GOVT TAKES RISKY APPROACH TO CZARIST ERA

In a bombshell move by the government, a slew of investigations are being formed to investigate and in some cases dredge up the past with Deltaria. A spokesman for the President said that after lengthy meetings with lawyers, government officials, people and activists the decision was made to begin full, and official investigations into past human rights crimes. While many nations in Terra, especially Zardugal were critical of what were at times extreme human rights abuses, many in Deltaria are wary of taking up the conversation in any erst, for fear it could set off violent tensions along ethnic, class and social status lines. Indeed, to many outside observers the many human rights abuses and crimes committed in the recent past is such a list that is so extreme that many pundits around the world at the time mocked the rulers for their old fashioned ways and reasoning. Government officials stated that commission hearings would start in October and be supervised by the People's National Assembly and the Justice Ministry. Given the wide range and depth of the issues here numerous commissions have been created to examine history from the days of the old Civil War to the oligarchic regime that was recently overthrown. Already the Human Rights Directorate of the Ministry of Justice has issued warrants and summons to dozens of individuals over past actions with the regime.
However ulterior motives can be detected in these stunning moves. Several NPU sources say pressure has been building to modernize Deltaria in a fast way and many voiced the opinion of finally assessing and banishing the demons from their past once and for all. Human rights activists have long complained over suppression of rights and now with a supposedly pro-modern and nominally left wing party in power, many have been rallying local support to pressure officials into acting. Part of the past protests have been over demands for justice and truth over the extent of abuses the people took in the past 150 years.
Finally another factor is in play: finally taking out the old guard. Many of the old, landed noble families, intensely opposed to the new government's program and bemoaning their loss of prestige and power will no doubt take a hard, and potentially fatal hit from any unearthed and confirmed allegations. Such families have long acted with impunity and even the powerful Czars had to tend to their interests carefully. However with the rise of democratic governance and people demanding accountability it appears the old nobility and families will finally end. Too many families were complicit in mass oppression and human rights crimes and because they have been so entangled in the power of the state, it is hard, nay impossible to see how they come out of this unscathed.

After enduring months of protest and tension with the left wing of the NPU, members of that faction applauded the new Economic Reform Act which is sure to please those on the left while those reactionary elements are fuming once again. The Bank of Deltaria has gained new powers to regulate the currency which it says will prove a valuable tool in its arsenal. Meanwhile for the first time in decades the stock and money markets will come under effective regulation and monopolies will be broken up into smaller companies to improve competition. Energy companies are also subject to new regulation regarding prices and service and in a decisive win for the left, more regulation has been added to protect child labourers and workers.
However many caution the pace of reforms is coming too quick. 75 economists have drafted and are circulating a letter among academic circles asking the government to slow down its massive reform process while many members of the old guard are publicly bashing the reforms and calling for a return to the older system, which was simply an unholy fusion between unbridled capitalism and old fashioned feudalism.

As the government prepares for a major military overhaul, there are major plans afloat to upgrade the main naval base in Balgrad. After suffering from decades of neglect and vandalism much needed repairs and upgrades are coming to the base. The Defense Ministry is in the process of designing and commissioning new vessels from the nearby dockyards and the base is improving its physical infrastructure to make it fit again. The new and soon to be enlarged base will be one of the primary military installations in the governments plan to rebuild Deltarian credibility and strength abroad. Currently the base is home to 1400 sailors and 200 civilian workers and is quite frankly a mess of a centre. The government is currently accepting bidding on contracts to allow for rebuilding and upgrading the base and hopefully the projects will provide crucially needed jobs for the people in the area.
Another part of the government reforms is the official introduction of recognized paramilitary groups. A new Paramilitary Directorate is being set up for the Interior Ministry which will prepare licenses and permits for these groups and keep them tightly regulated. As of now, government authorized paramilitaries will be allowed to assist with policing matters, especially in poorly patrolled rural areas where crime is rampant. A spokesman for the Interior Ministry has stated the government is committed to rebuilding formal police and security structures but it will take time and that civilian run paramilitaries will be allowed to take over and have de jure policing powers, being supervised by local officials. Under just published regulation corporate and organized groups will not be allowed to organize or run paramilitary groups and all approved groups must be independently run and operated.

'Noble Democracy Comes To Deltaria'

The nobility of Deltaria has regained its long lost power, which it lost soon after the collapse of the Cestibor Czardom in the mid 36th century. Taking no chances following the collapse of the meritocratic regime., the nobles asserted their power, led by Gróf Móric Červený, one of the wealthiest magnates in southern Majatra. The Grof assembled 480 leading nobles in Cachtice and after several days of deliberation in a Veche, the nobly born decided to seize the moment and took back the governance of Deltaria.

