Naval Modernization Programme
Cildania upgrades its naval forces

Image
Saint Sebastian, one of the newest ships in the Cildanian navy

May 3984 - With international tensions reaching their boiling point and the threats against the Vanukean Majatran order becoming all the more palpable, Cildania was forced to expand its naval forces. Since the Cildanian occupation of Badara and with the new positive relations with neutral Selucia, Cildania now sees itself as the guardian of the Majatran Sea, seeing that it directly or indirectly controls access to the continent's inland sea. In order to protect its guardianship, the Cildanian Armed Forces have embarked on a major overhaul of their naval branch, by expanding naval equipment and decommissioning many of the old technologically obsolete and cumbersome Beiteynuese-produced ships on which Cildania used to rely before the Civil War. Particularly, the Cildanian Navy has shifted its military doctrine away from its emphasis on defense towards a doctrine emphasizing maneuverability, manifested in the purchase of lighter and cheaper ships, equipped with a more modern targeted missile system. Most significantly, Cildania purchased six Verhamen Upsilon Class (OOC: Damen Sigma class) frigates at a discounted price from its main foreign backer and ally, Vanuku. The six frigates, renamed Saint Origen, Saint Sebastian, Saint Alexandra, Saint Sascaria, Gildas Kilian, and Jugurtha the Great, are now the most modern ships in the Cildanian Navy. The Kingdom also arranged for the purchase of five older missile boats and one corvette from its new friend, Selucia.

The Cildanian Navy's new emphasis on speed and maneuverability is a lesson learned from the rebel Interim Government's naval victory in the Battle of Qart Ramesh fought in March 3873, where the much smaller rebel and pirate fleet inflicted a crushing victory against the formidable Selucian armada through their clever use of anti-ship missiles. And indeed Cildania is now clearly focused on cheaper but more efficient smaller ships, hoping that it will now secure its self-proclaimed guardianship of the Majatran Sea.

RQD-Aligned Students March Against Conservativism
"Cildania mustn't become a second Pontesi, we are ought to embrace Western progressive values." - Miṡliḣ Kehin

Image
Liberal RQD Supporters rallying to discuss the opposition's plan on democratically reforming the nation

Qildar, Cildania: Approximately fiveteen thousand opposition supporters rallied inside the capital of Cildania yesterday to listen to and discuss the RQD's plan to peacefully seize power from the SS(Ṡurby Shaḣarit) and restore true democracy, along with civil liberty, to the people of Cildania. RQD's popularity has recently drastically increased in the capital and its vicinity, but the largest opposition party in the nation is not known to many who live beyond it as of yet. Its adherents are mostly young students, although many older citizens with higher education also support it, they just aren't as vocal about it as their younger counterparts. Earning appeal in the eyes of the Cildanian 90% was undoubtely the most important issue that dominated all Cildanian Democrats' consultations. As the RQD's platform is largely based on the Saridani ideology of Lindenism, which is generally not distinguished by outstanding majority appeal, the Cildanian opposition activists decided a lot of time to that issue, developing proposals that have majority-appeal.

Enstrenghtening is popularity in key supporter groups also wasn't bypassed, the RQD pledged to devote a large sum of the security budget to education, thus removing higher education fees and being able to develop a more comprehensive educational infrastructure in the nation. They believe education to be the key to long-term growth and cultural progress, not an unnecessary privilege for the wealthy.

Finally, Miṡliḣ Kehin - the leader of the RQD, gave an important speech on the opposition's plan for Cildania. It was spread around the internet and using some advertisements funded by donations.
My Fellow Democratic Cildanians,

It has come to my attention that the incumbent Ṡurby Shaḣarit Gov't has been using its iron, totalitarian like, grip to intimidate the Cildanian citizenry over decades, supressing political dissent which is essential to the prosperity of society. However we, unlike our predecessors, shall not surrender, nor forsake our dream of an advanced and liberal Cildania. That, my fellow Democrats, is because we are aware it is just a step away. It does not require a single ml of blood to spill, nor a single bullet to be fired, it only requires your support and vote in the next election. As unrealistic as it sounds, it is the truth. Once we secure the Senate, we will be clear to start our program of gradually stimulating sustainable development in the nation and increasing the well-being of our people by funding more efficient medical and educational investitions. It will require effort, but is by all means possible, that is why we pursue it and encourage you to do the same.~

If we do not act, on the other hand, it will turn Cildania into a clone of Pontesi where even sparkling drinks are ridiculously prosecuted for being amoral. Religion must be completly separated from politics if we wish to enjoy our everyday commodities without having to worry about prests going after us for it. Some call this anti-Cildanian and neo-Sibillan, I preffer to look at it as a way of internationalizing our nation and promoting cultural advancement at the same time. Once again, thank all of you for your support, stay strong fellow democrats,

Viva Liberty, Viva Cildania!
I'm back. Back at it again with the white vans.

