As the Royal Assembly passes one of the longest pieces of legislation passed since the establishment of CNCU, many central government bodies have been disbanded with their functions shifted to regional governments in an attempt to encourage more local-based policy-making and innovation. As promised in the CNCU's election manifesto, powers such as education, energy, transport and environmental protection have been shifted mainly onto the regional governments. Facing this great increase in power, the Outannais government has constructed its new Government Headquarters to accommodate the expanded Regional Government, which opened to the public today.

With many powers shifted to the regional level, where the one-party political system recedes and independent and smaller local political forces can compete, policymaking is hoped to become more competitive and innovative in the areas devolved to the regions. It is also the intention of the central government to reduce the bureaucratic and managerial load of Eroncourt and streamline the state's administration through giving more powers to those more directly involved in the execution of policies. However, the reform remains highly divisive in the nation as many fear that devolution will lead to separatism of regions, and harm national unity. Some also fear a 'race-to-the-bottom' between regions as they compete for investment, and become more vulnerable in the pressure of corporate lobbying.

Ingrid Boudet Elected as Leader

Following the shocking announcement of Marius Bane's resignation, Infrastructure Minister Ingrid Boudet was elected as the next leader of the CNCU, representing the Avancons Ensemble group, which has dominated the party for the last 20 years. While the right-wing and centrist groups co-operated to nominate Minister of Finance Ève Beaulne to reverse the left-leaning trend of the party in the later years of Bane's premiership. This definitive result for the continuation of the left-wing route for the CNCU shows that the party will continue to push for more egalitarian social reforms in the future, as new political forces rise and challenge the domination of the party in Lourenne politics.

After 12 years of construction, the national high speed rail network Intercity Lourenne is complete. Connecting the major cities on the coast to Eroncourt and Iztapalata with journey times halved when compared to traditional national railway services. While development has spurred around the nation to profit from the high speed rail boom, and many businessmen and tourists attracted to Lourenne by its infrastructural advancement, many are now protesting against the trend of gentrification in areas near high speed rail stations, that have pushed poorer residents out of the area as rents skyrocket The budget overrun and delays suffered during the construction works was also sizeable, as the network is open two years behind schedule fully. However, the government blamed the housing crisis during the last decade for its delays as construction workers are under supply for the boom in constructing new towns and public housing communities.

Iztapalata Civic Quarters Plan

Today, the Royal Assembly passed the landmark act to make Iztapalata the nation's new capital in the future 10 years. To accommodate the influx of government agencies and civil servants, the government has unveiled its master plan for Iztapalata Civic Quarters, which will be built and managed by the newly-created independent metropolitan authority of the city. As high speed rail and new city plans create a boom times for the city, the government and CNCU now believes that Iztapalata is suitable to act as the nation's capital in the geographical center, while economic activity from various government agencies will lead to further growth in Iztapalata to make it Lourenne's third global city after Eroncourt and Valois. While the nation's central judicial system and most executive agencies will not be moved into the city after the completion of the Iztapalata Civic Quarters, the Royal Assembly and central administrative offices will move into the city earlier, then move to the Civic Quarters.

General Election Results

The CNCU has won against the challenge of the Republican Party. By campaigning hard on values of economic and social equality, and the protection of the constitutional monarchy in Lourenne, the party has gained majority support of the people in Carolleux and Louives, delivering the Coalition its national majority in the Royal Assembly. However, the PR carried the other three regions with as high as two-thirds of the popular vote, showing a polarizing national politics along geographical lines. This is also the first competitive election for the independent metropolitan authorities in Grande Valois and Iztapalata. While Grande Valois was carried in a blue wave, electing a Republican majority in the city as well as installing a Republican mayor, Iztapalata remains red with the incumbent CNCU mayor elected.

OOC: Grande Valois city elections winner is given to the party that gains the most combined votes in Carolleux and Outannais, Iztapalata city elections winner is given to the party that gains the most votes in Carolleux alone.

GRANDE VALOIS- Newly elected Republican Mayor Jacques Coreau has announced his plan to revitalize the city's old train station in the historic part of town. The station was constructed in 4001 and was used until 4478 and has been left abandoned since. The mayor plans to turn old elevated railways into walkways that snake around the city's building offering tourists and residents a safe and beautiful park. The mayor plans to turn the train station itself into a medium-sized transportation museum for both children and adults. The museum will feature exhibits on the evolution and future of transportation in Lourenne, perfect for school trips and group trips in the city.

