GA02/31: Act on Travel Restrictions, February 4331:

GOVERNMENT ACT 02/32 (FEBRUARY 4331):

The Council of Ministers of the Republic of Valruzia, on the recommendation of the Ministry for Foreign Affairs, the Council of Foreign Relations and General Prosecutor's Office, by the authority vested in the Council of Ministers by the Constitution of the Republic of Valruzia and statutory laws of the Republic, following the principles of democracy, the rule-of-law, respect for human rights and broadly respected standards of interactions between sovereign States, decides what follows:

1) It shall be the imperative goal of the Council of Ministers of the Republic of Valruzia, as well as all other Public institutions of the Valruzian legal system, such as the President of the Republic of Valruzia, Parliament of Valruzia, its law enforcement agencies and governmental agencies to protect its citizens from all kinds of external and internal threats, and it is the incontestable responsibility of the State to develop mechanisms which are aimed at better securing its Citizens, the State as such and to allow its Citizens to participate in widely understood social-life of the Republic.

2) To enhance the ability of the State to protect its Citizens, the Council of Ministers shall develop mechanism and measures which will allow it for detection foreign nationals who may commit, aid, or support acts which may lead to disruption of the widely understood public safety and the social life of the Republic. The State shall be able to effectively prevent foreign nationals who may pose a potential threat to the Republic from entering the territory of the Republic of Valruzia by land, air or sea.

3) The Government of Valruzia, represented by the Council of Ministers to better secure the public safety of the Republic of Valruzia, shall act accordingly to the information-sharing and identity-management protocols exchanged with the foreign governments. It shall be at the discretion of the Government of Valruzia to refuse the entry of the foreign nationals to the territory of the Republic. The Government shall actively monitor the practices of the foreign governments and shall adjudge at its own discretion whether the actions of foreign governments may lead to increasing the potential threats for the Republic of Valruzia, not only in a direct way, but the Government shall also take into account all indirect threats for the safety of the Republic.

4) The Government of Valruzia, after recommendations issued by the Ministry for Foreign Affairs and Council of Foreign Relations, in which the Ministry warns about the potential threats deriving from the current practices of the governments and political parties of the following States effectively harm the interest of the Republic of Valruzia, and pose both direct and indirect threats to Citizens of Valruzia. The Ministry for Foreign Affairs highlights that some of the practices also harm the interest of Citizens of Valruzia who remain on the territories of foreign countries pose a direct threat for the interest of Valruzia as every personal attack on a Valruzian man or woman should be treated as a direct attack on the Republic of Valruzia and every incident should be the subject of retorsion and reprisal actions of the Government of Valruzia:

- DORVIK, REPUBLIC OF - due to the recurring political instabilities, and a relatively low coherency of policies of both the government and the opposition parties, according to the Ministry for Foreign Affairs and Council of Foreign Relations, the Republic of Dorvik is currently politically unstable and in spite of the recent tensions between the Governments of both Valruzia and Dorvik, a significant conflict of interest has been revealed and due to threats against Citizens of Valruzia, and individuals of Valruzian descent issued by the Citizens of Dorvik, in the southernmost region of Dorvik - Sudik - have forced the Ministry of Foreign Affairs to classify Dorvik as a passive/hostile State toward the Republic of Valruzia.

- JELBANIA, PEOPLE'S REPUBLIC OF, - the Ministry for Foreign Affairs highlights the fact that the Government of the People's Republic of Jelbania actively supports the presence of the Republic of Dorvik in the Security Council, which equals with the support for the policies of its Government and issues a silent support for the personal attacks against the Citizens of Valruzia or individuals of Valruzian descent.

- SARIDAN, REPUBLIC OF - the Ministry for Foreign Affairs highlights the fact that the Government of the Republic of Saridan actively supports the presence of the Republic of Dorvik in the Security Council, which equals with the support for the policies of its Government and issues a silent support for the personal attacks against the Citizens of Valruzia or individuals of Valruzian descent.

