The Kazulian Government, under terms of the unilateral ceasefire agreed upon between the Kingdom of Kazulia and the Grand Imperial Union of Dankuk, has established a civil administration in the region of Eljang and Souther Loren, now calling the two occupied territories the State of Sørvestland. The formation of the civil administration comes in response to the ceasefire and the Kazulian Government's intention to transition the occupied territories in modern democracies, surpassing the standards of the Grand Imperial Union and its "repressive" domestic policies. According to the Office of the Prime Minister, the Civil Administration is aimed at integrating human quality and technological progress with cooperation between local authorities, the Kazulian Armed Forces, and security establishments opposite the separatists through the application of government policies in factors pertaining to civilians, the promoting of humanitarian issues, infrastructure projects, and economical projects.

Officials from the Section for International Defence and Security Policy within the Federal Department of Defence highlighted the various factors which could come into viewing point of the Civil Administration. The officials highlighted the problem of infrastructure in the prescribed province. With the war on the background infrastructure within the region would be classified as extremely hazardous. A failing power system tied to a rapidly deteriorating water supply network, has brought the region to a grinding halt in the area of overall development. Around one thousand civil servants have been sent to the state with the civil protectorate to assist with the infrastructural projects and humanitarian programmes. In a statement by Jesper Wahlberg in-front of the Office of the Prime Minister, it was promised that development and stability would be brought to Sørvestland and its inhabitants.

The State of Sørvestland is to be governed in the city of Gongmangdo (to be renamed Verdalhammer), specifically in the city's government sector, with Governor-General, Jesper Wahlberg being seated at the city's Hall of Justice where political, social and economic matters pertaining to the administration of the region would be coordinated. It is expected that Jesper Wahlberg will be formally dissolving the administration of the local community leaders through a process to be revealed later on. Officials revealed that the necessary equipment such as construction equipment, food and clothing as well as construction materials will be delivered to the province via airdrop and shipments from a charted container vessels.

According to General Aukland, Kazulian Armed Forces will have a significant presence in the state until recalled. 110,000 troops of the Kazulian Armed Forces comprise what General Aukland has coined the Sørvestland Garrison. In command of the Garrison is Lt. General Henning Underberg, Commander of Kazulian Forces - Dankuk, who will assume the role of Supreme Military Superintendent and will be tasked with ensuring the security of the State of Sørvestland until the Civil Administration has approved plans for the possible formation of Sørvestland's own armed forces. To the general public, the administration has come with mixed responses with some welcoming the sentiment and others expressing extreme tendencies against the Kazulian administration. Persons welcoming the administration sees it as a chance to escape the policies of the Dankukin government and a possible chance of them being to advance themselves beyond those in Dankuk-proper. Those against the administration have labelled it as a "plot to enslave Kyos" and "an attempt to oppress the people".

Govenor-General Wahlberg vowed that the interests of the State of Sørvestland would be championed as he hints the possibility of the state receiving a hefty economic aid package from the Kazulian government to assist in reconstruction, modernisation and urbanisation.

Although the PK60RC can provide detailed reconnaissance, it's size poses a risk.

The Defence Procurement Organisation stated that the LV-CRD platform provides a basis in-which the suite can be mounted onto various vehicles including the Pansretbil MK/34 (Iveco LMV) and the Pansretbil MK/33 (RG-32 Scout) and a host of other vehicles in the possession of the armed forces. Brigadier Mikkel Oppegard of the Intelligence Corps, stated that if the system proves to be more capable than current systems (excluding the PK60RC for now), the army would be more than happy to order additional units of the suit to begin to phase out older systems. Director of the Defence Procurement Organisation, Major General Petter Holstad stated that the organisation had already made provisions for 5 units of the system to be sent to Kazulia for testing purposes by the intelligence corps. Mr. Holstad said:
This system would set the record for Hawu-Mumenhes' thrust into the extremely competitive arms industry, first impressions always matter. Thus, i hold that this system doesn't fail on them in their time of need.

Governor-General of the State of Sørvestland, Jesper Wahlberg has recently announced the implementation of a functional government system in the province. Posterior to the war, local communities have acted as the de facto government in the chaos, managing the daily functions of the various province and their respect cities. With the formation of the Civil Administration, a functioning government system in the Sørvestland would pave the way for future development towards of semi-autonomous province. According to an official press release from Administration House, the official seat of the Governor-General, the Administration had formed several government departments with the aims of micromanaging the affairs of the province.

The Umbrella organisation for the various Government department, the Provincial Secretariat is broken into nine policy bureaux. The Infrastructure and Transport Bureau, the Education and Environment Bureau, the Health and Social Services Bureau, the Labour Bureau, the Finance and Economics Bureau, the Regional Government Bureau, the Civil Affairs Bureau, the Justice Bureau and the Home Bureau. As a precautionary measure, it was announced that Kazulian officials will be leading the mentioned provincial bureaux, mainly individuals of Kyo-decent.

Staffing of the various provincial bureaux would be done through a complex vetting process, as the Civil Administration is attempting to curb the clout of corrupted elements within the administrative system. It is estimated that around five thousand four hundred (5,400) persons will be working for the Provincial Secretariat within the various provincial bureaux (six hundred (600) persons within each bureau). With the administrative system established, Wahlberg has announced that the Administration will be moving towards forming a legislative body, consisting of Sørvestlanders, where it is expected that the actual ground work for reconstruction and development would begin.

