Several Prōvinciālēs declare the Cōnsul illegitimate and rebel against it

Since the coup staged by Sylla in January 5408, the Prōvinciālēs, the governors of the Prōvinciae, have been the only political figures for the Modernī. The Regressīvī recently passed a set of laws that aim to restore the values of the older republics, including the exclusion of women from serving in the military, the privatisation of the military, which will also serve as a police force, and the granting of citizenship based only on race and ethnicity. Although the Modernī Prōvinciālēs have been making an effort to adapt to these new laws and accept that more will be passed in the future, they have become too overwhelmed by the circumstances and have declared Sylla to be an illegitimate Cōnsul. They have also rebelled against the Regressīvī government, establishing a "federated union of Modernī Prōvinciae" in order to oppose it. However, the Cōnsul Sylla, and the Prōconsul Accius, along with the Regressīvī Prōvinciālēs, have proclaimed them to be the illegitimate government and asked the people not be deceived by them. They have also promised to deal with them as soon as possible.

Thus, as of July 5409,  Selucia has been divided in the following way: the Regressīvī government continues to govern the Prōvinciae of West Aquilonia and West Sadaria. The Modernī governments rule the Provinces of Oleria and East Sadaria. The situation in the Prōvincia of East Aquilonia is more complicated; the Modernī governs the Prōvincia along with the cities of Iovianium and Taurium, while the capital city of Auroria and the city of Assedo are loyal to the Regressīvī government. Although there have been a few small clashes in some cities, nothing major has occurred thus far, and both parties are trying to maintain the situation as peaceful as possible.

State of the Modernī Prōvinciae: meeting schedule to unify under a single federal state

The Modernī Prōvinciae (East Aquilonia, Oleria, and East Sadaria) happen to be the least rich, except for East Aquilonia, of Selucia, and also less populous. Most of the rich population, and powerful elite, is concentrated in the Regressīvī Prōvinciae. Specifically, the two richest countries by a lot of marging in East Aquilonia are loyal to the Regressīvī (Auroria and Assedo). However, the Prōvincia of Oleria offers them a decent amount of good quality technology, including military equipment, in case of needing to fight or defend themselves. The fact they're different islands separated from each other, and two of them being connected to a Regressīvī Prōvincia, makes the situation complicated for the Modernī. For this, they've stressed the need to unite under a federal government in order to survive in this situation.

East Aquilonia is governed by Lucius Domitianus, with the capital in Iovianium. He has been trying to make sure the relations with West Aquilonia, Assedo and Auroria are stable for now, in order to avoid a direct clash. He's been also trying to recover Auroria, which still has a decent amount of Modernī supporters, which would give the Modernī a bigger advantage. He has also been the one who's contacted the rest of Modernī Prōvinciālēs to schedule a meeting to unite their states. In case of this meeting resulting in a unification of the Modernī Prōvinciae, this could lead Lucius Domitianus to rule over the central government. Lucius Domitianus had been, after all, the Prōvinciālis of the most important Prōvincia in Selucia, which has given him a lot of reputation. Nonetheless, the rest of Modernī Prōvinciālēs will still have to agree to this unification and electing him.

However, on the other hand, Oleria is governed by Gaius Valerianus, an old commander of the army. Him governing Oleria is no coincidence: Oleria, being known for its focus on technology, has been a central point for the production of military equipment, something Gaius has now taken advantage of during this situation. If the conflict was to escalate into civil war, he'd have an advantage over military equipment and other technology, relying less on foreign nations than the Regressīvī will. He seems to be supportive of the idea of unification, but he expects to be given some privileges and enact a martial law as soon as things get heated up.

Things get more complicated in East Sadaria, governed by Titus Maximilianus. The situation in Sadaria has been more conflictive: ever since the rebellion started, most of the small-scale fights that have happened were in Sadaria. Sadaria is a Prōvinciae known for its cultural background - any Selucian would regret losing any territory in here. Especially the Regressīvī: Argona, in West Sadaria, is known for holding the most radical Regressīvī, and these have started a whole campaign denouncing the "betrayal" of the East Sadarians. The situation isn't helped by the Prōvinciālis: Titus has been acting very irrationally and encouraging East Sadarians to cross the border to West Sadaria and sack their cities, which has incited West Sadarians to counter-attack East Sadaria. He also isn't particularly interested in unifying with the other Modernī Prōvinciae if they are going to push for peace and letting the Regressīvī continue ruling over Selucia.

