Protests in the major cities of Istalia against the massive cuts in public wages, funds for social services, health and pensions: the Head of State tries to mediate
Image
Demonstration facing Quattroregni Palace

21 June 4556

Despite the demonstrations of national ferment sparked by General Michele Appiano De Borromei in the last year, the drastic measures of contraction of public spending launched by the Government of Glory and Rebirth are generating a great deal of discontent among the population.
In fact, sometimes even drastic cuts in the resources destined to the vast majority of the items of state spending have been adopted, globally affecting wages, as well as pensions and public services.
Many departments and public departments have announced staff cuts while representatives of the category of public sector doctors are already complaining about risks due to lack of materials and personnel with consequent effects on the service offered to citizens.

The Government, however, seems determined to continue straight on its way and through a statement from the Ministry of Finance, it was emphasized that these measures were necessary and vital to be able to restore momentum to the country, solidity but also flexibility to the state apparatus, but above all to be able to proceed with what has been defined as "the most important tax reduction measure introduced for at least 50 years!". In fact, the press release underlines how the company tax was cut by half, which the government intends to further reduce over the next five years, and therefore the abandonment of the oppressive, complicated, costly and suffocating system of the Income tax introduced by the socialist governments of the first half of the century, which even provided for brackets of 80%, in favor of a simplified system that does not provide for brackets greater than 45%. Moreover, returning to the cuts in services, wages and pensions, the Government has rallied even more strongly against the socialist governments, accusing them of having squandered public money by establishing a system of crony welfare within the public apparatus, thus supporting third-party institutions and companies for political and personal purposes.

The Head of State, General Michele Appiano De Borromei, has nevertheless announced his desire to be able to meet the leaders of protest demonstrations to be able to reassure first of all and therefore offer understanding and cooperation to face the situation. The Head of State, although he has always shown a certain detachment with regard to the economic policy of the party, relying rather on a large circle of experts among whom is Professor Enrico Montesi, President of the Department of Economic Studies of the Milona High School of Economics, faced with the reaction of the square, wanted to intervene to appease souls and promote a constructive dialogue from which more defined solutions can be derived: displacing even many of his close collaborators, the Head of State mentioned the possibility of corrective interventions to the economic maneuvers introduced by the government, a solution that seems to have stirred up many members of the Congress dominated by Glory and Rebirth, former members of the Liberal Party jumped on the boat of the new hegemonic party, accepted by it having already been parliamentarians and members of previous governments.

The rumors of the protest, which were feared could weaken the position of General Appiano De Borromei, seem to have been wisely avoided by the latter and therefore addressed against other government officials, such as Finance Minister Mauro Craxi, a former Liberal who joined G&R since the dawn, and it does not even seem to have intervened in defense of the military when the question of the untouchable budget for the defense was raised, being it not affected by the cuts and therefore against the trend with the overt necessity of economic intervention supported by the Government.

The Head of State announce a campaign of great works "to celebrate the greatness of Istalia and its People"

Romula, 11 December 4556

Despite the heavy rain which is interesting the Capital for almost a week, thousands of people as usual gathered in the Palace Square where the Head of State, General Michele Appiano De Borromei, showed itself on the main window of Quattroregni Palace to talk to his people.

The Head of State announced that he came to an agreement with his ministers to establish a program to relaunch first of all the employement and put the imput for a large sector and all the enterprises related. The program will provides for the beginning, or completition, of many large and important infrastructural works and will provides also the construction of buildings and architectural works which to celebrate the greatness of Istalia and its People, to celebrate the minds and the intelligence and our artists, architects, engineers as well as the capabilities of our workers and our administrators.

Among the most notable works there will be the construction of the new National Library of Romula, which will offer a single structure where to gather the documents currently kept in four different locations. The National Library will rise not far the Palace of the Republic (seat of the Parliament), a district of Romula however plagued by degradation, and will incorporate also the Library of the Institutions and what donated to the state by the Library of the Patriarchy of Istalia. It will become one of the largest Library worldwide and probably the largest in Majatra. Several buildings will rise around the Library to provide museum areas, teathers, and other cultura entertainment spaces.

Another project will be the realization of an entire new district in the southern outskirts of Romula, a project which will provides several vast squares connected through large avenues around which will rise buildings to glorify the new path of Glory persued by Istalia but the authorities hopes that many privates will decide to launch themself into new architectural projects in the area. The Romula's metropolitan authorities forecast the rise of a new and futuristic disctrict dedicated to culture and business: with strong support from the Head of State the Romula's authorities would like to transfer into the new district several museums currently scattered throughout the city and many no longer adequately arranged and enhanced. A vast park will rise arround a large lake and on the sides of the Doriani Hills going to create a marvelouse background for the district. A canal finally will tie the lake with the Sala, goingo to enclose all the south-western quarters and district of Romula and along which new districts are to be built in the future.
Image
General Plan of the new cultural and business district

A new motorway has been approved to be connect Romula with the north-eastern areas of the Peninsula and it is expected that the new motorway will cross the Pheykran desert, passing not far from the recently discovered great archeological sites of the Golden City which recent researchs attributes to a civilization rose between 8000 and 4000 years ago which descendants were the desert riders and barbarians who afflicted the ancient Kingdom of Qolshamih for centuries. The project wants enhance the connections between the south and north of the peninsula and connect easily the new archeological site with the rest of the world to attract even more turists.
Image
Currently a narrow winding road is the only one that crosses the desert, thus along the northern edges.

The Head of State, furthermore, announced a Diplomatic Tour among Solentia which will see General Appiano De Borromei visit Pontesi, Selucia, Kalopia and dialogues are conducted with Solentia to organize a meeting about the fortified borders of our neighbouring country. From Selucia, General Appiano De Borromei hopes to be able to bring in Istalia some ancient selucian artifacts, masterpieces of the ancient civilization which will be temporarily loaned to the Istalian cultural authorities to organize an exhibition, probably in Siracosa, in the local Selucian National Museum.
General Appiano De Borromei, in fact, praises Selucia remembering how the veritable roots of the Istalian culture are in Selucia, a Country, "with which can only be natural become privileged friends and partners".
General Appiano De Borromei, however, underligned how Istalia must rebuild and enhance its ties with the rest of Majatra, remembering the century of peace graanted by Istalia to the continent thanks to the Istalian committment and also by another great realization of Istalia, the Majatran Alliance, and then the Volta-Temerkai Pact between Romula and Wiell which generated one of the most beneficial and productive alliances of the recent history.