To dissuade fears of Daralian domination, the Gróf insisted that each ‘nation’ of Deltaria be recognized as a distinct part of the Deltarian unions. It is only through this that the highly reluctant boyars and Beks of Dissuwa and the burgraves of Doron Akigo agreed to join the enterprise. Dissuwa was proclaimed an autonomous principality while Doron Akigo was declared an autonomous Archduchy. Daralia and Alazinder were merged into a Grand Principality.

The next step while imagined to be difficult proved one of the easiest. The nobles unanimously declared the union of Deltaria to be a limited and elective monarchy. There was only one candidate for the restored throne – the very Grof who created the whole system. A week after the great Veche, an estimated 160,000 nobles assembled outside Cachtice Castle and solemnly elected Gróf Červený, the ‘Union King’ of Deltaria. Upon accepting the crown, the Gróf swore to uphold the very strict Articles of Noble Democracy, a rudimentary Constitution outlining the duties and privileges that the monarch, Veche and clergy are entitled to. The new King has already appointed mega magnate Vojvoda Robert z Mojmírovská as Palatine of Deltaria, effectively Head of government on the Union. The King will also appoint Hetmans in the constituent nations of the Union to manage local and military affairs in cooperation with local Veches, Tings and Assemblies.

The new King will wield considerably less power than the old Tsesars ever did. It will however fall to him to create durable precedents in this new adventure in governance. The memories of madness and civil wars of the later Czarist years are fresh on the Deltarian nobles’ minds and they are keen to prevent the development of autocracy. Nevertheless the nobles have also rejected constitutional monarchy after the Archbishop of Naban, Calistus III denounced it as 'provocative, unnatural and anathema to strong leadership'. The Church’s voice is to be magnified, with management of health, education and social welfare being placed in its hands. Two men of the cloth will join the new Royal council overseeing the Education and Health departments.

Security Minister Gróf Costache XIII Filipescu has said that investigation by his ministry and the Counter Terrorism Commission has found that the Jelbek separatist movement Jelbek Ulsyn Kholboo was responsible for the devastating terrorist attack in the Dissuwan city of Sörpatak. Gróf Filipescu said his Ministry had picked up more than three dozen suspected conspirators and after ‘meeting the Vovjoda’s daughter’. 27 of them were charged with high treason and will be tried in the Crown Court in the coming weeks. The Gróf said his Ministry would deploy extra forces all over the Kingdom as another attack is believed to be imminent. The Royal Council is believed to have advised the King not to declare a state of emergency, believing the situation while dire, to be ultimately manageable.

JUK as the Jelbek Ulsyn Kholboo is known is a separatist group which usually operates in the west but has gone out of its normally territory to attack the small south eastern town. This is believed to be the group’s first violent attack, hitherto it has been satisfied with loud protests, website defacing attacks and such other non violent tactics. The group advocates for the secession of north western Doron Akigo and northern Alazinder and the eventual unification of that state with the Khanate of Jelbania.

The Government has sent Tourism Minister and respected Bek Grzkai Grzkaisrmko Shanyshkly to Sörpatak to organise a media campaign against JUK and discuss with fellow local chieftains how best to win the war of hearts against JUK. He will also be tasked with selling the Government’s sweetheart investment in the area of 630 million LOD to combat ever high unemployment in the area (often up to 3 times the regional average of 7.5%) .

King Moric has married his Palatine (Chief Minister) Vojvoda Robert z Mojmírovská's eldest daughter, Ludmila in a magnificient ceremony at the Church of All Saints in Cachtice. The 39 year old King married the 22 year old Ludmila in a ceremony officiated by Deltarian Primate Archbishop Lev Kašpar of Alazinder. The marriage has united in blood the monarch and Deltaria's most powerful and feared noble house, the Mojmírovská. The King has also appointed two of his new brothers in-law, Jan and Ladislav to the Royal Council, elevating the Mojmírovskás far above all other noble houses. Veche Marshal (Parliament Speaker) Miroslav Nádašdyovská praised the monarch for 'choosing a fair maiden who brings not complex foreign alliances but friendship at home instead'.

The Union Announces Support for Barmenia

Deltarian Foreign Minister Markgraf Agila von Hadjoheims has announced that the Union of Deltaria would be throwing its support behind the Brme, in the ongoing conflict between the Brme and their Vanukuese neighbours. Von Hadjoheims also took a moment to slam Luthori for her support of Vanuku.

