Following "Thallerist Vindication", H'an Dismisses Premier

Wrntusrljikai (Premier) Taj Evis Nubajrka has resigned from his position at the request of H'an Manil. The premier who had served for four years found his position untenable following what Jelbeks are calling the "Thallerist vindication"
The H'an and his moderate reformist supporters reportedly overjoyed with the Thallerists victory in a free election held in Deltaria. The Thallerists (and the H'an faith and bet in them) appear to have been vindicated in their claims of election rigging in the previous election which had resulted in a socialist landslide. It is unclear if the civil war is over yet or if the monarchy can be restored. Regardless, the likely return of a solidly conservative government south of the border is a great relief for the Jelbek government.

Along with an improving economy (estimated growth for 4353 has risen from 3.1% in 4352 to 3.9%), this " Deltarian victory" gave the H'an enough political capital to dismiss a premier who had become very disagreeable to him in the past year. It was reported that the Taj had repeated his demands for radical constitutional reform during the height of the Deltarian crisis. This was rejected not only by the H'an, moderates and reactionaries but also some of his own supporters. Replacing him is Luk Kyrlsrmko Salzyr a maternal cousin and close friend of the H'an's. Salyzr like his predecessor, is a former member of the H'an's so-called Kitchen Cabinet of advisors and is known to share the H'an's more pragmatic and gradualist views on political reform. The current focus is improving the national economic growth rate through a variety of measures - a goal which the H'an and his supporters view as the key to avoiding any kind of revolutionary chaos ala Deltaria.

"Wolf Economy" Finally Taking Off

Jelbania's decade of reform is finally beginning to pay off, economically-speaking. The country registered an average 6.2% economic growth rate over the period from June 4353 to June 4354. Projections show that this strong growth might continue over the next decade and possibly accelerate to an average of 7.5 to 8%. The strongest growth sectors were the mining and agricultural industries, the former receiving record foreign investment in the past five years while the latter is going through what experts consider an "agricultural revolution" with the ancient farming methods ditched for a large scale mechanised agricultural projects. The revolution has freed a considerable number of serfs who are taking off for the cities and mining towns while machines replace them on the steppe farms.

The government has happily welcomed the growth and the extra revenue coming with it. Some problems have come with the rapid development, mainly related to pollution and housing. These hardly rattle the richer government but there are greater worries about the kind of social changes that a more urban and less impoverished Jelbania might see. Jelbek city dwellers are not enamoured of the country's restrictive voting rights or rural based power structure. Voting is based on land ownership and is thus heavily biased in favour of rural landowners. Radical reformers have once again called for a more modern, balanced and codified constitution to address the likely future challenges.

Security Forces Round Up "Agitators"
February 4355

The Jelbek Mounted Police, military police, the Secret Department and other security forces have mounted a largescale operation of arrests and detentions around the country. The Minister of the Interior Emed Genzisrmko Jezkrzi said that 62 "communist agitators" had been arrested for trying to take advantage of the country's historic rural-urban migration and recruit people to commit "violent acts against the state." It is believed that the number of those arrested is several times higher than the official one, with some human rights watch groups claiming that it could be as high as 1,500. Most of the people arrested have been union organisers (collective bargaining is illegal in the Khanate) socialist and republican campaigners. Many of these are university students at large universities such as the Defence University of Jelbania (DUJ)

The fall of the Vanukean and Deltarian monarchies has rattled the security establishment in Jelbania. Only Jelbania and Kafuristan remain monarchies on the once monarchy-rich continent of Majatra. Both monarchies are relatively young/recently restored and many fear that the Khanate and the Caliphate might soon join the rest. The Jelbek establishment seems to be opting for repression of radical currents rather than of course, dealing with their many and often diverse demands.

Finance Ministry Moves On Large Surpluses
July 4357

The Jelbek Finance Ministry has announced plans to create a National Investment Fund. The new fund will be funded by part of the Khanate's massive budgetary windfall from the mining boom. The country has enjoyed large budgetary surpluses of up to 5% of GDP annually and the Ministry aims to collect 40% of this into this new fund. The NIF will be aimed at investing locally in education, infrastructure and small enterprises and farms. A full half of the surplus will be return annually to the citizens as a "citizens dividend". The Ministry announced that for 4358 each family would receive around 400 LOD annually (roughly the average monthly pay of a low ranked civil servant) The decision has been praised by some pressure groups as a major step towards addressing poverty particularly among the rural poor who often earn sums barely above this dividend annually. Others have slammed it as a bribe and view the system to be inefficient and possibly unsustainable as well.