The National Gendarmerie foiled an attack organized by a far-right group while arrests continue through the territory
Image

Milona, 8 March 4557

Following an anonymous tip-off, the National Gendarmerie intervened with the bomb technicians at Milona Central Station where a bomb was discovered hiding inside a backpack thrown in a garbage bin. Despite the inconvenience caused to the railway traffic and to the numerous commuters since the closure of the whole station, the sudden intervention of the security forces has avoided what could have been a real massacre.

In a few days, thanks also to the assistance of the national Intelligence, the Gendarmerie has carried out several blitzes in the outskirts of Milona and in some neighboring municipalities during which twenty-six people were arrested accused now of being members of a terrorist organization of extreme right and to have planned the attack on the station. The defendants now face prison sentences of at least fifteen years and fines over 10 thousand liras per person which could be decided in less than two weeks thanks to the decree to combat terrorism and hate crimes recently introduced. If convicted, they will be included in the Special Social Rehabilitation Program foreseen by the decree on the Head of State's Mandate for the Protection of the State, the Institutions and High Values and Principles of Istalia.

If the latter intervention by the law enforcement agencies was the most striking in recent months, arrests and indictments for hate crimes and association and/or propaganda of anti-democratic and anti-institutional ideologies continue to be recorded throughout the national territory. In the last eight months, according to the Ministry of the Interior, almost 300 organizations and/or associations recognized guilty of joining and spreading dangerous and toxic ideologies for the Istalian society have been dismantled. The people arrested and convicted of the aforementioned crimes have been around 1900 so far, only 5 of them are foreign citizens (the Ministry of Foreign Affairs will shortly notify the respective countries of origin about the charges and sentences). Of the aforementioned organizations, more than half have been recognized as affiliated with extreme right-wing ideologies, the rest as anarchist organizations or close to the positions of the metzist and in general revolutionary left.

The Head of State wished to express himself on the matter by thanking the Gendarmerie and all Security Forces, praising the commitment and dedication of those men and women who daily defend the State and the Society by protecting them from the threat of destructive and damaging ideologies, first of all for the life, freedom and dignity of individuals as well as of the community.
However, the Head of State did not use overly vindictive tones, but rather hoped that the Rehabilitation Program for Hate Crimes could again transform the condemned into citizens ready to commit themselves to the welfare of the Society.

Introduced the New National Educational Curriculum for all the schools of the Nation while the Head of State announced the start of the works on the new Civil and Penal Codes: "For a healthier, safer, freer, more democratic and just Society"

General Michele Appiano De Borromei welcomes the students invited to Quattroregni Palace

Milona, 4 June 4557

The Head of State, General Michele Appiano De Borromei, met this morning about 500 students from two primary schools of the Capital, on the occasion of the presentation of the New National Educational Curriculum that will be adopted by next year by all the schools of Istalia. Although the law was approved two years ago, at the beginning of the legislature, the committee of experts formed by the Ministry of Education, which was also attended by the Head of State, took months and months of work to create what the Head of State has defined as "the most advanced national study plan ever created in Istalia".
These are the words of the Head of State to journalists:

I am very proud to be able to present this Curriculum and I am very proud to have been able to participate and contribute to its realization. The new Curriculum was designed first of all to forge young people who are aware of their rights and their duties, to grow citizens aware of their role within the Istalian Society, responsible citizens, aware and prepared to be able to live and realize themselves in harmony in society.
In fact, the Curriculum provides for the extension of the hours dedicated to what has been redefined as Civic and Political Education, during which our boys will be taught the values of Istalian Democracy, the Principles that have made great our Nation and our People. Obviously we will be taught how our state works but we will focus mainly on the rights and duties of individual citizens towards other citizens and therefore towards the state. We want to sensitize who is our future in their role as istalian citizens and obviously to warn them against all those barbarous and corrupt ideologies and philosophies that do not want to crush and eradicate the democratic principles and freedoms of individuals. And to do so, our children shall be aware also of the dangers which they can find on the web and they will be behaved also about how to behave on the web and on the social networks, how to learn and collect infos from the web and how to protect themself from false news and hete propaganda and indoctrination.
Our teachers of Story and Philosophy, especially in the higher degrees of our public education system, will have to work closely with their collegues of Civic and Political Education so to forge people which can know and understand our Values and Principles, understanding their greatness and success.
To build a healthy, free, open and tolerant society, we must begin to educate our children from an early age, and I believe it is right to raise awareness of the great values of this country, also by exalting a certain patriotism for Istalia and the symbols of the State, being all magnificent expression of those same values and principles. Surely starting the day by singing our hymn, a hymn to freedom against the yoke of any tyranny, will fill the hearts of our offspring, they will all feel part of a great society and a great nation of which they can and must be proud!

However, during the ceremony, the Head of State also wanted to remember the start of work for the drafting of the new Civil and Penal Codes which will replace the current sources of civil and criminal law, judged to be less organic as they were legal texts made, modified and retouched under all previous Republics over several centuries and which have seen the introduction and maintenance of many rules from Solentian and therefore Artanian legal traditions.
The new texts, such as the new National Educational Curriculum but also the Rehabilitation Program prepared for those convicted of hate crimes, will be implemented in the interest of the individual citizen and the community to promote a healthier, safer, freer, more democratic and just Society, as underigned by the Head of State. Great emphasis will be placed on the protection of the democratic order and therefore on the contrast to those who are guilty of crimes against it. In the civil sphere, regulations will be introduced aimed at combating various forms of discrimination and anti-social behaviors also in the private sphere to promote, as mentioned, a society free from similar crimes.

