Shocking Support Allows NCP to pass Bill

Despite lacking any seats in the Federal Congress the New Conservatives are celebrating a major victory today as their first major Bill has passed through Congress without a major hitch.

What began as the planks for NCP Health Care Reforms should they be elected, was eventually taken up interest by several Members of Congress from the Conservative People's Party, the current Opposition in Congress, who privately informed NCP Leader Thomas Morrow they would like to sponsor it in Congress for a real vote. Mr. Morrow didn't hesitate for a moment to allow the CPP bring the Bill to a vote as long as the NCP received the credit for having crafted the bill. After a simple Abstaination by the ruling Federalists on the Bill the NCP Health Care Reform Act was able to pass through Congress, without any serious debate or discussion.

This is a major step for the NCP who will be facing their first major election at the end of the year against the highly experienced incumbents of the Federalist Party and the Conservative People's Party, both old Hutorian political parties, with large war chests and vast swathes of experience fighting in elections. Whats more is the current over 200 seats available in the Congressional seats from the recent collapse of the ARU, which is expected to allow the NCP to receive seats regardless of whether they are unable to unseat any Federalist or CPP incumbents or not.

Mr. Morrow has already stated that he will be standing for the NCP's Presidential Candidate in December. He is expecting a tough challenge against Federalist President Lance Thompson, a current two time winner who is widely expected to stand for a third straight term. Its currently unknown who the CPP will run, if anyone. but regardless with the NCP's recent congressional successes, their aggressive pre-election campaign style, its expected to be a good race and election.

BIG VICTORY FOR NCP

Image
Newly inaugurated President Thomas Morrow at his victory celebration.

In their electoral debut the New Conservative Party scored a stunning victory, capturing 332 seats in the Federal Congress, all five State Governorships and over 21 million votes, equalling up to 62% of the popular vote. Thomas Morrow, the NCP's Leader and now Hutori's President, has admitted he only expected to grab about 180 seats and possible one or two full States, instead of the near complete rout that occurred.

Analysts are already saying that it was likely the combination of the power vacuum by the collapse of the Federalist Party and the Thompson Adminstration, and the near 200 seats that had been available thanks to the earlier collapse of the ARU. During the election President Morrow also made it a point of not running any possible Members of Congress against incumbent CPP districts allowing them to protect their pre-election holdings, while the NCP was able to grab the lionshare of everything else.

President Morrow was also able to roll over CPP challenger Douglas Walker in a massive rout with 61.5% of the popular vote, winning by a massive 22% margin, again shocking with the infancy of the NCP to Hutorian politics.

President Morrow has already revealed his Cabinet, and has allegedly began putting them to work even before they have been officially sworn in next month. Minister of Foreign Affairs Alexander Woodbury is said to be off to Luthori to speak with the Royal Family about the beginning of implementing the NCP's election promise of restoring the Hutorian Monarchy. While all known members of House Orange-Villyan & Huttori are believed dead, the Luthori Royal Family is said to still be distantly related to them, with Minister Woodbury said to be asking the Holy Luthori Emperor to invite one of his sons to be the new Hutorian King.

On the domestic front the new Ministers are already said to be hard at work with the economy and military, two big election promises the NCP said they would tackle, though the chief thing on the minds of many is the NCP beginning the process of restoration of the Monarchy.

MORROW ADMINISTRATION BUSY IN FIRST MONTH ON JOB

Despite only being in power for a little over a few weeks, President Morrow hasn't been wasting time getting his house in order and getting his government hard at work. Already no less then 6 Bills have gone into Congress to be voted on, including a new budget, new tax code, three Treaty Ratifications and a comprehensive government reform bill. Three of them require simply majorities that the NCP have in spades and they are expected to pass extremely easily. The final three will require aid of the CPP which is expected. Its thought that there is a pseudo gentleman's agreement between the CPP and NCP to get Hutori back on track.

On the Cabinet level, Minister of Finance Madi Lewis presented the first NCP budget to Congress for approval. The budget included increases across the board, raising the entire budget by over 60 bill HLR, including key raises in Defence, Foreign Affairs and Finance, all which were expected to be key areas of concern for the Morrow Administration.

In other news Minister of Defence Derek Carter has left the nation for Dorvik to begin fostering relations between the Dorvik Armed Forces and the Hutorian Armed Forces, and apparently with a blank cheque from the Finance Department to obtain new equipment for the widely outdated Hutorian Armed Forces. The rumour is the Hutorian Army is highly interested in obtaining the powerful Dorvik Leopard Tanks.

