Calls For Archduke To Abdicate Rejected By Government

Legislation has been proposed calling for Crown Prince Juhn, pictured above, to abdicate from his position as Archduke of Banstill in favour of his namesake and cousin Prince Juhn.

July 4509 - The Government has angrily rejected calls by a disgruntled faction within the ancient House of Banmek-Sntazed for the abdication of the Archduke of Banstill (heir to the throne) in favour of his elder royal cousin Prince Juhn.

Prefect Baron Dnkai Könnyrahe has branded the proposal - put forward by Hsnutszlk'aikék Grundnyr (The Movement of Discontent) - as a conspiracy to overthrow the rightful monarch of Vanuku. He also told the Grand Council that such talk was "tantamount to treason" and besmirched the reputation of late Queen Mrjmai and her brother Prince Wrntukai who was heir presumptive until the Queen's son (current King Wrntukai VI) was born and officially named next in line to the throne. He is also opposed to plans to repeal progressive succession laws, which allow females to be named monarch.

The Prefect has also moved to cement ties between the Zhtál-Merlkai family and the royal household by having the Patriarch of that noble family formally named Chief Advisor to the Monarch. It comes after leading members of The Movement of Discontent called the current King a Zhtál puppet. This refers not only to the fact that the Zhtál family are a leading sponsor of the governing New Royal Front but also that Jebr Zhtál, heir to the Duchy of Vrzkel, is married to Princess Agzé, granddaughter of the current King and who one day is expected to inherit the throne. If this comes to pass it could see a potential future merging of the Houses of Banmek-Sntazed and Zhtál-Merlkai.

Addressing the Grand Council, he said: "We may well expect a conspiracy to overthrow the rightful monarch of Vanuku from within the wretched ranks of socialists and communists. But for this attack to come from nobility - and more than that, from a disillusioned faction within the royal House of Banmek-Sntazed is beyond the pale. I can tell this house that this government will not stand for such attempts to destabilise our kingdom. Therefore, we completely reject this proposal and I will speak directly to the King and the Archduke to work out how we will progress this matter and what punitive action will be taken."

The Prefect and his government must now decide whether to allow the Hsnutszlk'aikék Grundnyr, which is headed up by Prince Juhn and his son Prince Pawl, to register as a formal political party. Under the articles of the Constitutional Reform Act the Grand Council may be asked to block the registration if the party is perceived as endangering the Kingdom.

Deputy Prefect General Andrj Zhtál said the Government was keen to review both critical pieces of legislation.

December 4509 - In an unexpected move, the New Royal Front Government has backed a Private Members Bill to allow open homosexuality in the military ranks. Approval for the legislation was quickly followed by the Government pushing ahead with its own proposal to revoke the existing Blasphemy Law, which was called draconian by the new Minister for Education and Culture, Dr Dnmai Btházrdrsme Merlék.

Deputy Prefect General Andrj Zhtál said the government had planned to look at both critical pieces of legislation during the current term in office but had been sidelined due to having to deal with a substantial terror plot instigated by the leaders of the Socialist Association and a recent attempt to change the royal line of succession.

General Zhtál said: "The Blasphemy Law, in particular, was a compromise position we had reached with the now defunct Ahamdi Alliance. If you look at the legislative records you will see that we have consistently moved to reduce the severity of the penalties for blasphemy, while balancing this with the needs of religious groups, and now can announce they have been totally removed. We are taking action for the good of this nation and will continue to build on that track record."


No Further Action Over Selucia's Refusal To Extradite Terror Suspect

January 4510 - The government has said it will take no further action over Selucia's Supreme Court ruling not to extradite suspected terrorist Hellisko Dorfluzke - which means he will not stand trial in Vanuku for suspected acts of terrorism.

Justice Minister Baroness Ask'r Tobrak said: "Whilst we are disappointed that justice will not be served and while we do not agree with the interpretation of events outlined by the Supreme Court in Selucia, we will not pursue this further at this stage as we respect the principle that every state has legal authority over the people within its borders. However, we do hope the Selucian Republic will not come to regret their decision to harbour this man.

"Safe to say Mr Dorfluzke is perceived as an enemy of the Kingdom of Vanuku. If he ever steps foot on our soil he will be arrested and will stand trial for his suspected crimes, which include plotting to blow up several royal palaces.