Language Confusion
Cildania crippled by lack of common language

"The Selucian Man Who went to Cildania", a video highlighting Cildania's problems with interethnic communication

December 3987 - It is of no surprise to anyone that today's Cildania is a very different place from what it used to be before the Civil War. That large and multi-sided conflict did not only lead to massive loss in life and property, it also resulted in the death of the old seemingly imperishable national consciousness promoted and created by practically every government since the ancient Qedarite Republic and which centered around the Qildari language and way of life. The war, affecting city-dwellers far more than other demographic categories in the nation, had as one of its unintended consequences the near total elimination of old Qildari-speaking urban middle class, which constituted the dominant elite of antebellum Cildania. In its stead a new, multi-ethnic and multi-lingual elite has emerged, leading to the present situation whereby Cildania has no single national language.

This stems partially from the rise in power and status of the Hebilean elite after decades of Hebilean independence, a process that in fact increased after unification. The guaranteed autonomy for Aheblun and governmental protection of its culture greatly increased the status of Hebileans - since reunification, every head of state and/or government has been a Hebilean. Another cause of the present linguistic situation is the growth in numbers of the Cildanian Majatran community. At first a small but relatively cohesive community, Majatrans in Cildania have become one of the dominant ethnic groups in the East of the island, after the settlement of millions of Badarans fleeing the bloody conflicts in their homeland, a process which only accelerated after Cildania initiated its ongoing occupation of Badara. Adding to the language confusion in Cildania was Baʿal Yugerten Baqar's policy of promoting, on a meritocratic basis, civil servants from among all of Cildania's ethnic groups and language backgrounds, and of fostering a united pan-Cildanian culture; while that may have increased interethnic harmony, it did little to solve Cildania's language problems. The Royal Compromise of 3981 that installed a Selucian monarchy on the Cildanian throne merely added an extra element into the increasingly confusing mix.

The most significant issue affecting Cildania in that regard is the rapid loss in fluency in the Qildari language. Qildari was once the sole language of government, business, and education, much to the chagrin of linguistic minorities, but now that the language has lost its prestige, it is also losing its speakers. Qildari speakers, especially urban youth, now regard their mother tongue as embarrassingly parochial and outdated, and prefer to use other languages in public, especially the local colloquial varieties of Selucian and Majatran. In the east of Cildania the situation is no different. Although Hebileans have gained unprecedented influence and power for the first time in centuries, they lack a single Hebilean language around which they could rally. The various Hebilean languages and dialects, while closely related, are not all mutually comprehensible, and in spite of governmental policy to promote a single standard for the language, Standard Taheblit, those efforts have failed and Hebileans of different dialects prefer to use Majatran to communicate with each other. Adding to the confusion, the local varieties of Selucian and Majatran that Cildanians use as lingua francas are substantially different from their far more conservative official standards, the latter of which are exclusively used in formal contexts. So now the situation is of a nation divided into two relatively equal linguistic halves: on the eastern half people speak Hebilean at home, colloquial Cildanian Majatran in informal public contexts, and Standard Majatran in formal speech, while on the western half the home language is Qildari, the street language Seluco-Cildanian, and the formal language Standard Selucian.

This unusual linguistic mix has led to the peculiarly Cildanian rise of a mixed Majatran-Selucian language spoken in the island's central cities, particularly in the capital. The local variety of Majatran has acquired a very substantial amount of Seluco-Cildanian vocabulary while remaining intelligible with the other more eastern varieties of the language. And this new dialect, although it has no formal status or written standard, is rapidly becoming the second language of choice for the capital's cosmopolitan populace, and may in time gain the status Qildari once held, that of a pan-Cildanian lingua franca. But until then, Cildania is forced to fight the likely war brought upon her with the handicap where most of her citizens will not understand each other.

Baqar Reacts to RQD Victory

Image

May 3989 - The elections of February 3989 brought a sweeping victory for the democratic and reformist RQD, proving that the values of the Hebilean Spring are still alive even after its constant demonization by successive Baqarite governments. However Amazigh Baqar was reconfirmed as the Ba'al of Cildania and his own party retained a near unanimous majority in the Hebilean homeland, Aheblun, risking a government split between a conservative Head of State and a reformist cabinet, a worrying prospect in the context the ongoing war against Trigunia. A pro-peace government does indeed risk undoing the efforts of the Baqarites in uniting the nation through war. The Ba'al did nonetheless declare he would be willing cooperate with a RQD government, provided they do not negatively impact the war effort. The position of the Dawn Party remains precarious, as is the continuation of the 3981 Royal Compromise, as it seems unlikely that the conservatives and reformists would be able to find a modus vivendi.

