Federal Truth and Reconciliation Committee submits findings to Kundrati Legebiltzarra

Two years ago, a bill held up in committee finally passed the Legebiltzarra as the Corrupt Organisations and Practices Act 5459 went through as a way to give the Kundrati law enforcement community the ability to crack down on mafia-like institutions. Those arrested and convicted under this law will have all their ill-gotten gains seized alongside an additional 350,000 Kuno fine and up to 25 years in jail per charge.

This law also has a particular purpose for the Federal Truth and Reconciliation Committee: it allows the holding of those who were being investigated and who could be charged.

The FTRC's purview deals with the influence Beiteynu had in Kundrati, among other things; people in Beiteynu and with Beiteynuese citizenship may pose a problem for such a law. As a compromise, it was decided that those who had participated in illegal activities under Kundrati law would have their Kundrati assets seized and be charged, tried, and convicted in absentia. The results would be sent to their Yeudi counterparts so they could deal with their trials related to this Act.

Ahead of the FTRC, Jakobus van Slooten has stated today that the investigation will be winding down. The reason was that the Beiteynuese King had died. van Slooten stated that the investigation hinged on whether or not the King and his family were involved in meddling with Kundrati's affairs and that the intent was for the King to provide his testimony regarding what his family had done and what truly happened in the audio leak of long ago. With the King dead, that avenue has been shut for good.

In the report sent to the Legebiltzarra (which has been dubbed the Greenfield Report), the FTRC concluded that Beiteynu had an undue influence on Kundrati's affairs. Through the TRA of long ago, the Hulaneveks amassed political power and used that power to ensure that the country would adopt policies and measures to align with Beiteynu. The report clarified that this was economically helpful and did not deny its effects on Kundrati's economic, foreign, and military power today. However, this meant that Kundrati was thought to repay the favor and help Beiteynu wherever needed.

The report states that the reason that the King of Beiteynu's death complicates the report's findings was that it closed the ability of the Commission to verify the statements of the second book of The Meddling Affairs. However, the Commission states that the House of Elior has likely amassed so much political power behind the scenes in Beiteynu that they used the Hulaneveks of Kundrati as a puppet. The resulting assassinations of Bruahilan Hulanevek, former TRA General Director Milu Milu, and the Ambassador of Kundrati to Beiteynu Tomas Masarik, therefore, were politically motivated to ensure Kundrati not "rock the boat." Thus, the House of Elior was the main conduit for Kundrati being controlled by Beiteynu.

In addition, the House of Elior seemingly tried to rock Kundrati-Luthori relations by trying to interfere in public opinion and politics of both nations to become envious and angered at one another to assist in growing Beiteynuese power. Where this didn't work, the Eliors tried to force Kundrati to sign an alliance with Dorvik, allowing Dorvish intelligence to base its base on the island of Etxea. That meant that when Beiteynu and Dorvik eventually broke up over, privately, the fate of the Beikun Fleet maintained by Kundrati and Beiteynu, it would force Kundrati to join up with Beiteynu - though the Commission clarified that this may have been a side effect of the actions of the House of Elior and not necessarily done by the Eliors themselves.

The report highlighted Cunnington Marit, who was seen as an honorable man who led the TRA through to helping Kundrati unwittingly to grow in power even though it was likely that he and his superiors wished for Kundrati to, according to the report, move differently to a pro-Yeudi stance beneath Beiteynu. The report, therefore, exonerates Marit and states that the higher-ups above him may have eliminated him due to Kundrati's growth. The House of Elior, according to the book, made Marit the scapegoat and when investigations in the 5280s tried to figure out Beiteynuese influence in Kundrati all the blame would go not to the Eliors but to Marit.

The report also states William Hulanevek's testimony, which is integral to the report. They note, however, that the Benowitzs (and especially Sikreet) had done witness intimidation by attempting to encourage Hulanevek not to "rock the boat" and assaulting Hulanevek when he persisted.