"The Socialist Association - the organisation that acted as a front for these terror-related offences - has been dissolved and the other seven senior members of that organisation have been tried and sentenced to life imprisonment."

Controversial Proposal Splits Grand Council Vote But Narrowly Passes.

August 4510 - Jebr Zhtál, the king's grandson-in-law, has been officially named Chief Advisor to The Monarch under new constitutional rules.

His Highness who recently became Duke of Vrzkel after the death of his father, Kpsar, is the first person to hold the influential position following the passage of a controversial new law through the Grand Council. Despite the dominance of the New Royal Front governing party in the Grand Council, nearly a third of representatives voted against the formal Chief Advisor role, very nearly scuppering the proposal put forward by the Prefect.

The bill must now be rubber stamped by the King - who has the power of veto over fundamental constitutional legislation if he deems it against the nation's security interests. However, with many believing His Majesty has come to rely on the advice of the Zhtál-Merlkai family, the matter is seen as just a formality.

In his new role Duke Zhtál, who is married to King Wrntukai VI's granddaughter, Princess Agzé, will officially advise the King on the use of the Royal Veto and assist with matters of constitutional law. He will also act as Regent should the need arise, will, from time to time, represent His Majesty at formal state occasions and will speak on his behalf in the Grand Council. It is also an hereditary position and will be passed down by the Duke to his successor.

It is the latest in a long line of moves which have seen the Zhtál-Merlkai family position themselves closer to the royal family and the heart of power - political manoeuvres that have been heavily criticised by the old guard amongst ancient noble families and have led to the formation of the Movement of Discontent.

Indeed, Jebr may soon be joined at the top of the tree by his younger brother. General Andrj Zhtál is expected to become the leader of the New Royal Front party ahead of the next election - meaning he is very likely to become the new Prefect (head of government) barring an electoral upset.

It would see the Zhtál family consolidate its power at the top of a Vanuku's aristocratic oligarchical society, where only the most wealthy may vote and only nobles may form political parties.

Duke Jebr said: "It is with great honour and pride that I take on the mantle of this new role, shortly after becoming the new Duke of Vrzkel and patriarch of the Zhtál-Merlkai noble family. I hope I will be able to provide wise counsel to His Majesty and represent him well in the world of politics."

January 4512 - Vanuku has said it fully supports Deltaria's decision to prosecute terror suspect Mhmet Bucék, and intelligence files have been sent to the authorities in Čachtice linking him to a failed bomb plot in the Kingdom.

The Foreign Ministry has said Bucék, who is a Vanukean native, and faces 15 counts in relation to a deadly car bombing in the Deltarian capital, is suspected of being linked to the now banned Socialist Association - a radical left-wing organisation which was used as a front to spread anti-monarchist sedition and terror.

He is also believed to be a known associate of Hellisko Dorfluzke, a former leading member of the SA, who fled to Selucia and remains there after the Republic's Supreme Court refused to extradite him.

Foreign Minister General Andrj Zhtál said: "We have supplied background files to the Czarist Intelligence Office pertaining to Mhmet Bucék and demonstrating what we believe is his secondary role in the foiled terror attacks to blow up a number of royal palaces in Wiel several years ago.

Bucék was certainly known to the leaders of the Socialist Association, which has now been banned in Vanuku, and was associated with the terror suspect Hellisko Dorfluzke who remains in Selucia. We believe he also has links to radical socialist groups in Barmenistan, who supplied weaponry and bomb making equipment to the Socialist Association, and probably provided Bucék with false identity papers, allowing him to avoid arrest and leave the Kingdom, before re-emerging in Deltaria.

"We also concur with reports from Deltaria that he is part of a wider terrorist network and we hope to co-operate with authorities in that nation to help eradicate the militant and radical groups that threaten our regimes."

Outgoing Prefect Baron Dnkai Könnyrahe, who has held power for nearly two decades.

July 4512 - Prefect Baron Dnkai Könnyrahe has announced he will hand over the reins of the New Royal Front party after 18 years as its leader.

His successor will be General Andrj Zhtál, who is the current Deputy Prefect and Foreign Minister, as well as a social conservative hardliner. The General will fight the up-and-coming election and, if successful, will cap a remarkable rise to the top of Vanukean society by the influential Zhtál-Merlkai family.

Andrj's older brother Duke Jebr Zhtál of Vrzkel was recently appointed Chief Advisor to the Monarch, a hereditary position of considerable influence in the realm. Duke Jebr is also married to King Wrntukai VI's granddaughter, Princess Agzé - who is one day destined to sit on the throne herself.

