La politica interna del Governo
ROMULA - Il Grande successo elettorale del Movimento Federalista e la vittoria del suo leader alle presidenziali aveva fin da subito fatto prospettare un governo che avrebbe introdotto ulteriori decentralizzazioni ed infatti arriva oggi la conferma di una nuova serie di pacchetti devolutivi che affideranno alle regioni ulteriori competenze.
Nonostante il forte mandato popolare, MFI però ha dovuto fare i conti con dei Verdi delusi ed agguerriti per dei risultati elettorali che hanno aumentato le tensioni createsi tra loro ed il partito del Presidente durante la crisi di governo per il trattato sulla caccia alla balena: i Verdi hanno infatti messo sul piatto della bilancia il trattato ambientale e paletti inamovibili riguardo la legislazione interna, pena il mancato sostegno al Governo.
Khan nel suo nuovo ruolo di leader dell'esecutivo ha adottato una posizione più conciliante accettando di porre di nuovo in agenda il trattato sulla caccia alle balene ed ha ritirato le proposte devolutive sui temi legati al benessere degli animali; meno disposto al dialogo invece il braccio destro di Khan nel MFI che non ha esitato ad indicare le condizioni dei Verdi come un ultimatum che sa quasi di ricatto, anche se all'interno dell'Alleanza sembra che il PSLI abbia dato man forte ai Verdi sul trattato mentre i Socialdemocratici, nonostante si siano detti impossibilitati a tirare troppo la corda, come unica richiesta hanno appoggiato i colleghi guidati da Fernandez sulle proposte zoologiche.
Khan dunque è venuto incontro ai suoi alleati ma dell'interno del suo partito stanno cominciando a trapelare delle proposte piuttosto radicali e che il Presidente, in indipendenza rispetto all'A.P.I., potrebbe presentare prima della fine della legislatura per aprire un dibattito nazionale.
Il Capo di Stato infatti, incoraggiato dai risultati elettorali, sembra pronto a dare libero sfogo alle ambizioni del suo partito e dunque diviene sempre più concreta l'idea di una riforma costituzionale della nazione in senso federale, un argomento sul quale gli alleati di Khan per ora sembra non si siano ancora esposti.
Il Presidente comunque sembra deciso ad agire d'anticipo, pronto a presentare una riforma del budget con il quale sembra voglia fare l'occhiolino alla destra: alla luce del programma di devoluzione dello scorso governo, e quindi delle ampie competenze affidate alle regioni, gli oneri di bilancio dello Stato si andranno ad alleggerire considerevolmente ed è per questo che, anche per mostrare a livello nazionale i benefici di una grande devoluzione, se non una vera e propria federalizzazione, si prospetta un non indifferente snellimento del budget.
Intanto arriva infine l'accordo sul Bailout di CrediPol che ha già avuto il sostegno di tutta la coalizione di Governo mentre DI sembra abbia deciso di astenersi rispetto al voto lanciato sotto il breve Governo PSI, un gesto per il quale Verhoeven ha voluto ringraziare Giuliotti.
Prossime evoluzioni in ambito internazionale
MONDO - In politica estera il Ministero degli Esteri invece ha annunciato il raggiungimento di un obbiettivo a lungo atteso e che era stato già annunciato durante la scorsa legislatura: Scialoja infatti ha presentato al Governo Luthoriano la bozza del trattato di alleanza militare di cui si era parlato al tempo del trattato di libero scambio e dopo essere stato "rifinito" dalla loro diplomazia è stato finalmente presentato come Trattato dell'Organizzazione della Sicurezza Collettiva e della Cooperazione.
L'Organizzazione (OCoSeC) prevederà una stretta cooperazione in politica estera per Romula e Fort William ma anche per quanto riguarda la logistica, le operazioni e la ricerca tecnologica: il Presidente del Consiglio Verhoeven ha già dichiarato che con questo trattato la spesa per la difesa, che oggi supera il 5% del Pil nazionale, andrà gradualmente a ridursi senza che ciò comprometta la qualità e le capacità delle Forze armate nostrane, vantaggi che si erano già sperimentati al tempo dell'Alleanza Militare con Solentia.
