Defense Minister Zhdanov

CARRIER RODSHYADAM TO GET NEW AWACS

National Defense Command Center, May 21, 4808: Defense Minister A. A. Zhdanov announced that the General Staff of the Armed Forces and the Defense Ministry had approved the recommendation of the Navy Chief of Staff that the aircraft carrier Rodsyadam proceed under escort from South Ocean Fleet based in the Port of Zvropol to the naval shipyard in the Port of Petrograd for maintenance, repairs and routine refitting. While in port, the 4 Be A- 50M AWACS/SIGINT stationed with her will proceed to join naval shore based aircraft and be replaced in the 907th Air Group by 4 Be A-50U units not only having refueling while in air capacity but the ability to control 10 fighter aircraft for air intercept operations or for air to surface strikes as well as track up to 150 targets with its antenna in its rotodome. The A-50U AWACS/SIGINT is being produced by Belashovich Aircraft Company, a division of the state conglomerate, State Aircraft Corporation. Belashovich is working on an A-100 which will have a similar look to the A-50 but increased radar speed and patrol range.

KOLLOWRATH OUTLINES COALITION AGENDA

Petrograd, June 17, 4808: People's Assembly Chair Karl Kollowrath while meeting with government utility managers in Petrograd, when questioned about the Krasnyy Trigunskiy Soyuz coalition agenda, responded as follows:

You might very well ask, comrades; the foreign policy objectives have been outlined by Citizen Miliukhov, our Foreign Minister, the military preparedness objectives will be addressed by Citizen Zhdanov, our Defense Minister, and the agricultural plans by Citizen Tereshchenko.. Three are three less obvious objectives I will mention.

First we are raising corporate, luxury and sales taxes a little to keep funds coming into our emergency reserve. We are not currently raising our mainstay tax, the income tax. It does need reform but for now it will remain as is.

Second, we are upgrading the water and waste facilities operated by the government and are starting to modernize right here in Petrograd. The next location for modernization will be Sebenogorsk in Lesnos Federal Socialist Republic.

Third, as you know we have modernized Pshenichnikov International Airport, the hub of air operations for SeverAvialini, one of our two giant airlines. SeverAvialini is ordering a number of the Se SU-100 or Sukhoi-SAC SU-100 superjets for its regional operations. Henceforth, Suvielievich Aircraft Company, a division of the state conglomerate, State Aircraft Corporation, will manufacture, sell and maintain servicing and technology contracts for the superjet which was developed originally by Valrusia's Reglair in a joint venture with the State Aircraft Corporation. And, yes, Suvielievich also makes military aircraft; but the government feels like it can make sugar and borscht from the same beet crop.

Ka 27PS, Search and Rescue Helicopter

NAVY GETTING MORE HELICOPTERS

National Defense Command Center, December 5, 4808: The General Staff of the Trigunian Armed Forces and the Defense Ministry have approved the recommendation of the Navy Chief of Staff that 2 Ka 27PS helicopters each should be purchased from Kamenev Helicopter Company, a division of the conglomerate, State Aircraft Corporation, for the aircraft carriers Rodshyadam and Petrovgrad. These are specially equipped for search and rescue operations. Also approved were two other recommendations of the Navy; first that 3 MiG 29KR be purchased for the Petrovgrad from the Trigunian Aircraft Corporation to fill her aircraft complement.

Second, that the 19th Air Wing be formed to serve with the 19th Naval Infantry Brigade with both to be stationed at Zrvropol Naval Base. In addition to the 4 Be A-50M AWACS/SIGINT transferred from the Rodshyadam, purchases of 10 MiG 29KR naval fighters from Trigunian Aircraft Corporation, a division of State Aircraft Corporation, of 4 Ka 27M antisubmarine helicopters and of 4 Ka 52K attack helicopters from Kamenev will be made for the formation of the 19th Air Wing. This will not be part of the 5th Naval Guards Division.

Supreme Chair Eudoxia V. Kuryagina

NUCLEAR POWER?

Kaiserburg, December 22, 4808: At a seminar for history and political science honors students and faculty at Kaiserburg University, Citizen Kuryagina, Supreme Chair of the People's Assembly, addressed the question of utilization of nuclear power:

As you can imagine, the Krasnyy Trigunskiy Soyuz coalition is facing several issues concerning nuclear power. Should we decide we are the luckiest nation on Terra and plunge into full scale nuclearization of the power for all residences and industrial production? Well, we are not the luckiest nation on Terra; we swing back and forth from jackbooted bigotry and hatred to full speed nationalism of everything and unsustainable distribution of wealth and then back to crowned murderous dictatorship leaving human and economic wreckage from Kaiserbiurg to the frozen wastes of Vrosnok. We have concluded that economically we can not afford at this time to return to nuclear power as a mainstay without sacrificing everything else.

But we do not want to lose the capacity so we will take steps to maintain the capability long ago achieved at quite some sacrifice, overseen by TriAtom, the government corporation managing nuclear power. Likely this will be at a research community, most likely the Yuzran flight research facility or some such.

