Branovice: Nearly two years after the last All-Deltarian election local elections in Alazinder and Ushalande have shown the country that it might be up for a very tight contest next national election, showing different strengths of different parties and hinting on the possibilities for national elections scheduled for 5029. In Alazinder, both the Governorship and the House of Assembly (the unicameral chamber of Alazinder) were up for election, both implementing a FPTP ranked-choice voting system. In the House of Assembly race the expected close rivalry between the Civic Platform, consisting of the PAP and SPO, and the "Conservative Bloc", consisting of NRS, NVS and the local Alazinder Liberal Conservatives came true. Of the 150 seats in the Assembly, 74 went to candidates of the conservative block, while 76 went to candidates of the Civic Platform. Giving the CP a 2 seat majority in the chamber. The tight race for the assembly was contributed to the strength of conservative members, their popularity being high in many of their constituency, with some highly progressive municipalities voting for conservative members as they were popular. In the governors race 4 parties/groups competed in a "open primary". The PAP didnt run a candidate, instead supporting the SPO candidate Valéria Čierna. The Conservative Bloc had two candidates, Mikuláš Dobrovodský and Cyril Horník and the local "Alazinder Communist Party" ran with known activist Elena Novomeská. The open primary saw Valéria Čierna of the SPO, a former Assemblywoman, and Mikuláš Dobrovodský from the CB, a former judge, advance to the general election, receiving 42% and 22% of the vote repspectfully. Many expected the race to be close as well, but due to a strong campaign and her progressive stances, combined with name recognition as a steadfast legislator, Valéria Čierna won the governorship with 57% of the vote against 43% for Dobrovodský. She won over voters that voted for conservative Assemblymen and won big in Branovice, which was expected to be a near tie in the polls. This has given the CP/SPO a slight majority in Alazinder as well as the governorship for the next 5 years.

Balgrad: In Ushalande, the NVS stronghold, their were elections for the governorship, the Grand Assembly and local mayoral elections. The mayoral elections showed a divide, with the PAP winning many mayoral elections on a platform of renewal, stability and populism. The NVS stayed strong, winning over mostly conservative and centrist voters. The real blowout happened in the Governors and Grand Assembly elections, with the NVS, supported by the NRS, won over 270 of the 400 seats, winning a clear majority. In the governors race incumbent governor Richard Slaný of the NVS ran for reelection against a joint candidate of the CP under the PAP banner, Ushalande harbour executive Ján Hornický. In Ushalande, there are no primaries, and all can run for the position of governor. Only Slaný and Hornický ran however. Slaný won in a landslide, winning reelection with 62% of the vote. The tradition of Ushalande as a conservative/NVS stronghold kept true and Slaný was reelected governor for a 5 year term with a major majority in the oblast its parliament.

These elections showed the divide in the country, with both the conservative and progressive/left leaning parties having a appeal in different parts of the country. The PAP announced that after the results it would intensify working under the CP banner, meaning that the federal elections 3 years from now will see a strong and united center-left bloc try to oust the now ruling right wing government.

TOMSCHIK TO USE AKIGAN AUTHORITY MODEL ON SAFETY NET

Cahtrice, February 28, 5026: After a meeting of the Council of Ministers today, Spolkovy Prezident Ludomil Tomschik was asked by ZLOUTENE OKO if there was anything new being done about economic worries. Tomschik replied:

We are going to try something new. The Akigan Authority set up during the Prokop Administration has worked very well; not as perfectly as some dreamed but much more effectively than others feared. Many people of our Akigan population have overcome hurdles in the bureaucracy thanks to the Akigan Authority.

What we are doing now is using this model and asking the highest authority in each Automni Oblast to establish a Benefits Authority to identify groups such as the underemployed or residents of nursing homes which are at risk of falling through the Safety Net and making sure they do not. A tough job but one we feel can make a real difference in the lives of our most vulnerable.

Several administrative things to say about this. The Benefits Authorities actually established by the Automni Oblasts will be responsible to the highest authority therein but also accountable to the Premier. The Akigan Authority will also be accountable to the Premier as well as reporting to the highest authority in Doron Akigo.

The funds for this project will be budgeted in allocations for the Ministry of Heath and Social Services. To the extent Automni Oblasts do not establish Benefit Authorities, that Ministry will set them up instead.