5) The Government of Valruzia, also takes into account the recommendations of the General Prosecutor's Office which issues the following recommendation:

- "The General Prosecutor's Office, based on the legal experience of the office, and political circumstances recommends the implementation of measures which either limit or prevent the entrance to the territory of the Republic of Valruzia by the nationals of the following States:

1) Republic of Dorvik
2) People's Republic of Jelbania
3) Republic of Saridan

The General Prosecutor's Office highlights that the possible restriction or ban would effectively decrease the threat of attacks on Citizens of Valruzia and the infringement of the Valruzian laws by the nationals of the aforementioned and relief the legal authorities and law enforcement agencies of the Republic of Valruzia from the increases necessity of monitoring the situation within Valruzia."

6) The Government of Valruzia imposes travel restrictions of Dorvish Nationals to the territory of the Republic of Valruzia by land, air or sea. The restrictions are as follows:

- The Republic of Valruzia will only allow the entry to the territory of the Republic by citizens of Dorvik whose name is listed in the information-sharing and identity-management protocols between Valruzia and Dorvik. The Government of the Republic of Valruzia imposes a fixed number of visas which can be awarded to the Citizens of the Republic of Valruzia at the number of 10 THOUSAND ENTRY VISAS ANNUALLY, with the exception of Valruzian Citizens who in addition to that claim the Citizenship of Dorvik for whom the restriction do not apply.

- The Republic of Valruzia WILL DENY THE ENTRY to its territory of Dorvish Nationals who are deemed dangerous for the integrity of the Republic and the safety of the public, or those who are identified as members of the Dorvish Bright Alliance party (Heilige Allianz) or in any way are affiliated with it.

- The Republic of Valruzia will only allow the entry to the territory of the Republic by citizens of Jelbania whose name is listed in the information-sharing and identity-management protocols between Valruzia and Jelbania. The Government of the Republic of Valruzia imposes a fixed number of visas which can be awarded to the Citizens of the Republic of Valruzia at the number of 10 THOUSAND ENTRY VISAS ANNUALLY, with the exception of Valruzian Citizens who in addition to that claim the Citizenship of Jelbania for whom the restriction do not apply.

- The Republic of Valruzia will only allow the entry to the territory of the Republic by citizens of Saridan whose name is listed in the information-sharing and identity-management protocols between Valruzia and Saridan. The Government of the Republic of Valruzia imposes a fixed number of visas which can be awarded to the Citizens of the Republic of Valruzia at the number of 10 THOUSAND ENTRY VISAS ANNUALLY, with the exception of Valruzian Citizens who in addition to that claim the Citizenship of Saridan for whom the restriction do not apply.

7) This Act gains the legal power as soon as it is enacted by the Sejm of the Republic of Valruzia.

• REGLAIR INTRODUCED A NEW REGIONAL JET AIRLINER CALLED MRJ TO COMPETE ON THE MARKET OF SHORT-TO-MEDIUM ROUTES. THE PLANE IS SCHEDULED FOR CERTIFICATION IN MID-4332. MRJ WILL BE THE FIRST REGIONAL AIRLINER AND AIM TO FILL THE NEEDS OF SMALL AND REGIONAL AIRLINES.

• WZL INTRODUCED A COMPETITOR FOR AJACE'S A-60 AND A-70 - WZL Q400 WILL TAKE FROM 38 TO 90 PASSENGERS ON BOARD AND FLIGHT FOR DISTANCES OF UP TO 3300 KILOMETERS.

Reglair debuted its new regional jet, the MRJ on Monaday as the plane took off from company's factory in Brzansk on its maiden test fligt. The aircraft is a short-to-medium-range narrow-body jet with two Kultanow BE100 engines similar to those on Reglair i4 family. Reglair is planning on producing two versions of the small airlines MRJ 60 and MRJ 70, capable of accommodation of up to 100 passengers.

The MRJ 60 which will be the first to be put to production, with the 70 to be put to production in the late 4332, is scheduled to receive full certification around the middle of 4322.

According to Reglair, the plane main characteristic will be remarkably low fuel consumption and lower costs of maintenance in comparison with the competition. But the competition, according to the company is another key point of the plane's planned success, due to the fact that the MRJ will initially face no competition as it will be the first regional jet airlines from the big three Reglair, Xiandai and Ajace. Neither Xiandai nor Ajace have a regional jet airliner on their production list. Ajace's only competitor for the new MRJ is the duo of turbo-prop A-60 and A-70, but the WZL has just announced the exact date of the new turbo-prop Q400 to be used in regional airlines.

