Jelbe Hosts Vascanian Delegation

Baofluz, Jelbek Khanate Jelbe's government has signed 17 Memoranda of Understanding with the visiting Vascanian delegation headed by its Senapati, Vinay Talavalakar. The two military rulers the Senapati and the Wrntusrljikai signed the MOUs at the Purple Palace. They extend from agricultural development, defence cooperation and establishment of full diplomatic and consular relations. Ret Lt Gen Brn praised his counterpart for his commitment to lesser developed nations and called Vascania and expressed his hopes to visit Vadcania next year.



Brn also announced that the Khanate would launch a comprehensive offensive against the Genzid partisans who remain active in the western parts of the country. Neither leader could confirm if the offensive would include some of the weaponry thought to have been donated by the Vascanians and possibly even military training with Brn merely growling at the press for "abuse of questions."

Thousands of Baofluzians cheered the Vascanian motorcade as it entered the Palace. Hundreds of aristocrats who are practicing their performances for the upcoming royal coronation borrowed their tine to perform for the visiting delegation. The outgoing Regent-Atabrk and Khan elect Grzkai XXI gifted the Senapati with a bejewelled sword believed to have been owned by 36th century Khagan Temrkai.

Oil Explorers Find Something Better Than Oil As Nation Rejoices Over Surprise Finding

Baofluz, Jelbek Khanate A Vascanian oil exploration company has brought what the country's head of government described as "the happiest news that ever entered Jelbék ears". Guriya Pvt Ltd announced that its eighteen month long exploration of the northern shore of Lake Majatran had yielded "commercially non-viable quantities of oil and gas.'

During the exploration however, a worker sitting on a log had fallen through the ground into what appeared to be some kind of tunnel and lo and behold, landed into an underground tomb. It was not just any tomb but that of the fabled and much admired first Khan of the Jelbék Khanate Grzkai "One Eye.". The semi-mythical First Khan united Jelbe's 61 clans under his rule. When he died however, his burial and tomb were concealed from the public and his undertakers were executed upon his burial while those who executed them faced the same fate. The tomb lay forgotten for five millenia until now.

It is impossible to accurately describe the euphoria which gripped the Khanate upon the announcement. Tens of thousands of Baofluzians lined up the streets and passed by the Purple Palace serenading the present monarch Grzkai XXI and also Ret. Lt. Gen Brn at his office. Similar scenes were witnessed all over the Khanate as a powerful shot of nationalism surged through the nation's colledtive vein, none could escape on the basis of age, status or location. Political activists have latched on with many demanding that the citizens of Khanate unite to reform the political system and make the "One Eyed one" proud. A delegation of senior shamans who opened the tomb declared that the divinations carried revealed the First Khan's exreme displeasure at the endless chaos and fighting and that the people "cleave to their lord Khan or face dire consequences."

Government Paralysed On Response To Grzkaid Movement

For the past four years millions of Jelbeks have thronged to the south west of the country to view the recently rediscovered tomb of Grzkai "One Eyed" Khan the first ruler of a united Jelbe. The Jelbeks' hysterical and deeply emotional response to the discovery has been described by some observers as a strange nationalist cult which has gripped the nation and created a vast and hugely popular movement now known as the Grzkaid Grm or Grzkaid Movement. The movement has no clear leadership structure but in each city, town or village they are present and dreaming big political dreams.

The Brn government has remained mostly silent while attempting to tap into the nationalist spring. Brn praised the First Khan as an immortal hero and has approved plans for an equestrian statue of the Khan in each city and town through the country. This, according to the Grzkaids, is not enough. They call for a united and centralised government for Jelbe and modernisation of the economy. The romantic and somewhat mythical idea of an all powerful Khan-autocrat, a Little Father to all citizens and a defender of all citizens dominates their thinking, very few calls have been made for democracy or constitutional government, most Jelbeks' who are illiterate barely grasp advanced political ideals and the largely lower aristocratic leadership of the Grzkaid Movement.

Impressively there has been little violence beyond perhaps the seizure of aristocratic lands in western Nemawar where several dozen villagers occupied.the local Beije (middle ranking chieftain)'s homestead and land demanding the return of what they considered to be overpayments of rentals to him. It is unclear if this is connected to the Grzkaid Movement as they have dissociated themselves to it while expressing utter contempt for the great chieftains.

The military dominated government has not been denounced openly but many have expressed frustration at the slow pace of its reforms. Brn has in his eight year tenure moved slowly towards a centralised government claiming policy areas historically reserved to local governments only gradually. The Khan on the other hand has moved quietly performing rites at the tomb of his "grand ancestor and hero".Deftly, he has expressed his approval of the Grzkaids' aims while taking care not to appear too enthusiastic.

Grzkaids Join Brn Ministry

Baofluz, Khanate of Jelbe The Khan has appointed three Grzkaid Mnistrs to join the Brn government. The Mnistrs are leading activists in the hugely popular nationalist movement which arose following the rediscovery of the tomb of the First Khan Grzkai "One Eye". Tri Jrkatri, formerly chair of the Economics Department at the Terran Patriarchal University of Jelbe is the new Ministr of Economics and Industry. Dr. Jebr Merlkaisrmko Baokrt a retired civil servant who once headed the Children's Fund a local NGO is the new Mnistr of Education while Dr. Hemze Grakkrt one of Baofluz's most eminent physicians is to be Minister of Health.

