Jelbania Returns to the Axis

The Federal Republic of Jelbania, after many years of isolationism due to its absence from the Axis for nearly 30 years, has rejoined the Axis Agreement. Previously, the Social Democratic Party had not had enough votes to pass a bill bringing back the country into the Axis, beacause at the time, the ruling SDP did not have 2/3 to pass the bill, with the LibCon Party abstaining. Now that the House of Representatives passed another bill bringing Jelbania back into the Axis, President Contel had pledged to increase internationalism throughout his last term as President.

Anarchy Ends in Jelbania
Federalist Take Power in 3178

Anarchy has ended in Jelbania as the Federalist Party received 100% of the vote in an uncontested election in July of 3178. The last election held in Jelbania was in 3162 won by the Jelbanian Civic Forum, but shortly thereafter the government collapsed entirely. The last contested election between parties was in 3159. Federalist leader Samuel Adams was elected President and vowed sweeping reforms.

"The anarchy is over and a strong central government shall take its place. We advocate a return to capitalism, conservative social values, a more open foreign policy, and a restoration of law and order." Samuel Adams.

The newly elected government has proposed a new Constitution, national names changes, and a new form of government. A second legislative branch called the Senate and a Supreme Court have been established, as well as a newly elected executive cabinet. The Federalist Party hopes to not only reform the government, but change the culture of Jelbania. Some however question the legitimacy of the Federalist Party as a one party rule, and point out the miserable voter turnout.

"We will earn the faith and respect of the voters over time, and expect a similar victory in the next election," Samuel Adams

Domestic and Foreign Reforms in Jelbania
Opposition Begins to Form

With nearly a year after the historic election of the Federalists, the Jelbanian government has passed a number of reforms in domestic and foreign affairs. Foreign Affairs Minister Mike Roberts has been working around the clock to open Jelbania to the world. After decades of isolationism, Jelbania has now signed the Missile Defense Treaty, Majatran Cup, United Conservative Front, Law of the Sea, South Ocean Treaty Organization, and the Terran Olympic Association. Foreign Minister Mike Roberts also successfully passed the Majatran Democracy Treaty scheduled to be signed into law by both Jelbania and Pontesia later this year. Under the direction of Samuel Adams, Jelbania has taken up the cause of democracy in Majatra opposing all forms of Monarchy and Dictatorship. Lastly, Mike Roberts is currently negotiating with the Deltarians, so as to re-sign the Deltarian and Jelbanian Treaty of Friendship, Economic and Mutual Respect for Sovereignty Treaty.

On the domestic front, the Federalist have passed conservative moral reforms as well as reforms directed towards achieving ratification of a new Constitution. The Federalists have promised a comprehensive constitution by the end of their first time in 3182. The capital has been relocated to Baofluz, and several cities are in the process of being renamed. Finance Minister Filip Clark was successful in passing a flat income tax, which has greatly reduced the taxes on the rich while shifting the tax burden on the poor. Filip Clark stated his belief that all Jelbanians have "skin in the game" and become "stock holders" to our nation's future. He also derided some segments of the poor for leaching off the government and demanding a "free ride."

On the culture front, English has been made the official language of Jelbania along with French. "We must therefore introduce English as the official language, because it is the language used most commonly in Terra. We must be ready to communicate our views to the world in an articulate manner." President Samuel Adams. Some speakers of Al-Badaran Arabic and Native Jelbek were disappointed in the government decision. Some French supporters advocate an even stronger French language position. But with little encouragement by the French International Community, the Adams administration has declined their petitions.

Jelbania has its first opposition party in years called the Democrat Republicans. A new police powers act was opposed by the Federalist as being too harsh, and is expected to fail. Samuel Adams is confident that the Democrat Republicans will be a loyal opposition force, and that there will be many areas of agreement. Indeed, the Democrat Republicans appear to support the foreign policy aims of internationalism sponsored by the Federalists. Voting 93% of the time with the Federalists, some have questioned whether the Democrat Republicans are serious about being an opposition party.