Q400 designed specially for smaller regional airports is set to effectively compete with the A-60 and -70 from Ajace. LOT announced its interest in the purchase of the new machine to be used by the recently established valruzo-tukarese Tucan AIR.

MRJ will be the first truly regional aircraft from Reglair since the i4s which was capable of carrying the maximum of 118 passengers. The i4s production ended in 4301. According to Reglair's officials the company has 190 orders for the MRJ and 104 for the Q400.

BÖNING AMBITIOUS START AFTER DEEP RESTRUCTURISATION

NOWOGARD - BÖNING Car Factory caught winds in its sails and plans to once again shake up the motor industry in Valruzia. With more than 100 million pesos put into the deep restructurisation (during which the Government became the owner of 3.5% of the company), BÖNING is once again ready to operate with its four factories across Valruzia. On Tuesday the company's management unveiled the new range of vehicles to be put into production this year, along with the investment of 25 million pesos into the company's largest factory in Hel, Chynberg Voivodeship. The company employs over 50 thousand people in Valruzia.

BÖNING announced that three new models will be put into production and that all production of license vehicles will be ended this year. During a press conference, company's spokesperson announced that two sedans and one SUV will enter production. The Equus, large SUV will be produced in the factory just outside Nowogard, with the goal of 100.000 cars produced annually. Two sedans - B2, a medium-sized sedan, and B4 - a large sedan will be produced in the remaining 3 factories throughout the country.

BÖNING Equus

BÖNING Equus will be the largest SUV in the company's history. It will be capable of carrying up to 7 passengers. Vehicle will be offered with 5 different engines, with the smallest engine of 2.5 with 230 BHP and the top of the range 5.0 V12 with more than 500 BHP. Equus prices will start at 45 thousand pesos for the smallest engine and end at 200 thousand pesos for the top of the range 5.0. The first units are scheduled to exit factory in June 4332.

BÖNING B4

B4 will be the BÖNING executive model with the long chassis and two length option the company will surely try to convince buyers with more pesos in their pockets. For the smallest engine option - 3.0 V6 one will have to pay 80 thousand pesos, in this configuration the car will be able to go 250 kilometers per hour and carry 4 people. With the top of the range, 6.0 V10 the car will go 300 kilometers per hour, making it the fastest sedan in the company's history. First cars are scheduled to exit productions lines in May the upcoming year.

BÖNING B2

BÖNING B2 will be a medium-sized family sedan. It will be offered with the same engines as the Equus. The company is planning to put a sports version into production which will be signified with the letter R with more than 600 BHP. With the smallest engine 2.0, the same as in Equus, the car will cost 30 thousand pesos, and with the top of the range V12 one will have to pay 160 thousand pesos. Cars are due to exit factories in April 4332.

GOVERNMENT ACT 03/32(March 4332):

The Council of Ministers of the Republic of Valruzia, on the recommendation of the Ministries for Foreign Affairs and Trade and Industry, the Sejm's Committee on Economics, Finance and the State Budget, Committee on Foreign Policy and Seleyan matters, and Committee on Trade and International Development, by the authority vested in the Council of Ministers by the Constitution of the Republic of Valruzia and statutory laws of the Republic, following the principles of democracy, the rule-of-law, respect for human rights and broadly respected standards of interactions between sovereign States, decides what follows:

1) Recognizes that the practices and actions taken by some of the persons, including persons who have asserted governmental authority, are aimed at persecuting Valruzian Citizens and individuals of Valruzian descent, primarily in the southernmost region of the Republic of Dorvik - Sudik, are unacceptable and are hereby recognized as acts of hostility against the Republic of Valruzia, as unjustified persecution of Valruzian Citizens is an assault at the integrity of the Valruzian People which is inseparable component of the Valruzian Nation.

2) Condemns the Authorities of the Republic of Dorvik for the passivity during the time of attacks on the Valruzian Citizens and individuals of Valruzian descent, as it undeniably is the legal responsibility of the democratically elected government of a sovereign State to protect all individuals residing on its territory from threats and unjustified persecution.