Economy in strong recovery but the trade unions take to the streets for the workers: "Democracy also passes through workers' rights!"
Image

9 Juin 4558

The Ministry of Industry and Commerce has today presented with satisfaction the data of the National Statistics Office on the performance of the Istalian economy which confirm the four quarters of continuous growth and expects to exceed 3.5% of GDP growth for the next year. The Ministry underlined that the trust in the Istalian markets was clearly strengthened and that the investments, both domestic and from abroad, exceeded a value of more than 25 billion lira over the last year. Unemployment, after a surge two years ago caused by layoffs in the public sector, fell below the 13% threshold, thanks also to the revival of large public works, and it is expected that over the next 12 months the percentage of unemployed people fall below the 9% threshold. But there are some sectors that are instead complaining about problems and among these surely stands the agri-food sector: the National Association of Farmers and Breeders has in fact declared that production costs have increased significantly due to the expulsions conducted between many foreign citizens and the non-renewal of working visas for those who seasonally arrived in Istalia to work in the fields, especially in large estates in Alaria.

However, there are not only farmers complaining: for the second consecutive Friday, the major unions took to the streets to protest against the government's economic policy, and in millions they filled streets and squares in the major Istalian cities. To be accused of the extremely liberal policy adopted by the amber-colored government and the slogan under which the workers gathered is: "Democracy also passes through workers' rights!".
The General Secretary of the General Union of Workers of Istalia, Aldo Semenzara, has declared that the National General Strike will continue also for the next Friday and could also be decided the all-out strike if the Government does not adopt the adequate measures to protect the workers and guarantee the benefits of growth to everyone and not to a small circle of privileged people.
These are his words:

I speak directly to the Head of State and to his proven sensitivity: the Government is proudly claiming economic growth that could finally bring back Istalia from the quagmire and decadence that has chained us for over 70 years, but of the success and prosperity that the country is finding must enjoy all the Istalians, all, also and above all the workers who with their commitment and their skills are contributing to the revitalization of the country. If the appropriate measures are not taken, the benefits of growth will go only in the pockets of the privileged few, the big brands and the multinationals, who will be able to enjoy great profits not only for the economic measures adopted by the Government but also by exploiting the workers of Istalia that today they have very limited safeguards and are totally at the mercy of unilateral patronage decisions, large corporations and their employers. We want more rights and more protection, we want justice, Social Justice! Because, work today is not adequately protected and valued. Work is the architrave on which our society is founded and in which our roots sink. We must recover the profound meaning of that value to aim at the development of the whole country. Work is the DNA of the values of a community and of the person, because it also contains the concepts of solidarity, justice, equality and growth of a country and at the center of the country growth, development and "good work" must be put back.

A heartfelt appeal that seems to have been welcomed by the Head of State who, having met with the Council of Ministers, would seem to have entered into strong contrast with the Liberal exponents of the majority but also with some members of the Armed Forces participating in the Government, the the hard-core hawks of the anti-communist front that considers any opening towards the unions as unacceptable concessions to the socialist advance in the country.
The Head of State, however, seems to have already made his decision, underlined by a brief statement released in front of the cameras:

I want to send a message to the millions of workers who in these days are demonstrating for their rights but also to economists, experts and officials against whom this demonstration is hurling: it is necessary to respect the dignity of every person, above all as a worker, since this is what gives people dignity, it is in this form that a person often pursues his dreams and his own realization, since it is with their commitment, with their knowledge, with their work which with they contribute day after day to the prosperity of the country and the enrichment of our society. And I can only agree with those who ask that the fruits of the efforts being made to restart and grow the country again are enjoyed by all citizens, since everyone in Istalia is contributing to this restart of our economy. For this reason, it will be in my interest to work with the Council of Ministers and meet the representatives of the workers, as well as the entrepreneurs, to present as soon as possible a package of reforms that can guarantee adequate safeguards and guarantee that everyone in Istalia can really enjoy the fruits of this true rebirth

The press release was positively welcomed by the trade unions but put Glory and Rebirth in turmoil and in the last hours the party is literally breaking into three currents: the Loyalists, close to General Appiano De Borromei, the Hard-liners, made up largely of former Liberals merged into the party, and today the majority of parliamentarians, the Moderates, who if they are ready to defend liberal positions have no intention of betraying the trust of the Head of State and are pushing for a compromise that also protects business freedom and not affect the entrepreneurial dynamism that is reborn in the country.

FAILED GOLPE AGAINST MICHELE APPIANO DE BORROMEI: CONSPIRATORS CAPTURED!
Image
Weapons and equipement captured to the putschist forces

21 August 4558

Istalia finds itself this morning with the army heavily deployed in the major Istalian cities and along the main roads of the country, established martial law, compulsory curfew, completely closed air space for the next 12 hours and the main media that slowly resume the service after an all-night suspension.
The Istalians, however, have been following the story since the early hours, relying on the radio and the few TV channels still active while telephoning and surfing the internet has quickly become virtually impossible, preparing to become the real protagonists of this long night.
The Official Message issued by Quattroregni Palace at eight o'clock this morning, written in his own hand by General Appiano De Borromei, has eloquently reported and described the events and at the request of the Office of the Head of State the Corriere d'Istalia presents it here in its entirety:

