Kenai's government is seeking to rebrand the province as a major hub for the blue economy with the intention of enabling innovation in maritime services. At the inaugural conference of the Global Oceanic Forum, Premier of Kenai Evan Shirley and Minister of Finance, Economic Affairs and Investment Nathan Irving revealed that the provincial government had been obtaining technical assistance from both the World Congress and the Federal Ministry of Planning and Development on re-establishing the roots of the province's economy into the blue economy. The move comes as provincial governments move to diversify their economies towards more sustainable models. In Falristan, the provincial government is aggressively reorienting the local economy towards agriculture aiming to modernise historic agricultural practices with agriculture to allow for increased yields and efficiency; Roccato's government is taking an ambitious dive into the green economy, seeking to transform the state as the second global hub for the green economy behind Lourenne; Adelia's government intends on establishing the province as a global manufacturing hub, placing it in direct competition with larger, more established economies on the continent; Lagard's government is investing heavily in mining and heavy industry, setting the foundation for the province to become a major exporter of raw materials and refined products such as steel, nickel and aluminium. The niche economic development remains a major cornerstone of the HLP's economic diversification model, as it seeks to allow for Hutori to become involved and in many cases to become a leading entity in major economic activities ranging from semiconductor development to the petrochemicals sector. Kenai's pivot towards the blue economy represents a continuation of this model. Federal Minister of Planning and Development, Dr Aarav Singh stated that the federal government through a collaborative committee comprising of the Federal Ministry of Infrastructure and Transport, the Federal Ministry of Planning and Development and the Federal Ministry of Trade and Industry intends on working with Kenai's government on establishing a federal blue economy policy aimed at establishing a series of regulations and standards to ensure that the future blue economy of Kenai is capable of withstanding scrutiny and stresses brought about by climate change and numerous unforeseen scenarios. He explained that the blue economy in Kenai would have to be inclusive, transparent and sustainable. "It is important to establish a set of standards for the blue economy. The high standards we maintain is what is going to set us apart from other nations and make our brand and products far more competitive than others."

With the World Congress resolution authorising the formation of a peacekeeping force to be sent to Vorona, Minister of Defence Elliot Dresner confirmed that Hutori will contribute to the peacekeeping mission in the form of peacekeepers from the Hutorian Army. According to the Minister, the Hermons are expected to be deployed underneath the peacekeeping mission. Whilst an exact figure was not cited by the Minister, he confirmed that the number of persons to join the mission will be relatively smaller compared to the Dorvish force attached to the mission. Brigadier-General Jeremiah Price is expected to command the Hutorian contingent underneath Dorvish command as he will answer directly to the commander of the peacekeeping mission, Airborne General August Undingen. Joining the Hutorian peacekeeping force will be a contingent of officers of the Royal Hutorian Frontier Police and air force logisticians. Having committed to integrating around 300,000 voronan asylum seekers, immigration and customs agents associated with the RHFP will join the continent to assist in registering migrants and organising their safe transit to Hutori. According to Minister Dresner, an agreement had been made whereby the Royal Hutorian Air Force will be conducting a series of airlifts, moving registered asylum seekers from Vorona to Hutori. Federal Minister of Immigration, Refugees and Integration Justin Robinson stated that he was grateful for the assistance of the Royal Hutorian Air Force and the Royal Hutorian Frontier Police in aiding with the government's refugee intake process. It is unknown how long the deployment will last, although the Minister has hinted that Hutorian troops could potentially remain in Vorona until the mission has been declared successful by the World Congress Security Council.

