devastated steppe, nominally under the control of the central government empowered after the Rklemjistad Summit.
In practice, the western reaches of the Great Perimor Steppe are thousands of miles of anarchistic wasteland, given
over to the whims of the Jeztaghé Jelbék tribal Béks in order to purchase their relative quiet in a time of great fragility
for the Great Confederation.

It is into this western steppe that hundreds of refugees have flooded from northern and eastern Zardugal, illegally
crossing into an area known to be extremely dangerous, as tensions rise and war seems to be on the horizon between
Zardugal and Cobura.

Faced with a humanitarian crisis, the Béks have been massacring innocent men, women, and children, according to a
recent report by the Confederal government.

Evidence has been found by Confederal police that the tribes, particularly in and around Kshi Jeztridomura, a hotbed
of tribal activity, have engaged in cruel treatment of refugees who happen upon their territory. Men and women have
been dragged behind horses, and the corpses of children have been found killed and drained of blood, leading some to
speculate that the Jeztri tribe (among others) has been drinking the blood of non-Jelbék children, an ancient and
barbaric practice long outlawed in Jelbania.

In order to combat this affliction, the Confederal government has increased patrols in the Confederal Tribal Areas, and
has renewed efforts to deflect refugees at the long border with Zardugal. Mrjkai Azi Klunesrmko Baokrt has reportedly
met with Wrnuk​ék officials, asking them to keep him well informed of their efforts to resolve the conflict between
Zardugal and Cobura, as well as to ask them to do more to direct refugees to Vanuku and other nations more capable
of handling the refugee surge.

was freed from the poisonous spell of two Hzíakaié (Hosian) witches who had taken up residence near his yurt in order
to kill him and steal the souls of local younglings. The witches are believed to have entered the tribe's ancestral grounds
with a larger coven of witches from Zàrde (Zardugal) and the public is urged to be vigilant for signs of Hzíakaié
witchcraft.

Zsijokai Bhtjar Temrkaisrmko Jrkaol'itá, an esteemed elder in the Jrkaol'itá clan best known for his triumph in Sbtlshjogad
over a man twenty years his junior, after taking his carnal right as Zsijokai with the Hzíakaié witches after their arrival,
was striken by chancres on his genitalia [OOC: symptoms of primary syphilis - warning, drawn medical image of genitalia at link],
known by all to be sure evidence of witchcraft, and particularly common among Hzíakaié witches who hold Tahnrist
customs of carnality in deep disdain.

Local clansmen, when they were notified of the incident and its affect upon their beloved elder, seized the witches
post-haste and brought them before the Bék for trial. It was shown with great surety that the women were indeed
witches as accused, and twin pyres were erected and the burning was done with great haste, as it is known that
witches signal one another when in danger. The clan quickly moved from the location, and the chancres of Zsijokai
Bhtjar Temrkaisrmko have healed, allowing him to return to his carnal rights as before.

Anyone with knowledge of the location of other Hzíakaié witches of this or any coven is urged to report them at once.

Syphilis epidemic threatens entire clan, health officials warn

Entire tribal villages have been abandoned in the wake of one of the worst preventable disasters in recent memory

NRKTAÉSRTRÀP, Yamt​ékstan, Confederal Tribal Areas A devastating outbreak of syphilis has now infected nearly 60%
of the Jrkaol'itá clan according to the Jelbek Health Authority, which monitors contagious disease across the nation.

Entire villages have been abandoned and the infected left to die, said Bák Omrsrmko Kengljy, spokesman for the JHA.
Based on reporting from local news outlets, experts believe the outbreak began with the ceremonial rape and subsequent
execution of two Zardic refugee women accused of being "Hosian witches" by a Jrkaol'itá shaman who was infected with
syphilis during the act. That shaman, Bhtjar Temrkaisrmko Jrkaol'itá, was confirmed to have died of syphilis in April of
this year, and is believed to have been the vector of the disease. Tribal customs, in violation of Jelbic law, give wide
ranging "carnal right" to shamans, and similarly widespread sexually transmitted infection outbreaks have been linked to
shamans in the past, said Bák Omrsrmko.

The JHA has begun a campaign to administer long-acting penicillin to infected members of the Jrkaol'itá clan, as well as
nearby clans, but tribal distrust of Confederal government figures combined with the difficulty of locating nomadic
groups on the Great Perimor Steppe has meant the drive has largely been unsuccessful thus far.

The government has also committed thirty more border guards to the remote Yamt​ékstan border with Zardugal, a measure
deemed long overdue by experts. Refugees from Zardugal with the misfortune of entering the Confederal Tribal Areas
have been the cause of considerable consternation for the government, which has attempted to deter immigration with
little success.

Jelbek workers have had little luck maintaining overseas employment as foreign governments attempt to slow spread of "Jelbanian Syphilis"

BRNFIÀSRL, Motalpapaqstan, Free Republic of Jelbania Cash remittances coursed through banks dropped by 18% in
4439 according to an annual report released by the Jelbek Central Bank.

The Jelbek economy has always been heavily reliant on payments from workers overseas, but has become even more
reliant in the Confederal period while the local economy struggles to recover. Estimates from the last half of the 4430s
put nearly 12% of Jelbeks employed abroad, a number unparalleled in the developed nations of Terra. The majority are
employed in Vanuku or Deltaria, but large groups are employed in Terra's extraction economies in places like Aldegar
and Trigunia.

In the wake of a far-ranging outbreak of syphilis that has wracked Jelbania, many of these foreign nations, including
Vanuku, Cildania, and Aldegar have implemented restrictions on immigration and travel from Jelbania, limiting the
ability of these Jelbek workers to earn a living, and the results have manifested in a tragic spiral: many Jelbek women,
seeking income, have resorted to prostitution, and infection rates have skyrocketed, with one in twenty Jelbek adults
now estimated by the Jelbek Health Authority to be infected. The JHA reports that stillbirths, a common outcome for
pregnancies in infected women, have reached highs unseen in the settled areas of Jelbania for centuries.

Crime has also reached record highs, with Internal Minister Azi Grzkaisrmko Jezkrzi noting that capital offenses in 4439
were up 48% from their already-record highs. Experts note that these numbers don't even include meaningful statistics
from the Confederal Tribal Areas where the Confederal government has all but lost control. Attacks on medical
personnel in the CTA have risen by 14%, frustrating even the best intended efforts to quell the spread of the disease.

Faced with these realities, Mrjkai Azi Klunesrmko Baokrt and Wrntusrljikai Shlajkai Grzkaisrmko Akedkáhe have met
with their Vanukese and Deltarian counterparts,formally requesting that they aid in the distribution of medicine
(Vanuku has already begun this effort), in border enforcement, and in policing of the Confederal Tribal Areas. The
latter request represents a serious regression for the Great Confederation, which had proudly celebrated the exit
of Vanukese and Deltarian troops and police forces after the Rklemjistad Agreement's mandated occupation period.
Experts are uncertain whether Deltaria will be able to provide meaningful assistance, as that nation is wracked by
anti-government protests.
