GENERAL STAFF ANNOUNCES ASW AIRCRAFT PURCHASES

National Defense Command Center, February 19, 4923 Today General Viktor Vladimirovich Kolchak, Chief of the General Staff of the Armed Forces, announced that the Defense Ministry is purchasing 15 more Tu – 142 MZ’s to be assigned to the 19th Naval Air Wing at Zvropol Naval Base and Shipyard.

Comrade Kolchak confirmed the additional ASW aircraft were a reaction to the burgeoning arms race and further acquisitions will likely be necessary. Whether more submarines and aircraft carriers must be built is being discussed.

Further, of the 30 Tu-142 MZ anti submarine aircraft currently assigned to the 16th Naval Air Wing at Kaiserburg Naval Base, fifteen will be transferred to the 15th Naval Air Wing at Aleksandrovsk Naval Base. Anti Submarine Command Headquarters will continue to be located at Kaiserburg Naval Base.

The fifteen additional Tu-142 MZ bombers will be built by the Tumirorich Aircraft Company, a division of the government conglomerate, State Aircraft Corporation. The Tu-142 was developed by the Tumirorich Design Bureau from a Tu-95 bomber by stretching the fuselage to accommodate antisubmarine warfare, avionics, reconnaissance and communications equipment. The Tu-142MZ has improvements over the TU-142 prototypes in the form of reinforced undercarriage, greater weaponry, increased payload, and greater range.

After silencing technology rendered traditional sonar less useful in submarine detection, explosive sound systems were developed to be used to locate deeply submerged submarines resulting in the Udar – 75 search and targeting device employed on the Tu – 142 MZ. The Udar -75 has been replaced by a newer target acquisition system for detecting surface and submerged submarines and communication with other ASW aircraft and its home base. Tumirovich has now developed the Zarechye sonar system compatible with the newest sonar buoys and achieving 50% more coverage than the Udar – 75.

FOREIGN MINISTER ON NEW LANDSCAPE

The Bashnya, March 17, 4923: Citizen Boris Nikolaievich Strelnikhov, Minister of Foreign Affairs, during a meeting in the Ministry for recent recruits for language expertise, made the following comments:

We are certainly glad to have had the opportunity to join the Communist Pact of Independent States. At least for a time we were truly a member of a comintern, a dream of Krasnyy Narodnyy Soyuz not to mention Markov Pavlovich for a hundred years. For a brief time it has a bright beacon to the future before the ephemeral nature of its leadership caused it to flicker and fade. We will of course be glad to help it survive should that be the wish of other members.

Again we see that our fundamental tenet for international cooperation has to answer the question who do we trust. As much as we think ideology should be important, we always come back to those who conduct their affairs with integrity. We need allies; allies who honor their commitments.

Where are we? In another deplorable arms race. We condemn no one but lament that this unnecessary diversion from the betterment of Terra is again rampant. What shopuld we be doing? Exploring space together. Raising our down trodden sisters and brothers from poverty together. Helping the sick and diseased together. Feeding the hungry, clothing the ragged, housing the sheterless.

What are we doing? What we always do; we build more and more efficient ways to kill one another. So it goes.

Internal Affairs Minister A.M. Frunze

PLOT AGAINST SOVEREIGN PEOPLE FOILED

The Bashnya, August 12, 4923: Citizen Aleksandr Mikhailovich Frunze, the Minister of Internal Affairs, announced the arrests at Rodshyadanm University last night of what appears to be seventeen conspirators planning to seize control of the government.

The seventeen were some faculty and a student or so as well as a few bureaucrats. The leader likely was a senior overseer of the Sovkhoz program in the Ministry of Food and Agriculture. The group had in fact been penetrated by an agent of the State Security Service. Their grievances were that the ruling party was now allowing all parties to seek seats in the Central Committee and the failure to nationalize everything in their perceived Metzist Leonisist vision.

The bulk of their conspiratorial activity was planning the new state they hoped to build on the model of the State Farms. The plan to seize power really had only progressed to seizing a television station in Rodshyadam and announcing the seizing of power by their new regime. It is likely the authorities would simply have continued surveillance indefinitely had not several conspirators broken into several Border Guard Service armories and obtained a number of submachine guns and a fair amount of ammunition.