Currently the Ministry of Defence is going through a massive audit both at the request of President Morrow and Minister Carter, both to see the current state of the military, and to assess its Officer Corps.

NCP BLAST CPP FOR ABSTAINATIONS

The NCP House Majority Leader Andrew Murphy reamed out the CPP for Abstaining on every Bill that the NCP have brought to Congress since they assumed power 10 months ago. Thus far the NCP Controlled Congress has introduced six pieces of legislation, three conventional Bills and three Treaty Ratifications. While Bills C-1 and C-2, the new government budget and tax code, were able to pass with the NCP Majority Bill C-3, a comprehensive government reform bill, and the three Treaty Ratifications, require two third majorities, a number the ruling NCP are short of by 21 seats requiring the aid of the CPP to pass. On the CPP's Abstaining Andrew Murphy had this to say.

Andrew Murphy wrote:The CPP have done nothing since the election except waste the Hutorian People's time. While they have sat here in this House collecting their paycheques WE have been governing. Now because of their lack of action, we must spend more time on these Treaties which have stalled foreign relations. This sort of behaviour will not be tolerated by this House, and I hope the Hutorian Voters remember the CPP's apathy in the next election.

President Morrow didn't comment on the situation in Congress though he did state he was "Disappointed that these Treaties couldn't be brought to his desk the first time." Its widely expected the NCP will reintroduce the Government and Administrative Reform Act, along with the three Treaty ratifications, along with other Bills shortly.

DEFENCE AND FOREIGN AFFAIRS AGENDA ON SCHEDULE

Despite the hiccup in Congress at the Cabinet level the Morrow Adminstration continues pushing forward with their ambitious Foreign Agenda to reform the Hutorian image internationally. Minister of Foreign Affairs Alexander Woodbury has allegedly left Luthori following months of talks with the Royalists Party and the Royal Family, bringing many people to believe that Minister Woodbury concluded his talks about the possibility of a Royal Restoration in Hutori. While currently there is nothing on the books in Congress for a Constitutional Amendment to bring the Kingdom back into being, its widely believed that the attempted Ratification of the International Monarchist League Treaty was the first step that Hutori was heading in. Once it's able to pass Congress the expected Amendments and announcement of who the future Monarch of Hutori will be is expected to follow immediately afterwards. Woodbury is expected to head to Dorvik next, followed by several visits in Majatra and Dovani to increase Hutorian presence and footprint internationally.

In other news, Minister of Defence Derek Carter has returned to Hutori following months of talks and meeting with the Dorvik Ministry of Defence with the announcement that a deal was reached for the Dorvik Armed Forces to sell 200 Leopard 2 tanks to the Hutorian Army for 1 billion ARM. The entirety of the Hutorian Armed Forces, which are currently going through a review and reformation, are currently utilizing old equipment that well constantly modernized and updated, is now chronically outdated. The Hutorian military currently uses a combination of Hutorian and Luthorian equipment. Defence Minister Carter has promised that in addition to reforming the structure of the military, new equipment is their top concern right now.

In other news, despite posting a 4.5 billion HLR budget deficit Finance Minister Madi Lewis's first budget and reformed tax plan are being lauded as "prime examples of the way of reviving an economy". Even with a budget in the red, the reformed tax code caused a massive surge of money in taxpayers pockets which has seen the Hutorian economy increase by nearly 700 billion HLR, going from 1.5 to 2.2 trillion HLR predicted as the GDP by the end of the year; an explosive growth of some near 50%. Lewis has also promised that "next year's budget will take us back to the black, which when combined with further planned economic reforms will continue to allow us to raise above and beyond." When questioned about the planned economic changes, Lewis refused to comment. One rumour that is circulating that in addition to opening a new KFS office in Hutori and making a bid to host KFS's Head Office, they Hutori will be changing its new Primary Reserve Currency Luthorian Pound (LPD) to the Artanian Mark (ARM). The Luthorian Pound is said to be being moved to Hutori's Secondary Reserve Currency, replacing the Lodamese Dollar (LOD) entirely. Hutori is known to have one of the largest reserve currency supplies of LPD in the known world, the former colony having kept incredibly close ties to the Holy Empire for centuries. The move to replace PRC from the LPD to the ARM is thought merely to help Hutori expand its international markets into the Artanian Union as a whole.

