Lakatos Renátó Wins Position of General Secretary, Victory for Hardliners in Party
Image
The newly nominated General Secretary gives an address to the Congress

After about 2 hours of negotiating, Mr. Renátó has emerged as the new leader of the Party after the second round of voting. His victory is attributed to his ability to build a coalition of hardliners, some Kasavica loyalists, and mainstream party members that feel that Mrs. Voitenko is too far to the center. However, a large number of moderates came to him after he went into backroom talks with some prominent moderate delegates, including Mrs. Kerekes Ildikó of Alazinder. In what some in the media are calling the "Compromise of 4096", it appears that Hardliners got the cabinet and the position of General Secratary, while moderates got the Politburo and a passed vote on gay rights in both the military and the law.

2nd General Sec. Ballot and LGBT Rights platform
2nd ballot
Renátó 305
Kavaka 199
Voitenko 74
Horváth 14
Kasavica(Write-in) 8

LGBT Rights Platform
Aye- 417
Nay- 116
Abstain- 67

One issue that divided the congress was the West Deltarian Insurgency. That conflict has been in retaliative stalemate for a few years, with little signs of slowing down. While a statement of support for the insurgents passed 515-85, a pledge of arms and volunteers was shot down 294-306. Some hardliners tried to push through a direct intervention, which never even reached a vote. Foreign policy seems to be tearing the party factions apart, and this squabbling prevented a vote on economic policy. This has left the new government with free reign on the economy, and pundits have no clue what the new adminstration will bring.

Bombing in Hadjohemis; 23 Killed 4 Km from Hall of Royalists
Image
The capital's counter terror forces responding to the bombing

Two bombs went off in a hotel in the middle of the capital of West Deltaria. The bombs exploded at 7:02 AM , March 5th 4100, in a local hotel, killing about 15 in the initial blasts and injuring another 58. 8 of those injured died of their wounds later today.

The attack was carried out by the communist insurgency present in the country. What was thought to be a dying movement isolated to the southern countryside has hit much closer to home for many that may not have otherwise cared.

Local officials have declared a state of emergency and police are now on a manhunt for the terrorists. The surrounding area is now a massive search area, with the police and military deploying the largest amount of personnel for a manhunt in recent Deltarian police history.

Deltarian News from the Past 2 Years in Brief
West Deltarian 4100 General Elections, Nationalists Sweep, Forming Coalition With Conservatives
ImageImage
The charts above show the dramatic swing in the Hall of Royalists following 4100

December 12th, 4100- In a Historic 3rd election for West Deltaria, the Nationalist Party of Deltaria has managed to secure a massive swing in votes and seats. The ruling Conservative-Monarchist Party now has to form a coalition government with the incoming nationalists to remain in power. Konzervativa Monarchisticka leader and Královský Kancléř Alexi Culum has announced an agreement was made with the Nationalists as it became clear that they would be in the first minority government in Deltaria since 3914. The election also saw the West Deltarian socialists fall under the 1% national threshold for representation under the MMP elections.

4095 Election Results
Party, % Popular Vote, Seats won (Party Vote), Extra Electorate Seats, Total Seats
Konzervatívna Monarchistická Strana: 51.80%, 130, 1, 131
Liberálna Demokratická Strana: 43.50%, 108, 0, 109
Socialistická Robotnícka Strana: 1.50%, 4, 0, 4
Nacionalistická Strana: 1.20%, 3, 0, 3
Liberálnej Strana: 2%, 5, 0, 3

Party % Popular Vote Seats won (Party Vote) Extra Electorate Seats Total Seats Total Seats
Konzervatívna Monarchistická Strana 41.80% 104 1 105 105
Liberálna Demokratická Strana 36.50% 91 1 92 92
Socialistická Robotnícka Strana 0.07% 0 0 0 0
Nacionalistická Strana 19.83% 50 3 53 53
Liberálnej Strana 2% 5 0 5 5

The rise of new parties came from the revolutionary fervor that erupted in the 80s. The main opposition Liberálna Demokratická Strana came from moderates that wanted to avoid an armed insurgency in West Deltaria, while the Nationalists rose from what they called "incompetence" in the Monarchisticka's handling of East-West relations and the insurgents in the south, the region that the nationalists managed to pick up the 3 extra electorates (The other large parties picked up extra seats due to close northern races). The nationalists campaigned on a platform of being tough in the fight against communism, some even calling for war with the UDSR. They also campaigned on increased spending on defense and military modernization.