The report concludes that various members of the Beikun shipping, defense, finance, media and entertainment, and foreign relations sectors of the economy and government were complicit in the affairs of the House of Elior and other vital houses of Kundrati and Beiteynu, stating that these people had been used and had used the House of Elior and the Hulaneveks to attempt their growth and to take advantage of potential faults in the Beikun alliance.

As a result of all of this, the report states that the House of Elior and the Hulaneveks be charged under the COP Act 5459 under the following provisions:

>>Violation of provincial or community statutes against gambling, murder, kidnapping, extortion, arson, robbery, bribery, dealing in obscene matter, dealing in a controlled substance or listed chemical
>>Any act of fraud, embezzlement, theft, counterfeiting, obstruction of justice, slavery, racketeering, gambling, money laundering, commissioCommissionr for hire, and other offenses and laws
>>Money laundering and related offenses
>>Acts of terrorism, including violations of the Human Security Act

The report states that Sikreet Benowitz be charged under the COP Act with one count of witness tampering, one count of assault and battery, one count of sexual assault, and two counts of violation of the COP Act, which could put him at a maximum of 83 years in prison and a 2 million Kuno fine with his Kundrati-based assets to be seized. Other members of the House of Elior doing business in Kundrati may also be charged under the COP Act, which could put them in jail for at most 25 years a sentence under the Act.

WiActam Hulanevek, for his testimony, will have his COP Act-related charges reduced so that he only serves 15 years and a 50,000 Kuno fine. However, the report requests that he be forbidden from accepting business with the House of Elior, House of Benowitz, or other Beiteynuese companies implicated in the report.

Other companies from Beiteynu that have taken advantage of what has happened and have been condemned in the report may have their Kundrati-based assets seized and potentially prohibited from doing business in Kundrati for at least five years. Kundrati-based companies may see dissolution or 10% of their revenue (or 500,000 Kunos) taken as a fine.

The Legebiltzarra and the FTRC are expected to present the final report tomorrow night on live television in eight parts before the full report, which is expected to be 12,000 pages long, is released.

The Kundrati Supreme Court is also expected to weigh in on the decisions, as the defendants will likely seek appeals in the court system.

Thousands appeared at a rally in a large park on the outskirts of Riecny Brod today, waving the flag of Kundrati and the old eagle-on-blue background banner, which has been the flag of the country for centuries, eagerly awaiting the word of the guest speaker who styles himself "General Tiberius" after a famous Selucian.

The entire rally was Selucian-themed as the guest speaker began his speech by stating that Selucians and Majatrans everywhere were descendants of the Kundrati. This claim, the growing Kundrati Motherland theory, comes from the Enetric Migrations of long ago when Enetric people from today's Kundrati left and settled in the Majatran continent. Tiberius added that because Kundrati had "cared" for the Enetrics, Kundrati had a special place in Majatra and that nations who believe otherwise are "traitors to the homeland."

The speech was held in a park near the sizeable Davostager-based community nearby. "General Tiberius" seems to have picked this park in particular as he began to rant about Davostagers and how they had come in and taken Kundrati jobs and then stationed troops in Endralon, the eastern neighbor of Kundrati without consulting the Kundrati government. Whipping up the crowd, the "General" stated that the troops in Endralon were now only there to stoke fear in Kundrati and that never again should Kundrati fear for foreign soldiers in Artanian soil. He added on with baseless claims that Davostagers in Kundrati were simply spying on Kundrati citizens and, from there, proposed a genocide against people from Davostag inside Kundrati.

"General Tiberius" stated that the Kirlawan War was also just and righteous and that, had he been President, he would've annexed the entire country as punishment for the Junta's actions, claiming that since the Kirlawan people "elected" the Junta that the Kirlawan people should also be wiped out and Kundrati citizens replace the people there. As a "compromise," he offered that Dundorfians and Luthorians be allowed to settle in Kundratijan Kirlawa. He also added that the international community was attempting to shame Kundrati for their actions in Kirlawa, using this as an opportunity to attack Davostag more for not being with Kundrati 100% and questioning the initial response from Kundrati and Dundorf, claiming that Davostag systematically hates Kundrati and that Davostagers "...want to steal Kundrati people and use them for their slave based military city!"

