DELTARIAN GOVERNMENT TO COBURA: "LET OUR TOKUNDIAN BROTHERS GO"

Foreign Minister Baron Boris Janowitz has declared that Deltaria will pursue a policy of "solidarity with our fellow Delic peoples in Cobura", which he later went on to explain would include "financial aid, supplies, advisors, and, if necessary, arms."

When the Avram regime fell, it's popular message of Delic unity and superiority did not fall with it. For decades the Deltarian populace has heard this message, and, unsurprisingly, they believe it. With increasing calls for Tokundian sovereignty in Cobura, Deltarians have been taking notice. Several protests over the last couple of years have been staged demanding the government to do something about the, as one Deltarian official put it, "the worst humanitarian crisis since the domination of the Deltarian socioeconomic hierarchy by the Majatran." These calls for action have culminated in over 75,000 people marching outside the Czar's palace in the capital in support of the Coburan Tokundians.

His Majesty the Czar, while remaining quietly supportive of the people for the most part, recently declared that the Rada should title him "Rightful King of the Tokundians", a reinstatement of sorts of the Deltarian Czars' frequent claim of ownership of the Tokundi peninsula and its inhabitants. The Rada is expected to approve this measure.

ALENA I TAKES THRONE

Lubomir III is dead at the age of 63. The relatively unknown figure to the Deltarian public died without much of the displays that characterized his father's death.

With Lubomir and the Rada's failure to hammer out a line of succession before his untimely demise, the next monarch was a question that was thrown up in the air. Two main candidates emerged:

Queen Alena Volkov of Barmenia, Elder sister to Lubomir, her strong political ties to Barmenia and her promises to strengthen the military and protect Deltarian values struck a chord with many in the Rada.

Prince Lazr Volkov, a child of Princess Caterina Volkov. His strong ties to Jelbania were also deemed very attractive, but with his regent unclear, many Deltarians were wary of foreign influence on the throne, even if it was a Jelbanian. As one official put it: "There's nothing wrong with Jelbanians. It's just that they aren't Deltarians."

In the final vote, Queen Alena won the crown 85-13, with 2 abstentions. She was crowned amid much pomp and circumstance, the same glory her predecessor Marazanna the Great treated herself to upon becoming an independent Czarina.

DELTARIAN HIGH COMMAND AUTHORIZES FULL MOBILIZATION

The Czarina, along with the top brass of Deltaria's military, have officially called for all branches of Deltaria's military to be placed on high alert and for all divisions to become "battle-ready" within the following months. This is in response to Kazulia's threats of invasion if Deltaria does not meet the ultimatum to officially ban the slave trade.

Her Majesty defended the practice, denouncing Kazulia as a "corrupt world policeman with a misplaced sense of self righteousness", among other things.

A large part of the world economy is based on the slave trade. It is easy to fall into the high-minded rhetoric of "human rights", but Kazulia fails to realize the economic consequences when once cheap goods suddenly increase in price ten fold as a result of increased labor costs.


The Czarina went on to petition the few other nations that had also legalized the slave trade, saying that "The death of slavery in Deltaria will ultimately be the death of slavery across Terra."

Deltarian Workers Had Enough, Kasavica Proclaims. Revolt is Happening Across Deltaria

Ştefăneşti, Febuary 12th 4085: After 2 days of fierce fighting, communist forces have managed to storm the Hall of Royalists. A red flag now hangs above the legislative building of the Deltarian government. Fighting is still occurring throughout the capital, but czarist forces say that the capital is about 55% in the hands of the rebels. Rebel forces from the city's outskirts and the inner city were able to link up and have been on a steady advance. The monarch is out of the city, but there is still fierce fighting at the palace. Forces of the Czar's Divízia čestná stráž are desperately trying to hold onto the capital. The communist 1. Gardová Pešej Divízie and 15. 1. Pešej Divízieis are assaulting the city, under the command of General Lakatos Renátó. General Secretary of the Communist Party, Aleksandar Kasavica, has called the taking of the Hall a "great victory

Origins of the revolt
The communist party under Aleksandar Kasavica began underground in the early '80s. It mainly thrived in areas that had experienced discrimination under the Czars. A large portion of the party is minorities. Liberal members of the majority also made up a good portion of the early movement. Then, throughout 4083, the movement picked up a large number of poor farmers and cottage industry workers, a large chunk of the economy. By 4084, the movement was picking up steam as the Czar's government picked up steam. Then, on January 5th, 4085, Kasavica proclaimed a general revolution throughout the country. By February, the rebellion had consolidated power and was now on the offensive. The assault on the capital began of the 10th. The Czarina announced a state of emergency on January 23rd, after it became clear that this rebellion would not be stopped by just standing forces. Now, the communist forces are proclaiming a new government and are quickly consolidating power. They are trying to abolish treaties as well as reform the government structure of the country. The royal family is now operating in Hadsingōs, Doron Akigo, deep within monarchist territory.

