EDUCATION EXPANSION PLAN

Portesi October 26, 4934: Today Minister of Education and Culture Octavia Constantiniu announced the establishment of the next two national government financed Kanton Universities:

Zyldavia Kanton University will be in Deltavoros in Zyldavia Kanton and will be on the site of the existing Sodali Teachers College. Zyldavia Kanton University will have a liberal arts college and a School of Education but not an engineering school. Instead we plan to fund one national technical institute probably in conjunction with the merchant marine school in Martivaros.

Tiana Kanton University will be in Nepolesti at the site of Nepolesti Agriculture and Mining College. In addition to the liberal arts college we will have a School of Education, and a School of Agriculture and a Mining Institute.

Our current planning is for two more Kanton Universities one each in Kuzaki and Tilarnia as well as a a Nationl Institute of Technology which will focus on engineering and take ver the Merchant Marine Aademy. It is our understanding the Ministry of Defebse will be handling armed forces academies. Still in the works are plans for locating medical, law, dentistry, pharmacy and nursing schools.

YANAS SHIPYARD GETS NEW OWNER


Portesi, September 26, 4935: Defense Minister Razvan Pivulescu, today announced two moderately major interrelated changes for defense contracting.

First, the KizArm Corporation directors would really like to be privatized again. MateShipping, has been in talks with them but at this point no agreement has been reached. The Ministry of Defense has however worked out an arrangement whereby KizArm will cease to be government owned and will again be a private stock corporation soon to be traded on the Stock Market.

Second, KizArm, the current owner of Yanas Shipyard in Martivaros, will cease to be the owner as part of its privatization arrangement. Confederate Defense Group (CDG), the government corporation buying and selling weaponry for the government, will again own and operate Yanas Shipyard. MateShipping is in talks with CDG concerning possible sale to MmateShipping which is considering getting into the shipbuilding business as well as its current shipping business.

PORTEȘTI - After registering some months ago, two recently-formed parties, them being the Partidul Liberal Democrat (Liberal Democratic Party) in Kizenia and the Újndrálon Polgári Demokrata Szövetség (New Endralon Civic Democratic Union) in New Endralon, have entered into the recently ordained snap elections as the Civic Alliance, a broadly pragmatic political party that its Chair, Timotei Grigorescu, claims to be mostly nonpartisan but is seemingly of a centrist to to center-right bent. Despite a quick and somewhat unprepared coalition the party came out on top in the snap elections, winning a majority of seats within the Confederal Assembly and the offices of national leadership. Already, plans are underway to draft a bipartisan cabinet, with members hailing from both their respective parties.

Both parties campaigned on maintaining the federalist structure of the Confederation, and modernizing the constitution to enshrine definitive rights to both Kizenia and New Endralon, alongside advancing autonomy for the Kuzaki region and its peoples. The party's elected candidate for President of the Council of Ministers, Petre Mocanu, an ethnic Kizenian himself, campaigned on advancing the national economy to catch up with major powers, cutting red tape and deregulating some laws to encourage private investment, alongside working with the party's incoming Finance Minister to draft tax reform. The nation experienced a flurry of reforms under the technocrats, but the economy soon stagnated after the party's collapse in October 4935. Mocanu promised that reform to the economy would come, but kept to a federalist character, and seemingly expressed a hint of libertarianism with an off-hand comment to reporters during the election, stating that "the federal government must collaborate with our Confederated States on economic matters, sure - but they are ultimately the masters of their own realms. Is that not the purpose of our Confederation?" the statement seemingly caught some members of the coalition off guard, whose members of each respective parties had agreed to a modest degree of government assistance to kickstart economic growth programs.

Nevertheless, with the immediate hurdles out of the way, the incoming Civic Alliance government vowed to reassert the Confederation's role not just in Keris, but in Terra as a whole. The party's appointed incoming Foreign Minister Aurel Lupescu has sought to renew the nation's connections with the world, drawing closer to the world's leading nations such as Deltaria and Hutori, among others. "Our country has stagnated for decades," he stated in a candid interview. "It's time to reconnect ourselves with the world, both diplomatically and economically, and chalk out key trade deals to not only reintegrate ourselves into the global economy, but to also forge burgeoning relationships with the leading nations of the world."

Among other things, the party has stated its interest to form a draft committee for the creation of a new, modern constitution for the Confederation, to firmly cement federal powers for both nations and guarantee basic rights and laws for all its peoples.

PORTEȘTI - Introduced before the new year's session of the legislature was a bill drafted during late last year, and gradually built upon within the Confederal Assembly throughout this year. Consisting of a litany of reforms to the national tax rates and commerce regulations, the bill aims to liberalize the economy whilst placing a nominal, sensible tax rate on corporations. "A fair tax rate on corporate entities is just right to give the needed shot in the arm for our regional and national economies," Dr. Simon Comeaga, the current finance minister and sponsor of the bill stated in a conference. "Six percent is far too low - but anything higher than 30% is far too high. As such, our parties have compromised, believing a 26% rate is more than fair - more than enough to grow tax revenue for direly-needed projects and investment."