Sembra che il Governo abbia già invitato Baltusia ad unirsi all'OCoSeC e proprio riguardo all'alleato nord seleyano ed alla base istaliana di Costa de Oro, presto quest'ultima sarà pronta ad ospitare la terza portaerei istaliana nell'emisfero settentrionale, probabilmente la NP Acquila (NP sta per Nave Portaerei), che verrà sostituita come nave comando della III Squadra Strategica Aeronavale dall'ultima unità maggiore varata della marina, la sesta portaerei della Classe Enrico Bergson (classe di navi nota in fase progettuale come Nuova Unità Maggiore), la NP Alsemet il Grande.
Il governo vorrebbe dislocare in Baltusia l'Acquila con al seguito uno dei nuovi sottomarini strategici Classe Vittorioso, anche se sicuramente per questo si dovrà attendere il via libera da parte del governo Baltusiano visto che si tratterebbe di dislocare un vascello che imbarca 16 missili balistici nucleari N10A, ognuno dotato di 4 testate multiple indipendenti, e che entro la fine degli anni '70 dovrebbero essere sostituiti da un nuovo e perfezionato tipo di missile balistico il cui secondo prototipo, l'N11B è entrato nella fase di realizzazione dopo che i test sul primo, l'N11A, relativi al sistema di propulsione, hanno dato esiti positivi.
Non sembra però contenta l'industria navale a causa delle decisioni del Governo che per il momento non avrebbe più commesse per il settore e per questo i sindacati metalmeccanici hanno già richiesto un incontro con l'esecutivo temendo massicce riduzioni di personale per le aziende coinvolte nel settore.
Il Ministro dell'Industria e del Commercio li ha però rassicurati con queste parole:
il Mare è la nostra porta verso il mondo e visto che Solentia è per noi un vero e proprio muro siamo costretti a prendere la via del mare per raggiungere il resto del mondo ed in particolare il resto di Majatra. È per questo che stiamo per finalizzare un accordo con la Hasan World Shipping S.p.A. (HWS), intenzionata a divenire una delle maggiori aziende di trasporto navale al mondo: riconosceremo alla HWS la totale esenzione dall'IVA sui contratti che stipulerà con aziende istaliane per la costruzione della loro nuova flotta di navi da transporto container, la Classe Leviatano, di progettazione Leonardi che concederà in licenza anche ad altri armatori i diritti per costruire questi vascelli dall'enorme capacità di imbarco; inoltre il Ministro degli Esteri è intenzionato ad aprire un serrato dialogo con il Governo di Kafuristan e di Jakania per la creazione di compagnie di navigazioni per garantire collegamenti assidui e frequenti con queste due nazioni e quindi con il resto di Majatra; a queste compagnie serviranno navi, non solo dedicati al trasporto di merci, ma anche grandi traghetti che potranno trasportare passeggeri e materiale rotabile e la Leonardi potrebbe concedere i diritti di costruzione anche per la Classe Alaria, uno dei più grandi vascelli del loro genere attualmente in circolazione.

The internal policy of the Government
ROMULA - The great electoral success of the Federalist Movement and the victory of its leader in the presidential had immediately did envisage a government which would have introduced additional decentralization acts and in fact now comes the confirmation of a new series of devolution packages which will entrust with additional competences to the regions.
Despite the strong popular mandate, however, the MFI has had to deal with the Greens, disappointed and aggressive for the election results which have increased tensions rised between them and the party of the President during the government crisis for the treaty on whaling: Greens have in fact put on the scales the environmental treaty and immovable boundaries regarding domestic legislation, on pain of the lack of support to the Government.
Khan in his new executive leadership has adopted a more conciliatory stance by agreeing to put the Treaty back on the agenda on whaling and has withdrawn the devolutive proposals on issues related to animal welfare; less willing to dialogue instead the right-hand man of Khan into the MFI who did not hesitate to indicate the conditions of the Greens as an ultimatum which tastes like a blackmail, even if within the Alliance seems that the PSLI supported the Greens on the Treaty and the Social Democrats, although declared themself unable to pull the string, as only request they supported the colleagues led by Fernandez on zoological proposals.