Comrade Frunze confirmed that this group had no known connection to rumored dissidents in the Air Force who have been quite vocal in desiring a World Revolution by force of arms but have gone silent in the wake of the assassinations and murders of communists in formerly communist locations.

EDUCATION REFORM TO INCLUDE HULSTRIAN MUSIC

Kaiserburg, May 11, 4924: Citizen M.I. Ovchenikhova, our Glavnyy Sovetnik, while participating in a seminar on problems in education for university level Education Faculties and Ministry of Education and Culture personnel at Kaiserburg University, made remarks including the following:

In 4897 right here in Kaiserburg, Citizen V. K. Chernov, our Supreme Chair, announced a program to enhance the survival of our Hulstrian cultural roots. Architecture and historical records were in no real danger but customs, skills and language were at risk. The particular need at the time was preserving the use of the Hulstrian language in Trigunia.

What we did was require that Hulstrian be thought to all students for the two years when most students are eleven and twelve years old. We also made courses available to all students for the last four years of precollege education. We further through a program of the Ministry of Education and Culture provided weekly classes to the lowest grades for an introduction to the language. There is no doubt there are many more citizens capable of speaking, reading and writing Hulstrian than when we began.

We are about to take another modest step to preserve our Hulstriann culture. In the upper pre university grades we are going to see that the traditional instruments of Volktanz are taught and their use promoted. This includes the accordion, harp, fiddle, flute, clarinet, brass instruments, contrabass and guitar. The Ministry of Education and Culture will also subsidize existing bands that play for folk dancing.

These are two modest steps but we intend to also look at how to preserve the traditional folk music songs and traditional Volktanz. At this stage we are collecting sheet music for folk songs and identifying individuals who can teach Volktanz with a view to lower grade education including exposure to these aspects of our culture. We also trying to identify some dying skills which might be able to be preserved such as toy making and watchmaking with a program similar to teaching the blacksmith art to buttress our support for traditional Kozak culture.

The Hulstrians are not an isolated part of our population but an integral part of our national community; we want to preserve our Hulstrian roots.

GOVERNMENT RECOGNIZING TSAR

The Bashnya September 13, 4924: Citizen M. F. Saburov, the Generalnyy Sekretar, announced that the Cabinet and the lineal descendant of the last Udinov Tsar have reached agreement on recognition of title of Tsar. Comrade Saburov explained:

The Ministry of Justice has determined that the current law allowing use of titles of nobility will allow the title of Great Prince and Tsar to be used as well; however, since the Tsar will not be the Head of State there should not be a coronation. An investiture service in a church is permissible and appropriate however.

The new Tsar will be Dmitri Alekseievich Udinov, Tenured Professor of Canraillaise Literature at Rodshyadam State University. He and his uncle, sister, niece and nephew will constitute a Royal Family Council of five that will be self perpetuating by filling any vacancies as they arise from members of their family. Should the Tsar die, the Royal Family Council will replace him with another member of the family. The Cabinet may veto the choice if it does so within a month of the selection.

This arrangement rather than primogeniture has been adopted both as a guard against unfortunate consequences and in deference to the collective leadership principles of Socialist Trigunia. The Tsar and Royal Family Council members shall receive salaries comparable to officers of state corporations. The family of the Tsar will have quarters in the Bashnya or such other location in Rodshyadam or Petrograd agreeable to the Tsar and the Cabinet.

Further, the Tsar will be the Colonel in Chief of the Bashnya Regiment which guards senior government officials and is part of the Army but under the operational and tactical control of the State Security Service. The Tsar will also be the ex officio presiding officer of the Central Committee which he will declare in session after each election. From time to time the Tsar or his successor shall preside over the People’s Assemblies in the Federal Socialist Republics.

The Great Prince and Tsar will be known as Tsar Konstantin II.

Critics among Metzist – Leonidist theorists accused the Cabinet of abandoning all principle while some reactionaries lurking in the shadows hinted the Udinov Family was selling out to the communists. It is generally thought the Cabinet believes this move will be popular with the Sovereign People.

