions, statements, executive orders, and foreign policy decisions, the four principles of their doctrine can be explained as follows:


1. Self-Determination

Selucian Republicans believe that the attainment of liberties and free government is inseparable from a fundamental right of nations to self-determination. When self-determination is violated, such as when a foreign power intervenes, liberties and free government inevitably fails, since intervention would result in either the return of domestic oppression or to the new oppression of foreign colonialism. Under Selucian understanding, rights are generated and maintained by those participating in public life, meaning that they cannot be outsourced to foreign powers or systems of law. Tyranny is not a prudent or just cause for war, as no government, no matter how oppressive, can survive without the acquiescence if not passive support of a significant proportion or even a majority of its population. Intervening against tyrannies with the goal of establishing democracy is thus illegitimate due to the expectation of resistance. Where citizens are prepared to fight, whether voluntarily or by obligation, fighting these citizens is not only a violation of their individual rights, by forcing them to risk their lives for the sake of their rights, but also of their right to belong to and act through a self-determining community. The only exceptions to this prohibition on military intervention are in cases of imminent danger, such as genocide, or when, in spite of widespread popular resistance to tyranny, this resistance cannot succeed due to artificial factors, such as the presence of foreign troops supporting the dictatorship, or the force-multiplying effect modern weaponry has that can render even near-unanimous opposition ineffective if the government enjoys the support of a majority of the armed forces. Otherwise, the doctrine states, there can never be any assurance that intervention will be for the good of the people themselves. It is only when the people have acquired a love of liberty and the political and military virtues to pursue it that intervention on behalf of a democratic revolution is permissible. The development of such virtues and conditions of liberty can be measured by the vibrancy of civil life, the strength and size of a political movement for democracy, the publication of opposition literature and media, and, most importantly, an actual revolutionary confrontation, whether violent or peaceful.

2. Consequentialist Republicanism

The Tiburtius-Bousaid doctrine rests on a rejection of deontological understandings of rights and democracy imposing pre-conceived constitutions on any given community irrespective of its economic, social, or cultural characteristics. Although a republican representative democracy is the best form of government for those states that are capable of supporting it, it is not suited for states that have not achieved the appropriate material and cultural attributes, and may in fact be detrimental if imposed on a people used to living in slavery.

3. Republican Realism

Coupled with this rejection of basing foreign policy on universalizing principles, the Selucian foreign policy doctrine argues that the pursuit of moral ends is dependent on available resources, recognizing the role of fortune and the importance of opportunism in the pursuit of moral goals. Under this vision, a good person is not necessarily a good leader, and a good leader is not necessarily a good person, as a leader's public responsibilities may and often do conflict with personal beliefs and aspirations. This means that, under the Selucian government's understanding, actions that may be immoral for a private individual, such as offering support for a tyrannical government, can be virtuous if undertaken by political leaders in the pursuit of ethical ends.

4. Restorative Diplomacy

Lastly, the fourth principle of the Tiburtius-Bousaid doctrine argues that states are not unitary actors, and that political leaders play two "games" at the same time, one at the domestic level where they are required to negotiate and build coalitions with societal actors, and one at the international level as representatives of their governments, and a winning move in one game may be a losing move in the other. Based on this understanding the Selucian government believes that elite diplomacy must be complemented with second-track diplomacy, and that when strong elites are divided, weak but unified domestic democratic actors across states can join forces with peacemaking elites and impose change. This focus on restorative diplomacy means that Selucian Republicans understand diplomacy not as negotiations between unitary states, but also as a process of uniting divided peoples and citizens, thus emphasizing diplomatic practices that are face-saving, participatory, and deliberative. The doctrine specifically wishes to avoid the reliance on power imbalances to impose solutions, as these imbalances shift over the years and centuries and unresolved historical resentments open new opportunities for vengeance and violent confrontation.

The Tiburtius-Bousaid doctrine may prove short-lived if internal opposition to Republican policies prevails in the upcoming elections this November. However its formal codification proves that not all opposition to Istalian cosmopolitan democracy originates from the political fringe, and that even established and stable democratic regimes such as Selucia's are deeply uncomfortable about the depolitization of liberal democracy. Whether this challenge to the prevailing orthodoxy will remain relevant or will be drown out by less democratic ideals remains to be seen. But for now the Tiburtius-Bousaid government has certainly left its mark on Selucian foreign policy.

A night to be ever remembered. Thus members of In Marea-Civis Sinistram described the happiness of the electoral night of yesterday, where the party won an absolute majority in the Senate (405 senators of 750) and also placed its leader, Fulvia Arusa, as the new Consul of the nation.