One important announcement from the brief negotiations came with the selection of nationalist Brencis Milenkovic as defense minister. The right winger talked about the need of a quick solution to the crisis in the south "by any plausible means". While part of his party's mainstream, he is considered an extremist by traditional conservatives and was called an "irrational hawk" by the Lib Dem Shadow Defense Minister, Slavimir Velchevska.

Defense Minister Milenkovic began his plans to crush the insurgents in the South by announcing additional troop deployments. By now it is at an additional 3,000 troops, bringing the COIN manpower to 11,000. While the minister hopes this will bring an end to the insurgency, critics say this will only help to inspire more to join the rebel cause by painting the region as that of open opposition. He has also loosened combat restrictions without interference from Kancléř Alexi Culum. Troops may now go as close to the border as deemed necessary and have looser restrictions on what scenarios don't count as villages harboring guerrillas. Some southern villagers have told local papers about the fear of the use of flamethrowers in wooded areas. While it is still against military policy to use the weapon, some villagers report soldiers using some incendiary weapons in barren fields.

East Deltarian defense minister Oskar Horváth has expressed his concern over the border conditions loosening, saying "any illegal actions in the sovereign territory of the UDSR will be met with consequences, the severity of which shall be kept secret. The FKD has no exceptions to violating international sovereignty"

Defense Minister Milenkovic Orders Airstrikes in Southern West Deltaria

Published July 6th, 4102
West Deltarian planes have begun a bombing campaign aimed at ending the the war with insurgents in the south. While the momentum has been swinging towards COIN forces, the war was still dragging on. These airstrikes were approved by Mr. Milenkovic to "end this struggle swiftly and efficiently". While his intentions are respected by the right, there is a catch in the form of the actual policy. Firstly, there are no restrictions on where the strikes are allowed to occur. Secondly, the policy on air-striking a location is that the location only needs to be "suspected of harboring guerrillas". The lack of a confirmation clause has raised criticism from many legislators across the political spectrum, even some in his own party. Critics have argued that this will both anger the UDSR and will only give civilians on the edge of joining the guerrillas an incentive to do so.

West Deltarian Airstrikes Hit Within 1 km of East Deltarian Border, UDSR Border Divisions Increase Alert Level
Image
General Secretary Renátó's motorcade going through the capital to an emergency meeting

August 6th, 4103- At about 5:30 AM local time today, East Deltarian border officials spotted what looked like explosions close to the border. By 7 AM local time this news had reached up the chain of command to the Secretary Renátó. He called for an emergency cabinet meeting to discuss the response to the airstrikes, which was given to the press at 8:32 AM.

What occurred today is something we shall not take lightly. Earlier this morning, airstrikes from the air forces of West Deltaria reached a distance that is dangerously close to the border. We are upping our border security as a response to this act. We will also be providing additional air cover by upping fighter patrols along the border and will not be afraid to shoot down any West Deltarian military craft that penetrates our air space.

Kancléř Culum, and the Czarina, we call on your government to reign in your defense minister and your military. It is currently acting like a rabid dog with no leash. We request a 5 km exclusion zone where conflict cannot occur.

The hardline policy emanates from the response. It is clear that this government does not like and does not want anything to do with a soft stance on the matter. The secretary's back at his policy roots and it is clear that this will not be easy.

However, the policy does have some critics. Some more economically-minded papers have questioned whether the economy is prepared for a possible conflict that could come out of such a crisis. This stems from an economy similar to that Kasavaca left the country in. Other more moderate figures have called the response rash and unjustified, wanting to be more diplomatic in the approach to West Deltaria.

The Deltarian SC Seat Debates Will Be a thing, Should Candidates Accept
Image
An East Deltarian cartoonist making a visual representation of what it might look like
OOC: for the sake of simplicity and not having half the post being labeled OOC, the article uses real times and dates. Their IC equivalents will be inferred and used when the time comes. Debate formats are labeled as OOC.
With the security and future of the world possibly in the balance and every vote counting, The Deltarian, the leading paper in the UDSR, has decided to announce its plans to hold debates for each of the 4 regions seats. The initial rules committee has laid out some basic rules and deadlines.

Each seats's debate rules will be chosen by representatives of each country's campaigns if a country has received at least 3 votes for its seat. The rules committee shall be responsible for choosing the format and amending the format to the way the campaigns want except for a few set rules. They will also be responsible for choosing a reserve moderator, should the official Deltarian moderator or any other appointed moderator not be present.
Unchangeable Rules
1. The minimum number of votes for qualification shall be 3.
2. The number of votes required to choose a format shall not be changed.
3. At least one moderator from The Deltarian shall be present.
4. The deadline for qualification for debate shall be Saturday, October 22nd 2016 at 6pm EST.
5. There shall be no restrictions on press or audiance attendance and what the press may publish, expect in libel. However, the press' and audience's behavior during the debate may be brought up.
6. Any logs of the debate being published shall have no timeline restriction and no ban on the publishing of logs shall take place.
7. Any live debates will occur on Sunday, October 23rd between 12PM and 6PM EST, time chosen by the rules committees. They may be held before-hand either with the moderator's consent or with the appointment of a backup moderator to represent The Deltarian
8. The live debates shall not exceed a length of 90 minutes.

