Hzar Cabinet Falls

Hard won government coalition dissolves following referendum dispute

Premier Temrkai Hzar has tendered his cabinet's resignation to State President Jalil Salehi; the result of a lengthy dispute between the various factions represented in his cabinet. The dispute was over the wording and timing of a proposed referendum on joining the Jelbic Khaganate. The cabinet rejected what it considered to be "misleading and biased language" in the referendum proposed by the premier's party.The Jelbic ministers resigned shortly after ending the ten month old coalition. The great majority of Barmenistan is are outright hostile to the idea as poll after poll has shown. There is some support at the top but not nearly enough to push through the idea.

New cabinet to end 10 month stalemate

National factions reunite in new cabinet after reaching agreement with Jelbic party

September 26, 4834

Barmenistan power brokers have formed a new cabinet, the fruits of 20 months of negotiation. The new cabinet was sworn in by State President Jalil Salehi and will be led by former Agriculture Minister Ezis Akkad. The Jelbic ministers who triggered the collapse of the previous political crisis have agreed to rejoin government including former premier Temrkai Hzar who will take Akkad's old ministry. The details of the concessions,if any, made to the Jelbics have not been publicised. The ministers attended the dedication of the site of a planned 400 million LOD Grand Jelbic United Cultural Centre which is to be constructed over the next five years with a generous financial contribution from the Ministry of Education and Culture.

Another government bites the dust

Sixth cabinet to collapse in six years

The Barmenistan have seen their sixth governments in as many years bite the dust today. Premier Temrkai Hzar saw his second cabinet collapse after just two months. The dispute was over the dismissal of a junior minister who misappropriated public funds. Another caretaker government has been appointed by President Jalil Salehi. As maddening as the revolving door system of government is, the country's reputable civil service has kept things rolling rather smoothly. Few initiatives are being taken on but the basic functionality of the state remains satisfactory. Barmenistanis, while trading scratching comments and jokes about the situation, remaining n the calm and industrious people they have always been.

State President, Legislators Present Different Ideas On Resolving Political Deadlock


March 6, 4841

In a rare intervention into partisan politics, State President Jalil Salehi has called for a "public consultation" on how to break the country's political deadlock. Barmenistan has been governed by a technocratic caretaker government since it's last elected government coapsed more than four years ago. Since then the various factions have failed to agree on a new coalition government representative of all ethnic, religious and linguistic groups. Salehi was sworn in for his third five year term and has gained considerable popularity and credibility for his status as the country's only political constant. Where the lack of a strong government once amused Barmenistanis. concern has risen over the caretaker government's limited ability to undertake badly needed reforms to the ecomomy and public administration. The legislature has expressed opposition to any so-called consultation viewing it as superfluous and pledging instead to deliver a package of constitutional reforms which will "resolve most of the outstanding issues"

Barmenistanis Opt For Semi-Presidential System

Over the objections of legislators, Barmenistanis have overwhelmingly endorsed a stronger executive branch with 68% voting in favour. The referendum was called by State President Jalil Salehi who invoked one of his very few independent powers in a desperate attempt at breaking the country's longstanding political deadlock. The amended constitution will see the State President (soon to be renamed to the old title of Shophet) assume vastly increased powers over public security, appointment of judges, military officers and diplomatic representatives. A premier will be retained as head of government serving at the pleasure of the Shophet.

The great majority of Yes voters appear to be from the majority Bihezi (OOC: Kurds) and those of the Felinist faith. most minorities appear to have opposed the constitutional changes although they were more in disagreement with the actual changes rather than opposing change itself. The new Shophet has pledged to exercise power in an inclusive manner and also promised "considerable devolution of power" and presented a new cabinet led by premier

PRESIDENT SEEN ANNOUNCES ENFORCEMENT OF KATHURAN CURICULUM

Séleuefluz: Barmenistani President Mandaru Seen has issued a presidential decree that enforces the Katharun language in all schools accross the nation. The decision has sparked massive outrage from the Bihezi majority in the country, which sees it as another attempt to erase their history. Seen is himself from the Kathuran people, who make up around 14% of the population. He came to power through a bloodless coup around 10 years ago and has since used his newfound power to solidify his people's position in the country, supressing the various militia groups from Bihezi origin and occasionally reports surfacing of missing persons and suspicious deaths of various critics of the regime. The current party in power is also the only party in the country, with other parties supressed and elections heavily favouring the government.

This new decree, which takes effect immediately, is likely to further anger the country its Bihezi majority and increases tensions in the nation. The military has been mostly transitioned into a Katharun only force, with officers and generals almost exclusively from Katharun origin and the best equipped units consisting of Katharun soldiers. The only thing standing between the government and the Bihezi population are the various Bihezi militia's who are still largely operating. President Seen is reported to plan further steps to curb Bihezi cultural influences in the country, possibly setting both groups on a path of no return.

CIVIL UNREST AS NEW FIGURE TAKES THE STAGE

Séleuefluz: A new figure has taken the national stage in a fight to "free the Bihezi people from the Katharun dictator". The man, named Sermend Hawrama, has been organizing protests accross the country following several incidents of Katharun violence and police brutality against Bihezi populations. Furthermore a new scandal broke when details about a alledged corruption scandal rose to the front of headlines. President Seen reportedly diverted money from Bihezi communities in an effort to weaken them, moving Katharun populations in these areas and assimilating them. This caused outrage within the Bihezi population, with Hawrama becoming the leader of a newly found oppossition which has been organizing protests against the regime. Bihezi militia's have also been organizing themselves and have joined protestors in some instances, sparking heightened tensions in the country.

President Seen has ordered security forces to break up the protests, with violent clashes in the capital occuring. In the rest of the country security forces have moved dlower, trying not to spark outright conflict and instead slowly surrounding protest movements. Militia's have opened fire on security forces on several occasions and around 20 deaths have been reported. International observers warn of possible ethnic conflict as President Seen seems to be determined to keep his Katharun minority in power, sparking a direct conflict between the two largest ethnic groups in the country. And the Barmeni people are right in between.