Citizens and citizens of Istalia,
yesterday night, August 20, 4558, at 10.30 pm, several platoons of the Armed Forces, mainly made up of troops from the Army, but not attended by members of the National Gendarmerie, started an operation concentrated above all in the Capital driven by the desire to persue a coup d'état against the country's democratic institutions.
The coup forces, which initially involved about 8,000 men, leaving the main barracks in the capital, quickly took control of Romula's main telecommunications infrastructure and several other centers in the peninsula thanks to several smaller operations conducted in the rest of the peninsula.
The two airports of the city were then occupied, the main access roads, and therefore at around 11.30 pm the first coup troops began to occupy the main palaces of power, first of all Travertino Palace (headquarters of the Istalian Defense), therefore several Ministries, the Palace of the Republic and Quattroregni Palace.
Meanwhile, numerous platoons unleashed around the city broke into private homes of over sixty parliamentarians, the judges of the Constitutional Court and the Supreme Tribunal, six of the Ministers of the Council, the Chief of Defense Staff and those of the Army and Air Force.
Meanwhile, through the media still active, the putschists began to transmit a message in which they exposed their motivations, indeed supported by pure and simple falsehoods. The communication announced the establishment of martial law and curfews with immediate effect.
A strong resistance was held at Quattroregni Palace, with the forces, albeit small, of the Republican Guard who indefatigably opposed the assault of the coup forces, defending my life above all and allowing me to get in contact, albeit with difficulty, with the forces still loyal to me and to the Constitution, to the Institutions and to Democracy.
The State Police as well as the National Gendarmerie immediately responded to the appeal, starting to oppose the coup forces from midnight while the Loyalist armed forces were preparing to intervene.
Fierce clashes took place between half past one and three, with numerous casualties among the Police Forces, poorly equipped to defend themselves from military assaults, and the coup leaders who did not spare blows, using tanks and rocket launchers against police and gendarmerie vehicles and barricades.
Before 4 am the men of the Loyalist Armed Forces finally entered the capital quickly, intercepting the convoys with the captured political and military exponents and surrounding the putschists in the city center, and then entering Quattroregni Palace.
Here, despite the enormous efforts of the Republican Guard, the number of the coup troops prevailed and I found myself finally surrounded and captured, specifically by Colonel Cristina Anitori who, as she said, acted in the name of the defence of the state from the socialist drift leaning on the country.
Colonel Anitori, dragging me into my office, took out a printed sheet and ordered me to sign it: it was a document with which I would have to recognize the legitimacy of the coup by part of the Armed Forces, dissolve the National Congress and instruct the formation of a National Emergency Junta led by the military and under the particular leadership of the Minister of Justice, Naval Squadron Admiral Valerio van de Ruit, with the declared aim of safeguarding the Republic from an attempt of socialist infiltration by foreign hostile forces, a plot as fanciful as false, which it should have also justified some recent statements by the Head of State, extracted by force.
I can assure you, my dear fellow citizens, that with all my strength, even under the threat of arms, I refused to sign this document, and respecting my duties as Head of State, preserving the innocence of the Democratic Institutions of the country, refusing I gave time to the loyalist forces to surround the Palace so as to force the coup leaders to surrender.
And then I was told of when it was happening in the streets, where next to the forces loyal to democracy other heroes were opposing violence, abuse, curfew, dictatorship... just you my dear, dear compatriots. For this reason, by opposing also to those who wanted me immediately on a helicopter, I wanted to use the state's emergency radio frequencies to speak to you and to express a dutiful and obliged thanks and to publicly praise such a demonstration of courage and homeland loyalty.
Also thanks to you, by six this morning all the coup forces have surrendered while the loyalist forces immediately took over 180 officers and fifty Government officials, among them over thirty parliamentarians, identified as the leadership of the attempted coup.
With regret and disappointment I must announce that as many as six State Ministers have been involved in this coup, to be precise: the aforementioned Minister of Justice Admiral Valerio van de Ruit, Finance Minister Mauro Craxi, Infrastructure Minister Colonel Patrizio Autieri , the Minister of Education and Culture Silvio Thaon de Ravel, the Minister of Agricultural Affairs Colonel Paolo Battisti, the Minister of Industry and Commerce General Arminio Colatelli.
With the coup just thwarted, I decided to issue an Emergency Decree, a prerogative provided by the Constitutional Law on the Head of State, to secure the State and ensure that all involved in the conspiracy are intercepted, captured and brought to justice.
The curfew and martial law will remain in force until 7 pm this evening, while the military forces deployed on the territory will be gradually withdrawn within the next three days.
Thank you Istalia, thanks to you Istalians, you have believed in me, you supported me this night, further words would not be enough to express to you the feelings I feel at this moment, I just want to tell you that this attempted coup, this test that fate wanted me to face, despite what my enemies, our enemies, they may think, all this has made me even stronger and more resolute in the very sacred mission entrusted to me to lead Istalia on the road to 1000 years of Glory and Prosperity!
Long Live to Istalia!

The Government, at least what remains of it, met urgently in a secret location where the Head of State was transported after speaking to the Nation and then, meeting with the most important exponents of the parliament, as well as the judges of the Constitutional Court, it was decided to proceed with the Emergency Decree which mandated the Head of State to act promptly in the interests of the Democratic institutions in securing the country.
The Ministry of the Interior, the first to resume activity apparently, already announced at 11 am other measures related to the state of emergency, including the closure of schools for the next five days, the expatriation ban for the expected duration one month for all civil servants, the closure of bank branches to avoid bank runs, then the start of investigations by the State Police, which will surely follow those already started by the Gendarmerie and Intelligence.
With regards to Intelligence, no defections were reported in any of the agences of the "Services", while with regard to the Intelligence of the Armed Forces, the one of the Navy and part of the one of the Army were affected by hundreds of arrests. International borders, also closed, will only be reopened tomorrow morning.

Image
Common people against the putchist forces

The attempted golpe will force the Head of State to postpone the announced tour in Majatra and surely will also influence the preparations for the Istalian-Solentian Conference to be conducted in Metapontum on the issue of the "Solentian Wall", an announcement that Quattroregni Palace should have made normally today, which comes after intense negotiations by the Head of State with the Solentian authorities, in the midst of defascistization and who have shown themselves very willing to tear down the border fortifications, heavily condemned by a large part of the political forces present today in the Solentian Senate.
However, General Appiano De Borromei has assured that there will be no cancellations, only a postponement, because despite what has happened he has declared that he intends to fully respect the international commitments already made months ago and that will only guarantee benefits to the country.
Surely, however, the Head of State will wait for the conclusion of the judicial proceedings that will soon be launched against the coup leaders, procedures that according to the recently introduced regulations should issue the first sentences within six months. However, according to the Emergency Decree, before starting any procedure, all investigations must be carried out to ensure that there are no accomplices of the coup leaders in any administration of any of the State's powers, therefore probably any trip of General Appiano De Borromei out from the country will be postponed for about a year.

The first convictions against the coup leaders are coming, while the Head of State declares: "we must build a true Combative Democracy!"
Image

Romula, 7 December 4558

After several months from the start of the first trials against the military and civilians involved in the attempted coup of August 20, both the Supreme Court of Cassation and the Joint Military Tribunal have already begun to issue the first convictions, and one of them certainly stands out, which was among the first ones, the one against the Naval Team Admiral Valerio van de Ruit, the leader of the putchists, who was sentenced to life imprisonment for High Betrayal according to the Military Penal Code of Peace.
As per van de Ruit, about seventy other sentences of life imprisonment have been issued so far, and among these also among civilians, such as the former Finance Minister Mauro Craxi.