If General Zhtál wins the election and becomes the next Prefect it is expected he will attempt to strengthen laws pertaining to political party registration. He is known to be an advocate for a return to the one-party system which existed in Vanuku during the 4470s and 80s.

It is believed only the The Movement of Discontent (Hsnutszlk'aikék Grundnyr), whose registration as a political party was only recently accepted by the government, has enough influence and political power to potentially scupper his plans at the election. The movement was established by influential and wealthy members of the Banmek-Sntazed dynasty who are unhappy with the current course of the Kingdom and especially the monarchy.

The party is led by Prince Juhn Banmek-Sntazed, nephew of the late Queen Mrjmai, who many support being named next in line to the throne rather than the current heir apparent - The Archduke of Banstill (King Wrntukai VI's son who is also called Juhn).

However, despite support amongst the older aristocratic families, many political analysts believe an electoral upset is still extremely unlikely.

August 4512 - For over three years the Movement of Discontent and the New Royal Front have been in a vicious tug of war over who holds the influence over the King. Unlike the late Queen Mrjmai the current King is not known for his independent and powerful personality, instead leaning heavily on royal advisors. Making good use of this the New Royal Front under the Zhtál-Merlkai family moved fast to isolate the King from the more elitist faction of the Banmek-Sntazed dynasty. They even got as far as to name the patriarch of the Zthál-Merlkai family the Chief Advisor to the monarch.

Now however that has changed as King Wrntukai VI has issued a Royal Veto to invalidate the piece of legislation. This sudden change of the King, who is clearly stepping back to his own relatives, has come after he spoke to his last living uncle Prince Kezkai Banmek-Sntazed, Queen Mrjmai's youngest and last living sibling. Prince Kezkai, a revered veteran of the Vanukean Naval Forces and former commander of the aircraft carrier HVMS Támnr II, is not a well-known scion of the Banmek-Sntazed dynasty. Yet the one-eyed Prince still holds an immense influence behind the scenes, being a former very close confidant of the celebrated Queen Mrjmai. He was born nine years after the Queen but their age difference never hampered their close relationship. At age 105 he still lives in a countryside manor with minimal assistance.

Prince Kezkai, who is also an uncle to the leader of the Movement of Discontent, was convinced to tread with the King by his nephew Prince Juhn. In his wheelchair the Prince visited his other nephew King Wrntukai VI and pressed him on his heart to remember the old Kingdom his mother restored to greatness. It is said that after this meeting the King changed his mind.

Royal Veto 'Rejected' By Government
Impasse As Prefect Says King's Attempt To Block Legislation Oversteps Constitutional Guidelines

Tussles break out in the Grand Council as the argument over the King's issuing of a Royal Veto becomes heated.

December 4512 - A constitutional crisis beckons after the government refused to accept King Wrntukai VI's issuing of a Royal Veto to invalidate a piece of legislation.

His Majesty, now 79, addressed the Grand Council saying he was using his constitutionally-bestowed power to block a bill to appoint the patriarch of the Zhtál-Merlkai family as Chief Advisor to the Monarch. The bill, which was narrowly passed by the Grand Council, would invest huge power in the head of the influential family and sideline other nobles close to the throne.

But after long discussions with members of his own Banmek-Sntazed dynasty, including his 105 year old naval hero uncle, the King decided to act and refused to give his seal of approval to the controversial bill.

Despite this, the government said it would not repeal the legislation as the King had not followed constitutional protocol and had been forced into making the decision after "intolerable pressure" from members of his family.

Baron Dnkai Könnyrahe, who will step down as Prefect at the up-and-coming election, took the unusual stance. He said: "By not supporting this bill, which has been passed democratically by The Grand Council, and by wielding his veto, the King has regretfully over-reached his authority granted under the Semi-Constitutional Monarchy Act.

"The government believe the articles of the bill do not threaten the Vanukean people or threaten the country internationally in any way and have assurances from the Supreme Court that this is the case.

"Given His Majesty's wise choices during his reign up until now, and given that His Majesty would, under normal circumstances, not take any steps to create a constitutional crisis which would harm his realm, we can only assume intolerable pressure has been put upon him by members of his own family to come to this decision."