The Modernī Prōvinciae unify under a single state: first conflict in Selucia

Following a meeting held by Lucius Domitianus, the Prōvinciālis of East Aquilonia, the three Modernī Prōvinciālēs have declared themselves one federal nation organised as a triumvirate, with Lucius Domitianus holding greater authority over the central government. Lucius has also sent a message to Sylla, requesting him to call early elections and allow him to present as a candidate in order to find out which faction would win this time. Sylla has rejected the conditions, claiming that they should not be permitted to participate in elections or the Senate because they are traitors to Selucia and should not be treated as Selucians.

The response from Sylla has caused Titus Maximilianus, the Prōvinciālis of East Sadaria, where things are more unstable and heated, to take direct action on his own. Essentially invading part of the Regressīvī territory, he has sent a group of 150.000 soldiers to sack West Sadarian cities bordering East Sadaria and maintain control over them. There are hundreds of people under Titus's control right now, but we don't know anything about their conditions. Sylla has denounced such actions and requested everyone in Selucia and around the globe to support the Regressīvī in their fight against the "traitors of the Modernī, who have proven they do not care about their own people." Sylla hasn't made preparations yet since he didn't think the Modernī would launch an invasion, but Oleria has begun the production of military equipment for them. The Senate has held discussions about readjusting the budget to get ready for this and passing military reforms to deal with the situation appropriately.

While the Regressīvī have been preparing for a civil war, instead of sacking and attacking cities, have been spreading propaganda in East Aquilonia to gain support over the Modernī. We cannot be certain whether Sylla genuinely cares about his people or is just trying to spread propaganda about how he is better than the Modernī, but, it is true that even when he did stage the coup, no one was attacked because Sylla made sure to avoid a bloody coup. That being said, Sylla has undoubtedly enacted reforms that have an impact on the Selucian people. For example, he has removed citizenship from anyone who is not a native-born Selucian and removed women from the military. This is the reason why the vast majority of women and immigrants have endorsed the Modernī.

The Modernī declare war on the Regressīvī: civil war begins on Selucia

Since April this year, Titus Maximilianus, the Prōvinciālis of East Sadaria, has decided to unilaterally declare war on Selucia, attacking West Sadaria and invading one of its major cities, Sadarium. With only 75.000 soldiers, he has managed to occupy the city, kill the local politicians and detain the Regressīvī supporters on the city. Upon hearing the news, Lucius Domitianus, the Prōvinciālis of East Aquilonia and central figurehead of the Modernī Prōvinciae, has launched a press condemning the actions of Titus and asking him to liberate the prisoners of war from Sadarium and immediately leaving the city, in the name of peace. Lucius seemed to be wanting to negotiate with Sylla's government, as he requested early elections throughout the nation to calm down the country, an offer rejected by Sylla himself, although the people and Senators weren't particularly willing to accept the terms, either.

Just after this, in May, Sylla ordered taking territories from East Aquilonia as revenge for the recent events. The city of Assedo, loyal to the Regressīvī despite being in a Modernī Prōvincia, was connected to the borders of West Aquilonia. In the mean time, Sylla is trying to seek foreign support to be able to stop this conflict, seemingly lacking the proper military equipment to fight the Modernī. He also held a speech for, not just Selucians, but people from anywhere in Terra, stating that "if anyone still has doubts whether to support the Selucian government or these traitorous insurrects, then they are the very embodiment of evil! They have rebelled against us, taken Selucian prisoners, killed Selucian citizens and politicians, and all in the name of "democracy" and "modernisation"?! If that is what democracy and modernisation look like, then sure as hell we deserve something better than that! And if you agree with me, and still decide to support those barbarians, then I hope you're able to realise you're in the wrong side. We must stop this insanity, we must stop killing Selucians that do not deserve to die. I ask the Modernī leaders to give up and face the legal consequences of their actions, before it is too late and our nation is destroyed thanks to them!"