It is completely unbearable to discover that a fellow monarchy has chosen to help a godless republic triumph over a fellow monarchy. The court of Luthori ought to hang its head in shame and this will surely bring eternal shame on their Royal House and the adulation of Satanail only. The Union will support all punitive measures that the IML chooses to levy against Luthori

The decision to support Barmenia was not uncontroversial even in the Royal Council with the three Bishops in the Council expressing reservations especially Lev Kašpar, Archbishop of Alazinder, with a source in the Board of Health recording him as saying:

It is questionable that the Markgraf and other advisors have misled the King on this issue. While both Vanuku and Luthori have shown wickedness in attacking a monarchy and are also heretics, they at least accept the salvation of the name of Eliyahu. The cat worshiping, sister loving Brme are not the sort of people we should associate with. His Majesty has been most grievously advised.

Not amused: Archbishop Kašpar

The King sought to smooth the tensions and his move to get Archbishop Kašpar a Cardinal's hat, appears to have worked, with the Papez hinting that Kašpar will be get the red hat sometime next year. It won't just be Kašpar getting the red hat, the king's brother-in law, Harald z Mojmírovská is expected to get one too as he graduates from Darali School of Theology early next year.

Interview with Dr. Jozef Drobný – ‘father’ of the consociationalism model

Welcome Dr. Drobný, how does a mild mannered Constitutional Law academic from the University of Daralia end up here?

(Laughs) I feel you give me way too much credit for something that has not yet been implemented and was in fact the project of several players – both domestic and foreign. After the DNZ united as a single national party, the leadership approached me and asked about the consociational model. Since the last Government fell some seven years ago, I like everyone else watched the violent separatist sentiments that developed, with much horror.

Tell us of the consociational model.

It transforms Deltaria into a union of five constituent nations. All ethnic and religious factions are granted political representation according to their relative size, with a special extra for smaller groups. Government will be based on consensus, with 13 Ministers appointed according to a mathematic formula dividing the Cabinet seats between 9 ethnic groups.The bulk of power will go into the hands of the constituent nations while the national government will retain authority in security and certain economic policy making areas.

Has this model actually been tried before anywhere in Majatra or Terra in general?

Eh no in the exact form that we will roll it out. We do see variations of it though in a number of countries like Hulstria and Gao-Soto – the dual monarchy part of their constitution is while historic, something with a sound of consociationalism in it. Kirlawa too appears to have a party based variation of this. Our problem clearly is ethnic strife so that’s why our model is like it is.

The model while generally accepted by the public, has been accused of several deficiencies. Corruption is historically a major problem in Deltaria and some say this model which focuses on ethnic balance rather than merit or talent is sure to aggravate the corruption since some of the parties in the coalition are very clientilistic and paternalist. What do you say to those?

The model is not perfect but I reject that it could cause more corruption than say absolutist rule, theocracy or any of the various models Deltaria has experimented with in the past few centuries. The federal Government will implement strict anti-corruption policies and create a Commission to overlook this.

What about charges that it could exacerbate ethnic divisions and even entrench the self-segregation of certain communities?

I very much doubt that. It’s meant to heal divisions. I mean we are one of the few countries where everyone is some kind of minorities. There is no single ethnic group with more a fifth of the population. The examples I pointed to earlier are both stable and prosperous democracies.

Yes but as you yourself said, their models are not like ours, no rigid ethnic quotas…

Their societies aren't as divided as ours. We need to make a greater effort towards harmonizing our ethnic groups than they do. You can’t tell me that the days of the Tsesars were exactly conducive to unity and progress or any of the other Daralian-Alazinder dominated regimes.

Others criticize the apparent assumption that policy differences won’t matter. How does an agrarian populist from the Ushalande Populist Party work with a market liberal from the ADPU or a radical Ahmadist from the HaA?

The same way families work. There’s never a situation in life where people, even two, can have the same exact views. Our common goal is peace and prosperity and all seven parties are willing to compromise some of their ideological viewpoints to get the greatest of all achievements – peace. At the local level, political parties will remain the same as ever.

The Veche has chosen you to serve as President of The Commission. What will be your priorities, other than fighting corruption?

As head of the Government, I will be just first amongst equals. There will be no imposition of my will and as an independent figure, my role will be to keep the consensus flowing within the Commission. So, yes, consensus will be my top priority, along with the economy. Deltaria needs to rebuild itself to its former internal strength.

There are also plans for an elective ceremonial monarchy. Are they a bone thrown to the still powerful nobility or something more?

