Having regard to the prospects of utilising the nation's developed sovereign wealth fund to aid in the nation's economic rebound, Federal Minister of Finance Dr Anders Blomgren announced that the Economic Advisory Committee had concluded, that should the nation opt to dip into the Critical Investment and Stabilisation Fund for budgetary assistance and other related matters, that the fund be restructured to allow for increased transparency, accountability and equity. Speaking at a post-EAC conference, Dr Blomgren stated that the Economic Advisory Committee had recommended that the Critical Investment and Stabilisation Fund, Kazulia's petrochemicals-based sovereign wealth fund and one of the largest sovereign wealth funds in the world be restructured, virtually decoupling the budgetary stabilisation aspect of the fund from the future investments side. For much of its history, the Critical Investment and Stabilisation Fund (CISF) has been primarily utilised in times of major economic crisis to assist the government in avoiding deficit spending. The fund was created in 4238 via the Critical Investment and Stabilization Fund Act, at the time Kazulia's oil and natural gas sector had been experiencing a boom brought about by increased production by the then recently nationalised Gasstrien. The fund was initially created to allow for the government to draw down from reserves to offset reduced revenue brought on by a decrease in the price of crude oil and its related fractions, and natural gas as the Kazulian economy was extremely dependent on revenues from crude oil and natural gas, and still is today. Dr Blomgren argues that the Critical Investment and Stabilisation Fund has to be broken up to preserve the fund aspect related to buffering economic hardship for future generations.
Dr Anders Blomgren wrote:The decision to separate the fund has been one which has been on the table for decades. The thinking behind it is quite simple: One fund would be preserved for future generations. The other will allow for the government of the day to draw down reserves to bolster the national budget and offset deficits. In our current circumstance where our economy is in need of liquidity and investment, it is important that we be able to go big. We [the Government] have made it extremely clear that we intend on utilising expansionary fiscal policy to jumpstart the economy. Due to the fact that our main generator of foreign exchange, our petrochemical sector is in need of restructuring itself, it creates a situation whereby the government runs the risk of deficit spending and incurring large amounts of debt.

The restructuring of the fund would result in the future generation side of the fund being transformed into a body corporate to be known as the Kazulian Investment Corporation. Dr Blomgren stated that although investment into foreign assets will not be discontinued, the corporation according to draft regulations, will be barred from investing in equity related to defence production, fossil fuels and human rights abuses. According to State Secretary for State Enterprises in the instances where the government maintains shares in corporations (be in a majority capacity or a minority capacity), such a position would be transferred from the Federal Minister of Finance (who acts as the corporate sole) to the Kazulian Investment Corporation. Much of the initial assets held by the corporation will be those currently within the possession of the Kazulian government, meaning that once operationalised, the Kazulian Investment Corporation will be responsible for managing the shares of the Kazulian government in numerous public and private corporations alongside its role as the holding company of the Future Investment Fund. Birgitte Gundersen, former Chief Investment Officer FirstBaltusian Bank of Commerce (FBBC), has been appointed as the CEO of the Kazulian Investment Corporation. During an interview after her appointment as CEO, Mrs Gundersen stated that she intends on orienting the Kazulian Investment Corporation towards taking advantage of Lourenne's highly developed green economy as the foundation for the company's exploits beyond the Kazulian border.

On the backdrop of centuries of macroeconomic mismanagement, major public policy failures and a general lack of innovation on the part of the previous administrations, particularly to the once prominent National Labour Party, the federal government has announced its intentions to correct numerous fiscal errors and pave a secure path towards long-term economic growth for Kazulia. Speaking at a seminar at the University of Skalm, Federal Minister of Finance Dr Anders Blomgren explained that the nation's macroeconomic situation was dire and could be attributed directly to the failures of previous administrations to diversify the national economy and institute fiscally responsible measures. He stated that decades of deficit spending and borrowing from both the domestic and international banking system had caused the nation to accumulate a large degree of public debt. In its annual report on the debt situation in Kazulia, Kazulsk Bank (Kazulia's central bank) reported that the nation's debt to the GDP ratio had increased from 40% to 68% over the previous decades, owing to continuous deficit spending at the hands of the previous governments. Buoyed by the massive reserves of the Stabilisation Fund, Minister Blomgren stated that the government is seeking to revitalise the national economy through infrastructure development. He explained that although the theory behind the concept of utilising infrastructure development is deeply rooted in demand/supply economics, in Kazulia's case it presents a unique opportunity to address numerous infrastructural issues and to catch up with the developing and developed world as it pertains to infrastructure. According to the minister, the programme is divided into three sections: Federal and State Infrastructure—roadworks, railways and drainage; Energy infrastructure—hydroelectricity, solar, wind and potentially geothermal energy; and Telecommunications—fibre optics, fixed broadband etc. Elaborating on the first programme whereby requests for proposals have already been sent out, the Minister explained that Kazulia did not possess an organised national highway network. He described the current situation as a mix-match of state highways and a handful of federal highways. "We need to expand the federal highway network to allow for increased connectivity between cities and states." The Federal Ministry of Infrastructure and Transport notes that railway infrastructure is deteriorating, having not been upgraded within centuries. It also noted that most of the railway infrastructure lies between the oil refineries of Agatha and the mountain oil wells of eastern Dreton, with little to no railway infrastructure moving into the other regions such as Hent, Flindar and Kelvon where economic activity was on the rise. State governments have lacked sufficient funding to upgrade and expand state road infrastructure to compensate for the lack of federal infrastructure. Dr Blomgren stated that the federal government intends on disbursing more than 60 billion krona to the state governments for a much-needed uplift of rural road infrastructure as he argued that although highways were important, rural infrastructure should remain a priority of the state governments.