His words managed to attract the attention of many Selucians, including those in Modernī Prōvinciae, and some have started migrating to other Prōvinciae, switching sides after the actions of Titus and the way the Modernī have handled the conflict. Nonetheless, this only angered Titus more, which caused him to burn the city of Sadarium and then dedicate a message to Sylla: "We do not bow down to tyrants who use populism to pretend they are not just as flawed as we are. Glory to a modern Selucia, death to tyrants!" As a consequence, in June, Sylla officially declares the Modernī as enemies of Selucia and asks the people to report any Modernī to the local authorities, and "in case of self-defense, do not doubt in pulling the trigger against the traitors, even if they look like brothers of us!" With this, the Selucian civil war has begun after decades and decades of tensions building up, not only between the Modernī and the Regressīvī, but even between people inside both factions.

Sadarium still burning down; West Sadarians flee in terror

The occupation and burning of Sadarium a couple months ago has put the city in a state of chaos and destruction, with its few citizens alive fleeing to Argona. Reports count up to around 200.000 deaths since its occupation. East Sadaria has continued expanding its borders, although a lot slower than before. Sylla has promised to grant an aid of 5.000.000 SEN for the reconstruction of Sadarium once the civil war is over. In the meantime, Titus Maximilianus has locked all the captured population of Sadarium in cells and has threatened Sylla to "resign from his Consulship or cause the death of thousands of innocent Sadarium civilians." Sylla, as usual, has rejected the offer and sent him a message saying that "if he dares continue killing innocent Selucians, whatever chance he has of capturing him, he will be undoubtedly executed in public and his head will be used a symbol of defeat over traitorous barbarians."

The city of Argona is trying to resist the incoming East Sadarian forces, which are getting very close to it. Argona, being the capital of West Sadaria and one of the most important cities, due to its status as ex-capital. The infrastructure and design of the city will make it hard for soldiers to properly fight and occupy it, however if they were to burn it down, the damages would be huge and it would require a very big investment in order to rebuild it. This is one of the main concerns for Sylla and is trying to do as possible to avoid Modernī soldiers from reaching Argona. The expansion through East Aquilonia by the West Aquilonian Regressīvī has slowed down for this reason, however they seek to occupy Taurium through Auroria and Iovianium through West Aquilonia at the same time, while the Modernī focus on Sadaria.

As for the Regressīvī, Sylla has introduced a budget reform in which he temporarily increased spending on Finance a 17.6%, on Defence a 373.3%, on Science and Technology a 39%, and on Trade and Industry an 11.1%. He has also decreased the spending on Foreign Affairs a 40%, on Health and Social Services a 40%, on Education and Culture a 54.5% and on Food and Agriculture a 79%, which has resulted in a 13.15% decrease in spending and a 150% increment on profit generated by the government. This has been done only to deal with the civil war properly, and does not intend to be a permanent measure.

While the West Aquilonian Regressīvī prepared to launch an attack, the East Sadarian Modernī took advantage to advance further and managed to occupy the West Sadarian city of Equitia. While they haven't burnt down this one, they killed many politicians and arrested many citizens, with some ending up wounded. However, from West Sadarian capital, Argona, they pushed the northeastern occupied territories, getting close to recovering the city of Sadarium.

Now, in January 5411, the Regressīvī have moved through the northeastern coast of East Aquilonia and occupied the city of Taurium, where they have captured politicians and put them in prison. They've been coming up with a plan to occupy Taurium and from the two open fronts of West Aquilonia and Auroria-Taurium occupy Iovanium, the current capital of East Aquilonia. Meanwhile, Oleria has been preparing to launch an attack while the Regressīvī are distracted, which could cause the Regressīvī to lose many territories unexpectedly.