REDUCTION OF RELIGIOUS TAXES

The Bashnya, August 11, 4925: After a Cabinet meeting, Citizen M.I. Ovchenijhova, our Glavnyy Sovetnik, responded to questions about changes in the taxes on religion:

Let us be clear. There are still taxes on religious institutions; however the tax on collections has been removed. This has actually had quite an effect. Not so much on large institutions which are likely to have lawyers or accountants and are already deducting much of their income as business expenses. And they still pay property taxes as all landowners do at the same low rates.

The big effect has been in two places. Since the collections are not taxable the contributors have discovered their church contributions are tax deductible. So their net taxable income can be considerably reduced by church contributions.

Second the small churches particularly in remote areas who were actually paying taxes on their collections no longer have to do so and accordingly their meager budgets can go considerably further.

Frankly comrades, there is very little audience for the few outraged voices that still insist as a matter of principle churches should pay no taxes since few people or churches are actually paying taxes of any consequence. This legislative change has definitely taken the edge off an issue.

Defense Minister M.P. Vatunin

ANANTONESE NAVY TO GET DESTROYERS

National Defense Command Center, August 15, 4926: Defense Minister M.P. Vatunin announced that the Defense Ministry and General Staff of the Armed Forces had approved the recommendation of the Navy Staff that four Udaloy II Class Destroyers be built by the State Shipbuilding Corporation over the next seven years for the Anantonese Fleet whose Home Port is Pertrograd Naval Shipyard. The Anantonese Fleet is built around the Markov Pavlovich, a Yegorovich Class Aircraft Carrier.

The Udaloy II Destroyers are built as guided missile anti submarine destroyers with more surface to air and anti ship missile capacity than its immediate predecessors. It is propelled by a modern two shaft gas turbine engine with a speed of 35 knots and a range of 10,500 nautical miles. The displacement is 6,930 standard tons, the length is 163 meters, the beam is 19.3 meters and the draughtn is 6.2 meters. Its sensor system includes three dimensional air search radar, strut paired air and surface search radar, the modern but bulky Svesda M-2 sonar system with a range of 100 km’s and a torpedo approach warning system.

The Udaloy II Class Destroyer is armed with one two barreled 130 mm naval gun, anti ship missiles, surface to air missiles, two guns for use as a close in weapons system, torpedo tubes for anti submarine missiles, and anti submarine rocket launchers. It also has a helipad and hangar for two Ka 27 helicopters. Likely the arrangement will be for the four destroyers one or two Ka 27 PS search and rescue helicopters and the other 6 or 7 as ka 27M ASW helicopters.

GENERALNYY SEKRETAR NOT RUNNING FOR REELECTION

The Bashnya May 17, 4927: Citizen M. F. Saburov the Generalnyy Sekretar, after meeting with the Cabinet and Krasnyy Narodnyy Soyuz party leaders, responded to questions about the election next year.

I have served as Defense Minister and Generalnyy Sekretar for quite a while and it really is time for me to retire and for others in the collective leadership of the Revolution to lead the party and the state for the Sovereign People.

We are now a socialist party in a federal parliamentary republic. My expectation is that there will be several candidates from various parts of Krasnyy Narodnyy Soyuz and from parties that would like to take us in a different direction.

The sovereign People will decide where we go from here.

BREAKING NEWS: SKP, KFS secure Supreme People's Council; declare Trigunian Federation

Pro-Communist supporters clash with Internal Affairs police units following the Internal Affairs Ministry announcement that the SKP and the KFS had dominated the Supreme People's Council.

Rodshyadam, Radin - The June 5004 Trigunian Federal elections were conducted underneath both heavy scrutiny and security over the past several days. The Internal Affairs Ministry which underneath the Federal Socialist Republic of Trigunia manages elections has been accused by opposition parties of unfair elections and corruption, these allegations have been met with outright denials from the Internal Affairs Ministry who allege that the opposition parties are unhappy with the "People's Will". June 10th was the final day of voting after delays and mismanagement on the part of the Internal Affairs Ministry, a full 9 days after the elections began and 5 days after they were meant to be over. In the end the Free Conservative Party and the Coalition for the Federal Union came out over the former ruling Communist Party of Trigunia. The Free Conservative Party commonly called by its Rodshyan acronym SKP, gained a super majority in the Supreme People's Council with 565 seats and the Coalition for the Federal Union coming in second with 185 seats. The leader of the Free Conservative Party, Kazimir Mikhailovich Usov, was elected as the Chairman of the Presidium of the Supreme People's Council, the head of state of Trigunia. Usov's speech before the nation in the Bashnya was hastily put together and without support of the outgoing Communist government. There are reports that some members of the outgoing Communist government refused to resign or leave and had to be escorted out by elements of the State Security Service loyal to the new government. Usov in his address to the people of Trigunia announced that the new Supreme People's Council had ratified in principal the new constitution of Trigunia.

