Many observers detect some method in the Khan's seemingly erratic ways. His fondness for foreign mercenaries frees him from reliaance of the clans and their penchant for anarchy and hidebound tradition. Destroying the power of the clans military would allow the Khanate an opportunity to ascend above it's traditionally chaotic state of affairs even if the price would be tyranny.