Peace at Last, Treaty Passes Through the Legislature 157-43

A parade was held in the capital to mark the end of the hostilities and the creation of the new government

After passing through the main party apparatuses with close to no opposition, the treaty ending the Deltarian Civil War of 4085 has passed through the legislative part of the government. Some members of the cabinet feared a major opposition in the legislature to a two state system, but any fear was assuaged when the first votes from key members came in. Aleksandar Kasavica and the politburo both worked on the legislature, and it appears that Mr. Kasavica does have a strong control in the party, facing no real opposition to any of his current proposals.

Government Begins Transition to the Left
The new Deltarian communist regime has begun a major transition to the left under Secretary Kasavica. Even during the civil war, the government nationalized agriculture and criminalized child labor. With the war over, Mr. Kasavica has already announced new reforms that will bring the "ideals of the revolution to life". His programs have met almost no opposition in any part of the government, showing that Mr. Kasavica does have a lot of loyalty coming from the party.

However, it is important to note that Mr. Kasavica has been a light ruler so far. He's gradually introducing reform. He's shown little brutality in the party. Finally, to the surprise of some newspapers, he's left the press alone. He's not relaxed the tight restrictions on some areas of the media, but he has not tightened them. A large portion of the private sector is still in tact, another thing that has made the media speculate. It seems as though the new government is taking its time in reforming the system it wants to change.

Deltarian Defense Ministry Announces a Campaign to Reform the Military

The Defense Ministry has put out a new plan for the military forces in the UDSR, which are to be expanded to numbers beyond those of the Czarist military. East Deltaria, the nickname for the country, is using whatever equipment managed to survive the civil war, with a lot of its spare budget going into aircraft purchases. This leaves the army with 20 year old tanks and armored cars, and the navy in an even worse spot. Secretary Kasavica had this to say about the military's new reform
Under the old regime, the military was left in a sad state and was incredibly under-prepared for our defense. We need to reform our military to strengthen its position now, and, with any luck, try to modernize it in the coming decades. I know that we can make our military a force that will no longer be an international laughing stock. That is what this administration is trying to accomplish.


He and his administration have a daunting task ahead of them. Many are speculating that the military will remain in this state beyond Mr. Kasavica's rule, however long that may be.

The recent move has also got the FKD chief of staff Deyan Prchal worried. He said in a press conference "We will take every action necessary to preserve the national security of West Deltaria. We are going to keep close eyes on these developments and we hope that East Deltaria can abide by the terms of peace we only just laid out".

Economic Reform is to Begin in the Coming Months

Secretary Kasavica has once again taken the helm of the nation's policy. The administration has put forward a new economic plan centered around industry and increasing R/D budgets. The plan also expands workers' rights and powers, and nationalizes some key industries.

The main focus of the industrial expansion is on factories centered around several key cities. Some areas the government wants to concentrate on are materials like rubber, steel, plastic, and textiles. There is to be some smaller expansion to finished goods and to raw resource gathering. The government is also increasing its importing of raw materials and other goods. The administration's hope is to have 2-5% growth in industrial production after 10 years.

In order to help the attempted transition, the government is subsiding agricultural mechanization. The plan is to keep agricultural production the same but to have less people in agriculture.

This plan has had some backlash from traditionalists in the government. They feel that even this semi-rapid industrialization plan is too much and too quick. Criticism has come over fears about the affects this move will have over the economy. This has culminated in the first, near non unanimous vote in the legislature, 143-57. The plan has also faced some opposition in the party's leadership, with a formal letter of complaint from 2 anonymous Central Committee members.

Industrial Growth Slower than Projected

Secretary Kasavica's economic has hit a major disaster as the projected growth in industrial production needed for the Secraatary's plan has hardly gone anywhere. Mass industrial growth is only at about .5% since 4090, when minimum projections needed at least 1% by this point. Toplica Kavka, the East Deltarian finance minister, has announced that the government is looking into the situation and will try to get growth on track. However, agricultural growth is at 2% since 4090, showing at least some effect, though still not as much as the administration had wanted. Cottage industry and agriculture are still the dominate forces in the economy.

Insurgents in West Deltarian Darali

West Deltarian defense minister Deyan Prchal has announced a new operation to deal with insurgents in the West Deltarian portion of Darali. This comes after attacks on border guards and the seizure of trade convoys coming from the UDSR. The operation will consist of 2,500 men against an estimated opposition group of 2,000-5,000 men. The group has been building up since the start of the 90s and does not show much of a sign of backing down. The defense ministry reports that their actions are mainly confined to the countryside.