3) Declares that all property and interests in property that is in the Republic of Valruzia, that hereafter come within the Republic, or are of hereafter come within the possession or control of any citizen of the Republic of Valruzia of the following persons are blocked and shall be temporarily confiscated by the State Treasury of the Republic of Valruzia, property and interests in property may not be transferred, paid, exported, withdrawn, or otherwise dealt in: any person determined by the State Treasury of the Republic of Valruzia, in consultation with the Ministry for Foreign Affairs:

1) to be responsible for or complicit in, or have engaged in, directly or indirectly, any of the following:

a) actions, policies, or statements that undermine the interest of the Republic of Valruzia, including actions, policies or statements that are considered, by the Ministry for Foreign Affairs, and the Council of Foreign Relations, as acts of hostility toward the Republic, its citizens or undermine the political, economic or social safety of the Republic of Valruzia,

b) actions, policies, or statements that undermine the peaceful cooperation between Nations, or undermine peace, security, stability or personal integrity of Citizens of Valruzia,

c) exhortation to unlawful and illegal actions which may be classified as contradictory to the international standards and undermine the sovereignty and integrity of the Republic of Valruzia,

4) Declares that persons who are classified by the Ministry for Foreign Affairs as responsible for one of the aforementioned offences are denied the right of entry to the Republic of Valruzia, and that persons who during their stay on the territory of the Republic will commit one of the aforementioned offences will be subjected to penalties and may face the process of deportation.

5) Declares that as part of the aforementioned sanctions, the Ministry of Trade and Industry announces the creation of a list containing names of companies, both public and private, that are hereby banned from exercising any economic activity on the territory of the Republic of Valruzia. This decision is effective immediately, and the MoTI will deny any further operations of the following companies:

- Avanza AG, based in Haldor
- Baden & Baden AG, based in Fairfax
- BismarckPaulus AG, based in Haldor
- DAS GmbH, based in Haldor
- DORATOM AG, based in Haldor
- Dorvish Airways AG based in Haldor (except of the flights based on codeshare agreements with WLL LOT Valruzian Airlines)
- Dorvish Development Bank AG, based in Haldor
- Dorvisch Ölgesellschaft AG, based in Haldor
- Ebner AG, based in Königheim
- Energie Miktar AG, based in Haldor
- EnLAR AG, based in Zitadelle

TQ GROUP BUYS 6% OF BÖNING CAR FACTORY

NOWOGARD - Indralan TQ Group became the second largest shareholder of the Valruzian BÖNING Car Factory with the acquisition of 6 out of 7% of the company's share put on the market. According to the Nowogard Stock Exchange, TQ Group's acquisition of shares in BÖNING was priced at 82.6 VPO per share, totaling the deal at around 170 million Valruzian pesos. The 7% of the company was placed on the market as the result of the recent restructuration in which the Valruzian Government took control of 3.5% of the company. Recent months were brought a good fate for the Hel-based company, which seems to recover from decades of stagnancy and lack of development. During the restructuration, the company laid off over 5 thousand people mostly in Valusian Voivodeship where one out of five factories was shut down.

The recent transaction created quite a stir on the Nowogard Stock Exchange, where after the purchase announcement the price of one share of BÖNING jumped to 99 pesos which is a move of almost 20% up from the previous level. According to the Stock Exchange representatives, TQ Group's move represents a vote of confidence for the company, which underwent deep reconstruction process in recent months, and a sign that it regains its position as one of the key companies in Valruzia.

NOWOGARD - Chairwoman of the state-owned petroleum giant, the WKN Volantis, Joanna Starzyńska announced that the WKN will file to the Ministry of Trade and Industry and the General Prosecutor's Office for a thorough investigation to be carried out on the functioning of the newly established Valrupec, which is a subsidiary of a Kaluzia-based Gasstrien, as according to Mrs. Starzyńska, the WKN has reasons to believe that the Valrupec failed to obtain or neglected the process of obtaining all governmental permissions necessary for a foreign investor to start operations in Valruzia. Starzyńska questioned about any potential ulterior motives for the company's actions like concerns about the increased competition from the new company on the domestic market, dismissed the insinuations and backed the WKN's actions with the necessity to respect the laws of Valruzia and said that she personally is not worried about the position of the state-owned giant as according to the Ministry of Trade and Industry, all investors willing to start extraction and oil processing in Valruzia have to negotiate the conditions with the WKN Volantis which is the de iure administrator of all oil reservoirs in Valruzia as it is a strategic national company. Starzyńska reminded that after the establishment of Valruzian Petroleum S.A., the new company negotiated with the state-owned company and gained extracting rights in two Voivodeships: Ruzian and Chynberg.