Also included in the legislation is reforms with regards to labor - namely the legalization of most types of unions, the mandating of one in three corporate boards to have its employees sit on them, and the legalization of cryptocurrency, which has raised some controversy, but the finance ministry assured analysts that the government would regulate crypto in a sensible and fair manner. A formal ban on monopolies was also included in the provisions of the legislation, drawing ire from various "oligarchs" across both Kizenia and New Endralon, claiming that "a ban on monopolies would cause undue anxiety on the market, and possibly deepen financial woes for the Confederation".

"This is only the first step," Dr. Simon Comeaga stated in an economic conference this morning. "Our ministry will, with the faith vested in it by the federal government, work with both the regional governments of Kizenia and New Endralon to draft plans for the overhaul of their economies whilst ensuring self-governance, to craft plans that work for their own conditions and situations. Our nation is vast, and commands much potential for economic diversity. The first hurdle may have finally been crossed, but now the true work begins."

Dr. Comeaga stated that negotiations between the current regional administrations in both Kizenia and New Endralon for government assistance in their economic recovery was well underway, commenting that talks were "proceeding excellently", indicating that a concrete plan of action was soon to come to fruition.

Chamber of Deputies seems set to pass new Constitution for the Confederation, concluding several months of arduous work by numerous constitutional draft committees
Despite a sluggish start, amongst a flurry of other legislation passed by the Civic Alliance in the past seven years, a final draft of a wholly new constitution for the Confederation as a whole has been proposed to the Chamber of Deputies, and seems set to pass without issue.

PORTEȘTI - Hailing their achievements over the past seven years amidst a slew of other legislation, the Chamber of Deputies adjourned its morning session today with the final voting period for acceptance of the new constitution, after a brief period of deliberation by the legislature's oversight committee last October for final review of the document. With the remainder of the last remaining votes of both regional parties of the Confederal Republics of New Endralon and Kizenia now having been tallied, the Chamber of Deputies has closed voting on the constitution, with all 550 members of the Chamber of Deputies voting in favor to approve the new constitution for the nation. In the coming months, once the constitution has entered into full legal effect, the Confederal Republics will hold their first general elections, running concurrently with the June 5041 general elections. "This is a momentous event for our country - and our citizens", the President of the Chamber of Deputies, Petar Banciu stated in joint remarks with President Calinescu today. "Not only does our country finally have a founding document to guide our Confederation, but the fundamental freedoms of all who live within our country are now firmly enshrined within law."

President of the Confederal Council, Costache Calinescu, who hails from Kizenia's Partidul Liberal Democrat portion of the Civic Alliance, was among the first to congratulate the legislature for their arduous work on approving a new constitution for the country. "For years this country has operated akin to a ship without a wheel. No formal constitution created immense confusion, burdens, and left the government at its own accord when dealing with national affairs - this is not just a sigh of relief for a clear and concise document to guide our nation, but a tremendous safeguard for demagogic parties being easily able to drag our country to the depths of dictatorship, and wholly ignore the rights of the Confederation's constituent nations."

Among other groups celebrating the adoption of a new constitution was the Kuzaki people themselves. Despite the capital of the Confederation as a whole regarding in Kuzaki territory, its citizens have long felt as if they are often forgotten by the two dominant nations within the country. A poll conducted within the Kuzaki region concluded that only a concerning 32% of native Kuzaki believed their rights were being respected and adequately represented within the national government. Now with the constitution establishing a dedicated Autonomous Confederal Republic to the region, many have come out in support of the Civic Alliance's reforms, though some lingering doubts remain among hardcore Kuzaki regionalists, citing the Kuzaki members that would be appointed to the Confederal Council once the constitution becomes binding merely serving as non-voting members. Despite such grumblings, many are simply glad their rights are including among all within the Confederation by principle.

Upon the matter of regional constitutions for each of the Confederal Republics possibly being established soon afterward, Marcel Prunea, the shadow President of the Confederal Republic of Kizenia, stated that such a matter would be decided upon in the foreseeable future - but that for the time being, Chapter VI of the Constitution provided adequate basic laws for the constituent nations of the Confederation to understand and adhere to. "These rights given to us are adequate - for the time being," he stated to a press pool outside of the Chamber of Deputies this afternoon. "If the regional governments wish to enshrine their own constitutions, that is a matter of which we will determine within our own affairs."

fellow nations of Keris to renew the regional alliance known as the Keris Treaty Organization, or KTO.