These proposals met wide applause with the attendees, especially as people have been more distracted by the FTRC's findings regarding Beiteynuese influence in Kundrati, which have been met with wide condemnation of foreigners in Kundrati and a massive rampup in revanchism within the far right.

The comments made by "General Tiberius" may place him under scrutiny as the Human Security Act explicitly prohibits harmful actions like genocide, which was repeatedly advocated and proposed in the guest speaker's comments. If convicted under this act, the minimum sentence he can get is ten years in prison, and the maximum sentence is forty years with labor. One should note "General Tiberius" is currently fifty-two years of age; thus, the maximum sentence will see him away until the age of ninety-two.

The Federal Government has not commented on the rally. However, the state government and the Governor of Peghonai (from the Kundrati Democracy party), Stefan Johannes, have stated that there will be an investigation into the rally and "General Tiberius" to see if he broke the Human Security Act and other laws. The Peghonai government has condemned the rally, stating that minorities should not be threatened and that the brotherhood and unity of the Kundrati Union must not be threatened by such language.

It is currently unknown whether "General Tiberius" is still in Peghonai.

NOTE: "General Tiberius" has never been a general in the Armed Forces of the Kundrati Union or any other country's armed forces. "General Tiberius" served in the Armed Forces as a conscript in the Kundrati Air Force, but he dropped out when his 24-month service was up. Recent worrying events in the northern city of Riečny Brod in the Peghonai State became national news in the last week, as the further right supporters rally led by the mysterious "General Tiberius", who has served in Armed Forces, yet left as soon as his service was up. The rally displayed ultranationalistic ideas and slogans, with "Tiberius" going as far as calling for Kirlawa's total annexation for the Junta's actions, arguing that the Kirlawan people chose the Junta and therefore must be "wiped out and Kundrati citizens replace the people there".

As the nation was shocked by such events, the federal government chose a cautious approach to the rally, with ministers trying to avoid commenting issue in the first days. Yet on a third day, during Prime Minister's Arrieta KE party conference, he finally spoke out on the "Imperium Kundratium" rally in Riečny Brod on 1 October, earlier this week. "Of course, we are aware of the actions in Peghonai, and we definitely condemn it. We have been in contact with Mr. Johannes (Governor of Peghonai, KD) about the rally and how the local government of Peghonai even approved it", told Arrieta.

When asked about possible actions, and possibly using HSA, Arrieta said that "the Act is too vague for the government to use it in this case", yet didn't exclude the possibility of a fine against "Tiberius" for public calls for genocide against Kirlawan people. About the current location of "General Tiberius" and the person behind the mask, Arrieta gave a neutral answer: "Interior ministry is working on it".

"General Tiberius" releases video condemning the current government, makes threats to Peghonai Chamber of Commerce

The infamous "General Tiberius" that has, for some years, gained popularity amongst the far right of the Kundrati Union has struck again with a video published to the web with the man wearing a paper-mache mask of a Selucian man also named Tiberius. The background of the video is a Kundrati flag though it is clear that the video was taken near the end of the day because of some sunlight facing the flag.

Tiberius states that he was away for so long because he had tried to escape from authorities in Peghonai. He claimed that he was somewhere in Lirnak but that "...no mortal being can believe, or pretend to believe, in finding me. You fools. I may be in Lirnak, but it doesn't mean I am somewhere easy to find, eh?"

Bouncing off of that statement, Mr. Tiberius stated that he felt shame in stealing a bust of his namesake and that he had duly returned it to the Peghonai Academy of Sciences, which was the bust's original location. He did state that the bust served a useful purpose besides masking his identity: "...I wore the bust to scare the bastards, the Davis, the foreigners, and made them think who next?"