Chairwoman highlighted that the fact that foreign investors are willing to commence operations in Valruzia shouldn't be greeted with anything else but joy. Joy, which according to Starzyńska should be the result of increasing attractiveness of Valruzia as a market with excellent conditions for investments, manifesting in the presence of numerous Special Economic Zones and relatively low corporate tax rate of just 11%, and that it certainly is not in the interest of the WKN to deny any investor the right to perform activities in Valruzia, but it is in the interest of all other business' entities and in the interest of the Republic for all the investors to act in accordance with the existing laws and provisions, as according to Starzynska a truly fair competition can be achieved only then when all competitors play according to the rules.

WKN Volantis has concerns about the correctness of procedures the Valrupec and its parent company, Kazulian Gasstrien were obliged to abide by during the registration process. In the motion which the WKN has filed with the Minister of Trade and Industry and the General Prosecutor's Office, the state-owned company asks about the fact whether the Gasstrien did or did not file to the appropriate state agency for the consent for the commencement of operations if so the correct body to issue such consent would be nothing else than the Ministry of Trade and Industry. If the Ministry of Trade and Industry did in fact issued such consent then the WKN, according to its Chairwoman is willing to proceed to the stage of negotiations on the issue of WKN's permission for the Valrupec to start extraction process and the possible reservoirs and basins which the Valrupec would be responsible for. In the situation where Valrupec did not receive consent from the Ministry of Trade and Industry but decided to start operation in Valruzia, this can be classified as a corporate offence and the General Prosecutor's Office may file for a court order which will impose a financial penalty on Valrupec for each day of operation without a necessary consent. The Valruzian Economist notices that the General Prosecutor's Office may file for the daily financial penalty of up to 10 million pesos.

Starzyńska praised the Valrupec for the planned eco-friendly stance on the upstream processes and assured that after the commencement of Valrupec's operations, the WKN will support and promote its intentions to make oil and gas extraction more friendly to the environment, as it may bring a fresh winds to the industry and introduce a new standards of operation. When asked again about any concerns about the position of the WKN she replied:

Once again I repeat, there is no evidence for the position of WKN to be endangered by the presence of foreign investors in Valruzia, as WKN frankly is in an advanced position when compared to other business entities on the petroleum market. However, it's not the same with the Valruzian Petroleum which operates fully as an independent market entity, and colloquially speaking, some sort of wider range of market mechanisms apply to its position on the market.

NOWOGARD - One can be certainly said about bilateral relations between the Republic of Valruzia and its once ally the Republic of Dorvik. They were never so tense, not even when those relations were broken in 4263 and for twelve years the countries did not recognize each other the relations were those relations even so tense (relations were re-established bilateral relations in 4275 with Treaty on Basic Relations between the Republic of Valruzia and the Dorvish Republic). It seems almost impossible to imagine how quick and easy relations between two countries may exit the phase in which many described relations between Valruzia and Dorvik as a well-oiled machine, which pulled the Nowogard Declaration and UPES into existence, and enter the phase in which both countries turned on each other and both are at each other's throats.

Valruzian Government has recently imposed personal and economic sanctions on the Republic of Dorvik condemning practices of its government, especially the exhortation for illegal actions to be taken against Valruzia, and its passivity during the attacks carried out on Valruzian Citizens and individuals of Valruzian descent in the southernmost region of Sudik (Largonia and Miktar). Two documents of the government - Act on Travel Restrictions and on Economic Exchange Restrictions on Dorvik drastically limited the travels between both countries and practically banned most of the crucial Dorvish businesses to carry out business in the Republic of Valruzia.