The question of housing affordability and the ability of both the private sector and public sector to supply homes to potential homeowners remain among the two most common concerns among economists and public policy planners as it pertains to housing. A recent study conducted by the Office of Statistics and Information found that those of the middle and lower classes are expected to spend their respective salaries ten times over in the pursuit of housing. The situation is even more strained for those currently renting, as they see a large percentage of their income be placed into an ever-increasing rent market. The report also found that the situation is becoming increasingly dire for young persons as the ability to purchase a home, let alone rent is becoming increasingly out of their reach when compared to their entry-level salaries. The report concluded that the lack of affordability in the Hutorian housing market was a direct result of numerous micro and macroeconomic factors; principal among them being a lack of competition among property developers, the inclination of property developers to favour luxury homes instead of affordable homes, unemployment and the general structure of the Hutorian mortgage loan market. Competition ensures that there is an even playing field for property developers. In situations where competition is virtually non-existent, property development projects are usually at the will of the handful of firms controlling large sects of the market and thus stagnation develops as said firms lack the incentive to continue developing properties beyond financial incentives from the government. Wherein luxury homes are prioritised instead of affordable ones, prices tend to increase as the market shifts to favour luxury homes and thus the unaffordability of housing becomes a major problem. Unemployment has an impact on affordable homes as persons struggle the make ends meet and thus are unable in many instances to afford a home, let alone rent. The national mortgage market has an impact on affordable housing insofar as financial institutions are aware of the risk of providing loans to individuals who potentially can't repay said loans, housing becomes out of reach for those seeking loans to acquire homes or pay rent.

Having recognised the catch-22 of the situation, earlier this morning, Prime Minister Jack Perrin stated that the government had formed a committee to address the situation, stating that the transformation of the housing market within Hutori was not something that could be done overnight, nor was it something the government could do alone. Federal Minister of Housing and Urban Development Mark Ewart stated that the government was committed to transforming the national housing market through numerous fiscal policy interventions and restructuring the housing market from the "bottom-up". The transformation agenda outlines the formation of numerous federal agencies aimed at making numerous interventions into the housing market to achieve stability, equity and efficiency. Minister Ewart stated that the government intends on establishing a cap on rent for housing throughout the nation, explaining that rent increases are continuing to stymie the ability of young people to live in affordable/comfortable homes. He added that assistance will be rendered to provincial governments in terms of funding for affordable homes, via direct payments to provincial and local governments and the creation of a Housing Development Fund similar to the Mordusian Infrastructure Development Fund whereby provinces can apply for funding to construct new, affordable housing developments. Through the aforementioned financing arrangements, Minister Ewart targetted the construction of around 50,000 homes per year and encouraged provincial and local governments to utilise new and innovative means to construct homes such as 3D printing and to adhere to the Federal Ministry of Planning and Development's spatial planning rules, adding that technical assistance will be rendered to both provincial and local governments from this new housing initiative.

Having made a commitment to speak to the government's plans to completely integrate more than 300,000 refugees/asylum seekers, Federal Minister of Immigration, Refugees and Integration Justin Robinson held a press conference at the Cabinet Offices earlier this morning where he unveiled the government's strategy. According to the Minister, the strategy had been crafted by a joint team of the Office of the Attorney-General and Ministry of Legal Affairs, the Ministry of Planning and Development, the Ministry of Social Development and Families and the Ministry of Immigration, Refugees and Integration. Attorneys from the Office of the Attorney-General and Ministry of Legal Affairs reviewed numerous laws and integration programmes throughout the wider international community, focusing on Keymon, Saridan and Lourenne who had integrated refugees into their societies in varying degrees of success. The attorneys came to the conclusion that any integration strategy/policy would have to be founded on four principles: self-sufficiency, education, workforce participation and well-being. With migrant airlifts already beginning with the first flights to land in Hutori within the next few hours, Minister Robinson spoke to the numerous principles of the strategy. On self-sufficiency, he explained that in becoming completely integrated into Hutorian society, refugees/asylum seekers will have to learn how to be independent and exist within the nation without significant assistance from the government. In order to assist in allowing for them to become self-sufficient, Minister Robinson stated that the other pillars must be achieved. Finally, on well-being, Minister Robinson stated that migrants will have access to healthcare and social services, as well as housing. The Ministry of Housing and Urban Development has confirmed that it will allow for provincial and local governments to make withdrawals from the Housing Development Fund to construct affordable housing accommodations for migrants, however, for the interim migrants are expected to be housed at the expense of the Federal Government. Prime Minister Perrin states that he hopes that nation begins to open up to migrants, stating that he sees their participation in Hutori's development at extremely beneficial.