In other news, the recently formed Home Bureau has announced the creation of a law enforcement service in the province. For the past years, there has been no apparatus solely aimed at maintaining peace and security in the province, with the only mechanism mirroring this being vigilantism by the local community members. Commissioner of the Internal Security Bureau and former Assistant National Commissioner of the Kazulian Federal Police, Martin Prestegard announced the formation of the Sørvestland Police as the asymmetrical response to the string of crimes being committed throughout the province in the absence of a law enforcement agency.

The police consists of persons of residing in Sørvestland, to be trained by the Federal Police and the Skalm Metropolitan Police. Currently it consists of around one thousand (1,000) person, mostly on lend-lease vehicles. As there is currently no defined law to enforce, the police force is aimed at assisting the Kazulian Armed Forces contingent institute law and order and crackdown on "destabilising sentiments". Commissioner Prestegard has stated that once a legislative body is assembled and laws within the province are defined, the police service will orient towards enforcing the various laws, but until then they would be assisting the Kazulian Armed Forces contingent (with Commissioner Prestegard watching the police force closely for corrupted elements).

The Infrastructure and Transport Bureau of Sørvestland announced that the government in Skalm was currently pushing for a 90 Billion Krona reconstruction plan for the territory. The Centre for Economics and Business has highlight that the fact that roads, bridges, ports and airports would have to be rebuilt, accompanied by the increasing demands for housing could affect the possible distribution of the package. Other repair costs such as common services including power supplies, telecommunication and water are to be considered as the highest priorities of issues to be addressed as it has been rumoured that the Infrastructure and Transport Bureau intends on overhauling the power, telecommunication and water system in the united provinces, shifting it from the poorly organised eastern system to the western model. With respect to housing, the Bureau intends on providing temporary housing for displaced persons and it also intends on intensifying its system of integration of persons wishing to apply for Kazulian citizenship.

The Finance and Economics Bureau and the the Labour Bureau has reached out to businessmen and women (whose businesses were not affected by the previous conflict) asking them to take in an increased number of unemployed persons in exchange for tax incentives per 10 unemployed person the respective companies employ. The Government in Skalm intends on taking a direct approach to breathing air into the economy of the united provinces but insists that construction must be completed before anything pertaining to the nation's economy could be done. Minister of Finance and the Economy, Kristine Olsen said:
The government, although it is prepared to revive and boost the economy of the united provinces, nothing can be done until construction has completed. With the various economic reforms and incentives coming into the united provinces after construction has been completed, I am certain that these provinces will surpass their expected economic yield.


The package is expected to pass by January, where construction will begin in February with assistance from construction firms and the Kazulian Armed Forces engineer corps.

The State of Sørvestland has been blanketed by the Internal Security Bureau and the Federal Police after the Provincial Secretariat increased the terrorism threat level to "armed insurgency", as the civil administration moves to maintain control and stability in the nation. Commercial traffic into the state had been stopped at the various roads connecting the State to others; the Port of Opphulda had been closed and all commercial traffic being routed to the port of Ulf in Agatha. The heightened levels of alert comes amid a meeting of Federal and State law enforcement officials pertaining to the recent terrorist attacks carried out by the S.D.D. According to the Federal Police, the S.D.D under the Paramilitaries and Militia Prohibitions Act, commits an offence if he/she organises, controls, manages, trains, drills or equips a private organisation capable of functioning as a military organisation and its respective members.

The measures implemented by the Civil Administration are thought to be in the name of the nation's internal stability. With the Firearms Control Act, the fact that automatic gunfire had been reported to be on the scene of the incident, shed light onto law enforcement's failure in tracking illegal weapons and removing them from the streets. According to the Trond Henrichsen Institute for International Affairs, the Kingdom of Kazulia maintained the world's strictest laws on firearms. According to the Director, the Federal Police had been deployed to the border with Dankuk to ensure that similar events do not happen again. According to an insider report, the Federal Police's Special Services Division (the elite branch responsible for counter-terrorism, counter-espionage and domestic surveillance) and Federal Protection Services mainly Federal Protection Unit 3 (a unit tasked with counter-insurgency operations) were being brought into the state to "hunt down the dissident group leaders and members", however the Federal Police denied the two unit's involvement. Director of Sørvestland's Strategic Services Agency, Marius Woo-Sung Stenseth stated that the newly formed service (under guidance from the Kazulian Security Bureau will work to curb instances aimed against the state).

The bill, Kazulian Sørvestland Foreign Aid Ac[/quote] is currently being voted on by the Peoples Assembly in the nation and a decision is expected by December 4372. In other news Foreign Secretary Bernard Filmore of Rutania has sent an invitation to the Kazulian government inviting them to attend a State visit and Dinner in December of 4372.

Sørvestland has been reunified with the Grand Imperial Union of Dankuk ending the civil administration and the Kazulian occupation of the territory. Delegations from Dankuk and Kazulia meet secretly to discuss the hand-over of Sørvestland to the Dankukin Government. The Kingdom of Kazulia has faced international mutilation for the event as it bowed to a power of lesser strength, through its return of Sørvestland to the Dankukin Government. Although financial aid had been routed to the nation, the Office of the Prime Minister stated that when the last Kazulian leaves Sørvestland, financial aid to the region would cease to exist as it would be once more an entity of the Dankukin Government. Reconstruction of the province has been tasked to the Dankukin Government as the Kazulian administration is taking its equipment/technology with it back to the mainland, with large amounts of construction being brought down at the command of the Kazulian Government. Analysts have labelled the State of Sørvestland as a failed nation-building experience. Before leaving the province, the Kazulian Armed Forces made a final display to the incoming Dankukin administration with a beating retreat of all 110,000 troops stationed in the province. According to Prime Minister Dahlberg, the travel ban and economic sanctions on Dankuk still remain.