The connection between terrorism financing and cryptocurrency is becoming increasingly clear to lawmakers as the Police Security Directorate (PSD) raided a cryptocurrency mining farm which it says is connected to the terrorist attacks in Wiel, Vanuku last month. In a press release, the PSD stated that following an autonomous tip from an individual with knowledge of the mining farm's location, the agency executed a search warrant on an abandoned warehouse on the outskirts of Tromhalsen resulting in some 30 million dollars in digital currency being seized and three persons currently in custody. The agency noted that following the attacks in Wiel, it had heightened its surveillance of financial transactions through its financial intelligence unit. The vanukean capital of Wiel was rocked last month following an attack against the Vanukean Ministry of Economic Affairs building. A group known as the United Front for Hosian Freedom has claimed responsibility for the attack, springing the vanukean national security apparatus into action. As the agency responsible for domestic intelligence and national security in Kazulia, the Police Security Directorate has stated that it continues to cooperate with vanukean authorities on its investigation. Tonight, an early election bill will either pass or be defeated! In game's time, voting results will be known in February of 5173. The situation remains unchanged. 7 parties are still against one party. The true intentions of other parties though are still unknown. This majority for passing the bill is probably only an effect of Høyre Nasjonalisterne domination in Landskammeret. The unity of opposition can be temporal and will be definitely destroyed, when one of these parties will create an goverment. Future of Kazulia and country's ideology is now in big question mark.

Each province will have a presidentially appointed governor which oversees provincial security and the implementation of national laws as wel as chairing the province its assembly, which is a unicameral assembly elected through proportional representation. Provinces have a obligation to enforce national law and can only legislate matters delegated to them by the national government or things related to provincial infrastructure, building zone permits and local taxation. Provinces also elect their own government which serves together with the Governor. Below these provincial governments will be the municipal governments, which have their own municipal council and mayor. These municipalities primarily ensure local security, maintain local infrastructure and grant local building permits. They are also allowed to enact local taxation and organize events or issue subsidies to societal causes. The national government will be structured under a parliamentary system, with a proportionally elected congress of deputies and a indirectly elected Senate. The Congress of Deputies will be fully proportionally elected, featuring 350 seats. The Senate will be elected by provincial legislatures, with every provinces allocated a x number of seats based on population and then electing members to those seats every 4 years. The Congress of Deputies will be the primary legislative body, responsible for approving the Prime Minister's pick, approving, proposing, ammending or rejecting legislation, issue congressional committees, remove the President and/or government with a no confidence vote and holding the power of the purse. The Senate's main (and only duty) is approving legislation previously approved by the Congress, with its only additional power being the power to summon ministers for questioning.

The executive will be formed by the Council of Ministers chaired by the Prime Minister. The President also appoints provincial governors, judges to the High Court, Governor of the Central bank and directors of the National Security Service and the International Intelligence Service. The president has no influence of government once its been confirmed and also cant dismiss a PM once confirmed.


The military junta states that under this new government "the demands of the people for democracy and stability are met" protestors are conflicted about what to do however, with some vouching to continue protests against the "military diktat". Furthermore a party, named the National People's Party, has registered with the newly created National Electoral Commission and seems to have several (former) members of the military at its head, raising suspicions that the military seeks to continue its control through a political arm. Tropican delegates helped in drafting the new constitution and have stated it to be "a good mix between stability and democracy.", calling on protestors to give the system a chance. Former President Jong-Su has also been released from captivity but has been forced to leave the country by military officials as military rule continues for another month. What will this new North Dovanian democracy really mean for the battered and unstable nation?



We should hope that military junta will hand power also to civilans and opposition there won't be opressed. If military junta will maintain power, then I would also hope that they will create a goverment in which "the demands of the people for democracy and stability are met". The situation of country is still unstable, which is proven by continuation of protests against "military dictature". I think that Kazulia understands North Dovanian citizens, beacuse we also had very agitated politics history. In any case of power abuse and breaking citizens rights in North Dovani, I can assure you, that when current goverment in Kazulia will be defeated, we will take any refugees. For now let's assume that situation in country will be stabilizing soon and military junta won't try to take full power forever.