With more than 33 million votes, 53.81% over a participation of more than 82%, rising more than 20 points compared to the previous elections, this amount of votes becomes the highest ever received by the aquamarine party, only behind the more than 54 million votes they took out in 4123, more than three centuries ago.

In what is already known within the party as the "Sigilis effect" - a turning to the left combined with social demands and scientific proposals - the party has also recovered 2 Praetorships (Cor Patriae and Oriensos) and has maintained Insularia and Marestella. The election of more dynamic, young and progressive new leaders (as in the cases of Cor Patriae and Oriensos) and the firm attitude of the leaders of Marestella and Insularia (Anthea Galanou and Arina Vestas) seems to have been a great incentive also for the mass mobilization of the electorate in Selucia, where the participation was already several elections that did not exceed 65%. With these changes made in the party from the national leadership, the party has achieved its best results in history in the regions, exceeding for the first time the 6 million votes in Cor Patriae, the 7 million in Oriensos, as well as the best figure of votes in Insularia, Marestella and Occidentria.

The new Caesar, emerged from the IUVIM, biotechnologist and taken to the power after the resignation of Zografos due to his patent passivity in the opposition, began his leadership with hard attacks to the government of Factio Republicana, mainly in relation to the social policies and in international matters.

Mr. Sigilis has already made public his government team, in which two old Praetors stand out: Valeria Sargona (Marestella) as Minister of Justice and Plinius Cauco (Oriensos) as Minister of Infrastructure and Transport. In addition to that, Helios Sigilis has wanted to emphasize the commitment of his government with two issues: equality and science. Therefore, only 3 of the members of his cabinet are men, including himself, in addition to having racialized people among his ministers. In addition, the vast majority of their new team have studied or are related to a topic of scientific interest.

Albus Rubio, the first person of color to achieve the Praetorship of Oriensos, believes that the unexpected but desired success of his party is due to several factors:

"In the first place, we have tried to have citizen participation to elaborate our regional electoral programs, we have met with them, we have listened to their demands, and we have processed what we thought were necessary. At the regional level, we have renewed many political positions that were stagnant, I believe that this renewal was necessary and, above all, a certain generational change, to get in touch with the young people, who are usually the largest group of abstainers. She is the Consul elected by the largest number of votes (more than 33 million) without the support of any party for a century, and acts as a counterweight to the incendiary attitude of its counterpart, Caesar Helios Sigilis. Now she goes out to discuss the latest international events, especially those related to the rise of extremism in all Terra.

In statements to RAS1 radio, the Consul has declared to be "dismayed" by the rise of extremism and xenophobia that, day by day, are making space on the covers of major international newspapers.

"The world is going crazy."

The Consul, which defends the recovery of Selucia's institutional neutrality, has nevertheless defended raising the voice at times.

"Neutrality can not be synonymous with complicity. Neutrality means respect for national decisions made by other parliaments or leaders of other countries, as long as these things respect life and human dignity, but neutrality can not be used as an excuse to be accomplices of regimes or people who torture, kill or oppress others, because in that case they go from being neutral to being complicit in a brutal case of dehumanization and violence, and that can not be allowed. We are the first nation that will always defend the national sovereignty of others, but not at any price, and not by putting this concept as an excuse to do what one wants, moreover if that is why thousands or millions of people have to suffer. If I had to choose between national sovereignty and human rights, I choose human rights. National sovereignty is a concept that, as a thinking species, we have created in society, to differentiate ourselves and grow better with those people related to us. But it can not be used as an excuse for the most basic principle: we are all equal and deserve the same respect. Whoever does not understand this is precisely the one who does not deserve to be worthy of the respect of others as a species. "


Mrs. Arusa has also criticized the use of the word "imperialist" to qualify those nations that intervene in the affairs of others when there are problems.

"I think those people who talk like that really do not know what they say. Imperialism is wanting to dominate the policies of another country under the premise that it must be subordinated, but criticizing the antisocial or oppressive measures of another nation is not imperialist, it's human logic. It's simple, there each with the words you want to use, but I wish we learned to understand and listen. "


We are approaching a moment in which anyone who on certain occasion does not think like us or opposes our ideas or opinions is accused of being the enemy, instead of learning to listen and understand the other point of view. And that is extremely dangerous. The moment we decide that our ideas are the only valid ones, without even learning from others or arguing clearly and without exceeding any limit, we are starting a dangerous game that never comes out unscathed. And many Terran nations are beginning to play. Selucia will not play yet, but we fear that this will seriously affect everyone, and will take time to recover.