Meanwhile, the Head of State officially assumed the full special powers with which he officially dissolved the Parliament in late July, given that as many as 40 parliamentarians were involved in the coup d'état, while for the moment, despite the provisions of the Emergency Decree 4558, General Appiano De Borromei has not yet formed the new Emergency Council of Ministers, preferring for the moment to continue working with the ministers who remained faithful and taking directly the responsibility of the vacant Dicasteries, entrusted to Undersecretaries appointed among men of confidence.
The Head of State since October has embarked on a tour across the country, stopping off in the major cities and meeting the population, invited to attend speeches held in the squares with which General Appiano De Borromei is reassuring citizenship on the progressive normalization as well as on the total commitment of the Head of State and the Government to guarantee that such events will never occur again.

However, many have been those who have criticized the actions of the Executive to manage the crisis, judging the Emergency Decree as really disproportionate in terms and solutions, and some have accused the Head of State of having so arrogated himself a literally autocratic power and he himself thus undermined the Democratic Principles.
In this regard, in Eristano, during his stay in Alaria, the Head of State replied to journalists about the criticisms on the Emergency Decree:

For my part, I am of the opinion that it does not belong to the concept of democracy that it itself creates the conditions for its elimination. We must also have the courage to be intolerant of those who want to use democracy to kill it. A few months ago we witnessed almost ten thousand people between soldiers and civilians, people who had sworn to protect this country and its institutions, to rise up in arms to crush democracy in the country, to dispossess with violence the powers of the state resulting from the will of the sovereign People. With this Emergency Decree I not only intend to manage this situation, but I aim to put in place definitive and concrete measures to ensure that similar events do not reproduce but also to protect the institutions against any attempt to exploit and bend liberties and rights guaranteed by our democracy to overthrow it. And it is precisely to guarantee this, to guarantee the citizens of this nation the maximum protection of these democratic institutions and of our democratic culture that we must build a true Combative Democracy!

Despite the criticisms, however, the approval rate for General Appiano De Borromei has never been higher and according to the most recent surveys over 85% of those interviewed said they were totally in favor of the head of state's policy. Of the major newspapers, however, only those on the far-left have expressed criticism appealing to a prompt repeal of the Emergency Decree and asking for general elections to be held early next year. On the other hand, most trade unions do not think so, including those in the socialist area, who instead see in the Emergency Decree the possibility of approving the Decree of Law 01/4558, approved by the Council of Ministers on strong pressure from the Head of State shortly before the Golpe and which is considered as one of the main causes of the insurrection, seen as a socialist law, above all for the directive contained in the Decree of Law that mandates for the realization of a Statute of Workers to collect all the legislation concerning the Law of Labor.
Precisely for this reason, the Head of State expressed fears about the silent but also financial support of exponents of the economic world for the coup and that could even be the last instigators of the coup, thus going to attack the developed, but to sometimes not very transparent, military-industrial and political complex present in Istalia.

The Head of State returning from the diplomatic tour

8 April 4559

The Head of State, General Michele Appiano De Borromei, is returned from the tour of diplomatic visits in the north and in central Majatra, the first Head of State who for decades has left the country, determined to establish and re-establish the strong ties that Istalia had with the other nations of the continent.

The first stop on this tour was the Most Sterene Republic of Pontesi: the Chief of State's plane landed at Campus Stella where he was greeted by the President of the Council of Magistrates Hayk Valerian Gorinius who, before a formal dinner at the Council headquarters, the Collegiate Head of State who chosed Gorinius as President for the current year, accompanied General Appiano De Borromei for a tour of the city so commented by the Head of State: a city rich in history where the art and architecture of many different cultures, from Selucian to Jelbik one, to name just two of them, come together in a spectacle for the eyes.
During the meeting the next day with all the members of the Council, the Pontesian executive, and several members of the majority currently in power, questions were discussed at length about economic and commercial issues but also, and with emphasis from the Head of the State, of cultural cooperation:

Pontesi is also a nation that has been hugely influenced by the Selucian culture and as such we should work together so that our two peoples can get to know each other better and rediscover the common roots. I would be delighted to see Pontesian students come to study in our schools and universities and vice versa I would like to see here schools and universities attended by Istalian students. It is in fact my desire to support with all the nations I'll visit, the establishment of new and more developed cultural exchange programs, for greater academic and obviously scientific cooperation.

On the third day of the trip in Pontesi, the Head of State was accompanied to visit the ruins of an ancient Arev Mardik city lost in the valleys of the mountainous areas of the country and was therefore accompanied through industrial installations and the fertile and intensively cultivated plains of the Bazileum river valley.

Second stop on the tour was Selucia, where the Head of State was very warmly received by the Selucian authorities who reiterated the demonstrations of friendship and brotherhood with Istalia. The Rector of the Republic Prometheus Cleareta welcomed General Appiano De Borromei in the Selucian Senate where the Head of State gave a speech in front of the Senators with whom he praised and thanked Selucia for her never rejected friendship for Istalia, she reassured Selucia out of the fact that Istalia is and always will be a privileged and trusted partner and naturally it has emphasized what has naturally pushed the two countries, although between ups and downs, to reach out to each other:

Why have our two countries become such close-knit partners for so long? Because, I am convinced, the love for freedom and democracy is deeply rooted in our two peoples, peoples who are nothing but cousins, if not brothers! Istalia, the Istalians, would not be what they are If it hadn't been for the powerful and courageous Selucians who millennia ago went so far as to navigate and touch distant lands from their homes, spreading their culture, their language, their traditions and customs, which have found fertile ground and have radically changed the history of all those lands where they arrived.
Countless Selucian colonies have sprung up throughout Majatra but also in far more distant lands: the south of Seleya, the western coasts of Artania, up to even reaching the distant continent of Keris. I am convinced that all the peoples who can boast of descending from the noble Selucian civilization must tighten their relationships, especially cultural, to know each other better and recognize themselves as children of a single long and glorious history and civilization, which has enriched and perfected many other cultures and peoples. It is my intention, I also announce it to you, in fact, to organize in the future an even longer tour that will lead me to touch all these lands and those nations, to promote even more friendship and brotherhood among these peoples.