Any grievance with these rules before the rules committees convene in the forums. The committees, and therefore the time limit to qualify for the rules committees, shall meet starting on Thursday, October 13th at 6PM EST and will have until 9PM on Monday, October 17th, 2016 to decide on the format and rules of the debate. We wish to leave a lot to the campaigns to decide upon to be both fair to them and to make up for short notice.

OOC: Here are our pre-planned formats, which may be amended
Forum Debate (simple majority to pass)
1. The debate will last from the closing of the rules committee to the start of live debates and will take place on the forums
2. The moderator will ask a question and give every candidate a set amount of time to write a response
3. After every candidate responds, there will be a set time for responses. Should the discussion stray too far from topic, the moderator may cut the time short or remind the candidates to stay on topic
4. This process shall repeat until the day of live debates scheduled in the set rules. Each candidate will have that day to make a closing statement.

Discord Debate (Simple majority to pass)
1. The debate shall take place on the predetermined date and time on discord
2. Each campaign shall send a single representative.
3. There will be 3 general topics split equally among the 90 minute time-frame.
4. The moderator shall ask a candidate a question. The candidate will have set time to answer the question given.
5. Other candidates shall be given an amount of time to respond given at the moderator's desecration.
6. Candidates may request for response time or be given to it by the moderator.
7. Questions will be given a set time for free discussion after official responses.
8. The moderator can only cut off candidates during the free discussion period.

Voice Debate (Unanimous vote to pass, since not everyone is comfortable with it)
1. The debate will be held at a predetermined date using discord's voice chat feature
2. Each campaign shall send 1 representative
3. A mic check shall be held 5 minutes prior to official start to set up the recording process.
4. Each candidate shall know that a full audio recording shall take place.
5. Each candidate must state their name during the recording to make it clear in the log
6. The moderator shall ask a candidate a question. The candidate will have set time to answer the question given.
7. Other candidates shall be given an amount of time to respond given at the moderator's desecration.
8. There will be a set period for free discussion after official responses have been given.
9. The moderator may cut off candidates during the free discussion period.
10. The 90 minutes shall be evenly divided among 3 general topics.
11. The audience shall be allowed into the chat. The rules governing their behavior may be set here.

Foreign Minister Hires Comedian to Run Fake Campaign After Discovering 2nd Place in B Polls
ImageImage

The foreign ministry has held a campaign announcement with famous comedian Dekion Mccoy. It runs the slogan "Well you hate the rest, so you might as well consider us" and several flyers reading "none of the above". The stunt was meant in good fun to poke at the runner up position of Deltaria despite doing nothing to campaign for it. Here is a part of the rally.

"First there's Zardugal, which blew all of their little funds they collect from tax on a bunch of eagles with banners saying "let us hail you, oh Liberty!". They could only afford the banners since someone cut the funding. Then there's Istalia, who have so many bill proposed that the next two elections will have passed before they even vote for themselves. Then there's Vanaku, who have called it quits and are voting for someone they're beating in the polls. They're even more committed to losing than we are. 'Sir we tied for third, recommend course of action?' 'I got it vote for the guy in fourth'. Then, in Beiteynu, you have religious conservatives calling out other candidates for being religious conservatives. Finally, it seems that a bunch of other nations want countries to be in seat B when they don't even want it. Just ask Cobura, who have a vote themselves despite them voting for Jelbania. 'Hey Cobura, we are sending you our vote.' 'Why that's very kind, but I really don't want it' 'No no, take it. I insist' "

The foreign ministry enforces that this is all good, comedic fun and is not meant to be taken seriously. The ministry affirmed that it does not take any policy from what was said at the rally and also affirmed that Deltaria is not seeking seat B and only voted for itself as a way of positioning themselves to vote for anyone.

FIRST LIBERAL REFORM ACT PASSED; SERFDOM ABOLISHED
After the First Liberal Reform Act passed through the Supreme Congress, the unfair and unholy practice of serfdom has been abolished. Various other liberal reforms were introduced, like the illegalisation of the segregation of public amenities, on the freedom of information law and the freedom of assembly. It is obvious that the new government, with Petar Volkov at its head, will restore liberty and order in this country ravaged by fascism and dictatorship.
