Prefect Trmékez went into talks with an open mind.

February 4450 - Prefect Dr Ershébef Trmékez has confirmed that "better than anticipated" talks had taken place with the new socialist leader of Deltaria and that she hoped that a constructive relationship could be carved out.

Dr Trmékez and Miroslav Válek conversed candidly about Deltaria's future direction, the fate of imprisoned former Governor-General Mrázek - who is charged with treason – and the MUN and MA.

She confirmed that the Jelbanian situation was also a topic for debate and that the matter of a permanent withdrawal was looked at.

The Prefect said: "As political leaders we have to be pragmatic and open minded. I entered talks with Mr Válek in this mind and looked for peaceful reassurances which will enhance the stability of Majatra. I received those reassurances.

"We discussed many topics, no more so than Jelbania, where both our nations still have a significant presence and have taken steps to stabilise the economy. Mr Válek is keen to withdraw from Jelbania and leave that country to run itself. My thoughts are that we must look at all the options and do what is best for Jelbania and security of the region, so I will be speaking with the Confederation's Central government in Rklemjistad, before making any final decision."

Political Analysis: An Unlikely Alliance?

A conservative monarchy and a centralised socialist state do not appear to be easy bedfellows at first glance, but the seemingly cordial relationship between Vanuku and Deltaria may well work as it is borne out of expediency.

Primarily, both governments remember too well the long and protracted war that engulfed their nations earlier this century and neither wish a return to that situation. But there are underlying factors too. Certainly, from a Vanukean point of view, the SLS ruling party is a welcome break from a Thaller-dominated Deltaria that looked to expand its influence through aggressive territorial acquisition - such as the creation of the Katonid Khanate.

And, of course, there are the persistent claims that in order to beef up its position the Thaller government turned secretly to members of the Northern Council for military and economic backing, enabling it to face off against Vanuku.

So, despite the potential shortcomings of the Válek administration, it is anti-Thaller, outside the influence of the Northern Council and not looking to expand its territorial influence into Jelbania. All in all, that is a reasonable platform on which Vanuku can build a relationship. But only time will tell.

Multi-billion VAN Investment In Shipping Facilities And International Airport Unveiled
Government Looks to Increase Capacity of Major Transport Hubs and Naval Manufacturing Facilities

Facilities at Nachten Port, which caters for ocean-going vessels, are to be improved as part of the government's plans.

July 4450 - A 15 billion VAN overhaul of two of Vanuku's biggest ports and its main international airport are planned.

The naval dockyards in Havendam, eastern Mkldrekrnek, and the ocean-facing port at Nachten, in north west Skrovestes, are being refitted and expanded. The aim is to create extra cargo capacity as well as to open up new berths for commercial shipping and improve maintenance and repair facilities.

The expansive facility at Havendam is also home to the famous naval shipbuilding corporation Shipyard Havendam, which will also benefit from the expansions plans. It is expected that the government-subsidised corporation will be involved in a submarine upgrading programme in the near future and the new infrastructure will pave the way for this project.

Meanwhile, a fourth runway is being planned for Wiel International Airport, Vanuku's biggest airport and the biggest facility of its kind in western Majatra. Due to the volume of traffic, some commercial and passenger planes have to be diverted to other airports at peak times and the extra runway will help to alleviate this and future proof the airport from reaching permanent full capacity later this century.

The government has announced it will ask the Grand Council to vote on the introduction of the new runway next year following the January 4451 election. Work on the port expansion project will begin this autumn and will be paid for from the Department of Infrastructure and Transport's budget.

Infrastructure and Transport Minister Jazir Dunkáraky said: "The volume of traffic at these international ports means that an expansion of facilities is absolutely necessary. We have weighed up the commercial and environmental concerns of the fourth runway project but believe it is favourable to having to divert planes further away to other airports and to then ship passengers and freight back to the capital by road or rail.

"The port projects will also have a significant impact on our import and export capability as well as our naval and commercial ship building ability. For example, Shipyard Havendam is continuing to expand its order book domestically as well as in line with our MUN security commitments and to meet the requirements of our international customers. This will help ensure it has the facilities and capacity to deal with this upturn in demand and any future projects the Ministry of Defence commissions."

No To Quick Jelbanian Withdrawal, Vanukean Prefect Tells Deltarian President
Future Plans Must Take Into Account Security and Economic Concerns In Volatile Confederation

Vanukean troops continue to patrol the Western Tribal areas of Jelbania as part of the Kingdom's security commitment to the Confederation.

