devastated steppe, nominally under the control of the central government empowered after the Rklemjistad Summit.
In practice, the western reaches of the Great Perimor Steppe are thousands of miles of anarchistic wasteland, given
over to the whims of the Jeztaghé Jelbék tribal Béks in order to purchase their relative quiet in a time of great fragility
for the Great Confederation.
It is into this western steppe that hundreds of refugees have flooded from northern and eastern Zardugal, illegally
crossing into an area known to be extremely dangerous, as tensions rise and war seems to be on the horizon between
Zardugal and Cobura.
Faced with a humanitarian crisis, the Béks have been massacring innocent men, women, and children, according to a
recent report by the Confederal government.
Evidence has been found by Confederal police that the tribes, particularly in and around Kshi Jeztridomura, a hotbed
of tribal activity, have engaged in cruel treatment of refugees who happen upon their territory. Men and women have
been dragged behind horses, and the corpses of children have been found killed and drained of blood, leading some to
speculate that the Jeztri tribe (among others) has been drinking the blood of non-Jelbék children, an ancient and
barbaric practice long outlawed in Jelbania.
In order to combat this affliction, the Confederal government has increased patrols in the Confederal Tribal Areas, and
has renewed efforts to deflect refugees at the long border with Zardugal. Mrjkai Azi Klunesrmko Baokrt has reportedly
met with Wrnukék officials, asking them to keep him well informed of their efforts to resolve the conflict between
Zardugal and Cobura, as well as to ask them to do more to direct refugees to Vanuku and other nations more capable
of handling the refugee surge.
