According to a statement released by the Ministry of Finance and the Economy, the national defence budget is expected to increase in-order to meet the requirements of the Transnational Armament Programme (TVP). The budget is expected to increase from $120 Billion Krona to $140 Billion Krona. Sending is expected to be in accordance with the equipment outlined in the Transnational Armament Programme which, according to the Ministry of Defence is a $400 Billion Krona programme, with $133 Billion Krona each going to the land forces, air-force and naval forces. Among others, the Kongelig Marinen (Royal Navy), will develop a new-class of warship jointly with Rildanor and will modernise the KNOS-Queen Ingrid multi-role amphibious assault ship.

According to the Ministry of Defence's Department for General Development, some of the capabilities to the developed and/or modernised by the Advanced Defence Research and Development Agency (ADRADA) are electronic countermeasures to be fitted onto the air-force's fleet of Z-16KZ, further development of the Dovani 2 naval strike missile and the development of an active protection system (APS) for armoured vehicles. It has become habitual for the media to uphold the opinion that the most vindictive and manipulative confederation of nations is either between the Majatran Revolutionary Socialist Federation (MRSF) or the Koeistad Pact. Both organisation share a similar characteristic, they have both been labelled as oppressive, totalitarian-driven nations. However, during a session of the Trond Henrichsen Institute for International Affairs coined Foreign Policy: The Changing Tide, several featured speakers accentuated the need for a revised government policy on the Majatran Revolutionary Socialist Federation (MRSF). The session discussed the fact that with foreign policies changing to due an alternating geopolitical climate, the need for our government's own change in foreign policy is needed to keep up with the changing tides. It was stated that nations such as Hutori and Rildanor are altering their foreign policies in way that are negative and slightly positive respectively, and that these changes are major steps in different directions for these nations and their respective foreign policies. Director-General of the Department for International Cooperation (within the Ministry of External Affairs), Karsten Frydenlund spoke on the fact that the Kingdom of Kazulia had to adapt its foreign policy to the changing world.

We have nations such as Hutori, Trigunia, Kalistan; nations who have been extremely active within the diplomatic spectrum switching to isolationism and diplomatic silence. Their absence has shifted the diplomatic and political spectrum. In replacement of these former "Great" nations other nations have risen to the podium. Thus forcing this sudden change in geo-politics. Although with assistance from Ellinor Ketelsen we were able to get onto the right track, we are being left behind. We cannot champion the causes of progressiveness when we are so not adapting to the changing landscape. We must adapt our foreign policy to the changing world.

The Statsminister stated that with the international airways filled with news and reports on the humanitarian affairs after reviewing the humanitarian laws and regulations within the MRSF, it was shocking to see the stringent government approach towards improving humanitarian conditions within the various nations of the MRSF, thus prompting the question as to why the Kingdom has been giving the MRSF such trouble.

After reviewing the various laws and regulations within the various nations of the Majatran Revolutionary Socialist Federation (MRSF), It was shocking and mind opening to see the hands on approach the governments of these nations made towards improving and maintaining humanitarianism within their respective territories. Nations within this "bloc" are opposite to the totalitarian and oppressive regimes which external nations (such as ourselves) have labelled them to be. These nations have introduced gender equal legislation, introduced sexual equality (homosexuality, etc), Civil liberties within these nations are better compared to other nations which directly and/or indirectly lamblast it. The question has been raised: Why are we applying so much pressure on the MRSF when there are nations out there who deserve to have the amount of pressure placed on the MRSF. Although the MRSF has not allowed for citizens to travel in and out of the nation, said laws are in the process of being amended and the same applies for religious freedoms. We need to at-least revise our policy on this nation because it is clearing the way for progressive humanitarian and liberal standards, standards seen absent in the nations this world calls "Great Powers" and "Regional Powers".

The Statsminister's statement has prompted debate throughout the nation, with many gathering signatures for a petition for a revised government policy on the MRSF. However, warnings have been issued as it is clear that certain nations will be in disapproval of even allowing the thought of changing their policy on the MRSF. Statsminister Nordhagen called said nations "nonsensical and moronic" for not giving a nation a chance to at-least show the world that it intends on changing. Many have speculated that the Istalian Republic's response will not be positive, however, the Statsminister simply stated: "I couldn't care less."