The digital transformation agenda as outlined by the federal government envisions the utilisation of technology/digital processes as a means of enhancing service delivery, transparency, accountability and access within Hutori. With the digital transformation of the public sector underway, the federal government has set into motion the second step of the government's plan: the digital transformation of the judiciary. The Judiciary of Hutori has for many decades been one of the major bulwarks against the thrust of the digital agenda as professionals within the field view the digitisation and digitalisation of the administration of justice as an inherent evil pointing to numerous flaws in digital transformation. Principle among the argument being drawn by legal practitioners is that paper-based documents are viewed as more secure than digital documents as physical documents cannot be hacked/tampered with via hackers. Many of these arguments have been shot down as attempts by stubborn legal practitioners resistant to change. Since coming into office, the Hutorian Labour Party has attempted to jumpstart the process of transforming the judiciary both on the federal and provincial levels but to no avail. It has met countless resistance from the numerous legal associations and members clubs representing lawyers and legal practitioners throughout the nation. However, there is a silver lining as the Federal Government has recently found an ally in recently appointed Chief Justice of Hutori, Simon Baldwin. Chief Justice Baldwin stated that the Judiciary should take advantage of the digitisation and digitalisation thrust and transform the judiciary to ensure greater efficiency and equity in the administration of justice. He lambasted numerous legal associations and members clubs stating that their fervent defence of the status quo is a clear recognition of how far individuals will go to defend disproportionate systems once there is a benefit to them only. "The judiciary in its current state benefits no one than those who seek to utilise the slowness of the system as a weapon or for their own political/financial purposes." To push the digital transformation agenda from the operations side of the judiciary, Chief Justice Baldwin convened a meeting of the Chief Justices of Roccato, the Isle of Sutton, Adelia, Lagard, Falristan and Kenai on the strategic objectives for transforming the Judiciary.

On a similar note, Attorney-General and Federal Minister of Legal Affairs Oscar North convened a meeting of the Attorneys-General of the six aforementioned provinces to form a unified understanding between the Federal Government and the provincial governments on the direction in which justice is moving in Hutori in the coming decades. Attorney-General North stated that his meeting with the various Attorneys-General was also to encourage them to support the efforts of their provincial judiciary through transformational judicial reform agendas. He stated that whilst the operations side of the Judiciary remained in the hands of the respective Chief Justices of the provinces, the provincial Attorneys-General had the responsibility of ensuring legislative reforms also reflected the shifting times. Attorney-General North spoke to some of the reforms/transformations he hopes to see being rolled out/deployed at the provincial level in the future: e-payments, e-court document filing, e-probate systems, e-court hearings, etc. As it pertains to online court hearings, Attorney-General North stated that such a transformation is coming on the federal level with the Office of the Attorney-General and Ministry of Legal Affairs assisting the Judiciary in building out digital courtrooms throughout the federal court system. Chief Justice Baldwin has confirmed that practice documents have been issued informing lawyers and legal associations of the transformation, encouraging lawyers to join the Judiciary's digital training seminars which are set to launch once much of the software associated with the transformation have been fully integrated.

Progressive Conservatives Sweep to Victory

President-Elect Ambrose during the PC Party's leadership election that saw Sean McKay be named the party's Parliamentary Leader and now Prime Minister-Elect.

The Progressive Conservative Party rode a massive blue wave on election night that saw the party claim 184 of the 205 seats up for grabs. The party swept every province except Kenai, where the Republicans picked up 21 seats and a provincial majority, by the slimist of margins.

President-Elect Marie Ambrose was uncontested as no Republican put their name forward for President. Even still, the incoming President has gained a large base of support, and certainly played a big role in the huge blue wave in Parliament.

The Tories have put forward their 13-member cabinet, which is listed below.

Monarchists Sweep Back to Power

Newly elected Prime Minister Maya Woodbury taking the Oath of Office as the Commonwealth's newest Prime Minister

Following the 5071 elections, the Monarchist Party of Hutori, one of the oldest party in the nation's history, was swept to power back in Bekenial, ending years of tumultuous rule of various caretaker governments. The Monarchist Party, a coalition of various pro-monarchy political Parties and organizations from across the Commonwealth, came together and ousted the now de-funct Republicans from office, securing every major seat for various factions of their coalition, not just in Parliament, but in Hutori's five provinces.