Also in Selucia, as in Pontesi, a couple of days were dedicated to visiting some of the most famous artistic and cultural sites in the country and among them the Museum of Selucian Civilization in Auroria, which accepted under pressure from the local authorities to lend to Istalia for several months several works of art and artifacts from ancient Selucia, then he visited, again in Auroria, the Empyrean Temple, seat and maximum place of worship of the Holy Apostolic Hosian Church of Terra, accompanied by the Cardinal Administrator of the Empyrean Temple City State who informally took the place of the Arci-Patriarch, which the Head of State should meet next year in Romula during an official tour of the Head of the Aurorian Church.

Finally, the last stage of the tour saw the Head of State land in Helios, Kalopia, where an official of the Istalian government formally set foot since the Kalopian reunification of 4270. General Appiano De Borromei was received directly at the airport by the Minister Foreign Minister Giorgos Anadtasiadis, who has shown on several occasions a certain closeness to Istalia and with whom the Istalian Foreign Ministry is working to strengthen relations between the two countries. Kalopia, in fact, after the reunification and pacification after the horrors of the Thallerist civil war, opted for an isolationist policy and limited participation in international politics, maintained by all the various regimes, mostly republicans, which succeeded one another up to today.
For some decades, however, it seems that this has changed and since the first years of the government of Glory and Rebirth, Istalia has begun to work to establish a thriving and lasting friendship with the Helios government that once again opened to the world. The Head of State was pleased to point this out and then took advantage during a gala dinner with President Theoni Risvanis and Prime Minister Dimitris Lykogiannis to talk about the future of relations between the two countries, arguing that a prosperous future also passes through an open and democratic Solentia:

We noted with pleasure that Istalia and Kalopia expressed the same desire towards Solentia, that is to see the gargantuan fortifications that run along all the Solentian borders finally torn down and therefore the ability to establish flourishing and new relations of friendship and cooperation with the solentian people.
Both our nations have been talking to the Solentian authorities for several years to re-establish a peaceful coexistence in this part of the continent and thus to increase reciprocal exchanges. But I want to take this opportunity to invite both Kalopia and above all Solentia to reflect on the benefits we could enjoy thanks to an even closer cooperation between our three countries. More and above all easier exchanges of goods, people, investments and knowledge I'm sure will generate an incredible boost to our economies and our societies. Kalopia could take advantage of better and faster connections with the Sea of Lost Souls and therefore with Seleya and the whole Dovanian Continent through the Istalian ports while Istalia could take advantage to be able to have easier access to the Majatran Sea basin and in all this we would have Solentia as the cornerstone of such a commercial system. Furthermore, I am sure that greater relations between our countries could also be beneficial from a cultural point of view, as Istalia is one of the main civilizations of Selucian descent, Kalopia as the birthplace of the equally ancient and prestigious Kalopian civilization and therefore Solentia as a land of encounter between these two civilizations and the Majatran one and which I believe needs to rediscover its origins, really too nebulous.
So today I would like to invite Kalopia to join diplomatic efforts with Istalia to dialogue with Solentia and to support together the demolition of the Solentian border fortifications, now that we are close to this goal given that the main political forces today in Solentia have said to be in favor for the destruction of this wicked heritage of the past fascist regime.

The Head of State pays tribute to the War Memorial for Istalian fallens in Kalopia at the time of the Federal Republic

In Kalopia the head of state spent about 4 days, visiting both the numerous and impressive testimonies of Kalopian antiquity, and the cities of the south of the country, home of the Majatran Wantunis, where he wanted to praise the Kalopian and Wantunian authorities for the cooperation of the recent years that saw the creation of autonomous Wantunian parliament and executive, a great demonstration of integration and respect between cultures and ethnicities. Before leaving, the Head of State, returned to Helios, paid tribute to the Monument for the Fallen Istalians, who contributed to the defense of the Federal Republic from the threat of the socialist super state which then dominated a large part of the central Majatra.

Regarding the already announced meeting with the Solentian Government in Metapontum, the Ministry of Foreign Affairs has specified that, at the request of the Solentian authorities, we are waiting for the formation of a new government in which a political force that has already declared its support for the demolition of fortifications will also participate.
The Head of State reiterated his desire to be able to visit Solentia and to put an end to the frictions that have characterized the istalian-solentian relations for too long.

Enacted the Decree of the Head of State 01/4558: Social Justice and State committment for a greater well-being of all the citizens

Romula, 4 September 4558

The Head of State, after a prolonged Council of Ministers that, according to rumors, has seen rather strong tones and contrasts, finally managed to get the first Decree of the Head of State approved according to the provisions of the law of the Emergency Decree introduced after the coup d'état a year ago.

With this Decree, the Head of State has really stretched a hand towards the world of work and of workers and in fact all the national trade unions have issued enthusiastic comments with regard to the decree, judged as the culmination of struggles on a matter that for centuries has seen the political world under its many facets constantly clash, namely the Social Justice and Workers' Rights.
The decree also seems to want to reiterate the diametrically opposed positions of the Government with respect to the same leaders of the golpe given that it comes in the wake of the Decree of Law presented just before the coup d'etat on the reform of Labor Law.
The Decree of the Head of State, in fact, is centered on Social Justice and on the pursuit of a more equitable and fair Society, which guarantees maximum fairness in terms of spiritual as well as material development and growth for every citizen.

This is the text of the Decree of the Head of State 01/4558:

Citizens of Istalia,
In order to graant to our citizens a fair society,
in order to fight the excesses of economic inequality which it's notably obstacle for social cohesion,
in order to assure fair and equal opportunities for every citizens of the country without discrimination,
recognizing that in more egalitarian societies people are more likely to trust each other and that social capital measures suggest better community involvement and crime rates are consistently lower,

through Decree of the Head of State (DHoS), the State is officially entrusted of the duty and the task to remove economic and social obstacles, which, by limiting the freedom and equality of citizens, prevent the full development of the human person and the effective participation of all citizens in the political, economic and social organization of the country.