He then spent the next 40 minutes ranting about Davostagers using the word "Davis" as an attempt to invent a slur for the Davostager people. However, not all of the 40 minutes was spent on Davostagers in particular, for he spent a lot of time talking about Beiteynuese and Luthorian people calling them, amongst other names, puppetmasters and trying to claim that an international cabal of "Luthori-Beiteynu-Lourenne people," being vague as to what he meant beyond that, was truly ruling the world with the "public-facing side" of the royal families of the nations in question somehow masking the "private side" of the cabal.

The video finally ends with a threat which will be repeated in full. The Kasaema Guardian warns of potentially disturbing language.

I know that them Davis are scared shitless. In fact I bet they would want to try and hide from me and my people. It is true. They hid from us when we tried to save them from themselves. Now they run here. Their king ran here a long time ago. Now they built up a community of five-hundred-thousand roaming around Peghonai like rats. Davis think that they are safe from the tyranny of that continent. Maybe. But we have to babysit them. Why must Kundrati people babysit Davis? What's the point?

You know that building over by the Davostag consulate in Piesková Hora? There's a chamber of commerce there full of Davis. They're smart enough to hide from their government yet can easily be found near the Peghonai Chamber of Commerce. They're so close to the consulate though. They ran from their homeland and suddenly end up right next to that piece of soil? I call them spies! And you know what we do with spies? We blow them up.

After that quote "General Tiberius" laughs maniacally for a few seconds before ending the video.

The Governor of Peghonai, Stefan Johannes, has responded that the Peghonai Chamber of Commerce and the Davostager consulate will receive extra protection in response with coordination with the national police service and the Kundrati intelligence community. In addition, the Peghonai Chamber of Commerce has stated that they will restrict visitors to the building and work with the Piesková Hora police to protect the building and it's occupants.

The Kundrati Government in Kasaema has strongly indicated that "General Tiberius" will face prosecution under the Human Security Act due to the explicit threat of terrorism. As of now, the Government has not commented on its response, but it has stated that the intelligence community is working on finding out who Mr. Tiberius is and his current location. The Government has urged citizens in Peghonai and in Piesková Hora in particular to continue on their lives and that if anything seems off to call the local emergency service number.

Rikspresident of Davostag Wilhelm Jörgen holds a state visit and tour around the Kundrati Union

The historic state visit between Prime Minister Mikuláš Stejskal and Rikspresident of Davostag Wilhelm Jörgen has concluded after a long time away for the Rikspresident away from his homeland. It was a worthy visit, after all the duo finally managed to negotiate the Treaty of Non-Aggression, Trade and Defense between Davostag and Kundrati and sign the Treaty in front of a large crowd outside the Peghonai Chamber of Commerce in Piesková Hora.

The visit began secretly due to the ongoing tension around "General Tiberius." Cameras were allowed, but it was prohibited to publicize the landing of the Rikspresident's plane at the Piesková Hora International Airport early in the morning of 29 August. Prime Minister Stejskal met the Rikspresident and his entourage at the tarmac. The anthems of Davostag and Kundrati were played before the duo entered the airport and sat down for a brief conversation at the airport lounge. The motorcade arrived some minutes later, and the Rikspresident was transported to Piesková Hora Suites downtown. The Rikspresident spent some time in the hotel early in the morning.

In the morning, the Prime Minister and the Rikspresident met again before the duo and their motorcade went down to the Piesková Hora International Seaport. This port deals with most of Kundrati's sea-borne trade in the Lievenian Sea. The duo met with dockworkers and toured a shipping vessel before heading towards a nearby fast food restaurant for a morning chat with the locals. Of note, Piesková Hora has the most Davostager-Kundrati persons in the country; thus, it was not hard to see many Davostager-Kundrati individuals within the audience. The questions were mainly about the Rikspresident and how he felt being in Kundrati while exploring the city.