Kreso Carlowitz Reflects of the 80s

The last Královský Kancléř in a united Deltaria, Kreso Carlowitz, has given the press his reflections on the past decade as the 90s start to take hold.
The 80s was a turbulent time in global affairs. We saw a relatively peaceful decade in the 70s rapidly degrade into revolution and violence. Certainly, I'd say that our world is much more dangerous than it has ever been in the past 30 years. As a result, the 80s will be known as a decade of revolutionary fervor.

The first major revolution was, of course, Deltaria. Starting in 4084, communism and violence took the country by storm. I remember the cabinet meetings, being told we were moving by the order of the monarchy to Doron Akigo. It was a moment of shock. Up until that point, we thought this was just a small revolt. We were too naive to see that revolution had gripped the country. When we finally realized what kind of a battle we were in for, it was already too late. They had the momentum, and we just had to hold.

Then the fire of the revolution spread to Baltusia, where left wing revolution threatened the established order. The violence that occurred there was, and this is my belief, partly inspired by the revolution here. What didn't help the violence was the foreign interventions. Throughout the 70s and 80s, we saw Trigunia become more interventionist. Other governments threatened war and pursued sanctions. Whole organizations tried to get aid to this side or that one.

However, something good rose out of this chaos. I have learned in my thoughts that these were people taking drastic measures to get their view across. It's why I made myself a civil rights campaigner. I now feel that repressing voices longing to express themselves leads to violence.

One more thing to come out of the crisis is that, now more than ever, people are choosing how they want to be governed. The treaty ending the Deltarian Civil War allowed for some free movement of people. People had the ability to choose how they wished to be governed in Deltaria. In Baltusia, the crisis was resolved by popular vote. Across Terra, people are bringing their views to the table, weather extreme or moderate. People that feel disenfranchised with monarchy are starting to choose to go without it, while those that want it are able to live under it. Several left wing movements have managed to come to power peacefully as people choose their destinies.

So, while this decade may have been ripe with violence and revolution, it was also a decade of self determination on a scale unlike anything this century. The 80s have shook up the establishment, and the leaders in these movements are the common people, finally able to bring about the government they wish to live under. Now, more than ever, people are expressing their right to live under the government they choose.

West Deltarian Defense Minister "Insurgents Greatly Underestimated"

Defense Minister Deyan Prchal of the FKD has announced in a press conference that the insurgents in West Deltarian Darali have "been greatly underestimated." After a year of COIN operations, insurgent activities have only increased. The estimated number of insurgents is now about 9,000 according to the defense department. This news comes as an additional 1,500 troops are to be deployed to combat the insurgents.

The insurgents have gotten more confident their attacks. Raids on shipments entering the affected areas have increased in number and ferocity throughout 4094. In January they launched a bombing of one of the counter-insurgent bases, killing 7 and injuring another 50. The total deaths for COIN forces since the start of operations is 952, while Insurgent deaths number around 1,500. AFKD's (Army of the Fascist Kingdom of Deltaria) publicized intelligence report show that the insurgency is not breaking.

The insurgents have their origins in the civil war. They're pro UDSR elements from the territory given to West Deltaria and in the late 80s and early 90s were largely underground. Throughout 4093, the insurgents had a rapid increase in numbers and were able to start attacks on small targets. The group was never really that organized and has no formal name to it. Even as the attacks became more sophisticated in 4094, the group has not gone by a name other than insurgents. It wouldn't be collection wrong to call them a collection of pro-UDSR elements.

The dragging on operation has lead to some members of the press publicly criticizing the handling of the insurgency. The Tepesovo Daily has printed a story calling the managing of the effort "incompetent in every aspect". The war is also starting to find some opposition in the northern section of the country. As the government of the Czar continues to try to deal with left wing insurgents, the last thing it wants to deal with is opposition from its people.

The UDSR maintains that it is not arming these insurgents publicly, despite FKD intelligence statements saying otherwise. This media outlet cannot confirm either side of that statement, but it is an important possibility to consider.

Central Committee Votes for a Party Congress in March, Despite Protests from Secretary

The Communist Party of East Deltaria is now going to have its first post-Civil War party congress, the meeting of party delegates to set policy and to choose the party leadership. After the motion unanimously passed the Politburo, it moved on to the Central Committee, where it passed 25-5. This has been seen as a motion of no confidence against Secretary Kasavica, whose economic woes seem to be hurting the "hero of the revolution"

With his broad and expensive economic plans not meeting expectations, his grasp on the party is rapidly loosening. With the Congress's first order of business being the selection of a General Secretary, some feel that Kasavica's days are numbered. Many in the party respect him, but feel that he has not been effective at actually governing the country. His loyalists, however, feel that this is just a move by certain factions in the party to grab power, using an under-performing economic plan to just gain as much power as possible without actually wanting to help the economy.