Maya Woodbury, the scion of the House of Woodbury, one of the three remaining familiy's of nobility remaining in Hutori proper, was elected Prime Minister as head of the Coalition with a promise to "bring a shine back to the Star of the North."

In one of her first moves of Office, Prime Minister Woodbury, emplaced current head of the House of Steuart-Kenai on the throne as King William XI, whose family is returning from their long exile in Lourenne. The returning King and his family was met with applause at Sir John Bekenial International Airport. The King quickly returned to Newport Castle, to formally give his endorsement of the new Government, followed by a Speech from the Throne from the House of Parlliament. Inside of the Throne Speech, King William XI stated the goals of the government were "Restoration of Hutorian international image, finishing the job begun by the Hutorian Labour Party at rebuilding and retooling the economy, and bringing Hutori back to the forefront of Terran Affairs."

Prime Minister Woodbury and her Cabinet hit the ground running with numerous announcements. Minister of National Defence, Jacob Carmichael stated he would be reviewing the White Paper, that begun what are known as the Price Reforms, to reform the Hutorian Armed Forces to face the current international climate. While few details were offered he confirmed in advance, that Hutori has no plans to attempt to return to their stockpile of "Strategic Weapons" long seen as the acknowledged code words for Hutori's nuclear weapons. Hutori was at one point considered the foremost nuclear power in Terra, with a stockpile at their height of almost 450 weapons. The Minister stated that he would be allowing international inspectors to look at the old Hutorian nuclear silos, and their old nuclear testing facilities to confirm their destruction was complete. The Department of National Defence also issued a statement, issuing a tender that was to be signed with Kalistan, for the purchase of 16 Luxon-II class Cruisers (known as the 5100 class) as a long term project for the eventual recreation of the new Hutorian Royal Navy.

Minister of Foreign Affairs, Michael Ross, is reportedly already planning out a series of international visits, including a state visit to long time Hutorian Ally of Dorvik, with His Royal Majesty, King William XI, to reaffirm the long standing relationship between Dorvik and Hutori. Not to be left out however, Hutorian Prime Minister Maya Woodbury has stated her first state visit would be to Lourenne, to personally thank the Louranis Government for taking in the Hutorian Royal Family during their time of refugee and exile, along with Princess Victoria, the Princess of Adelia and heir to the throne. The Princess of Adelia is reportedly carrying a Letter of Patent, allegedly reconferring the title of Duke of Weigand, to the Lourannis Royal Family, and more importantly, the title of Grand Duke of Roccato. The Grand Duke of Roccato, is one of the few royal titles, held back by the Hutorian Royal Family, and bestowed one nobles considered the closest to the Royal Family, marking them as equals to the Royal Family.

Multiple former Hutorian firms have also stated interest in returning to their homeland, with Lexington Entertainment, Terra's premier electronic entertainment company, reportedly preparing to reopen their old Headquarters in Saint Adrian, though long term economic developments and news are in the works from the Hutorian government.

Hutorian Economy Opening Back up For Business

The Bells rang at the Acton Stock Exchange as Hutori's formerly premier trading House roared back to life. Years of caretaker governments and uncertainty, and the fleeing of the Royal Family, sent shockwaves through the Hutorian economy, with many of it's largest companies fleeing for other shores, and foreign capital drying up. With the Monarchist Party back in the saddle with an expectation of stable governance, and the returning of numerous companies to Hutori, investor confidence has returned, which proved as the ASX was firing on all cylinders rising to it's highest levels in centuries.