The Ministry of Defence and Carmichael Industries have signed an agreement for the purchase of Leopard 2H6E main battle tanks, costing around 702 Million Krona (600 Million Hutorian Lier), as the Kingdom prepares for the implementation of the Transnational Armament Programme. According to government documents, the deal was initiated between Minister of Defence Sigmund Halvorsen and Chief of Sales of Carmichael Industries, Jonathan Price. The deal would see the introduction of two-hundred and thirty-five main battle tanks into the inventory of the Kongeforsvar as it is beginning to gradually phase out is current fleet of Leopard 2K4Z. The deal is expected to take place around a prolonged period of time, with officials from the Defence Ministry calculating around 40-50 years for the complete acquisition of the full order.

Minister of Defence Sigmund Halvorsen commented on the agreement as being "a testimony to the commitment of the Kingdom of Kazulia in working with the Federal Republic of Hutori in a manner which would be benefitial for the Kingdom and the Federal Republic". According to Halvorsen, the deal with introduce the Kongelig Landethær (Royal Army) to a modernised approach to armoured fighting tactics and strategy. According to the Transnational Armament Programme's white paper, in a changing strategic make-up, it is becoming clear that land systems will be play a crucial role in ensuring the security and defence of the Kingdom and its respective interests. Thus it is clear that the government is making positive moves towards advancing the capabilities of the Kongeforsvar in preparing it for future conflicts.

The Government has taken a hardline stance against instability within the region. With tensions between Utembo and Bianjie increasingly daily as a result of a cross-border skirmish between the two nations, the Kongeforsvar (the Royal Kazulian Defence Force) has sent an intervention/peacekeeping force (along with other world congress nations) to both countries as a means of quelling the heated tensions between the two nations. The peacekeeping force known as "UBFOR-2" (Utembo-Bianjie Force-2) made in homage to the initial force sent to the nations prior to global economic crisis, consists of a voluntary force of active duty soldiers and veterans of the Kongeforsvar, with most being able to speak Bianjie and Kitembo in some form or fashion. According to officials from the Defence Ministry, the peacekeeping mission has one goal: to prevent further development of the conflict between the two nations.

The equipment which the intervention/peacekeeping force are carrying with them contains of mainly obsolete armoured personnel carriers and an intervention task force (consisting of a medical company, an engineer company and a few transport planes for equipment mobility). According to Lieutenant Colonel Wirtanen, the intervention/peacekeeping force will establish a temporary demilitarised zone (DMZ) along the northern border of Utembo and Bianjie. Official statistics say that the peacekeeping force consists of around three thousand (3,000) Airborne servicemen and women excluding logistical staff. Wirtanen has warned those who seek to instigate tensions: "We are here to promote peace within this part the region, instigators of tensions should distance themselves from this part of the region. We may be here to promote peace, however, if peace in this region is threatened by instigators the clenched fist of the Kongeforsvar will have no mercy."

It appears that Kazulia is re-engaging with its region, seeing that is gradually becoming a regional power, it intends on ensuring stability in its region. For unstable tensions in the region is not beneficial to the northern kingdom.

International uproar has been generated out of the World Congress Security Council Resolution 23. According to resolution, it proposed a more hands-on approach by the World Congress in the areas of the internal politics of individual nations. It proposed that the "World Congress play a role in assisting parliaments and decentralised local governance structures to enhance the checks and balances that allow democracy to thrive" , "offer electoral assistance and long-term support for electoral management bodies through the World Congress" and "recognise that when a Government attempts to undertake measures or policies which contradict World Congress or Security Council Resolutions, that the international community may decide to act upon it, by further Resolution." These provisions have caused international disagreement with various nations such as Pontesi and Rildanor condemning the resolution in the General Assembly and with Dorvik, Baltusia and Hutori voting against the resolution in the Security Council.

Although the resolution has been derailed, the international community is still up in arms at the fact that members of the security council, an organ of the supposed "peace and democracy distributing" mechanism that is the World Congress, would attempt to become more hands on in the internal politics of the nations, specifically in an individual nation's election. Commentators international have blasted the Istalian and Luthorian delegation for their attempts to implement a world congress foothold into the affairs of a nation's internal decision-making. Statsminister Finn Nordhagen has come out and is joining the international community in condemning the resolution.