Interview with Dux Oppositionis Caecilia Bousaid

July 4464 - Our reporter has conducted an extensive interview with Ms. Caecilia Bousaid, the current Dux Oppositionis (Leader of the Opposition), former Caesar, and one of the Republican Party's two co-leaders. Below is a partial transcript of that interview, edited slightly for comprehension.

Interviewer: Thank you for your time, Ms. Bousaid.
C. Bousaid: Of course, it's always a pleasure.

I.: In the elections in 4461 your party's share of the vote fell to the lowest it's been in 16 years. How is it like to see what was Selucia's dominant party for more than a decade collapse so thoroughly at the last election? Do you believe that the voters have expressed their strong opposition to your party's policies?

C.B.: Not at all, quite the contrary I would say. In '61 the Republican Party had the largest absolute number of votes in our entire history, and we've been around for almost a century! It fills me with confidence in the strength of Selucian democracy to see so many millions of Selucians turn to the polls for the first time in their lives. Although we performed wonderfully, more than expected even, Helios Sigilis was able to mobilize even more voters. The '61 elections were practically unprecedented, and I must congratulate Mr. Sigilis for bringing back this much passion and energy.


I.: Caesar Sigilis has been a fierce critic of your party. How do you respond to the fact that, under his leadership, In Marea decided to stop courting centrist and right-wing voters and focus exclusively on the left?

C.B.: In my eyes, and this is a view many of my colleagues share, social confict and partisanship are virtuous if there is real substantive difference between the parties and if this conflict takes place in a well-ordered republic, where we have good laws and properly functioning institutions. The fact that Sigilis, unlike his colleague Fulvia Arusa, has chosen to go out on the attack is a good thing, even if it means that he's been attacking my own party. Without political conflict you end up with a stale consensus, devoid of ideas and without a soul. So it is good that Helios and myself are channeling our ambitions towards a clash for the common good. Either of us may lose, but the Republic will win as a result. This does not mean however that we disagree on absolutely everything. We are both keenly aware of the inevitable tendencies towards oligarchy and corruption in any republic and the need for continual vigilance. And we both agree that capitalism is a morally and economically bankrupt system and that Selucia ought to transcend capitalism.


I.: If your party is, in your own words, anti-capitalist, then how do you cal yourselves a right-wing party?

C.B.: The left does not have a monopoly on anti-capitalism. While socialists and other leftists do bring good arguments against capitalism, these are often based on anti-religious prejudice and abandoning the role of patriotism and not necessarily in more morally-grounded criticism. Instead we believe that capitalism is idolatrous and rooted in individualism and in greed, which is a mortal sin in Hosianism. Capitalism destroys families, traditions, religion, and society, replacing them all with atomized, rootless, and unencumbered individuals. As a Hosian, I cannot but see capitalism as rooted in sin and vice.


I.: On the question of Hosianism, is it not true that Hosianism is, ultimately, incompatible with Republicanism? Yet you proclaim yourself to be both. Republicanism has historically been very critical of Hosianism, arguing that it saps public spirit and offers a principled deference to political authority, instead of encouraging political virtues like ambition in the service of the Republic, hatred towards those that abuse power, and a desire for revenge.

C.B.: That is true, if one speaks of the corrupted form of Hosianism, perverted and misunderstood by political and economic elites across the ages. Criticism against Hosianism's supposed otherworldliness is deeply rooted in Selucia's public psyche, and often that is for good reason. Charity on its own, one of the core Hosian virtues, is to some extent antithetical to true political change, as it focuses too narrowly on the moral improvement of individuals and ignores the necessary transformation of society as a whole. But there is also a strong element of righteous anger against injustice in Hosianism, as well as a profound understanding of human frailty and organic interdependence which resonates strongly with Republican views. The selflessness and compassion preached by Hosianism and the command that we "bear each other's burdens" can constitute the basis of establishing profound democratic and Republican altruism. Although our goal is the admittedly materialist transformation of the structures of society, as opposed to the idealist goal of improving the morality of individual citizens, compassion can be a powerful tool towards that goal if one assumes a Hosian or similar worldview, where the object of compassion is not independent of the other parts of society but is essentially dependent on others. In my understanding, Hosian compassion and Republican liberty need each other and can complement each other.


I.: Your party often talks about freedom and liberty, to the point of obsession. But you are also very critical of liberalism, and particularly its own view on liberty. In 4428 former Republican leader Hiroto Yukimura made a point of reviving a supposedly forgotten ancient view of liberty as "non-domination" which he contrasted with what he called the more impoverished liberal view of liberty as "non-interference". Where do you stand on this debate?