Well then, you might very well say, what of nuclear bombs and more to the point, nuclear warheads. And specifically the two hundred or so nuclear warheads we already have. We are not unilaterally disarming; when facing the bear you keep your musket ready in hand. But we will do everything we can to keep them from becoming a safety hazard or unserviceable while hoping that in our lifetime we can be part of universal nuclear disarmament.

And what of the Rodshyadam, our nuclear powered aircraft carrier developed at great expense in a joint effort with the nations of Dorvik and Vanaku? Two ideas have some following in the Navy - that the Rodshyadam should be scrapped and two conventionally powered carriers built or that the Rodshyadam be scrapped and nuclear power be reserved for submarines. The General Staff and the Navy Chief of Staff have recommended that this is not the time to scrap her with two of the three blocs of nations seeking Terran dominance in actual military operations and the third with a partner looking to pick a fight. The Defense Ministry concurs. For the time being the Rodshyadam will continue to lead the South Ocean Fleet.

Foreign Minister Miliukhov

SOCIALIST INTERNATIONAL

Zvropol, May 13, 4809: At a meeting of the Zavrospol State University economics faculty and government economists of the Zavrospol Federal Socialist Republic in the Civic Center in Zvropol, Citizen B. N. Miliukhov, the Minister of Foreign Affairs, said there was good news from abroad:

The Socialisti and Democratici Party in Impero Istaliano has taken charge and is implementing socialist reforms. Further, it is doing what the Martov Pavlovich Theses called for and set up a Socialist and Democrat Internationnal. Parties from the Krasnyy Trigunskiy Soyuz coalition have been notified and invited and plan to attend.

Socialist parties and governments from all over Terra are planning on working together to make international cooperation a success. We congratulate Prime Minister Barbara Lauzi of Impero Istaliano on taking this bold step forward.

Minister of Infrastructure and Transport Klenau

NATIONALIZING IT?

Novoaleksandrovsk, June 6, 4809: Minister of Infrastructure and Transport A.F. Klenau today met with the Board of Directors of the A.A. Savin IT Company, an IT conglomerate, to discuss the rumors of nationalization and the rules if any concerning its application by the government. Klenau responded to questions about what was afoot:

Certainly you might ask if we are going to nationalize; your own advertising indicates the internet and the supporting IT industry is the most potent force in the universe and certainly of Terra. And we have control of television and radio. But imagine if we canceled Little Vera and Andeyosha Return to the Village; our senior citizens would vote us out of office. And what if we tampered with the phone ap Who's Dating Who? because we thought some body parts should be sort of private on the internet? The teenagers would call a general strike in our secondary schools.

But there is another reason besides not wanting to become too unpopular and that is it is really too late. Your company manufactures the majority of laptops sold in Trigunia but you don't even own the cloud; you have 15% of devices, 22% of aps and 5% of games; too many people doing too many things. We may regulate some things but we do not want to say can not do something and discover there is no way we can enforce it. Now do expect to get taxed.

But nationalized; well there are rules and you know them. If you collapse and you are sort of vital, if you outrageously exploit customers or workers, if you obscenely over reward your executives out of reverence for executive compensation. Then yes, nationalization may well follow.

There are two others that are less well known although I can say AA Savin IT is in compliance wth both. Pay your taxes. And observe the salary caps. We are quite serious about both.

SGB Headquarters

ELECTION RIGGING?

Tractorgrad, November 6, 4809: The State Security Service (SGB) oversees counterintelligence, the border patrol, and protection of top political officials. The director is or was at one time appointed by and presumably reports to the head of government. The Provacateur has obtained a copy of a portion of a transcript of testimony by an official of the Cyber Security Section which seems to report to the Assistant Director for Counterintelligence. The official seems to have been in charge of an Operation Rat Trap and was being questioned by a committee of the Central Committee of the People’s Assembly. The transcript portion follows:

Q. Who ordered the operation? And why?

A. SGB had heard rumors through diplomatic channels that a certain foreign power was going to try and rig part of the December 4806 election. Cyber Security ran checks on the reporting systems in each republic and discovered the reporting at a certain level had been penetrated in two of them. The director informed the Supreme Chair who ordered the operation. I was placed in charge.

Q. Who appointed you. And does the SGB report to the Supreme Chair normally?

A. That information is sealed.

Q. When was the operation set in motion?

A. October 4806. What it amounted to is each republic has own way of voting; some punch holes, some blacken boxes, some have machines. Each precinct reports to an oblast election headquarters where results however reported are computerized. These results are then forwarded to the republic election headquarters where legislative seat allocation is determined. The hack concept was clever but clumsily executed. What they were trying to do is change the oblast results so it would appear there were no results outside of a few urban centers. Apparently to discredit the election. You may recall KNS won all seats in Lesnos and Vriosnok in 4800 and 4806 and so suspicion would have been likely.

Q. What did you do to stop this?

A. We routed entries from the precincts through us first before they went to the oblast compilations and handled reporting to the republic. As we detected deletions we checked with precincts involved on other links and confirmed the original data. In effect, the computers of the intruders indicated they had succeeded but in fact had not.

