The Jelbek court has announced the betrothal of Prince Manil,15, the only son of the heir apparent Prince Jebr and his wife Princess Sun Subin of Indrala to his first cousin Princess Mrjmai,16, the younger daughter of Manil Khagan and Khatun Yehenera Dorgon of Bianjie, The two teens are to wed once they both reach the age of 21. The engagement proved controversial and difficult to put together with the first choice, Princess Pawlin the Khagan's 18 year old daughter refusing to wed her cousin while several shamans complained about the endogamic nature of the union - Jelbeks traditionally practice exogamy although royal families tend to play by their own rules on this. In a strange alliance with shamans, the Royal Society of Scientific Progress also warned that endogamy was a danger to the royal bloodline, providing examples of ancient dynasties which went extinct due to excessive inbreeding.

The Suadjakais however lad little choice if the dynasty's to keep its wealth and power concentrated along one line. To let the princess wed outsiders would have created outside power centres as the two are third and fourth in line to the Wolf's throne. The proposed marriage has proved popular with ordinary Jelbeks, some of whom have chastised the shamans and scientists for ""insulting the lord Khagan by interfering in his family affairs" A great deal of tension has risen between the classes with many in the lower class having a decidedly negative suspicion of the middle class' out sized political influence. They remain strongly loyal to the Khagan and have disregard for democracy which to them only seems like a form of middle class snobbery and oppression.

Orderist Leaders Arrested

The Mounted Police have made a series of arrests in the Orderist community, targeting dozens of leaders of the cult. The leaders were arrested while holding a meeting in Amsadomura. The move came following a tip that the Orderists were planning to cause the same kind of trouble that they have brought upon Vanuku. The Orderists are believed to have grown to around 10,000 members and have a particularly strong presence in north-west Jelbania close to the Zardic border. The Khagan and his Mnistrs allowed the Orderists to settle and proselytise in the Khaganate but since then a number of problems getting them to comply with the natiion's laws have been experienced. The arrests mark an end to the Khaganate's traditionally ultra-tolerant stance on religion. The Ruhi on the other hand continue to thrive and have caused the authorities few if any issues.

The trouble with the Orderists could not have come at a worse time. The Khaganate's superfast growing economy appears to hit a snag and growth which was at 8.2% in 4363 has now slowed down rather dramatically, with estimated growth for 4365 at 4.1% The slowdown is viewed as cyclical by economists coming after a decade of solid growth. The same view is not shared by Jelbania's lower classes who have blamed on middle and upper class corruption and incompetence. Several groups of petitioners have been gathering, intending to "march on Baofluz and ask the Lord Khagan to free us from the tyranny of middle men" Fears are growing among the security establishment that the Khaganate might just be ready to explode into an orgy of instability and chaos.

Khagan Declares State of Emergency

Following months of unrest which have seen thousands of lower class "petitioners" protesting the influence of their more prosperous compatriots and an Orderist plot which the Khagan and his Mnistrs claim to have been aimed at overthrowing the Khagan, the Khagan has declared a state of emergency over the whole country. Enabled by the recent Emergency Law passed by a panicky Kurultai, the Khagan has received a fistful of new powers over security matters. The Kurultai basically gave the executive branch a blank check and did not even add any limitations to the scope and length of the emergency. Analysts view the much lauded "Grand Compromise" as all but dead with the Kurultai surrendering its authority to the Khagan out of fear of destruction by protesters. Security forces have been beefed up and as many as 25,000 men deployed across the Khanate, a number which may eventually rise to more than 100,000.

Thus, according to several Majatran political analysts, ends the Khaganate's 5 experimentation with "semi-democratic rule" The dangerous class divisions and greed doomed the experiment and the power appears set to re-accumulate in the sovereign's arms , this time with less restrictions than ever. The Jelbek state has become centralised in a way unimaginable just a generation ago. As such, the Khagan with his new and mostly unaccountable powers, will be little short of an absolute monarch. His many predecessors while despots, never had a centralised bureaucracy to exercise such despotism in a truly efficient manner. The development has been a mostly positive one for the average Jelbek with the tax burden lighter, greater legal certainty and a slimmer if distant bureaucracy.