In other news, King Augustus Adonis I Kal Serathi, in a rare moment of intervention in public affairs, issued a Dahir (Royal Decree) proclaiming the creation of a Royal Institute for Jaziri Culture, a cultural organization with the stated goal of promoting and protecting the Jaziri (Islander) cultures in Cildania. One of its main goals is the standardization and promotion of the so-called "Jaziri language", the Cildanian dialect of colloquial Majatran that's increasingly becoming the pan-Cildanian lingua franca. "Jaziri", pronounced "Gziri" by its speakers, has gained prominence nationally with the growing body of literature, music, and cinema produced in the language, and has become the prestige language in the capital itself. The Royal Institute has as its first major task the establishment of a unitary orthography for the new language - authors in the language have so far used a variety of scripts and writing systems, including the Cildanian (Hebrew), Selucian (Latin), Majatran (Arabic), and even Hebilean (Tifinagh), Ancient Qedarite (Phoenician), and Kathuran (Syriac) scripts, but of these the Selucian system is by far the most popular. The standardization of Gziri will potentially solve Cildania's language problems and allow for the establishment of a single main national language.

Crucifixion and Corsairs
Cildania executes Asad commander and hires privateers

Image

May 3995 - In the aftermath of the crushing naval defeat inflicted on Cildania by the Trigunian fleet and with Badara quickly slipping away, the Kingdom still struggles to regain the initiative in the North Majatran theater of the conflict. Its first major step is a massive overhaul of the nation's naval capabilities, with an emphasis on punishing incompetence and corruption in the armed forces. Not long after the battle of Asad, the Cildanian Senate passed a bill implementing the death penalty via crucifixion for officers under whose command Cildania suffers major defeats. And now, the first victim of this new law is the commander of the battle of Asad, Rear Admiral Sifaks Kilani, who was found guilty by a court martial and has now been executed by crucifixion. With Cildania's already diminishing control over parts of Badara under threat from the forces of the self-proclaimed Emirate, many more unfortunate officers may share Kilani's fate unless they manage to turn the tide in the bloody conflict waged on the Badaran isles.

Another development part of the Cildanian attempt at recovering its lost naval power is the gradual replacement of its regular naval forces with privateers. Privateering was legalized almost immediately after Asad, and with reemerging piracy in the Majatran Sea and the various concurrent refugee crises, Cildania has a large pool of pirates, escaped Deltarian slaves, Zardic refugees, or Badaran collaborators fleeing the Azahari Emirate from which to recruit its new corsair forces. Of these, Reşid Pasha, the captain of Kalopia's mercenary corporation Danoi and now employed by Cildania, has emerged as the unofficial leader of the Cildanian privateers. Capitalizing on his experience as a mercenary corsair and enjoying high popularity among his subordinates, Reşid Pasha has the difficult task of reconstructing his employer's navy and reversing its fortunes, a daunting task now that Cildania barely has the means to resist the upcoming Azahari naval blockade on its Badaran stronghold in Bier Qassem.

Cildania is also considering recognizing the independence of Badara, as a constitutional monarchy under a personal union with Cildania, as a way of disputing the legitimacy of Iksandar ibn Tomas Al Azahari. If that happens it will be a symbolic move, as beyond a small number of settlements, most Badaran territory is under Azahari control and the Emirate now enjoys growing international recognition.

In other news, the opposition Democratic Advancement Movement was disbanded after a number of irregularities found in their registration process and accusations of corruption. The fact that the party was also campaigning for an end to CIldanian involvement in Badara was immaterial to the decision to dissolve the party. Cildanians are free to express their political views however they wish, even those views that go against the Kingdom's national interests. Regardless, the Cildanian Senate, now free of potential traitors, can now focus its attention to restoring order to the Badaran isles.

Pirate Coup
Corsairs overthrow government

Image
Cildania's new government

November 4008 - The Corsairs of Cildania, who have formed the bulk of the Cildanian naval forces since the disastrous battle of Asad and the subsequent string of naval defeats, took over the government of the nation in a coup d'état. With no military force capable of resisting the corsairs and with the tacit consent of population, dissatisfied with bad conduct of Cildanian armed forces in the global conflict and with the disastrous policies of the post-Baqarite elites, they established effective and virtually unchallenged control over all of Cildania following their occupation of the capital city.