The World Congress is an international organisation established to promote global cooperation and stability. It is not shocking to this government that attempts were made to increase its omnipotence by attempting to establish a foothold into individual nations internal decision-making processes. It is poor and low to see the Security Council stoop-down this low and this bold in an attempt to have some form of inclusion into the democratic procedures of a nation. In reviewing this resolution,
as it develops, it begins to contradict itself in a major way. In its opening phase it states: democracy is a universal value based on the freely expressed will of people to determine their political, economic, social and cultural systems and their full participation in all aspects of their lives, this make a complete u-turn later on where it is stated:Does desire that the World Congress play a role in assisting parliaments and decentralised local governance structures to enhance the checks and balances that allow democracy to thrive. This is also a contradiction of the clause which states: Does oppose any attempt by a foreign power to interfere, influence, effect, change or manipulate the democratic elections of another nation. This accentuates the hypocritical nature of both the resolution and the hypocritical intentions of its creator. The heavy push for their hypocritical mindset is accentuated in the clause: Does offer electoral assistance and long-term support for electoral management bodies through the World Congress. But didn't earlier in this resolution it condemned other governments' involvement into the elections of another nation? Finally in conclusion to this poorly structured, one-sided, hypocritical screed, it states: Does recognise that when a Government attempts to undertake measures or policies which contradict World Congress or Security Council Resolutions, that the international community may decide to act upon it, by further Resolution. If this resolution had been approved, we would have been more justification to act upon the Security Council's hypocritical, contradictory mindset. It is a blessing that this resolution was not passed.

In response to international condemnation and the subsequent derailment of the resolution, the Istalian delegation went on a screed, pitifully attempting to chastise the international community for "not caring about the security and protection of human life and dignity." Rildanorian Foreign Minister Cyrille Rodier blasted the Istalian delegation's walkout, labelling it as "melodramatic stunt". Statsminister Nordhagen, ripped into the Istalian delegation, highlighting the Istalian government and the Security Council's attempts at systematically coaxing the international community into allowing for the World Congress to become involvement in the democratically sensitive process known as internal elections. He stated that at-least the Luthorian delegation had the pride and maturity to accept the fact that the resolution was not going to pass and moved on.

It appears that the Istalian Republic is the Security Council's little princess, she gets whatever wants, whenever she wants and when things don't her way, a tantrum accentuating her pitiful nature ensues. The Istalian delegation launched a screed against the international community attempting to chastise it for not wanting to "protect citizens against totalitarian regime" and for not "caring" about the security and protection of the human life and dignity. I tell you this, the international community cares about the protection of human dignity and democracy and it seen in the derailment and international condemnation of this attempting by the Security Council to become involved in a nation's election. That is what caring for human dignity and democracy is, ensuring that each nation is protected against attempts of this nature. It goes to show that certain members of the security council will use anything as a legislative magic-wand in-order to push a one-side, contradictory agenda. The World Congress' involvement in the sensitive electoral process will be the doom of a free-thinking, independent, democratic process. Attempting to have the World Congress increase its omnipresence and omnipotence whilst becoming involved in the democratic procedures of a nation is a testimony of the intentions of certain nations of the Security Council. Attempting to become "hands-on" involved in the democratic proceedings of an another nation is not going to protection human life and dignity more than it is going to systematically destroy the free-will and free-thought of a democratic population. Democracy is not a principle guided by an omnipresent hand. The Istalian delegation and the Istalian Republic could continue with its nonsensical, vexatious, frivolous and incompetently-fuelled screed. But i can assure you, that stupidity-driven, one-sides, melodramatic screed will fall on deaf ears. At-least the Luthorian delegation took the derailment of the resolution like mature individuals and moved on.

This could possibly signal the gradual deterioration of Kazulian-Istalian diplomatic relations. Relations which have been breaking-down over the last couple of months, with the most recent crack in their relations being the Statsminister's call for a renewed approach to the MRSF. When asked to comment on the possibility of a break-down in Kazulian-Istalian diplomatic relations, Statsminister Nordhagen stated that he does not intend on apologising for brutally administering the truth. Before entering the Stortinget for an important cabinet briefing, Nordhagen stated that he intends on promoting true, classic democracy, unlike the diet, decaffeinated and proceeded democracy being promoted by the Istalian republic and other security council members.

At a conference with stakeholders and investors of Asvald Gruppen and its respective subsidiaries, Chief Executive Office (CEO) Simen Wermager announced that the company's naval technology subsidiary, Asvald Gruppen Maritime and Labonne based Bellerose, Duval, et Legrande (BDeL) would be conducted a joint development venture for the construction of a new combatant vessel for both the Rildanorian Navy and the Royal Kazulian Navy. The development project is being coined Project CB001 (Combat Boat 0001) and is an attempt by both Asvald Gruppen and Bellerose, Duval, et Legrande to cooperate with each other on a level playing field. The development of the project comes after the government implementation of the Transnational Armament Programme (TVP) which requested the construction of a combatant vessel to gradually replace the current fleet of Torgersen-class (Fridtjof Nansen-class) frigates.