If opposition will succesfully pass the early elections bill and succesfully defeat H.N. party, we would have to make many constitutional changes. For example we should create national state and private television and radio stations. We should also stop indoctrination in schools. An Landskammeret should be renamed back to Sortinget and a monarchy should be restored. We also need to fight deficit budget. Well from point of economy that kind of budget helps more in economic expansion than excess budget, but if that lasts for long time and deficit is large (around 800.000.000 KKR), the economy will begin to crumble. We also need to fight that. I could tell you about more problems, but then that article would be posted few hours later than I planned. The only thing I hope now for is winning the bill. It will guarantee us at least chance for creating new Kazulia.

Majorsukcess av DUND i Nord-Dovanines Republikk! Nystatskupp ledet gjennom NPP har vært forstyrrtet!

During last days, in North Dovanian Republic, an major success for civilians has happened. DUND party has won general elections with big majority (15 regions from 30 voted on this party. An 50% of country voted for them!). NPP which was led by militarists won only 3 votes. These results outraged them and made them run another coup. This time however, the troops were halted by civilian guards. 2 hours later an fight broken up. Fightings stopped after 20 minutes with goverment side as the winners. President and Prime Minister of Dovani praised civilians for standing the coup and ordered aressts of NPP party and ordered arrest of over 40 high military ranked officials. An coup was commented by current Leader of Opposition from Arbeiterpartiet- Anna Steinmårk:
I belive that this event will have major influence for entire continent of Dovani. People who currently live in authoritarian or dictatorial regimes ruled by military, despot or any tyrant will now have courage to fight them. I hope that this coup will also help us to defeat current fascist goverment which unfortunately still remained in parliament.

An last bill calling for early elections was unfortunately defeated, mostly beacuse of lack of seats in Landskammeret. Currently all parties will try to mantain any kind of visibility which will help in case of any elections.

Yesterday, Kongerikietpartiet has issued voting above case of state media. An proposition of privatisation these nationalised television and radio stations was casted. When Høyre Nasjonalisterne got into the power, one of first bills which they passed has ordered nationalisation of all mass media stations except newspapers and internet. The new bill was supposed to establish most common system of media in country- from one to three tv stations and radio stations would be owned by state when other stations would be independant and private. Privatisation of these stations would for sure give a lot of money to goverment and subventions budget could be minimalised. Private stations would also largen information flow and give Kazulia a reputation as a free country.

After defeat in voting the bill, vice-president of Kongerikietpartiet- Krista Landifordi has issued an press conference in which she began to criticize current fascist goverment and behaviour of some opposition parties.
This is unbelievable! How can we destroy authoritarian regimes, when some oppositionists are only impersonators? What is wrong with us, Kazulians that we cannot agree in anything?! What is wrong with us?!

Soon after this quote an another attempt to change constitution was attempted. An Ny-Høyre proposed changing current name of legislature from Landskammeret to Stortinget. As leader of Ny-Høyre- Emma Strand said:
The only reason I agreed for this is to make other opposition parties owe us a favor. Normally I would try to defeat this bill.

This time however, all parties agreed and voted for passing the bill. Unfortunately, Høyre Nasjonalisterne will probably defeat bill.

After long and intense dispute between Prime Minister and President of Dovani, an clashes erupted on the streets of capital city. Supporters of president and prime minister began to brutally fight against eachother. This situation is being used by ethnic minorities in republic which now begin to try bring federalisation back. World Congress calls the international community to help authorities of Dovani in this nearing catastrophe. Leader of Kongerikietpartiet- Jazøn Iota lately addressed North Dovanians. In this press conference he declared that peace must be maintained in country and he will try to help them in any way. Opposition remains divided this time. Fascists, Nationalists, Communists and Agrarians definitely opposes this idea, Conservatists agree but they want to maintain neutrality in geopolitics. Centrists and Modernists did not give opinion on situation. As the only allies, in this situation remain Social Democrats.

Storsukcess i Landskammeret, eller nå Stortinget?!

From the first time in history of this era, fascists were defeated in voting, after Ny-Høyre proposed voting above name of legislature and changing it back from infamous Landskammeret to original Stortinget. Opposition fully agreed with the bill. Fascists at first didn't agree to the bill. This made opposition to began protests.

An umbrella protest was organised on one of Nørrehus (Hent) most important squares- Youngstorget. People began to occupy the square and began to demand of passing this bill. Metropolitan police had an orders of pacifying people, but instead they started protecting them from loyal to goverment services. Over 200 thousand people began to protest in the city. That is 2/5th of entire city. To maintain peace, Rikskansler- Fredrik Fuglsang ordered an immediate voting which was passed. This is first victory for entire opposition. This is beggining of new changes. As many thought, the changes in North-Dovani (pulling military junta out of the power over goverment) would influence Kazulia.