HUTORI HAS A NEW MONARCH

Image
His Royal Majesty King William III

After years of work the goal of New Conservative Party, the ultimate restoration of the Hutorian Monarchy, has been achieved as early today William of House Steuart-Adelia was crowned William III and made Sovereign of the Third Kingdom of Hutori. His Royal Majesty King William III is the third son of Holy Luthori Emperor Charles XI, who founded a Cadet Branch of House Steuart and made the new Royal Family of Hutori.

King William III was Crowned in a surprisingly simple ceremony at Steuart House, the Royal Residence in Bekanial. The ceremony was attended by Prime Minister David Walker, Foreign Minister Alexander Woodbury, Defence Minister Derek Carter, NCP Leader and former President Thomas Morrow and others. Mr. Morrow was said to have been noted to shed tears when the crown was lain on King William's head. Thomas Morrow was the primary drive behind the Monarchist movement and it was finally vindicated with the support of the now reigning Liberal League.

HUTORIAN MILITARY RE-ACTIVES SUTTON ISLAND MILITARY BASE

Image
HFB Sutton

With tensions rising between Trigunia and Dankuk over their portions over the Arctic Hutori is flexing its own military muscle to protect its own northern interests. The Isle of Sutton was formerly home to a massive northern military base before years of cuts and drawbacks by the Federalist regimes.

The Royal Hutorian Navy and Air Force have begun moving simply functionality back to Hutorian Forces Base Sutton, with small portions of the Eastern Fleet being deployed north, and at least two arctic equipped Air Force Fighter and Patrol Squadrons to project Hutorian influence throughout the north. This is the first in believed a series of moves that the Kingdom of Hutori is taking to reclaim its influence throughout the Northern Hemisphere and Makon. Its already known that the Hutorian Defence Ministry is going through the first stages of upgrading and modernizing its armed forces, including a massive upgrade of all three services branches beginning with the Royal Hutorian Navy.

CONTROVERSIAL BILLS CAUSE RIFT IN RULING COALITION

Image
NCP Leader Thomas During Question Period

A series of controversial Bills proposed by the new political movement Choice has caused visible frays to appear in the NCP-LL Coalition that has been running Hutori since the 3880 elections. On almost every bill the Liberal League and NCP disagreed on them, though there were rare moments of agreeance. However two particular bills "Diplomatic Immunity Reforms 3883" and "Beastiality Act 3883" have caused shouting matches between NCP Leader Thomas Morrow and Prime Minister David Walker in the Parliamentary House of Commons. The new Beastiality Act would legalize Beastality throughout Hutori on the Federal level, something the NCP have pointed out is perverted, amoral and possibly dangerous to both animals and human beings alike. While the NCP have been shockingly progressive on many issues with the LL and even with Choice in Parliament this is a step way too far. Thousands of NCP supporters and protesters have performed numerous marches in Adelia, the NCP's primary base of power throughout Hutori. The real issue however is Choice's proposed Diplomatic Immunity Reforms.

Put forward by Choice as a statement that all foreign nationals, diplomats or not, need to follow Hutorian law while in the Kingdom, their controversial law would repeal diplomatic immunity. The bill has been supported by the Liberal League, something Morrow is disgusted by.

Thomas Morrow, Leader of the NCP wrote:We are the Party that was entrusted with the Foreign Affairs portfolio and the Liberal League has unilaterally agreed to repeal and INTERNATIONALLY protected and supported institution that is in EVERY SINGLE COUNTRY we have diplomatic relations with. This bill would alienate Hutori from every single nation we currently have real ties with and make us an international pariah. This is foolish and our opinions, or at the very least the opinion of the Foreign Minister be gotten first.

Foreign Affairs Minister Alexander Woodbury was immediately unavailable for comment however a spokesman for him has stated "The Minister is incredibly angry and can not believe this sort of unilateral action is being contemplated. This is something he will have to explain to our Ambassadors aboard and the Foreign Ambassadors here."

The NCP's rage at the Diplomatic Immunity Reform Act is so virulent that Morrow has sworn that if it passes throughout Parliament the NCP would leave the Coalition and refuse to work with the Liberal League on any further matter.

HARSH WINTERS LOCK DOWN SUTTON ISLAND FOR MONTHS

Image
Commonwealth Bridge which connects the Isle of Sutton with Mainland Hutori

A particularly fierce winter this past year which appears to have ravaged most northern nations temporally shut down Commonwealth Bridge, the largest overland bridge in Makon, that connects the Isle of Sutton with mainland Hutori, for a matter of almost five weeks as both winds from Sutton Strait, along with massive snowfall and astronomically low temperatures made travel by the bridge impossible. The Isle of Sutton and its attached military base, HFB Sutton were able to be held open only thanks to the brave efforts of the Hutorian Armed Forces as Hutorian Royal Air Force aircraft, retrofitted for arctic conditions, delivered key supplies to the otherwise locked down island.