Prince Dwit Dead

The H'an's younger brother and heir-presumptive H'ansrmko (Prince) Andrj has been found dead at his official residence in Rklemjistad. The Purple Palace did not elaborate on the cause of death but sources reveal that he suffered a heart attack. The Prince who was 47 was the H'an's young brother and served as Admiral of the Fleet overseeing the Khanate's small navy from the coastal city of Rklemjistad. He had no children with his wife Temrmai tot Banstein, a Vanukean noblewoman. This means that the new heir-apparent is the H'an's youngest brother Prince Jebr, 40. The new heir is married to Princess Sun Subin of Indrala and the two have one son Manil,5. The Suadjakai is one of the "thinnest ever" as a royal genealogist put it. There are only 3 members of the next generation, his nephew and the H'an's own two daughters Princesses Pawlin, 10 and Mrjmai, 6. This scarcity of heirs has been blamed on the Suadjakai's Hosianism which prohibits them form practicing polygamy.

The Khaganate is Born

As part of a wide-ranging administrative reform , the Kurultai has proclaimed Jelbania a Khaganate rather than a simple Khanate. The move followed a petition by tens of thousands of Jelbek citizens elated at the H'an's recent election as Protector of the Jelbic Peoples and his general success as chief of state. The H'an has accepted the offer of the imperial level title of Khagan. The core of the reform was aimed at re-organising the provincial level administration. Each Taghe (province) is now a Khanate based on the borders of the five great tribes of the Khanate. The five Jelbek tribes are the Motalpapaq (OOC: Azerbaijani), Gezgék (OOC: Turkmen), Köşpendék (OOC: Kazakh), Yamték (OOC: Tatar) and the Gökaék (OOC: Uzbek) Each of the tribes speak languages considered to be dialects of the Jelbek tongue and tend to differ in naming traditions mostly. The former governors of the taghes now hold the new Khagan's old title of H'an and are still appointed by the Crown.

Khagan Hosts Vanukean Foreign Minister

Manil Khagan welcomed Vanukean Foreign Minister Guy deSmet to the Purple Palace this afternoon. The Khagan welcomed DeSemt and his delegation in a full court reception while seated upon the Skull Throne. DeSmet is on a two day visit to the Khaganate as part of Vanuku's attempt at reasserting its influence in Jelbania. Jelbania, historically close to Vanuku, had turned away somewhat following the collapse of the Banmek-Sntazed monarchy. This has changed with the Khagan realising that the new republic is neither radical nor leftist-dominated and has allowed him to open his heart to a land he was educated in as a young man and studied his future model of enlightened absolute rule.

DeSmet appears ready to join the other economic giants in investing in the Khaganate's fast growing "wolf economy" The Vanukeans are proposing billions of LODs in trade contracts and there have been discussion on a potential free-trade agreement.

Khagan Imposes Gag Order On Succession Speculation

The Khagan has imposed a gag order on not only media outlets but his own court in relation to the royal succession. The 52 year old has refused to name a successor and has not commented on whether he will follow tradition and be succeeded by his brother Prince Jebr or rather innovate and pick his elder daughter Princess Pawlin, currently 13. The gag orders are mant to contain the political gathering of radicals around Prince Jebr who's believed to be inclined towards a constitutional monarchy and thus could prove a pole against the Khagan and his more moderate reformist government.

Jelbania Welcomes Ruhis and Orderists

Jelbania has announced that it will allow and recognise followers of the "young" Ruhi and Orderist faiths. The Khagan met members of the local Ruhi National Spiritual Assembly and also some adherents of the Orderist faith. The Khaganate in this, lives up to its tradition of full religious tolerance, perhaps mirroring the Jelbeks' notoriety for syncretic ways. Such tolerance is however coupled with control of all church appointments by the State. On paper, the Khagan appoints all ministers of religion but in practice, he only blocks those who are disagreeable to him.