Novy Verny Svaz (NVS) has introduced a bill to pay for this additional cost as well as the loan program described by Finance Minister Kovarova. The bill itself is revenue neutral with funds being transferred from other Ministries expected to trim administrative and overhead expenses.

One never knows what the Spolkova Komoea will actually do so should this budget bill fail we will have a Plan B for funding.

NRS - NVS COALITION REDUCES INCOME TAX

Office of the Premier, November 27, 5026: Premier Evzenie Jankova Issued the following statement:

The Spolkova Komora has passed an income tax reduction bill lowering the tax rates for all citizens earning less than 40,000 DTE. This was an effort by the NRS – NVS Coalition government to give some tax relief to those at the bottom of the income scale to help alleviate the consequences of economic worries.

WAS DELTARIA IN ON VORONA COUP?

Cahtice, March 28, 5027: From our sources in the Foreign Ministry, ZLOUTENE OKO has learned several things about the conceivable involvement of the State Directorate for Intelligence (SRPZ) in the recent military coup ousting the government of Vorona.

First, at least some parts of the government appear to have had no knowledge or warning of the likelihood of a coup. The Foreign Minister apparently was appalled at reports of SRPZ involvement but has no idea whether they are true.

Second, the Foreign Ministry evaluation so far seems to be neutral on whether the coup was a benefit; the initial prevailing view was a legitimate communist government and a right wing military regime were about equally unlikely to successfully address the problems of any nation.

Third, Spolkovy Prezident Tomschik seems to be calling upon SRPZ officials to meet with and brief him and certain other government officials definitely including the Foreign Minister and likely including the Premier and the Chief of the National Defense Staff.

The serious question is whether the meeting is to report how the operation went, plan what is next and what to tell the public, or whether SRPZ will be letting the Spolkovy Prezident and others know what they did. When ZLOUTENE OKO knows, so will you.

SPOLKOVY PREZIDENT TOMSCHIK RESIGNS; NEW ELECTIONS TO FOLLOW

Cahtice, March 28, 5027: From our sources in the government, ZLOUTENE OKO has learned that the State Directorate for Intelligence (SRPZ) has now informed the Spolkovy Prezident, the Premier and other officials that it engineered the coup in Vorona on its own using its own resources without informing any other segment of the government.

The Foreign Minister seems to have been incensed that the government had put great effort into trying to focus on Majatra as an economic and security center while SRPZ went on a frolic of its own in Vorona of all places. He argued for immediate firing of the State Director for Intelligence but that view did not prevail. It appears what to do about personnel in SRPZ will be decided by the next government. After receiving this report from SRPZ, the Premier issued the following statement:

Spolkovy Prezident Tomschik has done two things. First, he has ordered a full report on the Vorona operation be made by SRPZ to the Council of Ministers and to the Spolkova Komora.

Second, he has resigned. Although the Constitution provides that I as Premier can run government operations, Federace Deltarska needs a Head of State and accordingly we will shortly introduce a bill calling for early elections.

Until a new Council of Ministers is appointed, I will oversee the holdover government emphasizing continuing to take further steps to mitigate the effects of the economic downturn and to reduce its duration.

ZLOUTENE OKO asked the Premier if she would be a candidate for Spolkovy Prezident in the upcoming elections to which she responded.

TV3, Čachtice: A snap elections of 5027, that were called after Prezident Tomschik resigned, finally ended. Someone was left unhappy, dissapointed, while someone had some personal wins. Results were a pretty solid suprise for all parties and analysts, who've predicted a big loss for NVS, but NVS only rose highly in votes. PAP pretty much gained from all parties, becoming third party, and the biggest left-wing representation in recent years.

But, outside of parliamentary results, Deltaria celebrates, as country elected it's first woman, first Dissuwan, and first SPO president - Tamás Henrietta, a 45 year old diplomat and lawyer, that ran as an independent candidate, but in former, she was a part of SPO, and was supported by last ones largely (and PAP, as united candidate from CP).

After being elected, Prezident-elect answered a few questions told the reporters about upcoming government formation: "I'm pretty sure we'll meet with the group leaders to discuss the government matters. We need to stabilize our government and economy. Sadly, SPO is smallest represented party, but i think we can arrange a great government, that could serve the people right, and stabilze our crisis. I want to give the parties more rights and ideas to form the government themselves, but I wouldn't like to see any NVS candidate as Finance Minister or Premiér surely."