The State to persue this duty shall assure to all its citizens:
- the access to a public and free healthcare
- the access to a public and free education
- a progressive form of taxation
- a minimum wage
- a protection for the dignity of the workers on the work place and of their rights

Futhermore, it is recognized to all citizens the right to work and the State promote the conditions that make this right effective. Every citizen has the duty to carry out, according to his own possibilities and his own choice, an activity or a function that contributes to the material or spiritual progress of the society.
Being awere of that, the State shall intervene to contrast unemployement and economic crisis, recognizing furthermore that the Work is not only an economic relationship, but also a social value that ennobles man, and as such is not only a right but also, as said, a duty that elevates the individual.

As can be clearly understood from the text of the Decree, the Head of State has not indicated this Government, or a future executive, or the National Congress that will come, but the Decree clearly indicates the State as the one who has the duty, the obligation, the mission of promoting a fairer society through a concrete and constant commitment, countering excessive economic disparity and guaranteeing a whole series of services and safeguards to ensure that all citizens can aspire to their own personal fulfillment, especially through the concept of the Work which in the Decree emerges as a central principle, something that, as the decree itself states, ennobles the man and becomes the principal means of realization of the individual but at the same time actively contributes to the spiritual and material growth and development of the whole society.

The Decree has the tones of a real Bill of Rights, of a real Basic Law and it seems that General Appiano De Borromei would like to have it approved by the next National Congress as a Constitutional Law. The philosophical implications that permeate the Decree are evident, as it wants to overcome the historical ontological contrast between the individual and the community, between the good of the few and the many, clearly emphasizing how the good of the individual contributes to the good of the whole society but, unlike of liberal theories, recognizes the fact that for all this to work a power superior to the individual and to the community, namely the State, must intervene to really give all the individuals the possibility of contributing to the good of the whole society as underligned in the text.

Upcoming elections established: several new parties in formation but will have to pass the scrutiny of the National Electoral Committee
Image

Romula, 22 February 4560

With the Hallownight celebrations now behind us, the Council of Ministers has decided on the date of the next elections both for the renewal of the National Congress and for the election of the new Head of State.
The announcement was made by the Ministry of the Interior that, on the morning of 8 January, announced that the scheduled date will respect the natural expiration of the legislature and that therefore, as scheduled, the elections will be held on 12 February next year.

The first party that registered its electoral lists at the National Electoral Committee was obviously Glory and Rebirth, but within a few days the Ministry received numerous other applications for registration from some new parties that in a short time collected the necessary number of signatures to register. The Istalian legislation in this regard, in fact, has never been modified, not even by the law on the Protection of the Istalian Politics and Institutions, and therefore the number of necessary signatures has remained the canonical 5000, a number that is now being discussed, with several exponents of Glory and Rebirth who indicate in such a low figure also the reason why in the past parties of dubious morality and origin could still have occurred. The Government, however, and first and foremost the Head of State, has already responded to the criticisms by saying that no change in this regard will be introduced, absolutely not under the provisions of the Emergency Decree of two years ago still in force.
Regarding the Emergency Decree, the spokesman of Quattroregni Palace said that the date set for the expiry of the decree will be precisely on election day.

Regarding the parties that have registered, in addition to Glory and Rebirth, this is the list updated this morning, the two parties that for the moment have already filed lists and symbols and have been approved by the National Electoral Committee are the Social Democratic Alliance of Istalia and Guard of Democracy.
The first party, despite the fears of its supporters for a rejection by the Committee, was instead approved given that, as stated by the Committee, the social democratic ideology does not clash with the principles of the istalian liberal democracy. Leading the Social Democratic Alliance is Carlo Gualtieri, President of the Confederation of Istalian Workers, the second largest union in Istalia by number of members, which brought together reformist, trade unionist and social democratic movements and associations. In the wake of last year's economic and social reforms and the intentions of the Head of State, in fact, the Alliance will have a main objective: the conversion into a Constitutional Law of the Decree of the Head of State 01/4558.
The second one, instead, is a hard core of supporters of General Appiano De Borromei, formed by former soldiers previously in parliament under the banner of Glory and Rebirth and led by Admiral Sartori, Minister of the Interior. Despite the positioning on the right of the political spectrum, almost on the border with the far-right, the Electoral Committee has accepted the candidacy, noting a profound distance from the far-right ideologies and recognizing it as a movement devoted to the construction and consolidation of the Combative Democracy, or better Militant as defined by the new party, supported by the Head of State.

While awaiting approval by the Electoral Committee, for the moment there are the Istalian Majatran Movement and the New Liberals, who have filed lists and symbols two weeks ago. The Committee should express itself before the end of the months but according to the majority of experts and opinion makers both requests should be accepted.
In fact, the first, the Majatran Movement, is a party that represents the interests of the istatian majatran population, conservative and with Ahmadi influences in the social sphere but which does not stand in contrast with the istalian democratic principles. Indeed, on several occasions, the majatran population has supported General Appiano De Borromei, especially at the beginning of the mandate when the laws that have hardened migration policies were introduced. In fact, the Istatian majatran population maintains its rather anti-solent position, while the more conservative fringes have also welcomed the limitations towards left-wing revolutionary movements, communists and anarchists. Still today the highest approval rate for General Appiano De Borromei is among the majatrans.
The New Liberals' party, on the other hand, sees a large part of the disappointed members of Glory and Ribirth towards the most recent reforms introduced by the Government, most part members of the same Liberal Party disbanded in the aftermath of the powerful demonstrations of support for Glory and Rebirth of 4557. The New Liberals openly contrast with the Social Democratic Alliance and, in total antithesis, their primary objective will be to prevent the conversion of the 4558 Decree into a Constitutional Law and thus promote a counter-reform in the liberal sense.
Despite the security of the majority of the experts, there are some voices that have raised doubts about the New Liberals: in fact, as stated on several occasions by the Head of State and as confirmed by the Decree of 4558, Democracy must eliminate those substantial obstacles so that all citizens really can participate and enjoy them, principles that clash over the extreme laissez-faire positions of the New Liberals.