Democratic Republican Victory

August 3182

Federalists were delivered a defeat at the polls losing control of Congress and the Senate as well as the Presidency. Democratic Republican Presidential candidate Davis Jefferson defeated Federalist incumbent Samuel Adams by a slim margin 53%-47%. Democratic Republicans under current Senate rules captured 80 Senate seats and a slim majority in the Congress 232-203. The voter turnout was at 48%, nearly three times as much as the 3178 election.

"I believe our defeat came about because we took our mandate too far. We had won 100% of the vote, but the country was not ready for some of our reforms and our competition was able to capitalize on this. We are certain we will be victorious in the next election. Until then, we shall remain the loyal opposition,"
Former President Samuel Adams.

Federalists Regain Power

August 3186

Federalist were brought back into power in a historic election between dueling parties. The Federalists picked up 72 seats giving them a commanding lead in the Congress at 63%-37% of the seats. Federalists also won 80 out of 100 Senate seats. Former President Samuel Adams won against his political rival Davis Jefferson with 67%-37%. Voter turnout was higher than the last election by 10% points up to 58%.

Political scientists believe the Federalist victory is due to a significantly high tax rate the Democratic Republicans passed in February 3185, which increased all tax brackets to 90% from 10%. Federalists capitalized on the discontent by promising to lower taxes on all brackets.

Jelbanian Senate Restructured

The Jelbanian Senate is to be restructured whereby Senators will be elected on the basis of popular vote in each region. For example, a party that receives 55% of the vote will receive 11 Senators and a party that receives 45% of the vote will receive 45%. The total chamber is 100 Senators that will reflect the will of the people better than the previous Senates that were lopsided 80-20 in previous elections. The modification to the Senate will not take effect until the July 3190 election.

Tax Code Reformed

Federalists cut taxes dramatically from 90% for all tax brackets to 10%. Spending was reduced and prioritized to ensure a balanced budget. The biggest reason for the Democratic Republican defeat in 3186 was the increase in taxes from 10% to 90%.

December 3187

Jelbania Goes to War

In late 3187, Jelbania entered the Jakanian Civil War on the side of the Republicans. The Congress committed 78,000 troops or 10% of active army troops to the war effort. The move was widely popular with the Jelbanian people especially the more fanatical wing who make up 11.8% of the population. Jelbanian troops landed on the Jakanian coast of Borenu through Majatran Lake. Other nations are entering the war as well such due to Jelbanian diplomacy. They include close ally Barmenia and neighboring Deltaria. Even with a rocky past, Jelbania and Deltaria were able to set aside their differences for the sake of Republican democracy. Jelbanian troops are being led by Lt. General Any Jackson famously known for forcefully removing native Jelbeks from their lands to make room for French speaking elites during the 3170s.

January 3189

New Cabinent Formed

In a government shake up, the Federalists have nominated big names to a new cabinet. They include diplomat Jay Madison who will be Ministry of Foreign Affairs, General Andy Jackson as Defense Minister, Patrick Burr as International Affairs, Alan Hamilton as Financial Minister, and William Adams as Trade Minister. The inclusion of Jay Madison and Patrick Burr was to promote greater bipartisanship; both men were Democratic Republicans.

August 3189

Federalists Pass Conservative Reforms

In an election year, the Federalists pass several bills aimed at alligning the country towards a more conservative path. Fammily law has been changed so that only heterosexual couples may adopt, civil marriage is only between a man and a woman, and polygamous marriages are to be prosecuted. The Federalists believe Jelbanian society is at no risk of a serious moral decline in family values, but desire to make it official within the legal system. As usual, gays and other sexual deviants out of the norm were excluded input in the legislation. In other sexual matters, public nudity and pornography was banned. The national flag cannot be descecrated as well. In economic matters, the Federalists cut subsidies to pharmachuetical companies and given the responsibility of child benefits to local governments. The reforms were passed with Federalist support and Democratic Republicans abstaining.