Khagan Rejects Criticism Over Consanguineous Marriage

Manil Khagan has decried "hysterical intolerance" in response to the widespread foreign criticism of his decision to betroth his younger daughter Princess Mrjmai to her first cousin Prince Manil. The Khagan issued a press statement basically restating the case for such a marriage. Divisions at the court however cannot be addressed so easily. The future bridegroom's mother Princess Subin of Indrala has kept up the pressure on her brother-in-law to change his mind on the matter and drop the marriage plan. The Khagan is reported to have insisted on the marriage viewing it as preventing the creation of rival branches in so young a dynasty. Princess Subin's husband Prince Jebr is said to be quietly opposed but in full realisation of that this would be the price for the throne.

Foreign Orderists Expelled
March 4367

Security forces have rounded up around 200 Orderist leaders of foreign origin and expelled them back home to Zardugal. Jelbania like many of its neighbours has turned very sour on the cult following the terror attacks in Vanuku and several other disturbing incidents locally including a plot to overthrow the Khagan's government. Taking advantage of the state of emergency, the operation was done with impressive efficiency and no notices of deportation or legal remedies were made available to the Orderists. The remaining community of perhaps 3 to 4,000 Orderists has seen many of its members rounding in a settlement which Human Rights Watch has called an "internment camp." Here the Orderists and their families and prevented from leaving. The settlement is located in north western Jelbania on an abandoned military base deep in the northern plains. Foreign Minister Bek Emed Azisrmko Idrgrsho has called on regional governments to place extra pressure on Zardugal to "put its house in order" and eliminate the Orderist threat. He also justified the detention of the Orderists, calling them "enemy combatants"


Khagan Compromises on Controversial Marriage

After months of tension within the royal family over a consanguineous marriage between Prince Mrjmai Manildrsme and Prince Manil Jebrsrmko, the Khagan has managed to reach a compromise with his brother and sister-in-law (the Prince's parents) The engagement is still on but the Khagan has pledged to allow the youths to decide for themselves when they turn 21. This was accepted by everyone although Princess Subin remains opposed to the whole project. For her husband, an increased allowance and promotion to a Marshal of the Khaganate (the second highest ranked title in the Great Jelbek Horde) seems to have helped influence him. As for his young nephew and namesake, the Khagan already has a close relationship with the Prince who' believed to be of a more conservative and pragmatist bent like his uncle and very much unlike his notoriously liberal parents.

Khagan Dead At 60

Manil Khagan, the second monarch of the Suadjakai royal clan has died at the age of 60. The Khagan died in the Purple Palace of a suspected heart attack in the twentieth year of his reign. He is survived by his wife Hatun Yehenera and his daughters Princesses Pawlin and Mrjmai. His brother Prince Jebr, 51 has been proclaimed his successor at the Shrine of the First Khan. Hundreds of thousands of Jelbeks have filed into the streets to pay homage to the Khagan who many consider to be the greatest of Jelbek rulers. Happily for all, his death did not result in any instability or chaos and the succession was smooth. His centralised state seems to have survived and army chiefs have not rebelled despite misgivings about the liberal Jebr. Jebr Khagan will find himself faced with the issue of the emergency, the Orderist threat and a slowing economy - all which only his wife Hatun Subin and a few other liberals share his views on.

Khagan Calls for Peace and noninvolvement
The newly appointed by Khagan and member of the formerly heavily influential Vrn clan Wrntukai Nrljkai Vrn has called for Dankuk and Kazulia to end hostility as soon and bloodlessly. The Khagan also encouraged that those under the Khaganate refrain from this conflict as it holds little barring and serves no purpose in furthering the Khaganates goals. The Wrntusrljikai (Forward Souled Person) Grzkai Obmé concurred with this stating that the people in Dankuk and Kazulia will be in his prayers, but that involvement especially with tensions throughout Terra on the rise that it is best this conflict remain between the two countries.

