Cahtrice, August 17, 4959: ZLOUTENE OKO has learned from Justice Minister Stefan Charvat that the two largest factions in Lidova Fronta will be disassociating soon. Charvat told ZLOUTENE OKO:

The largest faction wants to concentrate on social benefits distribution and civil liberty guarantees and does not want foreign entanglements which it regards as inevitably flawed. It is no longer not willing to be partners with the second largest faction which really wants Velke Rise Deltarska to play a large role on the Terran stage as it often has.

Our small faction which has tried to accommodate both factions by avoiding nationalization for the sake of nationalism and implementing tax reform and benefit guarantees and by taking a limited approach to international affairs. With the split we find ourselves very much not part of either faction.

We can say we are very happy to have been able to implement our joint stated purpose for having a party and leave the safety net and guarantees of liberty in good shape.

In international affairs it is not so. Frankly comrades, we tried and failed. We have supported cooperation and mutual defense in Majatra but whether this will ever rebound we simply do not know.

The Security Council was on the verge of reforming nuclear arms limitation when it ceased to function. So it goes.

Cachtice: The new government, led by the United Democratic Party (SDS), has made a major announcement that shocked many pundits. In a speech before national television, current First Minister Radim Dvořák, announced the proposal of his government to hold a "All-Deltarian referendum" which would decide over a new constitution that would see the monarchy abolished and the return of a democratic federation. The proposal, one of the most comprehensive ones in a century, would mark the end of an era, and see a democratically elected president return. The decision according to Dvořák was made as the throne remains vacant and has been vacant for over a decade, with the previous Czar, Alexej II, dying without any relative to assume the throne. Until then every subsequent First Minister has taken the responsibility of regent in the abscense of a monarch, basically de-facto making Deltaria a parliamentary republic. The SDS came to power a year ago on the promise of national renewal and a new era for Deltaria, which has suffered from stagnation and a declining population. The party won a major victory, thanks in large part to uniting both liberal voters and "old-guards", former supporters of the historic KDU, who act as the Hosian Democratic wing of the new party. The new party assumed power and thus used its time to prepare this collosal referendum, which will change Deltaria into a federation once more.

People and politicians from Doron Akigo and Dissuwa celebrated the announcement, with the new constitution possibly giving them republic status and leaving governing of their territory largely to themselves. While referendums are normally not allowed to be held under the current constitution, the monarch is allowed to make exceptions, giving the First Minister the right as regent to grant such a exception in this case. Monarchists, primarily situated in Ushalande, have called the move "betrayal" and vouch to fight it in court. It is unlikely they will succeed however and the referendum is guarenteed to be held. The scheduled date for the referendum is next month with current polls suggesting a major win for the yes side (change into a federation).

Cachtice: The All-Deltarian constitutional referendum has, with 64% of the votes and a 70% turnout, passed, resulting in the new Deltarian constitution passing and the Deltarian Federation being proclaimed by the government. Thousands had gathered on the streets of major cities to celebrate the result which sees the regency/monarchy abolished and a new federal republican structure take its place. SDS and government leader Radim Dvořák celebrated with his party and supporters and called the result, "a historic win for democracy and progress" further stating that a new interim government has taken shape that will organize a All-Deltarian federal election as soon as possible. The ruling house, the house of gregorovich-tesar, did not respond to the result, with the last remaining relative of the house having relinquished her right to the throne. This means the transition will happen smoothly, with Deltaria effectively having been a republic under the regency of the first minister for over a decade. The results were validated thanks to a suprisingly large turnout of 70%, largely attributed to the heavy campaigning of both sides. The campaign on the "no" side was largely led by the church and saw often offensive campaign poster spread accross the country. This can also be seen in the result, with the more religious south voting against the new constitution while the north and urban centers voted yes. Darali, a traditional stronghold of monarchism, kept true to its history and voted largely against, with only the capital of Cachtice voting in favour.

This marks an end to the Grand Empire and a subsequent new era for Deltaria. The now provisional government has the major task to adopt and properly execute the new constitution and all its provisions. The governments of Dissuwa and Doron Akigo issued a statement proclaiming their respective Republics and stating they will "fully abide by the new constitution and work to setup the mechanisms of our new governments." The flag at the former Imperial Palace, now Presidential Palace, has been lowered and replaced by the new federation flag. The provisional authorities have issued a statement saying that the first All-Deltarian election will likely be held next year. Radim Dvořák, leader of the ruling SDS, has stated he seeks to run for the presidency and be the first Federal President of the new Federation. He is likely to receive his party's nomination with relative ease.