The return of stable governance in Bekenial has indeed began paying dividends for the Hutorian business community. Horizon Technology Corporation and Lexington Entertainment are the two biggest names to begin their moves back into Hutori. Horizon Technology is considered one of the largest consumer electronics firms in Terra. They produce everything from large flat screen TVs, to cell phones, home computers and laptops. They also have a large and robust Aerospace Defence Division, that has created some of Hutori's most prominent military technology, including the HF-35, the Artemis Space Shuttle and the Satanil series of IBCMs. HTC is opening an office for it's Consumer Electronic's Division back in Hutori, though notably, it's Aerospace Defence Division is still widely keeping it's capabilites in Dorvik until the lay of the land is widely more understood. In addition, Terra's largest electronic entertainment company, Lexington Entertainment, announced it's triumphant return to Hutori, with the reopening of it's corporate Headquarters in Saint Adrian, and the reopening of three of it's most prominent gaming Studios; Lexington Gaming Saint Adrian, Lexington Gaming Axminister and Lexington Gaming Kaliburg. Work has reportedly already begun on a new generation of games for the Gamestation 2, with Lexington announcing this was only the beginning. Other notable Hutorian firms began coming out of the woodwork, including Ross Motors, who have began the process of reopening their plants in Glentingham, the Rocc-Cola Group and Carmichael Industries. In addition, it's widely expected that Gold Lion Capital will eventually make the move back to Hutori from Lourenne; Gold Lion Capital is one of the largest hedgefunds in Terra and is seen as the personal financial arm of the Hutorian Royal Family.

Commonwealth Armed Forces Seek Public Tenders as DND Begins Centennial Review

Minister of National Defence Jacob Carmichael was on hand at a ceremony at the Department of National Defence in Bekenial to appoint Lieutenant General Victoria Berrigan as the newest Chief of the Defence Staff and a promotion to full General. This coincided with the announcement that the Commonwealth Armed Forces would be embarking on the 52nd Century Defence Review. The Hutorian Armed Forces had a long standing tradition of centennial reviews to consistently update the Hutorian Armed Forces doctrine, operational capacity, composition and strategic outlook for the following century. Significant changes have occurred to Hutori's military capacity since the time of the last review. The last time such a Review occured Hutori was a recognized nuclear power, had a number of international bases, held what was considered to be the largest Army in the northern hemisphere with 18 Oversized Divisions as it's base, and a blue water Navy that had six Aircraft Carrier at it's core. Today, thanks to budgetary cuts from prior caretaker government, the Royal Army of Hutori is at it's smallest since just after the Great Terran War, it's Aircraft Carriers and the bulk of it's Navy are in the mothball yard, and Hutori has destroyed it's nuclear capabilities. While the majority of the Review is still ongoing, General Berrigan has stated that the Review will focus on the composition of the Army, scaling down the number of Division it fields, cutting down the number of Numbered Fleet Commands from 8 to 3, and retiring it's Bomber fleet, with their raison d'etre no longer applying. Hutori will also be scaling back the size of it's Marine Corps, with all but one of it's Merrick class Amphibious Assault Vessels having been retired or scrapped.

Aside from composition Defence Minister Carmichael has stated that the DND has opened up public tenders and appropriations on a number of products while retiring numerous others. The HB-22 Emancipator Bombers are being retired and sold, with interested parties already looking at occurring Hutori's long serving strategic Bomber. The HB-0 Ghost Stealth Bombers are being moved into the Aircraft Reserve, with their ultimate fate currently unknown. The Royal Hutorian Navy is moving forward with finally scrapping the hulks of it's old Aircraft Carriers, de-commissioning it's fleet of Sentinel class nuclear Submarines, all but one of it's Bunker class Replenishment Vessels and Merrick class Amphibious Assault Ships, and scrapping or selling it's Fleet of Bekenial class Frigates and Sutton class Patrol Vessels. The Royal Hutorian Air Force is also moving to sell it's stock of HF-35A Blizzard and HF-35C Cyclone Fighters, with the A being replaced by HF-35D Super Blizzards. Public tenders were opened on replacing the H7 and H8 series of Rifles, the Leopard 2H6E Main Battle Tank and the Slipstream Executive Jet. While DND stated that both the Rifles and Tanks might be later renewed, with the Tender merely looking into other bidders, the Slipstream was being permanently retired, thanks to it's age and lack of operational capability. The tender explicitly states that the new Executive Jet, needs to be capable of serving essentially as a mobile 24 Orange Avenue, with 4 being ordered total; one each for the Prime Minister and Monarch and two spares.