Khan therefore came to meet his allies but from the inside of his party are beginning to leak out quite radical proposals which the President, in independence from the A.P.I., could present before the end of the legislature to open a national debate.
The Head of State in fact, encouraged by the election results, it seems ready to give free rein to the ambitions of his party and, therefore, becomes more and more concrete the idea of a constitutional reform of the country in the direction of the federalism, an issue on which the allies of Khan now it seems to have not yet exposed.
The President, however, seems determined to act in advance, ready to present a budget reform with which seems to want to wink to the right: in the light of the government's devolution program of the last years, and then the wide powers entrusted to the regions, the budgetary burdens of the state is going to lighten considerably and that's why, even to show the benefits of a large devolution at the national level, if not a real federalization, it suggests a considerable streamlining of the budget.
Meanwhile finally reached the agreement on the Bailout of CrediPol, which has already had the support of the entire government coalition while seems that DI has decided to abstain by the vote compared to the one launched under the shortly PSI Government, a gesture for which Verhoeven thanked Giuliotti.
Further developments in the international stage
WORLD - In foreign policy, the Foreign Ministry instead announced the achievement of a goal long awaited and which had already been announced during the last legislature: Scialoja in fact presented to the Luthorian government the draft of the military alliance treaty that were discussed at the time of the free trade agreement and after being "finished" by their diplomacy was finally presented as Treaty of the Organization of Collective Security and Cooperation.
The Organization (OCoSeC) will provide a close foreign policy cooperation between Romula and Fort William but also in terms of logistics, operations and technological research: the President of the Council Verhoeven has already stated that with this treaty the defense spending, which now exceeds 5% of the national GDP, it will gradually be reduced without compromising the quality and capabilities of homegrown Military, benefits which were already tested at the time of the Military Alliance with Solentia.
It seems that the government has already invited Baltusia to join the OCoSeC and just about the north seleyan ally and the istalian base of Costa de Oro, soon it will be ready to host the third istalian aircraft carriers in the northern hemisphere, probably the NP Acquila (NP stands for Nave Portaerei, in luthorian: Aircraft Carrier Ship), which it will be replaced as command ship of the III Strategic Air Naval Squad by the last major unit launched by the Nav y, the sixth aircraft carrier Enrico Bergson Class (class of ships designed during the planning phase as New Major Unit), the NP Alsemet the Great.
The government wants to deploy in Baltusia the Acquila followed by one of the new strategic submarines Vittorioso Class, although for this certainly we will have to await the green light from the government Baltusiano given that this would be a deployement of a ship which embarks 16 N10A nuclear ballistic missiles, each equipped with 4 independent multiple warheads, and that by the end of the 70's should be replaced by a new and improved type of ballistic missile whose second prototype, the N11B has entered the stage of construction after the tests on the first, the N11A, related to the propulsion system, have yielded positive results.
It does not seem pleased however the shipping industry because of government decisions that for the moment he would no longer new contracts to the industry and for this the metalworkers' unions have already requested a meeting with the government fearing massive staff reductions for the companies involved in sector.
The Minister of Industry and Trade, however, reassured them with these words:
The Sea is our gateway to the world and given the fact that Solentia is for us a real wall we are forced to take the sea route to reach the rest of the world and particularly the rest of Majatra. This is why we are about to finalize an agreement with Hasan World Shipping S.p.A. (HWS), which intends to become one of the largest shipping companies in the world: we will recognize to the HWS total exemption from VAT on the contracts which will be concluded with istalian companies for the construction of their new fleet of container transportation ships, the Leviathan Class, designed by Leonardi, which will license to other ship owners the rights to build these vessels with enormous boarding capacity; furthermore the foreign minister is willing to open a close dialogue with the Government of Kafuristan and Jakania for creating navigation companies to ensure diligent and frequent connections with these two nations and then with the rest of Majatra; these companies will serve ships, not only dedicated to the transport of goods, but also large ferries which can carry passengers and rolling stock and Leonardi could grant the construction rights also for the Alaria Class, one of the most large vessels of their kind currently in circulation.
