The ministry of defence has ordered the review of the navy first because it looks like the worst part of the army.
Navy
The navy is a complete mess. The navy is poorly structured which means that a normal boat captain has more influence than the admiral. Therefore, we propose the introduction of Strike Groups and Coastal Defense Groups. The navy also has to choose what their future is. The current navy is based upon aircraft carriers but those have retired years ago. The choise is between trying to build/buy a new aircraft carrier or restructuring the navy into a modern sea control navy. Another issue is that the ASM’s (anti ship missiles) have not been tested against a real life target and it is not known what the true value is of every ASM. The ships of the navy are also outdated and we will give a review of every ship.
Strike Group (SG)
WCC (multi role) Although old, it is still a strong ship who has had multiple upgrades. It will be the leader of every SG.
ACC (anti surface) Very outdated, can not survive in a battle situation. The only nations who can find a use in this ship are the third world nations.
SCS (anti submarine, anti surface) Modern, well equipped. Has some problems with the AIP (air independent propulsion).
KCD (anti submarine, anti aircraft) Outdated, has to be replaced soon.
ACD (anti aircraft, anti missile) Very modern, will be in use for a long time.
TCF (multi role) Outdated, useless in a naval battle, some use in land bombardments.
DCF (multi role) Outdated, needs immense update or replacement.
Northern Coastal Defense Group (CDG-N), Southern Coastal Defense Group (CDG-S)
MCCo/ Outdated, can not fight against a big ship but can defend against a landing craft.
ZCCo/ Old, can fight against other old corvettes but is no match against modern corvettes.
TCPB/ Old but fit for the job of anti smuggling missions and anti landing craft missions, no fight against corvettes.

--1, Projective Navy, with aircraft carriers or amphibious warfare ships which are great against a ground force but weak against a naval force
--2, Sea Dominance, great against naval forces and ballistic missile defense but weak in bombing the ground forces
b. getting rid of the ACC which are too outdated to justify the high costs of keeping them afloat. An upgrade is too costly and it is not effective to upgrade it again./ Profit unknown

The Ministry of Defence and the CDG have negotiated with the Trigunian Minister of Defence and have agreed to develop a new frigate. The headquarters of the developementprogramme will be housed in Fluviuli. Of all the employees half of them will be from the Confederation, the other half will be from Trigunia. The costs of the developement will also be split in half. 6 frigates will be delivered to both nations, after the first 6 frigates both nations can order more. The first frigates will be delivered around 4252. The delivery of all the ships will probably be around 4256.