Alan Hamilton Wins Presidency

February 3190

Finance Minister Alan Hamilton won the Presidency with 61% of the vote against Democratic Republican Davis Jefferson. The Federalists had changed the election date from July to February so that the president would take office in the beginning of the year. Democratic Republicans called foul stating that they would have had a better chance if given more time to campaign. Federalists dismissed the charge stating that Democratic Republicans had four years in which to campaign against the ruling Federalists. President Hamilton has promised a strong foreign policy, a continuation of the war with Monarchists in Jakania, and a strong central government. Hamilton was a soldier during the time of anarchy in the 3170s, became a Major General during the 1st Adam's administration, lost his comission during the Jefferson's administration and then went into private banking. In 3188, he was appointed Minister of Finance by the 2nd Adam's administration. He is considered one of the richest men in Jelbania.

With his win, President Hamilton will be given a smaller majority in Congress 242 from 275. Democratic Republicans picked up 33 seats for a total of 193 requiring any constitutional change to have bipartisan support. Political analysts blame the Federalist losses on an overreaching legislative agenda on social issues, and the Jakanian Civil War.

Under the new Senate rules, the Federalists will gain 7 Senators from Turadrad, 20 Senators from Baniray, 11 Senators from Rilmos, 9 Senators from Perimor, and 9 Senators from Nemawar for a total of 56. Democratic Republicans were assigned 44. Under the old rules, Democratic Republicans would have had 60 Senators to Federalists 40. Voter turnout was a satisfying 63%.

Outgoing President Samuel Adams will go back to his estate to continue the management of his farm. He promised to give advice whenever requested from President Hamilton. Outgoing Vice President Peter Pinckney has stated he will continue to be involved in Jelbanian politics after being defeated at the national convention by Alan Hamilton for President.

Ratification of Majatran Union

July 3192

In a major foreign policy success, President Hamilton signed into law the Majatran Union treaty. The treaty was approved unamiously in the Congress and Senate due to the disbanding of the Democratic Republicans. The treaty will bind close ally Barmenia to Jelbania in a democratic union in financial, defense, international relations, and government matters. The first President of the Majatran Union shall be Galt Freyja of Barmenia which will then rotate to the Jelbanian HOS in September 3194. The Allied Commander of the Majatran Union is currently General Any Jackson, which is set to rotate back to Barmenia in 3194. The currency of Jelbania and Barmenia will now be called the Majatran Telar. The bizarre culture of Barmenia will be kept inside Barmenia's borders, while Jelbania shall continue to be a conservative Christian nation. It is the goal of Barmenian and Jelbanian officials to add more Majatran nations to the union.

Jelbanian Constitution II Signed

July 3193

The Jelbanian Congress and Senate passed 435-0-0 and 100-0-0 the Jelbanian Constitution II which adds greater protection for the people and restricts government power legislatively. The new Constitution introduces the Interstate Comerce Theory giving authority on all interstate matters to the Federal government. Slavery and segregation were also prohibited by the state, prisoners of war are protected, and the Commander in Chief was given full options on military capabilities.

President Alan Hamilton Reelected

February 3194

President Alan Hamilton and Vice President Robert King were reelected with nearly 100% of the vote. The Federalist ticket was contested by Democrat Thomas Swanson for the Presidency. The Democratic Party declined to nominate a Vice President. Federalists Congressmen and Senators were all reelected giving total control of the government to the Federalists despite facing three minor parties. The turnout was a satisfying 76%.

December 3194

The procedures for the Supreme Court were clarrified by the Hamilton administration. Any party may declare a law unconstitutional based off the Constitutional Standard. The plaintiff may then appeal to the Supreme Court for a ruling on the matter with the title: Jelbanian Supreme Court: Party A vs United States. The Minister of Justice shall act as the government's defense aka Attorney General. To do so, one need only to write a resolution and attempt to pass it. The Supreme Court shall decide the case within 8 months. The Supreme Court shall rule according to the current make up of the Court, not based on the voting of this resolution by the parties. As stated in a previous resolution, the President nominates 2 justices every 4 years and is approved by the Senate (Not Congress). Thus, in theory a court resolution may be defeated and yet still be ruled passed based off the current make up of the Court. If the Court rules a law unconstitutional, the ruling party is obliged to change the law.
