We are going to try something new. The Akigan Authority set up during the Prokop Administration has worked very well; not as perfectly as some dreamed but much more effectively than others feared. Many people of our Akigan population have overcome hurdles in the bureaucracy thanks to the Akigan Authority.
What we are doing now is using this model and asking the highest authority in each Automni Oblast to establish a Benefits Authority to identify groups such as the underemployed or residents of nursing homes which are at risk of falling through the Safety Net and making sure they do not. A tough job but one we feel can make a real difference in the lives of our most vulnerable.
Several administrative things to say about this. The Benefits Authorities actually established by the Automni Oblasts will be responsible to the highest authority therein but also accountable to the Premier. The Akigan Authority will also be accountable to the Premier as well as reporting to the highest authority in Doron Akigo.
The funds for this project will be budgeted in allocations for the Ministry of Heath and Social Services. To the extent Automni Oblasts do not establish Benefit Authorities, that Ministry will set them up instead.
Novy Verny Svaz (NVS) has introduced a bill to pay for this additional cost as well as the loan program described by Finance Minister Kovarova. The bill itself is revenue neutral with funds being transferred from other Ministries expected to trim administrative and overhead expenses.
One never knows what the Spolkova Komoea will actually do so should this budget bill fail we will have a Plan B for funding.
The Spolkova Komora has passed an income tax reduction bill lowering the tax rates for all citizens earning less than 40,000 DTE. This was an effort by the NRS – NVS Coalition government to give some tax relief to those at the bottom of the income scale to help alleviate the consequences of economic worries.

Spolkovy Prezident Tomschik has done two things. First, he has ordered a full report on the Vorona operation be made by SRPZ to the Council of Ministers and to the Spolkova Komora.
Second, he has resigned. Although the Constitution provides that I as Premier can run government operations, Federace Deltarska needs a Head of State and accordingly we will shortly introduce a bill calling for early elections.
Until a new Council of Ministers is appointed, I will oversee the holdover government emphasizing continuing to take further steps to mitigate the effects of the economic downturn and to reduce its duration.

There are a lot of people living in substandard housing even though our economic performance is certainly improving. What we are already doing is providing public housing to low income people. This will not change. It is a good program and helps a lot.
We thought a lot about proposing a rent cap but the Spolkova Komora seems stuck on mythical organizations representing landlords and tenants negotiating rent. Sure. Also some people are living like they are in a royal court who rent a luxury place in Cahtice to either participate in government or lobby the government or enjoy the society of that community. Point is one size does not fit all. Where we really need to go instead of rent caps is local government decides about rents and capping rents and where to do it. We believe this is best way forward; if we then discovered local governments are not pro-tecting the low income and the average citizen but only protecting the wealthy we could revisit this issue.
What is new is we know there are some in public housing or renting or drifting between the residences of their friends and families who would like to do a little better and very likely could repay a loan but are very unlikely to be able to get a loan from a private bank or lender employing conservative business practices. So the government acting through Central Bank will guarantee loans by private lenders so that in the event of default the government will take over the loan and if necessary the liquidated security. The loan initiation and servicing will be handled by the Ministry of Infrastructure and Transport for communities greater than 20,000 population and by the Ministry of Food and Agriculture for communities of less than 20,000 population.
We know this does not solve homelessness but it should help a narrow band of people who could own a home given a little help and understanding.
Of course NVS is unhappy with the current circumstances of the party, and we know 5 years is a long time. But we have every intention of continuing to be a voice for tradition and law and order. Every intention. And there is a bright spot in a dark picture. PAP and SPO have finally decided to join NRS and NVS in working to build a brighter economic future. They may have some good ideas we can try.