Cachtice: The Provisional government, by initiative of the Provisional Ministry of War, has announced a comprehensive review for the Armed Forces which seeks to locate and adress pressing issues within all four branches of the Armed Forces. The review was ordered following a alarming report from the State Bureau for Property Management, tasked with categorizing state property, which stated that the size of the Armed Forces has caused problems for the, "maintenance and proper management of existing hardware." Furthermore the large size of the Armed Forces is also draining funds that could otherwise be used to increase training hours, improve military infrastructure or otherwise improve education for members of the military. According to the PMW the review seeks to find the root causes of the issues and present a plan to the government on how to solve them. The transition from the Grand Empire to the Federation is expected to cost billions due to administrative changes, with the government eager to look for ways to save money instead of borowing it from foreign or domestic lenders. The military is one of several big government institutions where a large part of the necessary funds can "be saved" according to the Budgetary Office.

The review committee, consisting of around 500 politicians, inspectors, financial and military experts has already presented some preliminary plans to the ministry. While these documents are classified, rumours suggest the committee is proposing to decomission one of two carrier strike groups, which would save the state over 5 billion annually and would mean the decomissioning of 7 ships including one supercarrier. The airforce and army could remain largely intact, although conscription should be abolished in favour of voluntary service to cut costs, which would result in the current 1 million active soldiers to be cut to a estimated 550.000. Whether the government will fully agree on these reports remains to be seen, with many SDS prominent members being keen on keeping much of the military infrastructure intact, as it delivers thousands of jobs to their constituents. One thing is clear, the Armed Forces are likely to experience change, although no one really knows what this change may look like.

Cachtice: The United Democratic Party has won a resounding victory at the All-Deltarian election yesterday, winning over 560 seats in the Federal Chamber and their leader Radim Dvořák winning the presidency, defeating the Doron Akigan candidate Hal Worchester. Dvořák won by over 89% of the votes, with Worchester only winning more votes in Doron Akigo, his home turf. The major win for the SDS was already predicted in the polls and is largely attributed to the party its success in passing the referendum and creating the federation, with many hoping for a more liberal and progress filled period in Deltarian history. While the SDS won a majority of power, also winning the governorships in 3 regions and their respective parliaments, they did lose locally in Doron Akigo and Dissuwa, with in both a local party winning government. In Doron Akigo the Doron Akigan Socialist Party has won the presidency and the Assembly, gaining full power. They also won several FPTP seats, being represented in parliament for the next term. In Dissuwa the Dissuwan Social Hosian Party won a majority and the presidency, also winning some federal level seats. Both parties have pledged to work with the SDS federal government however, marking no strong oppossition for now.

When the results came in SDS leader and President-elect Dvořák adressed his supporters in front of his home,

Our nation has gone from a stagnant future to one that is bright and promising. The new federation, with its democratic institutions and vibrant local representation, will roar us back onto the international stage. The SDS government, led by me as your president, will push through a agenda of social change, economic restructuring and renewal. We will bring back economic stability and growth, lead the way for Majatran intergration, strengthen our democratic institutions and adopt a pro-active foreign policy. It is time that the Deltarian citizen comes to the forefront of what we do again. I thank you all for your support.


The Federal President is set to take office next month and present his cabinet to the chamber. One of the first things on the new governments agenda will be pushing through economic and social reform, meant to put Deltaria on a growth trajectory and bring "progressive change" to society.

Cachtice: The Federal Ministry of Financial Services and Transactions, led by Minister Lukáš Němeček, has proposed a set of reforms to the Federal Chamber that will see a ease of restrictions for cryptocurrency, financial transactions and some banking regulations with the ultimate goal of encouraging innovation and new payment methods. The bill was inspired by UnionBank, Deltaria's largest private bank, which developed a new payment system where its customers can use a mobile app using face recognition to pay at venues that support contactless payments. The new app caused the company its customer base to expand and more stores offer contactless payments, making the economy as a whole less dependent on paper money and thus more diverse/resilient. These new trends have been noticed by the Federal Ministry of Financial Services and Transactions which in turn proposed a series of reforms meant to make it easier for the finance sector to innovate, invest and expand their services. Federal Minister Lukáš Němeček stated that, "these reforms open the way for more innovation and competitition, resulting in better products and more investments. We keep some common sense regulations in place to ensure the stability of the sector but will otherwise encourage private resilience and progress."

The new bill is expected to make financial transactions more common on the digital market, replacing some cash transactions. Larger banks like UnionBank have celebrated the news, saying it allows them to continuiously improve their product and further strive innovative new ideas to make the Deltarian economy less reliant on cash payments.

Cachtice: Federal Minister of Energy Slavomír Troufal stood before the Federal Chamber today to defend his proposal to reform the energy infrastructure system, which includes a proposal to decentralize the energy grid, giving management of the grid to the different regions and republics and thus creating 5 seperate energy grids maintained by those governments. Some critics from within the ruling SDS have argued it could potentially mean a more unstable grid, that could see local outages become a big problem due to poor communication and management. Minister Troufal in return ammended his proposal, creating a federal institution named the "Federal Energy Administration" or FEA that will be tasked with mapping energy use, sources and production and, in case of an outage, has the authority to direct energy from energy abundant grids to grids suffering from an outage, meant to properly maintain a stable network. The grids will thus remain connected, but will be managed seperately from a day to day basis by the different local governments. According to Minister Troufal the proposal would, "enhance the security situation surrounding our power grid and make power distribution safer, lowering the risk that one fatal attack on the system could cripple the entire network."