According to the Government officials, actions of the Government of Valruzia constitute a diplomatic response to alarming practices and actions of the Government of Dorvik, and some of its highest ranking officials, including the Dorvish Minister of Justice Edmond Braun and Her Excellency State Chancellor Céline Schroeder herself. Valruzian Ministry for Foreign Affairs highlights that Mr. Braun publically attacked Valruzia and gave a silent support for attacks on Valruzian Citizens in Valruzia, and that both State Chancellor and Minister of Justice did not exclude carrying out unlawful military actions against Valruzia, which would be illegal in the light of international law. Ministry of Foreign Affairs also indicates that the actions of the Valruzian Government serve to protect the interest of the Republic and ensure the safety of its Citizens no matter where those Citizens are residing.

Klara Thierse, Dorvish Minister for Foreign Affairs, has recently announced that the Dorvish Government would take ad hoc actions against the Republic of Valruzia and as one of the first decisions of the Government in Haldor was to announce the suspension of all migration between two countries and that the Foreign Affairs Department will no longer award Valruzian Citizens with entry visas. Moreover, Haldor announced that it would deport all Valruzian nationals who reside in Dorvik no longer than 5 years unless they perform a public condemnation of the Valruzian Government. Not long after the announcement of Haldor's decision, during a press conference called by the Prime Minister Jakub Polaniecki and Minister for Foreign Affairs Jacek Bodnarski, the Prime Minister said that he and Bodnarski must admit that there is no sign of a de-escalation of the tension between two countries, at least not in the upcoming months. Polaniecki also commented on the announced deportations of Valruzian Citizens from Dorvik calling it one of the most outrageous decisions ever made by any government, but said that the Government of Valruzia would not follow the path of Haldor, and instead it will promote immigration from Dorvik, even in the light of the recent travel restrictions, to show the different stance. Prime Minister announced that Valruzia is ready for taking in deportees and that Valruzia will welcome them with arms wide open and that all victims of the Government in Haldor can count on the support of the Government.

Prime Minister also heavily criticized the announcement of a travel ban to be imposed by Dorvik for all planes from Valruzia. Polaniecki announced that he and his government are alarmed by the inhumane policy of Haldor, which include shooting down planes which enter the airspace of Dorvik. Minister for Foreign Affairs visibly outraged had announced that LOT Group has been advised by the Ministry to avoid flying near the borders with Dorvik and that in case of any incident where due to the Dorvish Governments "childish and demonic" (sic!) policy life and safety of civilians on board a Valruzian plane would be endangered, the Government will take appropriate actions against Haldor. Prime Minister Polaniecki called the Government in Haldor and its policies an "Empire of Evil" (sic!) and announced that Valruzia will defend its citizens with all means possible. In the end, the Vlaruzian Premier highlighted the fact that the actions of Valruzian Government are the result of a legislative, democratic process, supported by the Nation's Parliament - the Sejm, and unlike the reactions of the Dorvish Government, they have a legislative legitimacy. According to Polaniecki, reactions of Haldor are the result of an impulsiveness and ineptitude of Dorvish Authorities.

NOWOGARD - The Ministry of Trade and Industry issued a response to the inquiry of the state-owned WKN Volantis, on the legality of Gasstrien's Valrupec operations in Valruzia. During a press conference, Hubert Rosenthal representing the Ministry from the Department of Foreign Investment agreed with the rationale of the WKN and confirmed that a foreign investor, which the Gasstrien undoubtedly is, is by law required to apply for consent for operations commencement. But here, more interestingly Mr. Rosenthal, pointed out that the Ministry of Trade and Industry awards consent for business operations commencement only to establish corporate foundations in Valruzia, and that the consent for any form of activity connected with an exploration of reservoirs, and extraction and processing of petroleum is awarded directly by the WKN. Rosenthal said that the ministerial consent should, according to the good economic practice, be applied for before starting operations in Valruzia. The Ministry's representative does not, however, share the WKN's concerns about the corporate offense, and announced that the Ministry will not enter the legal path against the Gasstrien and its subsidiary Valrupec, as according to Rosenthal it is in the interest of Valruzia and its Government to attract investors and not discourage them from investing in Valruzia.