This unexpected development is a result of the old government's failure to protect the interests of Cildania's growing privateer corps. With peace in the global conflict within reach, and with the end of Cildanian control in Badara, as well as the inability of the Cildanian military to continue the struggle, the main source of revenue for Corsairs, privateering, would have been brought to an end. Most notably, the government refused to renew the letters of marque for many corsairs, partially because it wished to avoid further escalation of conflict with Trigunia, and partially because it wished to bring the Badaran war to an end. Reacting to this, the corsairs, unofficially organized into a Diwan (Council) led by Reşid Pasha, marched on Qildar. Although the regular units garrisoned in the capital were ordered to resist the advance of the corsairs, they were unable to do so. The numerous purges directed against Cildanian officers throughout the war left the regular forces disorganized and thus the garrison was unable to mount a successful defense.

Upon their occupation of Qildar, the corsairs proceeded to proclaim their military and political control over all of Cildania. Reşid Pasha, adopting the Cildanian name Rexid Muslihiddin Paxa, was elected as the Grand Admiral of Cildania, and the Diwan, the unofficial council of the Cildanian corsairs, was proclaimed the sole governing body of Cildania. Several members of the old regime fled Cildania, while those that did not escape, including Ba'al Amazigh Baqar, were crucified. The new corsair regime announced an end to the system of letters of marque, effectively turning the corsairs into pirates, and Cildania's new rulers announced they would attack and capture any vessel passing through the Cildanian territorial waters.

Suffet Dingli Outlines Reform Program
September 4064

Image
Suffet Lino Dingli

Qildar, Aqildar Newly elected Suffet of Cildania, Lino Dingli has released details on his government's planned preform program for Cildania. Suffet Dingli said his administration would be guided by the principles of classical liberalism and seek to create a limited government in a country he believes, has long suffered due to statism.

His government has promised to do the following over his five year term in office:

- Introduce a flat tax of 15% on all incomes above 12,500 Cildars per annum.
- Devolve power to regional and local governments which the Suffet calls 'real federalism'
- Reduce public spending, with heavy cuts to subsidies, defence and social welfare.
- Privatisation of the national energy company along with many other state owned enterprises.
- Carry out a foreign policy driven by free trade, non-interventionism and peace.

It appears many Cildanians are willing to give the Dingli Government a chance, possibly due to centuries of dictatorship, centralisation, militarism and incompetence. They appear to have had little material gain and feel that liberalism might just be the answer to their problems.

Suffet overthrown, Society of St. Michael the Watcher proclaims Apostolic State
"Corrupt republicanism" renounced as Patriarch Hannibal XXXIV declared head of the Apostolic State

Image

February 4067 - The Most Serene Cildanian Union has collapsed in a bloodless coup today, following an announcement by the Brothers of the Society of St. Michael the Watcher (Aħwa tas-Soċjetà ta 'San Mikiel Viġilanti) that the Suffet has been removed from power and the Senate (Adyrim) dissolved.

In the place of the Union the Brothers proclaimed the Apostolic State of Qart Qildar and Cildania (Istat Appostolika tal-Qart Qildar u Qildanja) and named Patriarch Hannibal XXXIV the head of the Apostolic State, styled as the "Patriarch of Qart Qildar and Primary Patriarch of the Holy Synod of the Apostolic Church of the East" (Patrijarka ta Qart Qildar u Patrijarka Primarju Sinodu Qaddis tal-Knisja Appostolika tal-Lvant).

The move comes after years of ineffectual rule by the Suffet and the Senate. Neglect and apathy led the Union to allow many social programs and necessities fall to the wayside. During that period, the Society of St. Michael the Watcher and the Apostolic Church of the Isles took on more and more of the onus of providing for the people of Cildania, and religious fervor was rekindled in the Hosians of Cildania. The Patriarch is a well-beloved public figure with a majority of Cildanians.

Patriarch Hannibal XXXIV assassinated
Leader of the Apostolic Church of the East killed in rocket attack

December 4067 - The leader of the Apostolic Church of the East and head of state of the Apostolic State is dead today after a shoulder-launched rocket struck his vehicle on the streets of Qart Qildar.

Patriarch Hannibal XXXIV's motorcade was en route to the capital after he led morning mass in the city and police and military forces have not yet apprehended any suspects, officials say. The Department of Justice released a statement voicing its belief that Ahmadist radicals were likely behind the attack, but no further comment was made.

The Patriarch had recently been empowered as the head of the Apostolic State of Qart Qildar and Cildania, and was much beloved for his generosity and the calming influence he had in Cildania during the tumultuous reign of the last Suffet.