Not only is there the issue over Mr. Kasavica, there is also a growing split in party ranks. There are moderates in the party that feel that the current administration is doing too much too quickly. Their leader, Politburo member Andrya Voitenko, is gaining more attention as both a revolutionary hero and a rising star in the party. She is also liked by women's advocates and LGBT rights groups, though not liked much by her politburo colleges. These members also wish to not support insurgents in West Deltaria and want to repair the country's international relations.

There is the party mainstream. This is a wide range of people who generally support the direction of party policy, with some minor changes depending on the group. However, most do not like the current handling of the situation with West Deltaria. Most want to have some more involvement in supporting the insurgents, while others think that they should focus on calming tensions and condemning the rebels. However, there is general agreement in two things; there should be no ground troops, and there should be changes in Kasavica's policy implementation.

The shrinking faction in the party is the loyalists to Mr. Kasavica, who want to keep the country in its current direction. If the congress threatens him, members of the press speculate that it will be this group that will try to sabotage a new leader.

Finally, there are a small number of hardliners. These party members want more radical change in all sectors. They feel that the change in the economy is not quick enough and that more has to be done. They also support massive military buildup and much more support for West Deltarian insurgents. Some in this faction have gone as far as suggesting boots on the ground to take down the "Czarist oppressors" in Doron Akigo. The backers of this faction also have a strong presence in the military, due to their militaristic stance. The group has become increasingly hostile to the current administration.

Day 1 Brings Chaos to Party Congress
With the first day of the Congress of the Communist Party of East Deltaria ending much earlier than planned, here is a recap of the day's events and headlines
LGBT Leaders March in Capital 1 Hour Before Congress Starts

Ştefăneşti- With an hour before the congress officially began, Deltarian LGBT rights groups staged a march in the capital. It seems like this revolutionary spirit has reached the gay community as about 500 activists took to the street. Within 15 minutes, more people had joined the march. The marchers called for actual recognition of gay marriage under the law and an end to discrimination against members of the LGBT community, specifically with regards to the military. They were joined Politburo member Andrya Voitenko, who said she would do all in her power to see a vote in the congress. This has met some opposition from hardliners in the party, with the only notable person being Politburo member Vass Donát, who, controversially, said that their way of life is a "cancer on our great culture and nation".

Kasavica Loses First Vote for Secretary, Announces He is Not in Running

After failing to win a vote by affirmation to affirm Mr. Kasavica as the General Secretary of the Communist Party, the congress went to its process for choosing a General Secretary. The position is chosen by all 600 delegates at the congress, with a majority of 301 needed to secure the position. The start of balloting was smooth, with 5 candidates nominating themselves to the delegates. There was Mr. Kasavica, hoping to legitimize his failing grasp on the party. Challenging him were Field Marshall and war hero Lakatos Renátó, Finance Minister Toplica Kavka, Politburo member Andrya Voitenko, and war hero Field Marshall Oskar Horváth.

Then all hell broke loose.

Darali mostly threw its support behind Mr. Renátó, with the secretary only securing 10 votes. This immediately caused an uproar from Kasavica loyalists. Renátó had an expression of shock, clearly expecting Mr. Kasavica to overcome a split opposition. After getting the room to quiet down, there was a strange tension in the room as Alazinder cast its votes. The mostly moderate delegation split between Voitenko and Kavka, causing another uproar. It now became clear that the first ballot would not see a Kasavica victory. Loyalists in the Ushalande delegation were even heckling the results being read. Some boos even erupted from that delegation, even as their own ballots were being read. By the time Dissuwa's votes were read, the chair presiding the vote was shouting into the microphone. Some loyalists walked out early while a fight broke out between some fanatics. As chaos consumed the hall, the Congress was adjourned until the following day. Mr, Kasavica had one last statement to give as General Secretary. This was the only real point in the hour long mess that there was some semblance of order

Fellow delegates and citizens. What we have just witnessed was a disgrace of our procedure and our order. I may have lost, but I will not lose sorely. I expect those that were with me to the end to do the same.

Under the last 12 years, we saw the birth of our great system, a system that does not exploit the poor but compliments them. We have set up a new era in Deltaria, an era that will be prosperous in the years to come. We are working on ending the tyranny of the establishment in Deltaria that flourished under the czarist tyrants. We now stand in a new age, and although I may no longer be leading it, I still recognize what the great members of this party and myself have done for Deltaria. I hope that whoever comes after me will continue to invest on the economy and will set up a bright future.

I will do my best to ensure a smooth transition of power. I know that these four bright people, heroes of the revolution and the people, will be great at the job of leading our nation. I know that our nation will be in great hands, whoever secures the title.
