The NKK was formed to give the Bundesrepublik control of our nuclear power generation. And right now the plan is to double the number of nuclear power plants. As far as private ownership, financial circles are hoping to invest in them but there has been no pressure for the government to divest itself of control. Why? Everyone knows what the government plans to do and nobody really wants to be caught standing in the way.
As far as vehicle pro[pulsion, we are currently importing plenty of fuel. We have several biodiesel projects, but if we ever wanted to have energy independence we would need to look at electrically powered vehicles. This would be quite expensive but not beyond our capacity. It would also require production of a lot more electricity which should explain why NKK is not going to be or sole producer of electricity.
Hydroelectric plants, solar panels and windmills will have their place as well. Whether or not we ever try to reduce dependence on fossil fuels or not.
On this cycle NDZP is acting to protect our nuclear energy generation program and that will determine what part if any we play.
We are sorry this periodic distraction occurred when it did since we had hoped this period would be about an enhanced approach to international affairs. An opportunity is here. We have thriving international trade and the chance to work with other nations to shape Terra’s future is within our grasp. So we regret not being able to focus on this.
We would very much like to have seen a governing coalition squarely centered on building a partnership with another nation dedicated to human rights and elimination of poverty in all of Terra.
We do understand why we have isolationists in the Bundesrepublik. In the past the sheer arrogance of some of the contenders for First Nation of Terra could repel anyone. And has repelled many. We do understand and completely sympathize with those who say a plague on all your houses.
Our policy has been friendly engagement but not alignment. Now it is NDZP’s judgment the time for alignment has come.

Aufhebung der Staatlichen Industriekontrolle on its face would seem to cover plants generating nuclear power as well as otherwise. But NDZP 86, Nationales Konsortium für Kernenergie (NKK) is a statute specifically authorizing NKK to own and operate nuclear power generating plants.
Under the doctrine, in pari materia, where two statutes cover the same subject, they should be read together. One of the rules of construction under that doctrine is that if they can be reconciled they should be. And in this instance they can be.
At the time of passage two things were ocurring. One was the opportunity to buy out the Dorvish finacial and managerial interest in our then three nuclear power generating plants ncessitated creating a Dundorfische entity for the transfer.
The other was that sometimes our variious utilities are publcly owned, sometime privately and smetimes a mixture.of both. And change has occurred and will occur.
Against this backdrpop it is apparent the Bundestag intended NDZP 86 to govern the ownership status of its special creation, NKK.
Accordinngly, it is the opinion of the Justice Ministry that absent specific Bundestag repeal of NDZP 86, it still governs NKK rather than the general rules concerning power stations.
To be clear, current law on all other power stations is Aufhebung der Staatlichen Industriekontrolle which compels power stations not owned by NKK to be privately owned.