The rest of the day was spent touring local businesses and enjoying what Piesková Hora offers, from seafood to t-shirt parlors. The Rikspresident also entered an ArtSat store and even cracked a few jokes with the store clerks about Davostag's economy. Soon after, the Rikspresident was escorted to his hotel for the night, and crowds observed and even cheered for the motorcade that rode past.

A day later (30 August) the Rikspresident and his entourage spent most of the morning in the hotel before making his way to the Peghonai Chamber of Commerce. The Chamber has many police and military personnel protecting the site not only because of the high status of the visitors but also due to the threats made by "General Tiberius." Everyone was screened to ensure nobody carried weapons or anything that could harm the Rikspresident or the Prime Minister. The ceremony was held outside in the mid-morning sun, as it was the ceremony of signing the Treaty that brought the Rikspresident to Kundrati.

The duo signed the Treaty in front of a cheering crowd before the Rikspresident and the Prime Minister, who spoke about the treaty and its benefits. The Rikspresident commented:

"This treaty is the actual first step towards real friendship between Kundrati and Davostag. The tensions and hostility we showed one another those seventeen years ago was the greatest mistake we could have made, so this will finally rectify that. Now, after so many decades of trial, we become allies, we become partners and we become friends for real."

In response, the Prime Minister commented:

Long ago, we thought that Kundrati and Davostag would be rivals in the Lievenian Sea and that there would always be conflict. I'm afraid this will not be the case anymore. We are brothers, and we must treat each other fairly, kindly, and without malice or prejudice. This Treaty allows us to do so and will enable us to forge a new path of cooperation and friendship. We share too much for us to bicker this much.

The Prime Minister also made a few comments about the ongoing tension between Beiteynu and Lourenne:

...and because we are friends, we must ensure that foreigners do not rock our boat. I am confident that the two major powers will resolve their differences. However, they must ensure their bickering does not affect Makon or Artania. Their business in Seleya is not ours. Kundrati intends that they do not seek to drag Davostag into their quarrels; we intend not to be dragged in either. We must respect the choices and actions of our allies and partners and we hope that we both are afforded the same treatment.

The ceremony ended with a working breakfast inside the Chamber, and selected individuals were allowed to participate. The lunch was described as a beautiful affair and harmonious for both sides. The Rikspresident, soon after, left on a bus with the Prime Minister towards Kasaema, stopping throughout the day at various sports in Peghonai and Pilgon, meeting up with Davostagers and Kundrati individuals alike, answering questions and touring small towns. The bus entourage arrived at Kasaema by the evening, where the Rikspresident was upgraded to his own house near the Davostag embassy, which the Foreign Office rented out.

The next day (31 August), the Rikspresident, in the mid-afternoon, met up with individuals from the Foreign Office and the Ministry of Defence alongside the entourage of the Rikspresident to discuss the Treaty and how to implement it. The Treaty is expected to pass in Davostag and will most likely do so in Kundrati; thus, treaty talks were meant to hammer out the finer details left out in the Treaty that may have to be implemented to secure the Treaty's proper operation. After the meeting took hours, the Rikspresident and his entourage left for the Office of the Prime Minister, where they met the Prime Minister once more. The duo held much more private talks for two hours before they had a state dinner. They enjoyed the best in Davostager and Kundrati cuisine (reportedly, the chocolate hummus was available).

The next day (1 September), the duo held an official review of military troops at the Ministry of Defence Building in Kasaema, where the duo saluted the soldiers. Afterward, the duo and their entourages visited Kasaema Central Stadium to observe a soccer match between Kasaema FC and Piesková Hora FC. In the middle of the game, some audience members held signs showing the Davostag and Kundrati flags and the words "Eternal Friendship" in the Davostager, Delic, and Kundrati languages. The match ended with Kasaema 2-1 over Hora before the Rikspresident went to Kasaema International Airport for a flight to Jildrath City.