As Mayor Coreau begins his 3-year tenure, he hopes to get the planned approved by the City Council and finished by 4585. Valois Old Central Station will finally get the makeover it deserves under the new administration.

CNCU Purges Center-Right, Forms UpL

Following the election of Ingrid Boudet into the leadership of the CNCU, and then the premiership in a grand coalition with the Republicans, Boudet has moved decisively to consolidate her power within the coalition that is more and more deemed unnecessary following the rise of PR as a viable alternative for the dominant left-wing vision of the CNCU. Today, the majority faction of the CNCU the Avancons Ensemble has voted to dissolve the coalition, forcing the now marginalized centrist and conservative groups into the wilderness. Meanwhile, all cabinet ministers and CNCU members of the Royal Assembly joined the new left-wing party Unis pour la Lourenne (UpL). This move is seen to push the party further to the left, but many argue that as the leftist faction in the party has dominated party politics for so long, this new party will only be a symbol of purging rightists, while right-wing views have been purged out of CNCU itself many years ago during Bane's rule.

Maxime Rodier Wins Upset Victory in La Valois

Following the general election, UpL challenger for the mayor's office in La Valois, Maxime Rodier captured headlines as he pulled off a surprise victory against incumbent Republican mayor Jacques Coreau. While lagging behind at over 10% of polls in the beginning of the race three months ago, Rodier has used his famous pledge of forging La Valois into 'the richest city in Lourenne', proposing policies such as a free trade zone, construction of a global airport and freight port, as well as a new urban regeneration initiative.

While the nation was surprised at La Valois, national results was less than exciting as the UpL continued its parliamentary majority, as well as retaining the mayorship in the capital city. In face of these encouraging results, party leader Ingrid Boudet reaffirmed her line to a leftward drift of the party to further the values of 'equality and fraternity' in Lourenne. However, with Maxime Rodier becoming a political star, some suspect that she may face her first serious challenger, that the party may for the first time, see a truly contested leadership between the two. However, many commentators have pointed out that as long as the electoral fortunes of UpL remain well, Boudet will remain in the helm as well.

REPUBLICAN PARTY HOSTS ELECTORAL STRATEGY CONFERENCE

ERONCOURT- The PR hosted todat a strategy conference at the party headquarters in downtown Eroncourt, the headquarters are expected to be moved to Iztapalata in the coming years. Prominent members of the party including party chairman Marie Barnette, deputy party chair Sébastien Monet, party leader Patrick Colbert and former Valois mayor Jacques Coreau. The conference was primarily on how to prevent another disastrous electoral defeat in the face of the challenge of the UpL.

Attendees agreed to create a new Electoral Committee that will oversee and direct all Republican electoral campaigns in the nation, divided into subcommittees for the different regions, and ensure that the party platform fits of the interests of the general population. That was one of the conclusions that the conference reached, the party drifted too much from the beliefs of the population and then the population chose the UpL in the general election.

The conference will continue for the next two days and will hopefully continue to come up with a better strategy for the PR to have better gains in the next general election.

Maxime Rodier Announces 'Free Economic Zone'

New La Valois International Airport will be the focus of the FEZ

Following one year of planning, Maxime Rodier has published the La Valois White Paper for economic development. As one of his main policy pledges, the city will be establishing the nation's first Free Economic Zone, which allows seamless border checking and logistics, as well as municipal tax cuts and subsidies for industries to enter the city. Settled in between the urban centers of La Valois and Coruma, the Free Economic Zone will feature major infrastructure work such as the new La Valois International Airport (LVX), new international freight port and tourism district with cruise terminals, hotels and attraction parks. The FEZ will also deregulate many restrictions in safety and technology to spur innovation as a trial area for breakthrough technology.

While the UpL-dominated council has approved of the plan, allocating a 15% budget increase for the fiscal year to initiate works of the FEZ, the issue has been controversial in the city. Protests have erupted against deregulation, fearing that the safety of citizens will be jeopardized. Environmental concerns and community preservation are also among the issues that citizens are concerned about as traditional villages and ecologically valuable areas will be developed as part of the FEZ Plan. Facing these worries, mayor Maxime Rodine has only restated his stance of 'Economic first', and urging the citizens to support efforts to 'Make La Valois No.1'.