Good news was announced for the Royal Hutorian Navy, as it has already placed orders for 16 Kalistani Luxon II class Cruisers, known in Hutori as the Adelia class, 24 Bekenial II class Frigates, known originally as the 5000 class Frigate, 16 CPV50 class Coastal Patrol Vessel, that remain unnamed, and 12 Adelia class Submarines, a project jointly created between Dorvik and Hutori.

General Berrigan has announced that the Review is expected to take at least two years.

Hutori to Host International Summit With Historic Allies

The Commonwealth of Hutori has announced that it would be hosting an international Summit of the Crowns, in Dalry, Lagard at the historic Skyhold Castle. Skyhold Castle is the home of the Grand Duke of Lagard and is considered one of the largest residences within Hutori. It is often used as a summer retreat for the Hutorian Royal Family, and the town of Dalry is a ski resort in the Macon Mountains. The Summit of the Crowns will be a meeting between the Commonwealth of Hutori, the Kingdom of Dorvik, the Kingdom of Rutania and the United Kingdom of Lourenne. Personal invitiations were sent out specifically to the Monarchs of their respective nations and to their governments. The King of Hutori, William XI, has been confirmed to be attending the Summit, along with Princess Victoria, the Princess of Adelia. In addition, Prime Minister Maya Woodbury, Foreign Minister Michael Ross and International Trade Minister Veronica Lexington will be spearheading the Summit on the government end. The Summit was originally meant to be purely a meeting between Hutori and it's longest last allies, the Kingdom of Rutania was included at direct request of both the Lourannis and Dorvische governments, a request the Hutorian government was eager to accept.

As apart of the proceedings it's said that King William XI will be offering Letters of Patent to his respect Monarchs, offering them a title of Peerage within the Commonwealth, with the Monarch of Lourenne, already possessing the titles of Grand Duke of Roccato and Duke of Weigand, and will be inducted into the Order of the Golden Lion, the Dovrische Kaiser being offered the title of Duke of New Middenhal, the home of the largest Dorvische minority in Hutori and the King of Rutania will be offered the title of the Duke of Kendrick, the Duchy around Dalry and guaranteeing the King a home at Skyhold Castle at his pleasure.

The summit is expected to be dominated by economic matters, with Hutori eager to show off it's renewed interested in the world and it's brand new stability. Since the Monarchists came to power, Hutori has gone through a renewed period of economic growth, and it is expected to want to push that growth back into the international community.

Young Lawyer Refound the National Progress Party

Earlier today, a young lawyer called Jake Davidson, who was made famous by the highly-publicized cases of Elizabeth Knight vs Carter City School Board, called a press conference in Carter City. Davidson announced that he, along with many collaborators from all across Hutori, would refound the ancient National Progress Party with the intent to contest for the 5081’s parliamentary election. Many eyebrowns were raised amongs the journalist present as the near millenia old party was long dissolved and mostly remembered throught history books. The jusrist explain his decision as follow:

‘’We need a true opposition to the Monarchist Party of Hutori. They have been allowed to rule over Hutori as the single political power for far too long. What Hutori need is a force a patriotism. Hutori is greatest country in the world and we need a party that recognise that fact. We need unity, we need solidarity, Hutorian need and deserve a government that will unite the people and a get things done. If the good people of Hutori allow us in 5080, we shall be that governement’’
Noting the long radical anti-monarchist stand of the historic National Progress Party, a journalist asked Davidson what would be the stand on monarchist of his newly found (or refound) party. He gave the vague respond:
‘We are anti- Monarchist Party of Hutori, that’s all you need to know’’


Altought many analysts are still skeptical about the actual chance that new National Progress Party to win the next election, some like Michael Spencer, professor in political science at the University of Bekenial, note that:

‘’The lack of true opposition in Hutori’s politic create a vacuum that can easily be filled with any party that distance itself enough from the current ruling party. So far, this new party seems quite different from the Monarchist Party of Hutori which mean they could potentially surprise us at the next election’’


Will Davidson and his party be capable of leaving a impression on the hutorian people? Only future can tell us.
