WAR IMPLICATIONS

Presidential Palace, October 29, 5473: After a meeting of the Royal Council concerning legislative initiatives, ZLATENICO OKO asked Prime Minister Milos Tomasek what was likely to happen to Majatra because of the recent war between the Yeudi and Lourennais forces, and Tomasek replied:

As you know, we have been preoccupied with dealing with internal affairs for some time and were quite surprised by the outbreak of actual armed conflict between Moledet Medinat and Royaume Uni de Lourenne. When Jumhuriat al-Badara and the Kundrati Union became involved a wider war seemed likely, and when Jumhuriat al-Badara became concerned about being invaded, we offered military assistance for its defense.

The State Directorate for Intelligence (DROD) reports that the war is winding down and likely many issues will be resolved.

The most obvious results were trade disruption and economic fallout from the two most powerful economies going to war with each other. Less obvious is the Majatran Security Cooperation Organization has likely been damaged. We believe in the long run it is still viable but that is only our opinion.

It is obvious in the wake of this conflict our rearmament program must continue. The next focus will be building another aircraft carrier, additional troop sea transports and additional combat aircraft.

Asked by ZLATENICO OKO if nuclear weapons was a likelihood, Tomasek replied:

DROD intelligence is six nations have definitely built nuclear weapons in the past, and two more claim to have, one of whose claims are definitely baseless. Only one of these is close to being able to afford to do it again anytime soon.

Three others have been in a position to develop a nuclear weapons program but have not done so. Two of these are still in that position and have the economic resources to start to commence to begin the arduous process.

One hopes they will abide by the will of the people of Terra and not do so. We have no intention of restarting the construction of nuclear warheads.

MORE NAVAL TROOP TRANSPORTS

Defense Ministry, August 9, 5474: ZLATENICO OKO sources at the Defense Ministry indicate after the remarks of Prime Minister Tomasek on military construction priorities, the Imperial Army Staff asked that more naval troop transports be built. The Admiralty and the Joint Command Staff concurred, and accordingly Defense Minister Stefan Stolojan has directed the Department of Appropriations for Deltarian Defense (DADD) to make arrangements with Sjeverno Teretno Brodogradilište in Lesnograd to build 20 more landing ship minelayers, called the Kornjaca Class landing ships, over the next 68 months using the designs developed by Sjeverno Teretno Brodogradilište for the previous order from the predecessor organization to DADD.

Sjeverno Teretno Brodogradilište in Lesnograd has for many years been building, maintaining and repairing freighters of medium to small size for Sjeverna Teretna Linija, a prosperous freight line, and McCray Shipping, a very old but still operating freight handler. Sjeverno Teretno Brodogradilište developed the Kornjaca Class landing ships at the request of DADD’s predecessor for a landing ship with mine laying capacity which in the aggregate should be able to transport a brigade or so by sea to a landing site and do minelaying work in the assigned port.

The Kornjaca Class Landing Ships are of a roll on/roll off design with loading ramps in the bow and stern. They have a length of 49.69 meters and beam of 10.2 meters with a draught of 2.6 meters. They have two diesel engines driving two shafts capable of 1530 horsepower each that propel the vessel at a maximum speed of 23.2 kilometers per hour with a range of 2600 kilometers.

It has armament of stern and side mounted machine guns and anti aircraft missiles. It has a crew of 32 and can carry 152 naval mines or six medium tanks or 300 equipped troops. It is thought 20 should be quite enough to transport any one brigade.

BADARA AND DELTARIA OPEN JOINT MILITARY TRAINING FACILITIES

Defense Ministry, July 19, 5475: Defense Minister Stefan Stolojan announced today that agreement had been reached between Jumhuruat al-Badara and Veliko Carstvo Deltarije that two military professional training facilities would be jointly operated by the General Staff of the Republican Army and Guard (General Staff) and the Joint Command Staff (JCS) of the Deltarian Armed Forces.

A Non Commissioned Officer (NCO) Leadership Training Facility is being constructed in Bier Qassem which the General Staff and the JCS will jointly operate. The initial courses will focus on the leadership role of NCO’s in all military services, but it is anticipated that the specific requirements for NCO leadership in specific service arms and the various branches thereof will shortly be the subject matter for developing new courses over time.