Q. So who did this.

A. That is sealed.

Q. Did the Supreme Chair accuse the enemy government of doing this? Did she demand an explanation?

A. No.

Q. So she did nothing.

A. Hardly. We identified the three principal figures involved in the hack. All were moderately well heeled and had overseas accounts; interestingly enough one had most of her personal assets in an account in Central Bank. All of their personal bank account funds are now held by SGB. She who lives by the hack. The maximum chargeable amount is due on their credit cards. Their mortgages are in default. The Defense Ministry of the nation involved is 3 billion LOD or so poorer and SGB is that much richer. Their head of government had no electricity for a week and had to explain why his resignation was sent to the press from his office. Their head of state has lost title to his vacation manor.

Q. Any other action in retaliation planned?

A. That is sealed.

Tu-142MZ

NAVY PURCHASING ASW AIRCRAFT

National Defense Command Center, November 22, 4809: The Defense Ministry and the General Staff of the Armed Forces have approved the recommendation of the Navy Chief of Staff to purchase 10 Tu-142MZ bombers from the Tumirorich Aircraft Company, a division of the government conglomerate, State aircraft Corporation. The Tu-142 was developed by the Tumirorich Design Bureau from a Tu-95 bomber by stretching the fuselage to accommodate antisubmarine warfare, avionics, reconnaissance and communications equipment. The Tu-142MZ has improvements over the TU-142 prototypes in the form of reinforced undercarriage, greater weaponry, increased payload, and greater range.

The 10 TU-142MZ bombers will be used as an ASW squadron operating as part of the 19th Air Wing stationed at Zvropol Naval Base with the 19th Naval Infanntry Brigade which has 2 naval infantry mechanized battalions, 1 airborne battalion, 1 tank batttalion, a self propelled gun battalion and 1 combination aier defense and artullery battalion together with brigade headquarters and support units. The South Ocean Fleet is also stationed at the port of Zvropol.

The Naval staff is looking at the likelihod of purchasing some Tu-142MR aircraft to coordinate missile submarine activity. The likehood is these would be ordered for service at the Aleksandtrovsk Naval Base where the White Ocean Fleet is located and the 11th Naval Infantry Brigade is likely to be transferred.

Foreign Minister Miliukhov

ANOTHER WAR?

Kaiserburg, December 19, 4809: Foreign Minister B.N. Miliukhov addressed students at Kaiserburg in a seminar for foreign language, history and Rodshya and faculty of those departments on careers in diplomacy. Although most were eager to get to the reception for them at the Alte Kaiser Hotel in the Hulstrian sector, some students asked about the current drift toward war in the East. Miliukhov responded:

We have just moved from peripheral powers of two of the three blocs seeking to dominate the world stage locked in conflict through one of the major powers becoming involved to two of the leaders of the blocs being involved to leaders of all three blocs now becoming involved in confrontation. So it has become much more dangerous.

One does not expect the World Congress or the Security Council to be helpful; it is not their way. In fairness, an effort was made there. We have offered our services.

Am I worried. Frankly, comrades, no. Two of the three major powers involved in the confrontation are known for finding a way to peace evren when noone else sees it. I believe this will happen here as well.

So let's get serious about getting over to the Alte Kaiser. Really looking forward to some wienerschnitzel.

Tu-142MR

MORE LAND BASED NAVY AIR

National Defense Command Center, July 11, 4810: The Defense Ministry and the General Staff of the Armed Forces have approved the recommendation of the Navy Chief of Staff to purchase three Tu-142MR bombers from the Tumirorich Aircraft Company, a division of the government conglomerate, State aircraft Corporation. The Tu-142 was developed by the Tumirorich Design Bureau from a Tu-95 bomber by stretching the fuselage to accommodate antisubmarine warfare, avionics, reconnaissance and communications equipment. The Tu-142MR is a variant of the TU-142 designed for command and control communications with ballistic missile submarines.

The three Tu-142 MR aircraft will be assigned to the 15th Air Wing which is being formed at the Alexandrovsk Naval Base where the 11th Naval Air Brigade has now been transferred. The White Ocean Fleet is based at the port of Aleksandrovsk as is the submarine force attached thereto which includes ballistic missile submarines. 2 Ka-27PS helicopters are being purchased from the Kamenev Helicopter Company for 15th air Wing search and rescue operations.

Two of the Be A-50M (AWACS/SIGINT) aircraft stationed with 19th Air Wing at Zvropol Naval Base will be transferred to the 15th Air Wing at Aleksandrovsk as will 5 of the MiG 29 KR naval fighters. Five of the ten Tu 142 MZ antisubmarine warfare bombers recently purchased for the 19th Air Wing will go to the 15th Air Wing instead.

The Naval Staff is looking at the likelihod of purchasing some more aircraft for these two wings as well establishing a third land based air wing in Kaiserburg. Fleet consolidation, reorganizing and renaming are also likely.