President of Asvald Gruppen Maritime, Reijo Kumpulainen announced that the project will be open for the inclusion of other partners and their respective governments. Kumpulainen stated that the project will not be an exclusive project where select companies and their respective governments are allowed to enter the programme, he highlighted that once companies/corporations and their respective governments show interest in joining the project's development phase, it is completely open for their inclusion. Kumpulainen also stated that he does not want the project to be similar to the fiasco behind the XF-43 Programme where members of the Hutorian government contemplated on derailing the programme and making an independent approach to develop an aircraft which would not be accessible to other governments.

The construction phase is expected to begin in 4248 and a final model is expected to be constructed by 4270.

The trip by the Chief of Defence Staff comes amid a peak in tensions between the Republic of Vorona and the Republic of Istalia posterior to the Istalian government's current debate on its intervention into the voronan humanitarian crisis. It was reported by various government sources that the Istalian government was preparing to impose a naval blockade and a no-fly zone around and over the Republic of Vorona respectively. This mirrors a previous international spat between the Republic of Istalia and the Confederation of New Endralon in which the New Endralonian government threatened to establish an embargo on both Baltusia and Istalia, nationalise Istalian and Baltusian assets within the country as well as expel Istalian and Baltusian citizens residing in the country posterior to a 72-hour window of opportunity announced by the New Endralonian government.

The move taken by the Istalian Republic comes amid a deteriorating humanitarian crisis within the Republic of Vorona by which the governing does not want to either abolish or compromise on its policy in slavery and slave trade (which it supports and sees as a source of revenue). In response to the arrogance of the Voronan government, President of the Istalian Republic, Davide Tajani addressed members of the Istalian Parliament where he outlined the plans previous mentioned.

Hon. MPs, the government of Vorona, despite the requests from the international stage and despite the Resolution of the Security Council, officially declared that it has not intention to abolish the slavery and the slave trade in Vorona. Unfortunately, the World Congress expressed its refuse to support a resolution to give more intervention power to the Security Council, for this reason, facing this situation, I would like propose to the Parliament to authorise a Aero-naval blockade conducted by our Navy around Vorona which will prevent ships and planes to reach the island. There are thousand and thousand of people enslaved, treated like animals, like object, exploited in every possible way. How can we remain to see human beings suffers without do anything? Istalia was supported to the Security Council primary thanks to our commitment in the defence of the human rights and if the world want remain to see, I think that Istalia should not. Think to these people, men, women, elders, children... we shall do something for them!"

Chief of Defence Staff Lt. General Sigve Aagard stated that it would not in the best interests of both Istalia and Vorona if a blockade and a no-fly zone is to be imposed. He stated that President Tajani's approach to the situation was unnecessary. He stated that the President's moves to impose a naval blockade and a no-fly zone were beyond the call of irrational and utterly nonsensical and could explode this situation into something it does not have to be.

The President is escalating a situation which does not have to be escalated. By proposing to impose a naval blockade will not improve his situation. According to international rule of engagement a blockade is an immediate declaration of war. To impose an air blockade (which we call a No-Fly Zone), the Istalian Air Force will have to knock every single Voronan military and civilian aircraft out of the skies of the country. It would be impossible for him to impose a no-fly zone plus a naval blockade without Vorona and its allies responding through an immediate declaration of war. He must let strategic oversight and cautious planning rule over his emotions and political visions. His current state of emotions is why foolish conflicts are started. I call upon Istalian military command to not be stupid enough to pull OCSC nations into a conflict that is unnecessary. I submit this question for the Istalian President and Military Command: Why didn't you take this approach with Beiteynu which is far worse things than Vorona? Is it a case of picking on the small man, or is it a case that you know Beiteynu poses nuclear weapons and will not hesitate to launch them at the Istalian Republic?

The Kingdom of Kazulia is an active member of the Organisation of Collective Security and Cooperation and according to the provision defined in the treaty, An attack on one contracting party is an attack on all contracting parties. It is speculated that although Chief of Defence Staff Aagard is in Istalia with the aims of ensuring the Republic of Kazulia's dedication to its mutual defence, he comes as a voice of warning, pushing the notion of avoiding conflict rather than wanting to instigate. Before going to meet the President of Istalia he made a few choice words for the Istalian Military Command: "Istalian Military Command needs to be intellectual in this case if not, it will only accentuate their underlying downfall that being their stupidity."