Seemingly, like clockwork, Trigunia would become the Trigunian Federation. Usov would become the President of the Trigunian Federation and the Chairman of the State Council. In previous governments the State Council played a somewhat controversial role in acting as a sort of "shadow government". Usov had commented that the State Council will serve as an advisory body to the President and would be made up of experts from across a number of fields, notably economics, defense and public welfare. Usov appointed long-time ally and Deputy Chairman of the SKP Artemiy Savelievich Sergeyev as the Chairman of the Council of Ministers; referred to by non-Trigunian media as the "Prime Minister of Trigunia". Usov and Sergeyev face a huge uphill battle as the Trigunian economy has slumped in the face of a weakened regional economy, a stagnant international economy and years of neglect and mismanagement. Abram Petrovich Aslakhanov, a leading economist at the academic institute of the National Chamber of Commerce, has been appointed as the new Finance Minister and has been tasked with the monumental task of correcting the ship that is the Trigunian economy.

Aslakhanov's first order of business after being confirmed by the transitional State Duma was the suspension of stocks and futures on the Rodshyadam Stock Exchange temporarily. He ordered a review of the entire economic leadership structure of the nation and noted that large swathes of currency, both domestic and foreign were missing. Aslakhanov bluntly stated that he believes the former government had "...looted the coffers..." prior to their departure. The Finance Minister referred the case to both the Ministry of Internal Affairs and the Ministry of Justice for prosecution and arrest; President Usov commenting that the former government had indeed conducted many criminal actions just prior to their departing including the desire to "...steal or radically alter the free and fair elections in Trigunia in the pursuit of selfish interests."

State Duma authorizes re-introduction of the Winter Subsidy.

State Duma member Vaniamin Stanislavovich Klimtsov proposed a reintroduction of the Winter Subsidy at the behest of President Usov.

Rodshyadam, Radin - President Usov announced today that the Ministry of Finance would be handling the return of the "Winter Subsidy" (Rodshyan: Зимняя субсидия; tr. Zimnyaya subsidiya) the Winter Subsidy was first instituted in September, 4688 by Minister of Finance Izyumov Nikolayevich, and was subsequently re-introduced in July 4760 by the State Duma. Finance Ministry officials confirmed that the payment will increase from 1000₽ ($861.40) to 1500₽ ($1292.10) per month for qualifying Trigunians; these payments are handed out during the Trigunian winter which according to the Ministry of Environment and Tourism runs from October through April; April will remain a "flex" month in which payments will depend on regional temperatures and applications for relief. The Ministry of Food and Agriculture will likewise join the Winter Subsidy and will pay an addition 500₽ ($430.70) to Trigunian farmers that are considered to be "low income" farmers. Several previous iterations of the Winter Susbsidy have bolstered the Trigunian economy is more rural or lower income areas during the winter and have provided much needed support and relief during an already busy and expensive holiday season. The first payments will come out in October, 5005 and according to the Ministry of Finance will arrive the first week of the month.

Over the past several months the Ministry of Finance which manages the State Taxation Service, commonly known in Rodshyan as the GNS, has conducted a massive administrative effort to ensure that the taxation information across the country is correct. Director of the State Taxation Service Danya Yemelyanovich Zhabin, who was appointed by President Usov, has regularly met with Finance Ministry officials and representatives from the Office of the President to update them on the tracking and listing efforts of the GNS. According to a report released early last week the GNS had updated and overhauled lists on a Federal District, Oblast, District level and had dispatched representatives to every single town and village within Trigunia as a whole. The effort has been a massive undertaking and has been underneath the watchful gaze of President Usov.