Training facilities at the Anti Submarine Warfare Command headquartered at the Port of Branovica are being selected for a Coastal Defense School for Field Grade Officers to be jointly operated by the General Staff and JCS. The initial courses will be emphasizing the range of assets available for coastal defense and bringing them to bear. The second round of courses will emphasize coordination of the use of these assets through communications and effective command control.

The General Staff and the JCS are also in discussions concerning joint military exercises.

TIAN’AN CONFERENCE

Tian’an, December 29, 5476: Chancellor Milos Tomasek has replaced as delegation head Finance Minister Toislav Brnetic who is now attending the Terran Monetary Unit Conference in Kaliburg. ZLATENICO OKO asked the Bundeskanzler how things were going.

First, Veliko Carstvo Delarije does sincerely apologize to the Government of the Son of Heaven and those waiting patiently to be recognized for being among those addressing the Conference outside the order of proceedings.

The Tian’an Conference is addressing an important issue. The recent war between the two nations with the largest economies was not without consequence. Even in our own nation where our economic resources are not affected much, the free market investment community like in all Terra panicked and made erratic and foolish decisions driving down the stock market and making credit more costly as apparent value of assets tumbled. With more or less peace reappearing we like the rest of Terra are getting over this quite unfortunate disruption.

The Tian’an Conference is seeking to address how to prevent wars between nations with big economies and lots of military assets. The first plan to be considered seems to have gotten little traction. We will be interested to see if there are others presented.

We also are very interested in views on whether the World Congress could be much more useful in preventing such wars and what other nations think of using interlocking economic and trade connections and cultural interaction to lessen tension. We do recognize there was much of that between the Royaume Uni de Lourenne and Moledet Medinat before their war.

We will maintain a senior government presence at this conference. Finance Minister Toislav Brnetic is now attending the Kaliburg Conference on a Terran Monetary Unit which is looking at having a standard currency which we could all use for international finance and trade evaluation. There are great difficulties but there is also optimism this can be achieved.

Foreign Minister Lucian Parvelescu is at the Majatran Security Cooperation Organization (MSCO) where members appear to be adopting reforms very much in line with our own views for the MSCO.

DEFENSE MINISTRY BUYS MORE AIRCRAFT

Defense Ministry, December 19, 5477: Defense Minister Stefan Stolojan announced that he had authorized the Department of Appropriations for Deltarian Defense (DADD) to contract for purchase and delivery of a number of combat aircraft from SATURN, our premier military contractor for aircraft to the Imperial Air Force. The order was requested by the Imperial Air Force Staff and approved by the Chief of the Imperial General Staff (IGS).

DADD will be placing an order with SATURN for 25 more SA - 30 DK’s, 25 more R-24's and 25 more MiG 29's to augment our air superiority and multirole fighter bomber capacity to be delivered over the next 83 months. It

It is believed this is part of the buildup informally called “Deterred Again.’ It is expected the IGS will next turn its attention to aircraft carriers.

ZLATENICO OKO asked the Defense Minister if rejoining the Majatran Security Cooperation Organization (MSCO) meant Veliko Carstvo Deltarije would again contribute forces to the Collective Majatran Response Force (CMRF), and he replied:

The MSCO is in fact in flux, we believe positively, but it is still much too early to make a decision on that question.

What we are definitely going to do is continue to have our Anti Submarine Warfare Command inform the CMRF Headquarters of any submarine sightings in the Sea of Majatra as we have done for many years.

TIAN’AN CONFERENCE UPDATE

Tian’an, September 29, 5478: Prime Minister Milos Tomasek is attending the Tian’an Conference convened by the Son of Heaven, and at the behest of ZLATENICO OKO, has spoken on recent developments there:

The conference may have turned its attention to the functioning of the World Congress, which we believe is a constructive move. The particular suggestions include removing all its power which at first look seems to be a mistake.

We believe a first step should be building on a success which was organizing humanitarian relief for refuges and war victims during the Kiralawa attack on its neighbors. The World Congress should take the lead in providing such relief in conjunction with initial exploratory diplomacy to see if conflicts can be resolved.

We hope other ideas for the work of the World Congress can be explored as well as other topics such as how economic and cultural interconnectivity can greatly reduce the risk of war.