Later, Rosenthal admitted that the Ministry did not receive the application for the ministerial consent from Gasstrien either Valrupec, but he explained that this is easily dealt with by the Ministry and that one of the two Gasstrien or Valrupec will have to apply for the consent, which will be awarded almost automatically, and will be free to start negotiating with the WKN on its operations connected with any form of extraction or processing of petroleum. Rosenthal said that as a democratic state of law, Valruzia must respect its laws and has the right to demand the same from others and fight with the economic outlawry, but it is not in the interest of the State to persecute and prosecute anybody for not knowing the complicated procedures of Valruzia, and that the Ministry prefers to instruct and advise business entities on the corporate laws of Valruzia, rather than to discourage them by obstruction. It is seen as the pro-business stance of the Government which in recent decades have proposed several measures to help foreign investors like the establishment of Special Economic Zones or calling the National Economic Fund to life which provides investors with all necessary informations on the investment procedures in Valruzia.

At the end, Hubert Rosenthal, dismissed the insinuations on the bad intentions of the WKN's Chairwoman, and said that he and Mrs. Starzyńska remain in contact on the issue, and assured the public on the positive stance of Joanna Starzyńska about the presence of Valrupec on the market, even if it didn't plan to start upstream operations. Rosenthal dismissed the accusations of the Valrupec that it deliberately wanted to create an uneasy environment for the new company, and called that it lays in the interest of the investor to follow the right and correct procedure during the investment and that the Valruzian Government and NEF were always there to provide Valrupec with all necessary information.

Uncertain Position of the General Prosecutor's Office

The Valruzian Economist's analysts point out that the Ministry of Trade and Industry was silent on the potential move of the General Prosecutor's Office, which as next to the Ministry is the only legal authority to start an investigation on the issue of the legality of Valrupec operations. According to Janusz Krauze from the Valruzian Economist, the upcoming days will provide the public with the answer whether the GPO will start investigation or not, as it is not legally forced to investigate on the issue of Valrupec, which cannot be treated as offense prosecuted ex officio when there is second authority (Ministry of Trade and Industry) which decides not to start investigation. Some say that the Ministry of Trade and Industry will try to convince the GPO to not to start any investigation, as visibly it is in the interst of the Ministry to allow for the operation of the Valrupec.

Argumentative decisons of the Gasstrien...

The Valruzian Economist points out that the management of the Kazulian-based Gasstrien, apparently reached an impasse and seems to feel a little overwhelmed with the situation, and apparently is trying to undermine the industrial standards in Valruzia and use fake accusations as a reason to withdraw from Valruzia. Analysts say that this can do more harm to the Gasstrien, and that accusations of Gasstrien are simply fake as there is no evidence for poor standards of waste and pollution management in Valruzia and certainly no evidence to compare it to standards in countries like Deltaria or Davostan.

NOWOGARD - It seems as if the manufacturing capacity of BÖNNING Car Factory has reached the planned levels, as the company achieved its best-ever sales in 4332, less than a year after the deep restructuration, and financial injection from the Valruzian Government. The Hel-based company can once again its history pride itself with the title of the leading premium car company. Having recorded steady sales growth throughout the year, totaling in 1.7 BÖNNING Car Factory's vehicles being sold around Terra until November 4332, an increase of 4.5% when compared with the 4331. The share of the BÖNNING's vehicles ownership in Valruzia also rose, and now BÖNNING's cars accumulate for 16.2% of all vehicles registered in Valruzia.

The Valruzian Economist's analyst points out that, undeniably one of the factors behind the company's success is its aggressive pricing policy, as BÖNNING offers relatively affordable cars in standard configuration, but high-performance versions of the same vehicles are two or three times more expensive than the standard models. As the second most important factor, the VE points out the company's trend to successfully find and fill the needs of the market. Just recently, BÖNNING's spokesperson Jolanta Fritz announced the launch of four new models, which according to the company are set to fill the gaps on the markets, especially the Valruzian and Indralan where the cars gained significant popularity after the company's restructuring.

Three weeks ago, Jolanta Fritz, who is the spokeswoman of the Hel automotive company has announced that four new models have been introduced to the range of the vehicles. Product offensive of the company was a total surprise as the company did not give any details on the work on the new vehicles. Fritz said that new vehicles will fill gaps on the market in different segments.