PORTEȘTI - As the Keris Treaty Organization has effectively stood stagnant for well over several centuries, having been established in 4459 by Dolgava, the nations of the Kerissian continent have largely looked inward, managing their own affairs, and exchanging cursory diplomatic details with each other on a businesslike level. With the largest reform now cleared off the government's list, it being the drafting of a new Constitution, the Confederal Council, specifically the Ministry of Foreign Affairs, seeks to reassert the Confederation's role not just in the regional sphere, but also globally. Through its head, Foreign Minister Aurel Lupescu, the agency has had a funding boost in recent years, seeing its budget rise from 10b to 20b NED, signaling a desire to kickstart the Confederation's new foreign policy doctrine for the coming years. Foreign Minister Lupescu stated that his first and foremost concern was "renewing trust and confidence within our continent's affairs", indicating a deeper diplomatic and economic integration with the nations of Keris once again.

This plan has seemingly begun with Trigunia. The largest nation of the Kerissian continent, Trigunia has had a domineering presence over regional affairs for millennia, through all manner of means. Trigunia was the largest politically, culturally, and economically influential constituent republic of the United Kerissian Socialist Republic, and its influence through the UKSR still lingers in the Confederation millennia later. Despite concerns by more hawkish foreign policy advisors to the foreign ministry, citing the current communist government ruling Trigunia, these issues have largely been dismissed by Mr. Lupescu himself. "If we chose partisanship over mutual diplomatic cooperation all countries on Terra would hastily retreat into their own affairs," he stated in this week's press conference. "First and foremost, as I have said, the brunt of the matter is that the Confederation wishes to renew ties with Trigunia and Keris, alongside renewing our ties to the Keris Treaty Organization, ensuring a stable policy of greater diplomatic and economic integration with the continent."

Rodshyadam was the first to congratulate the current administration on its election to government, and Trigunia's own foreign minister, Mr. Aleksei Kutuzov, speaking in tandem with his ambassador to the Confederation, wished to deepen economic and diplomatic cooperation with the country, the former seemingly coming first, as Trigunia has reportedly reached out to businesses and industrial leaders to entice them into forming relationships with Trigunian national companies and agencies. With foreign minister Lupescu now formally reciprocating such, it seems inevitable that further meetings with Trigunian diplomatic advisors and officials are set to occur in the coming months.

President proposes semi-autonomy for Kuzaki region

Cetatea Albă, Tilarnia - Discussions between Regional Council of Kuzaki and the central government have unearthed unusual cooperation between the two groups. President Flavius Olinescu has been a vocal critic of the often rebellious Kuzaki independence movement, which at times, has been violent. Nardus Zeltser, the President of the Kuzaki Regional Council, had pushed for greater cooperation between the minority Kuzaki people and Kizenian people and has been seen as somewhat of a controversial figure within the political sphere for his objection of pro-Kuzaki separatism that is often seen in politically active Kuzaki's. Zeltser and leading Kuzaki figures have made regular trips to the government quarters and the Presidential residence in Cetatea Albă to discuss the possibility of an autonomous republic for the Kuzaki region and granting them greater autonomy over their affairs. A referendum in the Kuzaki region for this greater independence and autonomy is set for October, 5161 and will usher in a new era in Kizenian politics. A number of deputies in the Chamber of Deputies have questioned the political leadership of the President and Prime Minister, citing the Kuzaki's push for greater independence as a means to enhance the Endralonian independence movement in Kizenia. President Olinescu has cited the "major differences" between the Kuzaki independence movement and the Endralonian independence movement as the reason he is working closely with Zeltser.

The dissolution of the Grand Duchy of New Endralon has changed the map of the nation completely. The self-proclaimed Kizenian Republic and the Republic of New Endralon have taken whatever territory they could with the limited resources they had. Journalists and investigative reporters on the ground have given various reports of armed revolutionary civilians, National Guard units and armed police forming rag-tag groups seizing vital government infrastructure and offices. The result is a total divide of the nation.

Seeing the alarming rate of revolutions the warry Kuzaki people who have long wanted autonomy or independence pushed their governor to declare their own republic. Hesitant to do so it took nearly a month after the declaration of both republic for them to do the same, resulting in many material of the military to fall into the hands of the New Endralonians and Kizenians through soldiers and officers stationed there, as well as spies from both groups. In response the Kuzaki police and national guard have taken over the province and established some sort of peace.

Both New Endralon and Kizenia have secured the vast majority of the miltiary and divided it essentially between them by taking control of what was in their state and within the Kuzaki lands and transporting it to their bases. Currently it is reported that a majority of the fleet is in New Endralonian hands, with Kizenia holding the majority of the airforce.

Now with the zones of influence and control secure the tensions between the New Endralonians and Kizenians is flaring up. Already have both sides ordered the arrest of ''suspected'' spies or unwanted elements, meaning Kizenians living in New Endralonian provinces and vice versa. Where will this go? How will the international community respond?