While Henrietta celebrated the victory, on other side suffered yet another leader resignation. Codruța Tomoiagă, following the another worst result resigned, stating: "I couldn't keep the party strong, and I understand that, we need stronger leadership right now. SPO still stands for it's believes, and we'll never change. We want and will see the problem in ourselves, but we're also seeing worrying decline in progressive left ideas, and that is worrying." Party Committee says there will be no open election, but the secret ballot. Analysts prognose Konrád Tesarik, a Minister of Infrastructure in Alazinder Governor Čierna cabinet, a more moderate centrist candidate, to become a leader.

NEW TARGETED HOUSING PROGRAM

Cahtrice, November16, 5028 Finance Minister Magdalena Kovarova has determined that funds appropriated for the Ministry of Infrastructure and Transport can be used for loans to a new targeted group of borrowers. Kosarova told ZLOUTENE OKO:

There are a lot of people living in substandard housing even though our economic performance is certainly improving. What we are already doing is providing public housing to low income people. This will not change. It is a good program and helps a lot.

We thought a lot about proposing a rent cap but the Spolkova Komora seems stuck on mythical organizations representing landlords and tenants negotiating rent. Sure. Also some people are living like they are in a royal court who rent a luxury place in Cahtice to either participate in government or lobby the government or enjoy the society of that community. Point is one size does not fit all. Where we really need to go instead of rent caps is local government decides about rents and capping rents and where to do it. We believe this is best way forward; if we then discovered local governments are not pro-tecting the low income and the average citizen but only protecting the wealthy we could revisit this issue.

What is new is we know there are some in public housing or renting or drifting between the residences of their friends and families who would like to do a little better and very likely could repay a loan but are very unlikely to be able to get a loan from a private bank or lender employing conservative business practices. So the government acting through Central Bank will guarantee loans by private lenders so that in the event of default the government will take over the loan and if necessary the liquidated security. The loan initiation and servicing will be handled by the Ministry of Infrastructure and Transport for communities greater than 20,000 population and by the Ministry of Food and Agriculture for communities of less than 20,000 population.

We know this does not solve homelessness but it should help a narrow band of people who could own a home given a little help and understanding.

Asked by ZLOUTENE OKO if Novy Verny Svaz was really going to continue, Kosarova answered:

Of course NVS is unhappy with the current circumstances of the party, and we know 5 years is a long time. But we have every intention of continuing to be a voice for tradition and law and order. Every intention. And there is a bright spot in a dark picture. PAP and SPO have finally decided to join NRS and NVS in working to build a brighter economic future. They may have some good ideas we can try.

Vorona in civil war! On brink of famine

Cachtice: Premier Bořek Malík announced earlier today that after discussion with his Foreign Minister Brabec and senior members of the military he has authorized the Ministry of War to send around 200 military advisors and 20 close-air support aircraft to Vorona in order to aid the military government there. The SRPZ will also be authorized to conduct intelligence operations in the country and Voronan forces will be getting access to this intelligence to better operate. The announcement came on the backdrop of anticipated SC involvement and the Voronan NRC government being pushed back by communist guerillas from all sides. Premier Malík stated in the announcement that in order for a peacefull environment and favourable negotiations to take place the "situation on the field needs to be stabilized". To achieve this goal, the 20 SU-25 aircraft planned to be send to Vorona will receive different ammunitions to use, will get Deltarian pilots flying them and all maintenance/logistical costs will be paid for by Deltaria. The 200 advisors will aid the Voronan military in both their ground assault and intelligence gathering, while the SRPZ will independently conduct intelligence operations in the island nation.

The decision was a expected one but still suprised some, with many thinking Deltaria might push for a Security Council resolution to aid the struggling military government. Insiders reported however that Premier Malík was affraid such a resolution could backfire, resulting in support for the communists instead, who are still recognized by some as the legitimate Voronan government. Deltaria has thus now send some limited support to the island nation, hoping to halt the communist advance with renewed airpower and Deltarian support. The majority of aircraft and advisors will arrive in Vorona over the next couple of days. Meanwhile the advance of the communists continues, with several minor towns and one city now under their control, with only 20 kilometers now seperating the capital from the nearest communist force. Premier Malík has not ruled out additional military support as well as humanitarian support to Vorona if the situation does not improve.