C.B.: The Republicans have always been critical towards the outdated liberal platitude that "my freedom ends where your freedom begins". Because it is so widespread, few realize just how unnatural this image of atomistic individuals, afraid of clashing with each other and jealously guarding their independence from invasion, really is. This view contradicts all social science and our most natural intuitions. Instead Republicans are aware that we are deeply social and, indeed, political creatures. Most humans don't want to be left alone in their independence, most seek to live together and for them being deprived of other persons is essentially a form of torture. In the liberal understanding I am unfree only when someone prevents me from doing what I have the right to do, in other words I am unfree when my liberty is constrained by deliberate human action against my "natural" rights. But this privatized way of thinking about freedom ignores the interdependence in our lives, particularly in modern societies. Since the "private sphere" does not describe a completely solitary existence, to what extent could we even speak of it being free from power relations, interference, inequality, domination, and coercion? And what of liberty beyond the private sphere? What about political participation or resistance to political power? Is this only instrumentally valuable as a way of achieving private freedom? If so, then why even be concerned about the type of political regime under which one lives? If I am free if I am not actively interfered with and my actions are not constrained, then I can be free even under a dictatorship if the dictator happens, on a whim, not to interfere with me.

The Republican account on the other hand is richer and more natural. We do in fact believe that people wish to pursue their own ends as far as possible, to live without fear, to bring up their family without anxiety, and to freely possess their property without insecurity. But we also believe that such freedom is only possible in a free state, one based on free institutions in which everyone can participate and be free from subjection to the will of another. This is only possible in a community that is free from dependence and servitude, whether imposed from abroad or by a tyrant within. We believe that individual liberty is secured not in opposition to the state and its laws, but through the state and through laws all citizens have a hand in drafting. This kind of liberty can only be maintained if the citizenry displays virtue, the willingness to follow whatever course of action will preserve the liberty and sovereignty of one's native land. But we are also realistic and we understand that people are by nature inclined towards evil, so we cannot rely on their good will to preserve a free state. Instead the task of the legislator is to channel self-interested behavior in such a way that one's selfish actions have consequences that, although not intended, promote the common good. And this can only be achieved through two mechanisms, the constitution and religion. More specifically, this requires a Republican constitution that converts private vices into public benefits, by exploiting the natural conflict that exists between the two main classes in any civil association, the upper class that wishes to rule and the ordinary people that wish to not be ruled, as well as the use of religious values and virtues to orient otherwise wicked individuals towards the public good.


I.: you raise the point that sovereignty is necessary for individual liberty and for democracy. How do you respond to Fulvia Arusa' argument that, if one had to chose between sovereignty and human rights, the choice should fall on the latter?

C.B.: I think Fulvia expressed her ideas beautifully and, as a matter of fact, I do agree with her assessment. Sovereignty is essential for democracy, but far too often tyrants have used the cover of sovereignty to defend their own abuses. Fulvia also made an excellent point, that these days debates on these matters have become needlessly polarized, with those that disagree accused of the worst things. I agree that nobody should be accused of imperialism merely for expressing concern about various abuses in other nations. But I also think that those that oppose war and believe that democracy cannot exist without sovereignty, and that the lack of democracy is not a valid reason to go to war, should not be painted as friends of tyrants and defenders of their abuses. We believe that a people has the right and responsibility to fight for its own liberty, not have it imposed by others. Liberty imposed is not liberty, it is subjugation to a new tyrant, even if a well-meaning one. Democracy, etymologically, means "power of the people". But then, without sovereignty, which people? If rights and freedoms are granted from above, from the archimedean starting point of a dispassionate great power or international institutions, or even domestic courts, this involves a transfer of authority from the hands of the citizens towards unelected external powers. Until we all live in a global state, which I highly doubt will happen any time in the next few millennia, our lives are governed by the sovereign nation states, and to deprive them of sovereignty, for any reason, is to deprive their citizens of the power to shape their own lives. Human rights cannot then trump sovereignty, for the simple reason that they are either too weak and abstract, too far removed from the actual daily lives of citizens, and for this reason they fail to motivate citizens to address and attack the power of transnational capital and other networks of private interest, thus allowing private power to reign, or, if they are not weak, they involve the transfer of political authority towards foreign states and nondemocratic institutions like courts or NGOs. In Marea needed Helios Sigilis. That is what seems to come from the analysis of the last elections in Selucia, where the aquamarine party has once again surpassed its own record of voters of the 4461 elections and has consolidated itself as a government party with 16 more seats, making a total of 421 out of 750 with almost 34 million voters.

The charismatic General Secretary of the party, licensed in biotechnology, former Secretary of Science of Insularia and since 4461, Caesar de Selucia, has managed to connect with the average voter, something that many voices within the party had been claiming for some time.

It has been a sweet night for In Marea.