Most of northern Hutori faced the onslaught of the most severe winter in at least a century. Several feet of snow constantly covered the bulk of the north Farlistan Prairies and the bulk of northern Kenai. The Makon Mountain Range mostly protected Adelia and the southern coast though they did see significant snow fall in a region of the country that rarely sees anything but rain.

While the Minister of the Environment and Tourism was unavailable for comment Brigadier General Thomas Whitepaw, commander of 14th Wing Sutton, which houses the Hutorian Armed Forces's Meteorological Observation Group, has stated that the Armed Forces have noted increasing hostile and fierce winters over the past several years, and their estimates show that it will continue to deteriorate unless something about the Global Cooling phenomena is done now.

Choice Prepares for December 3889 Elections
Image
Tony Corbyn, leader of Choice at a party conference.

Choice is preparing for the upcoming election which takes place in December. Choice recently proposed a set of bills anticipating the election in hopes to boost their visibility with the public and with that boost public opinion. However there have been some controversies raised by this, which have been especially been blasted by the Conservative Party of Hutori. Choice's recent clutter of bills have been met with mixed opinions by critics an analysts, some praising their populist and progressive views whilst others branding them deluded and idiotic. However one thing is for sure, Choice will have affects in parliament for some time to come.

CAMPAIGN SEASON STARTS AS PARLIAMENT IS DISSOLVED

Earlier today King William III dissolved the 2nd Parliament to make ready for the December elections and the Conservative Party of Hutori took this opportunity to finalize their votes for current outstanding bills before flying home to their home ridings to begin a hard campaign. December upcoming campaign is thought to be the fieriest election yet with a total of seven political parties participating; the most amount in any election in over a century.

Conservative Leader Alexander Woodbury began his campaign in his home riding of Acton before going to fundraiser in Port Prosperity where he was seen with numerous Conservative MPs and Minister of Defence Michael Hellier.

This will be the first federal election the rebranded Conservative Party of Hutori will be taking part in under Woodbury's leadership. Under Woodbury's lead the Conservative Party has gone further to the right, its social policies becoming moderate at best while taking a mostly hard stance on economic and security matters, often refusing to give any room in Parliament, coming to a head with many shouting matches with oppositions MPs, in particular with Choice Leader Tony Corbyn.

Image

The Spring Session of Parliament was a busy affairs as Choice brought forward over a dozen Bills in several marathon sessions, causing huge friction with Conservative Cabinet Ministers over economic and social liberty issues. The biggest thorn however came with the Hutorian Republican Alliance's recent budget which lead to the resignation of Finance Minister Megan Burns from cabinet, over the massive budget cuts to the Defence department, which will cut it in half to help pay for the government's elimination of the Essential Goods Tax, one of the most controversial but profitable taxes for government revenues.

These issues are likely going to come to a real head following the December elections depending on how the seats are divided as a new possible coalition may come forth. King William III traditionally gives the largest party 4 months to successfully form a cabinet, before asking the second largest party to attempt to form one.

Hutori Republicans End Session With Satisfaction
Image
Hutori Republican Alliance leader Jacob Daniel campaigns in favor of decreasing taxes for the lower class

Wrapping up their first session as a voting party in Parliament, the Hutori Republican Alliance declared their first time in the legislative body a success. Party leader Jacob Daniel rallied the party faithful at an event stating:
This party was formed with the intent of creating a government that exists for the betterment of the people. Too often do Hutori's aristocrats manipulate the structures of our government for their own personal gain.
Today however we can relish in the fact that we are a little more free than we were the day before. By the end of the year thanks to your efforts Hutorians will no longer be penalized for for making basic purchases that they need to survive.
Hutori's privatized military industries will no longer be able to profit from a wasteful budget that was better suited for another time.
Over the past session our tax system has become significantly more progressive, ensuring that those who profit the most from our current system give the most back and that those who are working to thrive are allowed to do so.
Finally we will continue to push to give the people of Hutori the right to choose who governs them. Too many parties today refuse to grant our people the basic right to give consent to their government. This is a long and hard fight we have ahead of us but we all take all roads to victory and ensure that our people will one day be free!
Continue to support us and Hutori will be a republic once again!