Iovianium close to falling: the Regressīvī's possible victory

For the last 5 months, the East Salarian Modernī have expanded further south from Equitia, while Argona made efforts to recover Sadarium. The situation in Sadaria, where the conflict started and was more active and intense, seems to be more calm lately, as the conflict has been focused on Aquilonia, where the capital of both sides are located: Auroria for the Regressīvī, and Iovianium for the Modernī. The Regressīvī have been attacking from three sides: from Taurium to Assedo, connecting the two occupied territories in East Aquilonia; from Auroria to Iovianium, and from Minianium to Iovianium.

Being the closest to occupying the other side's capital, the Regressīvī seem to be getting close to a possible victory, although East Sadaria and Oleria remain active and with a lot of strength to extend the civil war. On the other side, Titus Maximilianus, the Prōvinciālis of East Sadaria, has decided to sack the city of Equitia and destroy its local markets. He has also held a meeting with Gaius Valerianus, the Prōvinciālis of Oleria, in order to plan an attack in case Iovianium falls.

The Regressīvī's plan to occupy the capital of the Modernī in East Aquilonia, Iovianium, has succeeded. All of Aquilonia is now under the hands of the Regressīvī government. The Prōvinciālis of East Aquilonia and elected leader of the Modernī, Lucius Domitianus, has been captured and taken straight to prison, while the people ask for his execution, something Sylla is refusing to do as long as the civil war is still happening, and has instead used him as a possible negotiation: if Gaius Valerianus, the Prōvinciālis of Oleria, decides to accept the offer of Sylla of not getting involved in the war for 6 months, Lucius will not be executed. If he were to refuse the offer, then the Regressīvī would have no choice but to attack Oleria now and execute Lucius.

As Iovianium was being occupied, West Sadaria managed to recover Sadarium, which had been destroyed by the Modernī when it was conquered. Everything seems to point to victory for the Regressīvī, even though they still have to defeat the two strongest forces: East Sadaria and Oleria, which thus far hasn't been involved in the conflict, preparing to launch an attack once they have a decent amount of good quality military equipment and manpower. The people of Sadarium have been liberated and re-located in Argona and some towns around it.

After occupying the capital of East Aquilonia, Iovianium, and capturing its Prōvinciālis, as well as leader of the Modernī, Lucius Domitianus, Sylla offered the Prōvinciālis of Oleria, Gaius Valerianus, to sign a temporal non-aggression pact for 6 months so that the Regressīvī could focus on fighting East Sadaria, and in exchange he'd keep Lucius alive. However, Gaius Valerianus decided to refuse the offer, and as a consequence, in September 5412, Sylla orders the execution of Lucius Domitianus, thus officially ending the leadership of the Modernī and possibly leaving them in a state of chaos and disorganisation.

As a consequence, Sylla has also given a public speech aimed at the Modernī leaders: "This is your fate if the war continues. This is your last chance of giving up and ending this conflict, for the sake of our nation. Stop this madness and accept the responsibility of your actions and I shall give you the right of living. Continue, and I can't promise being generous again." With this ultimatum, Sylla is waiting for them to surrender and give themselves away to the Regressīvī government once and for all, without spilling more Selucian blood. However, due to the execution of their leader, they are less likely to accept such conditions now - but only time will tell.

Oleria finally attacks: the civil war advances

As a consequence of Sylla's execution of Lucius Domitianus and his threats towards the Modernī Prōvinciālēs, Oleria, led by the Prōvinciālis Gaius Valerianus, has finally decided to get involved in the civil war and has launched an attack through the sea towards the port of the West Aquilonian city of Minianium, from which Iovianium was attacked, and occupied the whole city as well as some towns around it. This is a clear answer to Sylla's offer of surrendering: by Oleria finally getting involved, the Modernī are telling Sylla that they are not willing to give up and will continue fighting as hard as they can.

Meanwhile, the troops from Auroria, going through the sea, have managed to reach northern West Sadaria, just above Equitia, and are planning an attack to recover the city, while West Sadaria continues occupying territories from East Sadaria through Argona. East Sadaria is trying now to occupy Marisia with the help of some Olerian troops from Aquinium, however they seem to be struggling more now, as they are being attacked through two distant fronts.