July 4450 - Prefect Dr Ershébef Trmékez has made it clear to the new Socialist government in Deltaria that a decision on its position in Jelbania cannot, and will not, be rushed.

Dr Trmékez also insisted that any decision on the name or the political structure and administration of a future fully independent Jelbania was chiefly dependant on the democratic will of the people there.

She said: "President Válek is keen to bring to an end the Rklemjistad Agreement signed by our three nations.

"This would see a withdrawal of Vanuku from the Jelbek (northern) Khaganate area, where it has economic and political influence, and a similar withdrawal by Deltaria in the Southern Khanate (formerly Katonid Khanate) zone. In order for this withdrawal to proceed all parties need to be sure that this is in the best interests of Jelbania, both from a security point of view and economically.

"Given the ongoing volatile situation in the Western Tribal areas, the outbreak of syphilis that swept the country and the depressed financial state Jelbania still finds itself in, it seems to me that it would not be prudent to leave that nation completely at this time as it would destabilise the situation further.

"The central Jelbanian administration has, on many occasions recently, requested our help in dealing with economic or security matters - so we know that Jelbania, itself, is in no position to rush towards a scrapping of the Rklemjistad Agreement, which, after all, ushered in a lasting peace following a devastating war.

"This all means that proceeding towards an exit strategy and setting a suitable withdrawal date will take time and requires the full involvement and agreement of all three parties. After all, as it is stipulated in the articles of the treaty, that the agreement will not be dissolved unless at least two of the three parties choose to withdraw from it."

She added: "Federal President Válek has said he also wishes to see a socialist state and a strong centralised government established in Jelbania once this withdrawal has taken place. Again, I would say the decision needs to be made by the people of Jelbania and not imposed upon them. Whether they decide to adopt this system, another system or stick with the status quo of a decentralised confederation will depend on the democratic will of the people there.

"It is our belief that the current free republic government model will continue into the future and free and fair elections will continue to be held."

Troops Move Into Jelbek Confederation To "Protect Democracy"
Vanuku and Free Republic of Jelbania React Quickly to Deltarian Determination To Create A Socialist Satellite

Vanukean security forces were visible in the city of Rklemjistad in eastern Jelbania this morning.

August 4450 - Vanuku has significantly stepped up its security forces presence in Jelbania in a bid to "protect democracy" and deter a potential socialist coup instigated by Deltaria.

Vanukean Prefect Dr Ershébef Trmékez held urgent talks with the Jelbanian Head of Government Shlajkai Akedkáhe over serious concerns regarding Deltarian troop movements in and out of the former Katonid Khanate area and the apparent creation of border fences around the territory.

Following the talks with Mr Akedkáhe the decision was taken to bolster Vanuku's armed contingent in the northern Jelbic Khaganate zone of the country, which is currently under the economic influence of the Kingdom.

In addition, Minister Akedkáhe has also given Vanuku permission to deploy troops in the western confederal Tribal Area and in the easternmost state of the Confederation, currently controlled directly by the Free Republic of Jelbania government.

As well as armed forces deployments, it is believed covert intelligence officers have been dispatched to guard prominent members of the current FRJ government, including Mr Akedkáhe.

A joint statement released by the two first ministers said: "The governments of the Kingdom of Vanuku and the Great Jelbek Confederation express graves concerns regarding the ambitions of the government in Deltaria to create what would be a socialist satellite state consisting of all, or part of, Jelbek Confederation territory.

"To safeguard the future of the nation and to protect democracy, Vanukean security forces have been deployed in four of the five states that make up the Confederation. These are Motalpapaqstan, which is governed directly by the Free Republic government; Gezg​ék​stan and Göka​é​kstan, which together form the Jelbek (northern) Khaganate; and Yamt​ékstan, which is commonly know as the Confederal or Western Tribal Areas.

"It is our hope that Deltaria will abide by the articles of the Rklemjistad Agreement, which recognises their economic influence over the southern state of the country, Köşpend​ék​stan, which is also known as the Southern Khanate. However, this influence does not extend to political control, which is the remit of the local and central government authorities.

"There is no appetite within the Jelbek Confederation to transform the country into a single party Socialist state, based on the Deltarian model. Federal President Válek is also asked to abide by international law and recognise the right of the Free Republic government and the confederal state governments to self determination. If he is unable to comply with the Rklemjistad Agreement, he is asked to withdraw the Deltarian presence from the Southern Khanate and end his country's influence over that zone."