The rest of 1 September and most of 2 September would be quiet as the Rikspresident enjoyed the delights of Etxea island away from the crowds and the demands that a head of government would have.

By the end of 2 September and all of 3 September, the Rikspresident began his journey home by touring on a bus the many small towns of Jildrath Mainland, Celania, and Lirnak. There was extra security for his details in Lirnak, especially as it was reportedly where "General Tiberius" was. The Rikspresident held small talks with local individuals, enjoyed some products from local towns, and made stump speeches at some small towns in Celania, especially in Lirnak, praising Davostag-Kundrati's cooperation and the treatTreaty visit ended as the Rikspresident headed straight from Lirnak to Piesková Hora, where he, after meeting with the Prime Minister at thtreatyort and listening to the Davostag and Kundrati anthems once more by a local band, the Rikspresident and his entourage left by plane back home to Davostag.

Announcement of Measures in the Seas surrounding the Artanian continent

The National Command Authority (NCA) of the Kundrati Union hereby declares that the Prime Minister's comments made on 30 August will still apply at this moment and until further notice regarding the affairs of Beiteynu and Lourenne in the continent of Seleya and in other continents where the two hold interest in.

To this effect the NCA hereby places the entire Kundrati Armed Forces on combat readiness level 2 (equivalent to DEFCON 2).

Measures shall be taken to prevent both sides from attempting to use the Artanian continent or their seas in causing an attack upon each other or their allies. The Combined Fleet** shall perform continued and expanded patrols of all the seas of the Artanian continent including the Lievenian, Artanian and Western Artanian Seas.
Naval ships may be subject to inspection if they are not of Artanian, Seleyan or Makonese origin.

Commitments to the Joint Artanian Security Alliance shall also continue including the stationing of forces in member states where allowed and the unconditional defence of JASA members should they be attacked. Alliance commitments may also apply at any time at the discretion of the NCA.

The Kundrati military will continue to practice for the unendurable including combat exercises where necessary.

Announcement of amendments regarding security measures in the Seas surrounding the Artanian continent

Due to the actions of long-standing allies within and outside the continent, the National Command Authority of the Kundrati Union, while still respecting and upholding the Prime Minister's comments made on 30 August, shall amend the Announcement made on 25 December 5470 on measures in defense of the Artanian continent.

The Kundrati Union shall continue to, with its Combined Fleet and necessary air assets, perform continued and expanded patrols of all the seas of the Artanian continent, including the Lievenian, Artanian, and Western Artanian Seas. However, we will not subject naval ships to inspection if they are not of Makonese, Artanian, or Seleyan origin. The Fleet shall disregard movements made by non-allied naval forces within these seas except where they are approaching the Kundrati EEZ without the permission of the Kundrati Government.

The Combined Fleet shall perform exercises within the seas to ensure the Navy and the rest of the military are prepared in case of invasion of either the Union or the Artanian continent pursuant to our obligations with the Joint Artanian Security Alliance. These naval exercises shall be communicated to allies and to nearby affected countries beforehand.

The Kundrati military will continue to practice for the unendurable, including combat exercises where necessary.

Announcement regarding the worldwide tensions between Beiteynu and Lourenne

Pursuant to the alliance agreement with Beiteynu and to the already existing cultural, diplomatic, and military ties between our two nations, the Kundrati Union shall stand with Beiteynu in this current conflict in a non-military capacity. The Union is very troubled by the ongoing tensions between the two nations, which, if not controlled, could spiral into an international conflict.

It is in the best interest of the Kundrati Union that our country not get involved in this military conflict. The Kundrati Union shall limit any response to humanitarian and financial support. It shall only use military arms if member states of the Joint Artanian Security Alliance, other Artanian countries not in JASA, and any other allies that Kundrati has are attacked.

The Kundrati Union strongly urges both sides to negotiate a proper way out of the crisis that currently grips Terra.