It is a lot more than a ‘bone’. The nobility are part of Deltaria’s wonderful culture and history and monarchy is deeply grained in our society. It has the potential to unite our Union and serve as our top cultural embassy.

Why then choose to elect a monarch of foreign origin?

It would best if we could import a ruler from a family long associated with just and constitutional rule over its people. We want to import those values in particular, or at the very least help foster constitutionalism in the Union.

What role do you see for the Union of Deltaria in today’s Terra?

Deltaria will play the same role she always aspired too – a peacemaker (sic), a uniter and a role model for her Majatran and Terran sister nations.

What of the Holy Lands. Will the Papez have to follow the consociational model?

The Papez is a sovereign head of state. He and his Cardinals determine what policies the Holy Lands follow. He doesn’t follow the orders of the Government of Deltaria.

Two Feasts of Pomp
Royal Marriage and Coronation Bedazzles Deltaria

Following several decades of extreme deprivation of any kind of majestic pomp, the Union has witnessed two of the most splendid public events in the whole of the 37th century. The newly elected 31 year old Tsesar Stefan X Sorin first wed his new bride Lady Mariska Alexandrevna Červený, granddaughter of the new Tsesar’s electoral rival, Grof Moric. The new Czarina is 34 and like her spouse, highly educated and a proud possessor of a Master’s Degree in Archaeology. The wedding took place on the 3rd of September and was attended by more 2,000 guests from across the globe. The Papez Filaret VI conducted the marriage ceremony at the Saint Stefan Cathedral in central Cachtice.

The following day the Tsesar and Czarina were crowned in a magnificient ceremony, with all of the traditional coronation elements observed. The Tsesar rode into the city on a magnificent steed to the Cathedral where thousands of notable Deltarians awaited him. He scooped the Crown out of the Papez’s hands as tradition demands and placed it on his own head. This is meant to signify that his authority stems directly from Boh. The Tsesar won’t have much political authority of course but following tradition has never hurt any and in the Tsesar’s case, the already hyper popular monarch impressed his new subjects even more. The Czarina was crowned as his consort shortly after by the Tsesar himself.

All expressed admiration of the new royal couple and their conduct at the ceremony. The Tsesar humbly asked the Papez to instruct him on the basic tenets of the faith, a formal request only since the Tsesar already has advanced knowledge of Hosianism despite his Indralan Jienist roots. The public hollered as the new Tsesar gave a short speech in good Daralian, with just the hint of an eastern accent. In the speech he proclaimed his intentions to fulfill his constitutional role as a symbol of unity for Deltarians.

Finance Commissioner Resigns

In the last major Deltarian political event of this century, Deltarian Finance Commissioner Erzsébet Kossuth has resigned from the Commission following what the President of the Commission called ‘inflammatory comments’ about Deltarian Akigans. The Commissioner was engaged in a public debate with a Voronlander who opined that the Akigans would be better off in Voronland. She replied:

You are onto something there. I think Deltaria would actually be much better off without these Akigan. The Akigans are statistical leaders in drunkenness, homicide rates, bankruptcy rates and school dropout numbers. They are and have always been a pain on the Deltarian nation… The real question is would Voronland be better off with them? I um eh don’t mean, I’m not racist, everyone knows um, eh I said Akigans are good, eh…’


The video went viral on Hu-Tube and just two hours after her comments, the outgoing Finance Minister was seen at the Commission President’s office. A little later on she held a press conference announcing her retirement after 21 months in office. Kossuth was never regarded as much of a Commissioner (she had a memorable fight with the Papez’s Chief Protocol Officer after she rejected wearing a black veil in his presence, saying ‘There is naught to mourn but the ridiculously regressive policies the Holy Lands continue to impose on women.’ and ironically was initially appointed to fill the Dissuwan and female quotas of senior Commissioners.

Predictably President Drobny announced that Dissuwan economist and author Ferenc Horthy would replace her as Finance Minister. The distinguished Mr Horthy currently serves as a member of the Veche, presiding over its Finance Committee. Dr. Drobny also announced that Horthy would be knighted, receiving the title of Pán (Knight) as a sop to Deltaria’s restless and unrepresented nobles. The rigidity of the application of ethnic quotas is causing some discontent with many expressed distaste when a major firm employing 15,000 people collapsed after the Commission refused to grant it a loan, its crime - it was 2 Turjaks short of the 453 required to fulfill the mandatory 3% quota of Turjaks in the company. Kossuth has gained a lot of popularity since her dismissal with many sympathising with her, viewing her to be a victim of 'extreme' political correctness.