The Prefect added that his government would only consider repealing the bill if certain assurances were given by those "advising" the king within the traditionalist wing of the Banmek-Sntazed family. These include an agreement being reached which would assure royal succession through absolute primogeniture for the next three generations. This means the two families of Banmek-Sntazed and Zhtál-Merlkai would be united when Wrntukai VI's great-grandson, Temrkai-Sigzma, eventually ascends to the throne.

The constitutional impasse is now expected to last until after the election, when all the wealthy members of society and nobility within the country are eligible to vote for their representatives in the Grand Council. With the Council becoming more polarised on the issue, it will come down to a straight fight between the Zhtál-Merlkai-supporting New Royal Front party and the pro-Banmek-Sntazed Movement of Discontent.

King Versus Government Crisis Deepens
Special Investigations Committee Set Up To Look At Stripping Wrntukai VI of his Royal Veto Powers

July 4513 - Despite storming to victory in the election earlier this year with 78 per cent of the votes cast, the government's ability to pass legislation is still being damaged by the widening constitutional crisis emanating from a very public argument with the King.

Wrntukai VI used his Royal Veto to block legislation appointing the Patriarch of the Zhtál-Merlkai family as Chief Advisor to the Monarch after being advised against it by members of his own family. The Prefect refused to repeal the legislation stating constitutional guidelines had been breached and the two sides have been at loggerheads ever since.

Now, the government is looking to exploit a loophole in the law governing the use of the Royal Veto.

The Semi-constitutional Monarchy Act established in 4390 by King Wrntukai V, as he relinquished his absolute powers, states that a King may only use The Royal Veto for constitutional changes on "good grounds" and if the monarch fails to abide by this, his power of veto can be declared "null and void" by a Special Investigations Committee.

As a result, the government has ordered an extraordinary meeting of the current Special Investigations Committee to decide whether the King has acted on good authority or whether his veto power should be stripped.

Prefect General Andrj Zhtál said: "Quite simply, we assert that the King has not used his Royal Veto on good grounds or for the good of the nation. In fact, quite the opposite, the decision has destabilised the nation and prevented the government from getting on with its day to day business.

"This is not about who controls the country but is about how much power His Majesty can wield versus the democratically elected members. While the Royal Veto is a good tool to bring checks and balances to the political system we must set a precedent here regarding when and how it can be used. We will not see a return to autocratic ways or the Royal Veto abused.

"We are also concerned about how much pressure has been exerted on the King by non-elected advisors in his own family who wish to see this legislation blocked out of spite and petty jealously. With all due respect this is a lot of pressure for an 80-year old man to stand up to, regardless of whether he is king or commoner."

The nation is now on a dangerous path. The Zhtál-Merlkai dominated government has certainly alienated the king, despite maintaining it will do all it can to preserve the current royal line of succession through the monarch's son. Meanwhile, the powerful grandees of the Banmek-Sntazed family still push from behind the scenes for a change of direction in the royal succession and, currently, have Wrntukai's ear. It is difficult to see this political tug of war ending any time soon.

Defence Ministry Confirms It is Assisting VALCRY With Fighter Jet Development

Wrnukaék Tanhri Advisors are assisting VALCRY in developing a new fighter jet.

August 4513 - The Ministry of Defence has confirmed that it is helping Cildanian military equipment and ordnance company VALCRY to develop a new fighter jet for rapid deployment and lightning strike operations.

Technical advisors from the Vanukean state-controlled aeronautical giant Wrnukaék Tanhri are assisting with the research, planning, development and construction of a prototype combat plane and have helped to raise funds for the 200 billion CDC-plus programme by staging a series of promotional campaigns for interested Vanukean investors.

Wrnukaék Tanhri has a pedigree for development of cutting edge aircraft technology. It is the company behind the groundbreaking S-44 Tanhri Stealth Fighter which took 3.5 trillion VAN and around half a century to develop from scratch.

The MoD has not revealed what the "kickback" is from VALCRY regarding this assistance, although closer ties with Cildania and other friendly Majatran nations are seen as prudent given the rising radical socialist threat in old continental adversary Deltaria.

Defence Minister Karatak Merlékam said: "This is not the first time we have been involved in the development of military hardware for Cildania - a nation we see as a strategic ally in the guardianship of Majatra, having supplied naval vessels on a number of occasions.

"But it is the first collaboration on an airplane design project and we are excited on the potential for tie-ups in this sector in the future."