While many observers in Baofluz and beyond view this as the beginning of the end for the military dominated government, the Khan himself proclaimed that he had made the appointment based on "recommendations of our most loyal and well beloved chief Mnistr, the honourable Brn".

Brn's mild treatment of the Grzkaids and attempt to co-opt the most moderate among them appears to be paying off. Most Grzkaids remain dissatisfied with the pace of reform in the Khanate and only grudgingly acknowledge the Brn government mostly for the stability it has restored to the government of the Khanate. The lack of resources has so far impeded the implementation of even the most modest of reforms. An attempt to set up a national education system was deemed too expensive and the Government chose instead to encourage the clan territories to set up and support schools.

Another problem faced in promotion of education and improved literacy is that of most rural and semi-nomadic Jelbeks' viewing it as largely unnecessary. As one herder from Jeztridomura told the Stripe, "who will mind the flock when my son Juhn is busy making squiggles on a piece of paper? Will squiggles produce meat and milk for his family, I ask you? And why spend on my daughter Mri when she will marry and leave? Educated women are aggressive and no right man wants that." Municipal governments in the country's handful of cities and towns have proven more positive while pleading for funding. Municipalities in Jelbe are well known for their widespread corruption and tend to be controlled by small family and clan based cliques who view public funds as fair game.

Mnistrs Reach Compromise On Social Funding

Baofluz, Jelbek Khanate Jelbe's government has reached a compromise on how to fund social programs proposed by the Grzkaid Mnistrs. The reluctance to raise taxes and the Great Jelbék Horde's jealous insistence on maintaining its 80% share of the national budget appeared ready to clash and possibly destroy the new government. It was the Grand Shaman an ex officio member of the Council of Mnistrs who proposed a solution. Why not deploy some of the Horde's estimated 200,000 plus personnel to educate children, staff the hospitals and even government Mnistries. Instead of finding funds to hire tens of thousands of teachers, Horde troops particularly officers could be put to full use. The Council recommended the idea unanimously to the Khan who praised it as ingenious and ordered that at least 5,000 troops be deployed as teachers and medical staff in the next six months.

Khan Praises Nascent "Green Revolution"

The Khan paid a visit to the southern clan territory of Jeztridomura and explored the Communal Mechanisation Scheme there which has seen 1,200 farmers pool resources to acquire mechanised equipment and taking training courses offered by a NGO hailing from the Vascanian Empire. The Khan spoke admoriringly of the project and praised "my dear children for opening your mind and embracing the future." The Khan spent his day in overalls toiling alongside the farmers and sharing their meagre rations. "It is very tough work... I would much rather remain a Khan", he said to the laughter of a large crowd which gathered to say farewell. The Vascanians have embarked upon sparking what they described as a Green Revolution in the Khanate focusing on grain production and animal husbandry.

Khan Dead at 82, New Khan Vows To "Stay The Course"

Baofluz, Jelbek Khanate The nation of Jelbe is deep mourning following the death of Grzkai XXI Khan at the age of 82. Grzkai XXI passed away at a royal hunting lodge in south eastern Jelbania after suffering a heart attack. The Khan's eighteen year reign saw the so-called knitting of the nation as the royal government worked to centralise decision making and improve educational and health outreach. The Khan was succeeded by his eldest son H'ansrmko (Prince) Jebr having nominated him as heir in a will in line with the provisions of the Basic Law. A Great Kurultai was held and attendees confirmed the decision unanimously. Jebr, 46 is the eldest of the Khan's three sons and five daughters all borne by the Khatun Dowage Mrjmai, the only spouse of the monogamous late Khan. He served as an advisor to his father and also as Shad (Governor) of Southern Rilmos for the past twelve years. Jebr II confirmed his intention to continue with his father's program and reappointed the late Khan's Mnistrs with Ret. Lt. Gen. Brn remaining at the head of the Mnistry.

Khan Restores Civilian Rule

Baofluz, Jelbek Khanate The Khan has dismissed Jelbe's long ruling military dominated government. In a Yassa (decree) Jebr II announced the appointment of a new Mnistry composed almost entirely of civilians retaining only the Mnistr for War and Pillaging. Wrntusrljikai Ret. Lt. Gen Brn and several other military Mnistrs had dominated the government for 28 years and during their long tenure, the Khanate saw advances in education and centralization of some governmental functions. The Khan appointed his younger brother Prince Sagzi third son of their late father Grzkai XXI as the new Wrntusrljikai and also Mnistr for Relations With Tributary States (Foreign Affairs). The 54 year old prince has served as his brother's closest political advisor for the entirety of his decade long reign. Though hardly a reactionary the Khan has not encouraged any modernisation initiatives; a stance shared by Prince Sagzi. The Khan has encouraged a restoration of the traditionally strong cooperation with Indrala and signed a treaty of cooperation and accepted foreign investment such as the opening of Rocc Cola franchises in the Khanate. The stance appears to be driven by a romanticist view shared by the brothers of a divine order underpinned by collaboration between monarchies globally.