Khagan Dissolves Kurultai

The Khagan has issued a writ of dissolution for the Kurultai as a dispute over the succession intensifies. The Khagan has banned any speculation on the succession yet several leading radical members of the Kurultai has insisted on the Kurultai's right to pass a law regulating the succession. The Khagan threatened to dissolve the body and did so after a bill named "An Act on the Imperial Succession" passed its first reading in the Kurultai. The Khagan hopes that the new election will produce a more amenable Kurultai. In recent years the legislative body has become more assertive, taking the lead in administrative reform and increasingly demands more accountability on the part of the Khagan's Mnistrs. Unsurprisinly as it operates within a system described as "semi-absolutist", the Kurultai remains well short of a real legislative body, assembled rather rarely - almost all of its business is approving Government legislation and budget bills.

Khagan v Kurultai
Stand-off Continues

Following the dissolution and election of a new Kurultai, the stand-off between the Khagan and the legislature has intensified. The newly elected Kurultai, contrary to the Khagan's hopes is proving more radical than the one he dissolved. They chose as their new Marshal (Speaker) the Khagan's former premier, Taj Evis Nubajrka. Radical members of the Kurultai have presented their demands for settling the succession and are going further demanding, responsible government, a fully codified constitution and abolition of noble privileges. The Khaganate's middle class which has grown exponentially in the Wolf Economy Era favours the radicals chiefly due to intense dislike of the privileges and corruption surrounding the nobles. Home ownership has risen sharply in the Khaganate in the past seven years and as a consequence the number of those eligible for voting (landowners) has grown by some 35% in the past five years alone.

The Khagan finds himself between a rock and a hard place. His modernisation reforms created this growth which inflated the electorate. Many members of the Kurultai and middle class rever him and there is little talk of republicanism but still they demand a modern form of government. Leaders of the radical movement have called on followers to abstain from any violence or public protests ,calling the dispute "a family discussion" The Khagan has been equally civil and few if any repressive measures have been carried out. Many radicals have spoke of adopting a so-called "Hutorian model" of monarchy with a ceremonial Khagan presiding over a responsibile government in name only. Incredibly there's even ancient historical precedent for such with scholars pointing to the 16th to 19th century Yamt​ék Khaganate, a Jelbek statelet which existed in the far west. A Khagan acted as the spiritual leader while a Khagan Bek presided over civil and military affairs.

Meanwhile around the Khagan, many nobles and reactionaries have called for the khagan to dissolve the Kurultai permanently. This would lead to an end of the semi-absolute system into a full despotic or absolute one. This, the Khagan's brother Prince Jebr and his wife Princess Sun Subin among others, view as an extremely regressive step which would destroy the country's rising reputation as a stable investment location. Instead they counsel negotiation with the Kurultai with a view at creating a less powerful monarchy and stronger legislature but without adopting a full "Hutorian" type of constitution.

Grand Compromise

In what Jelbeks have called a "Little Revolution", the Khagan has agreed to strengthen the powers of the Kurultai, elevating it to a full legislature. The Mnistrs are now responsible to both the Khagan and the Kurultai while the Khagan's own power has been trimmed somewhat - counter-signatures are required for practically everything outside his reserve area of foreign and defence policy. The thorny issue of the succession has also been resolved with male-preference primogeniture adopted which means that the Khagan's brother Prince Jebr is confirmed as heir. The agreement known as "the Grand Compromise" soothed Jelbek markets which had become wary of what could easily explode into armed confrontation. The Khagan, in a sacred oath at the Shrine of the First Khan, swore to uphold the agreement.

The agreement has been greeted with disdain by the nobility who are set to lose many of their privileges and see their large pension reduced and in many cases, abolished outright. The lower classes, the strongest supporters of the monarchy, have also denounced the pact's attack on the royal prerogative and also its exclusive focus on the middle class. And a small middle class at that, comprising no more than a sixth of the nation's population. Then again it is the best organised of the classes and the lower class suffer from too much lack of resources and basic literacy to organise anywhere near as well.