New Khagan proposals to "modernize the Jelbék nation"

After the new, more centrist Rekvaknsélyk Prta took over in the Jelbék H'ák'ánknstat many within the party feared the incoming Khagan appointed under the last government was far too liberal and risked jeopardizing the safety and security of the Jelbék state. And thus they decided to declare him unfit under the law, and instead appointed one whose clan name maybe familiar to scholars, Wrntukai Nrljkai Vrn of the well known Vrn clan who were among the first to push for unity of the Jelbék nations. Like his predecessors Khagan Vrn has brought a unique vision to the Khaganate, using it in an attempt to modernize and diversify Jelbania beyond just simple the Jelbék alliance. The Khagan has got to work centralizing several parts of the government under the Khagan's rule, and it is rumored he will attempt to repeal the grand compromise in favor of an official separation of powers document, one which he will attempt to convince the other nations to adopt as well. Time will tell if this Khagan will be remembered as well as his ancestors but from the looks of things he may have the right start.

Ultra Ntionalist-Jeztri Alliance Wins

The ultra-nationalist Jelbek Sovereignty Party has swept Kurultai elections, winning all 250 seats. In what a foreign observer described as one of the most "blatantly violent and rigged elections", party leader Wrntuikai Kshtri sent out units of his Blue Horde paramilitary to stuff ballots forcibly, often gleefully video-taping such exercises. Not that Kshtri's message was itself unpopular - he preached the virtues of the old Khanate under the firm grip of the Jeztri clan between the 41st and late 43rd centuries. The failed economic modernisation program of the past four decades has only succeeded in creating dangerous levels of inequality and discontent particularly in the rural areas.

Kshtri has vowed among other thing to address this economic imbalance through "removal of foreign vultures", re-nationalisation of strategic industries and perhaps most interestingly, the restoration of the Jeztri royal clan to the throne. Khstri has met the heir-general of the Jeztri royal clan, Shlajkai Genzisrmko Jeztri, the eldest son of the last child H'an Genzi III and his consort Nrljmai Azidrsme Jeztri. Genzi III, deposed in 4297 died in 4375 at the age of 87 and willed his claims to his son Shlajkai, now 44. It seems after eight decades out of action, the Jeztris are poised to return to the throne at least and possibly a bit of power.

Government To Forcibly Move Millions Back To The Steppe

Wrntusrljikai Wrntukai Kshtri has released an ambitious new plan to relocate 250,000 Jelbeks from "degenerate" cities to the "virtuous" steppe and rural areas. The plan, strongly backed by Kshtri's Jeztri allies,particularly Khagan-elect Shlajkai VI presents what political commentators have described as the first great reaction against the Suadjakai modernisation program. The Khaganate's failed modernisation program has destroyed whatever faith in economic and social liberalisation many Jelbeks flirted with initially. Instead many now see cities as little more than a source of iniquity and symbols of cultural and social disorder. Many claim to yearn for a return to the old order of the Khagan-father presiding over public affairs at the national levels while nobles ruled serfs with a firm hand out on the steppe and the plains.

The first to be relocated

Relocation will be focused on the "vilest" citizens namely the poorest, most criminally inclined and politically unpalatable citizens. Kshtri says he aims to transform the current 50:50 urban/rural split to 10/90 over the next quarter century. This naturally would be accompanied by considerable de-industrialisation, something which the traditonalist Kshtri and his Jeztri allies favour strongly. Mindful of the legendary viciousness of the Jeztris, few Jelbeks have complained much and a considerable number hold romantic views of life out on the great steppe, free from the maddening speed of the cities. Much of the relocation will be carried out in the south across the Jelbek-Deltarian border, particularly in the sparsely populated Jeztri chiefdom.