The bill is expected to pass with a sizeable majority, but some SDS members stated they will vote against, citing concerns over the proposal potentially making the system more unstable despite the ammendment brought forth. If passed, the new reform will take into effect next year. The Regional governments of Ushalande and Darali have already stated that they will be working with the federal government for a "smooth transition of responsibilities."

Cachtice: The Comprehensive review of the Armed Forces of Deltaria (officially the Unified Armed Forces) has completed after 1.5 years and reveals the need for the Deltarian military to, "rethink its long term ambitions and adapt its organization, size and budget on such a new reality." The committee in charge of the review hit hard at previous administrations and the Federal Ministry of War, calling all involved "ignorant of the facts", largely due to their refusal to look at options for reform and downsizing the Deltarian military. The committee suggests that several reforms could make the military more efficient, less expensive and generally better prepared for defending the country. These reforms include investing in better digital infrastructure, downsizing the bureaucracy and reforming the way it works as well as abolish conscription, which is called by the committee as "a morale killer for the troops and budget killer for the government. It also recommends the decomissioning of one of two carrier strike groups, meant to cut maintenance costs, and using the Attack Group led by the Kirov class battlecruiser as a replacement, organizing it into a Strike Group solemnly meant to protect the Majatran Sea and its surroundings while the remaining carrier group can be used for power projection. Smaller strike groups could also be created with the amphibious assault ships in service, serving as "mini strike groups" meant to support the main carrier group. Furthermore a additional 5 nuclear submarines are to be decomissioned to cut costs and bureaucracy. The downsizing of the navy will also have consequences for the Ushalande Shipyards, which will see two of 8 construction terminals/hubs close if the plans will continue.

When it comes to the army the committee thus advices the abolishment of conscription, which would see the current active personell drop from 1 million to 550.000 as only professional volunteer soldiers remain. It would mean a further cut in the bureaucracy and the government saving over 4 billion annually. Furthermore some on order equipment should be cancelled, with the committee favouring the refurbishment of existing equipment, giving it a mid life upgrade which is supposed to further cut costs. The airforce would remain largely intact, with the committee seeing the airforce "as a more important component then previous administration seek to acknowledge" saying the airforce had been neglected before and would need some additional attention. In total the committee additionally proposes a one time upgrade for much of the military its equipment including its main weapon systems, recommending to work with private contractors to provide this equipment with a "mid-life upgrade to ensure its continued use". Additionally around 2 billion should be invested in the digitalization of certain systems, such as the communication systems for army units and some funds to fund research into newly developed augmented reality devices, also seen in Vanuku.

In total, while some investments are also proposed, the entire package the committee recommends would see over 18 billion saved annually, with a entire strike group and over half a million conscripts being removed from the table. Further bureaucratic reforms and downsizing would mean that the Deltarian military will surely undergo change. The Federal Ministry of War and Office of the Federal President have both issued a statement saying they intend to, "fully take over the recommendations of the committee and executive/propose the necessary changes as soon as possible." meaning that all of what the committee recommends will be taken over. While this will mean a upgrade for much of the existing equipment it will also mean a significant downsize of the overall military, with some defense hawks in the ruling party calling it a "gross mistake that endangers the safety of the country." Defense analysts suggest that the targetted investments proposed and the mid-life upgrade of major weapons systems like many of the aircraft in the airforce will mean that the Deltarian military will likely not lose much of its operational capabilities. But despite this, for some it feels as a new period in Deltarian defense policy.

NOVY VERNY SVAZ FORMED AS YET ANOTHER PARTY

Stephanesi, August 17, 5011: ZLOUTENE OKO has learned that yet another political party appears to have surfaced in Stefanesti in the Ushlande Automni Oblast. The people forming Novy Verny Svaz (NVS) appear to include some military, police and government officials as well as some investment bankers and industrialists plus some monarchists and former adherents of Lidova Fronta, a now defunct political party. They are in fact beginning to recruit candidates and file the necessary paperwork to participate in the 5013 elections.

ZLOUTENE OKO located Ignac Stepanek who is calling himself the NVS Party Secretary and asked why yet another party. Stepanek responded:

We want to give voice to those in our society who value tradition and a strong state to maintain law and order. We want Federace Deltarska to deal with Terra not as a supplicant for help but as a power that can influence the future.


ZLOUTENE OKO asked if seeking a World Congress Security Council was anticipated, Stepanek answered:

The last time we were on the Security Council the other members initially were willing to discuss nuclear disarmament and degradation of nuclear warheads but then entirely abandoned their posts to indulge in a peripheral war. Hardly a priority to use that weak vessel again.


Asked by ZLOUTENE OKO if restoring the monarchy was an objective, Stepanek Responded;

If the monarchy again supplies the head of state, we would not find that objectionable.