BÖNNING B1

BÖNNING B1 is the company's answer for the increasing demand for small and medium-sized family vans at an affordable price. It is the price which is set to be the main advantage of the vehicle, starting at 30 thousand pesos it will be able to successfully compete with cars from companies such as Tukarese Kyuma, Kanjoran ERAK, Kafuri Motor Company and Istalian Estal. Relatively low fuel consumption will be another solid argument for the purchase of the van. The company announced that it is working on an electric version of the vehicle. To comply with the provisions of the Ministry of Infrastructure and Transport, the vehicle will be equipped with 8 airbags and a collision avoidance system as standard.

BÖNNING B6

BÖNNING B6 is the model, the company's management is counting the most, as a sedan slightly larger than B2 it is expected to attract more potential buyers with a coupe-like design and a wide range of engines. Prices starting at 41 thousand pesos for the standard 2.0 190 BHP version and stop at 178 thousand for the top of the range 6.0 V10 engine with over 500 BHP. The vehicle is primarily expected to attract customers in Valruzia and Indrala. To meet the expectations of Indralan customers, a specially designed version with hydropneumatic suspension providing one of the smoothest rides in the segment will be presented to Indralan market.

BÖNNING R10

This car is undoubtedly the biggest surprise of all, and by analysts treated as the presentation of the company's capabilities and the innovativeness of its designers. With the production goal of just 5 thousand cars in total, it will be one of the rarest cars in Terra. The company announced two versions of this vehicle. One will be powered by specially designed, naturally aspirated V10 engine producing 810 BHP. According to the producer, its maximum speed is 355 km/h. The second version will be powered by four electric engines, each responsible for powering one wheel, totaling in 880 BHP (220 BHP per engine). According to the data provided by the producer, its top speed is 389 km/h. Version powered by a combustion engine will cost 340 thousand pesos, while the electric-powered version is expected to be priced as much as 800 thousand pesos.

BÖNNING B7

BÖNNING B7 will be a full-size luxury sedan and a true flagship car of the company. It will be available in three different lengths: standard extended wheelbase and limousine. The company is expecting interest from governments willing to introduce B7 as official cars of state authorities. With prices starting at 100 thousand for the 3.0 V6 it will be the second most expensive cars from BÖNNING after the R10. For the top of the range version, a potential customer will have to pay 440 thousand pesos. It will be equipped with 5.0 V12, the same as in Equus, with increased power which instead of 530 BHP will have 610 BHP.

NOWOGARD - After the commotion with the Gasstrien's Valrupec investments in Valruzia, the Government is reviewing overseas investment rules to make the foreign direct investment in the Republic of Valruzia simpler and more attractive, while at the same time protecting sensitive land, asset, and resources. Ministry of Trade and Industry will lead the day to work on the review of the overseas investment screening regime. The State Treasury will support and provide policy advice to the Minister of Trade and Industry in this role. The National Economic Fund will provide support for the review, consistent with its role as the agency with responsibility for operational matters relating to overseas investment screening.

According to the spokeswoman of the Council of Minister's Janina Biernacki, the Council will look into the proposals of the Ministry of Trade and Industry. The basic principles of the foreign investment rules will stay the same but the Ministry will equip the National Economic Funds with more precise tools to help foreign investors before they decide to start allocating their investments in Valruzia. This is, undoubtedly, the response to the recent incident when the Kazulian Gasstrien and its newly established subsidiary Valrupec decided to omit the NEF and the Ministry and started its investment without any information from the NEF and Ministry which is responsible for awarding consent for the commencement of corporate operations in Valruzia.

Mrs. Biernacki said:
It is, without any doubt, the imperative goal of the Ministry of Trade and Industry to provide any investors with the clear set of rules which would allow them for smooth enter to the Valruzian market and to enjoy a great economic freedom guaranteed on it. However, as a Country which abides by its laws, we have the legal responsibility to expect others to abide by those rules. The rules set out by the Ministry guarantee order on the market and are one of the main factors to achieve a fair competition, especially in the strategic, from the State's point of view, sectors of the market like the petroleum market, nuclear energy, ar energy production market as such.