Among the parties that are beginning to collect signatures and that should register within four months before the elections, instead, stand out Glory and Freedom, a branch of the current ruling party but which proposes to review and then file down the hardest measures introduced for the safeguarding of Democracy, the Libertarian Free Association, the Liberatian Party, the Hosian-democratic Union, the Anarchosocialist Movement, the Communism, Ecology and Rights movement, Nationalist Workers Party and therefore the Pan-Majatran Movement.
If Glory and Freedom and the Liberatarian Party should be accepted once their registrations have been deposited, the rest of the nominated parties will very rarely be approved by the Electoral Committee. The Libertarian Free Association, in fact, rails against what it considers an oppressive regime in antithesis with their idea of democracy as a free association of people; the Hosian-democratic Union also rails against militant democracy and is also seen to be even more influenced by religion than the Majatran Movement; with regard to the Anarchosocialist Movement and to Communism, Ecology and Rights, in the light of the overt objectives of demolition of the liberal democratic system, their rejection by the Electoral Committee is assured. Furthermore, it seems that already two offices of the anarcho-socialists have been seized by the police while one of the leaders of Communism, Ecology and Rights has been identified as a militant already sentenced ten years ago to three months in prison for assault against public officials and damage of public and private property. The Nationalist Workers Party, unlikely would be approved clearly due to its fascist ideologism which, as stated in the several laws about the protection of istalian democracy, it's uncompatible with the istalian values and principles.
Finally, also the Pan-Majatran Movement is sure that it will be rejected, referred to as an Ahmadi fundamentalist political movement and on which the Interior Ministry announced an investigation was opened for suspected links with extremist groups in Kafuristan and Badara, some even accused of terrorism.

Istalian-Solentian Conference: Solentia agrees in tear down its fortified border system
Image

Metapontum, 20 May 4560

"A historic result that marks the beginning of a new era in relations between Istalia and Solentia"

With these words the Head of State General Michele Appiano De Borromei commented visibly enthusiastically on the outcome of the Istalian-Solentian Conference held in Metapontum with the Solentian authorities.
Finally, after lengthy and intense negotiations, the Head of State and the Minister of Foreign Affairs were invited into the Solentian capital for a final meeting that ends an intense diplomatic dialogue that lasted almost five years.

Despite the initial frictions, the effective and definitive end of the fascist regime in Solentia has allowed, month after month and year after year, a constant normalization of relations, facilitated by the opening to political pluralism in Solentia which has seen the emergence of numerous political parties previously forbidden and openly persecuted, who have proved more than willing to demolish the gargantuan system of fortifications, fences, minefields and ditches that extends along all the land borders of Solentia.

The parties most in favor of the demolition of the fortifications, including the Order Party, the Republican Party, the Progressive Party, and previously but now dissolved Humanist Party, have declared on several occasions that those fortifications are an ignoble legacy of the fascist regime which not only has it isolated the country from the outside, but it has also represented a form of oppression for the citizens of Solentia themselves, as demonstrated, for example, during the migration crisis of the the 70s of the previous century.

The Solentian President, after the departure of General Appiano De Borromei from Solentia, has already put to the vote before the Senate a resolution to tear down the fortifications borders and it is aspected its approvation by a large majority of the solentian parliament.

General Michele Appiano De Borromei, on his return from Solentia, met the journalists at Romula International Airport, thus further commenting on the results achieved:

I am extremely satisfied with the achievement of such an objective and I cannot deny that I am enormously happy for the Solentian people itself who finally succeeded in putting a definitive end to an era of oppression that has only generated suffering. While I was in Solentia, I was able to meet some members of the re-founded party of the Conservative Nationalists of Solentia, one of the parties that suffered the most in the second half of the last century due to the persecutions of the then United Right, the umpteenth incarnation of the fascist hegemonic party, whose exponents, despite considerable resistance and many losses, were finally forced to flee to the distant Dolgavia. The new members of the party, descendants of those who were forced to flee, wanted to express their gratitude for the efforts that Istalia made to counter the fascist regime and... well... I can only say that I appreciated very much the gesture and that I felt proud and lucky to be able to live this crucial historical moment at the helm of a nation like Istalia.
And just to leave behind the past definitively also here in Istalia, I want to announce that it is my intention to present a Decree as soon as possible to amend the law on Measures for the Security of the State and of the Institutions to definitively excludes the Solentians from the provisions of the law... but not only: also for Deltarians and Narikatonish. In fact, only the general provisions applied to foreign citizens coming from countries subject to non-democratic regimes will remain in force. Being a law adopted by the National Congress before its dissolution, the emendament bill will be voted by the next Congress after the elections.
Despite years ago the critical situation in which our country was found forced us to adopt measures that are also considered rather drastic, besides the fact that today the situation is clearly different, I believe it is right to reaffirm a principle that can avoid unnecessary injustices, namely that no citizen of a nation can be forced to answer for their own nation, leaders or ancestors' crimes.

On the way back to Quattroregni Palace, however, the Head of State witnessed an unauthorized demonstration by the nascent Nationalist Workers Party, an openly fascist movement which, despite the rejection by the National Electoral Committee of its lists, seems to be ready to present single candidates and apparently apolitical civic lists in order to circumvent the ban to participate in the elections. This "stratagem" seems to have been adopted also by several other political parties and movements to which have been refused the right to participate in the next elections, but the leaders of the Nationalist Workers Party seem to have succeeded in bringing to their side also several far-leftist socialist and above all communist exponents, attracted by the economic stance of NWP, so as to be able also to reduce competition.
However, the final decision of the Supreme Court (aka the Constitutional Court) is awaited, which must be pronounced on the decision of the Electoral Committee also urged by an appeal presented by the NWP which, unlike the other political movements that emerged in recent months, showed great tenacity and good organizational ability to be able to present different popular initiatives proposal to be presented before the next National Congress.
In fact, it seems that the NWP, despite its manifest political position in the fascist area, is attracting all that galaxy of hard opponents to Glory and Rebirth and therefore to the current Head of State, above all citizens and political movements affected by the norms of the so called Militant Democracy introduced in recent years under the leadership of General Michele Appiano De Borromei.
