Vestnik: A Move Toward Dictatorship?

The recent MGP LXXV - Economy Reform Act proposal by the Young Guard Party‘s Etatistskih faction led by Viceroy Lord Andrey Mashkov has caused tremendous controversy and has led to a further rift within the party.

Over the last several years, as the Young Guards have remained politically unopposed in the Great Princedom & Tsardom, it has become increasingly more difficult to maintain party cohesiveness. Several different factions have emerged as the ideological differences have been frustrated by the lack of political opposition. Many have cited laws forbidding the number of legislative proposals as well as the several decade old limitations on the franchise.

The Economy Reform Act is attempting to make a major shift in the relationship between the government and the economy. For nearly eight decades, it has been the policy of Trigunia and of the Young Guard Party to maintain and defend laissez-faire and non-interventionist policies regarding the economy. These policies have made Trigunia one of the least economically regulated nations on the planet. While economists praise these policies with the tremendous economic growth experienced in the nation over the last fifty years, many social scientists cite the enormous economic disparity and growing underclass that has developed in Trigunia in the last several decades. It is this very issue that has recently gripped the nation and now has encroached upon the paragon of stability: the Young Guard Party.

Viceroy Mashkov, in a break from his family’s traditional outlook, is a strong supporter of the latter of these issues. He strongly believes that the government must address the problems in the Trigunian system. To Viceroy Mashkov, the State’s role must be expanded.

On the other hand, opponents remain distrustful of Lord Mashkov’s reforms. In the Duma, and within the Party, they are led by the aged Chief Boyar Werner Pöhl, Ph.D., former Minister of Finance and political veteran of more than forty years.

Chief Boyar Pöhl has vocally voiced his opposition to any changes to Trigunia’s economic systems, and instead wishes to allow the private sector to address Trigunia’s problems through sales tax-cuts and calls for moral justice, expressing a viewpoint that all Trigunians are religious and moral beings naturally inclined to help their struggling neighbors.

In his attacks upon the Viceroy’s reforms, Pöhl has gained momentum against the newly-elected Viceroy and seems to be threatening Lord Mashkov’s ability to retain power as well as pursue political objectives. We may be seeing a weakening of the Mashkov dynasty’s effective hold on the Young Guards since its inception in 2902. Is the perceived dictatorship of the Mashkov’s to end?

It seems now the move toward dictatorship in Trigunia may be real and not just a tool of the conspiracy theorist. Viceroy Andrey Mashkov has proposed that the Duma’s Chief Boyar position be folded into the Viceroyship, thus expanding the position’s power and influence within the Duma. Effectively, if the Viceroy’s constitutional changes were to be enacted, the position will become tantamount to a presidency.

However, political pundits suspects that the true reasoning behind Viceroy Mashkov’s efforts at eliminating the Chief Boyar position has much more to do with personality than with politics. Recently, it has been leaked that Lord Mashkov and Chief Boyar Pöhl engaged in a shouting match at Eagle Crest while attempting to negotiate a deal surrounding the recent economic reforms. It has been stated that during this exchange Lord Mashkov effectively fired the Chief Boyar over the objections of the majority of the Cabinet.

Efforts to call an emergency sessions of the Boyar Duma ended when Minister of Science and Technology The Rt Hon. M. Ernst, 3rd Baron of Derm was selected to replace Pöhl. However, numerous calls from high-ranking members and backbenchers of the Duma expressed the opinion that Baron Ernst would not receive their acceptance. It has been reported that Viceroy Mashkov was then forced to rescind his efforts to fire Pöhl but not before threatening the elder statesmen that he would “utterly destroy the power of the position, to fragment it into a million pieces".

It now seems that Lord Mashkov’s threat is coming true. Given that no party opposes the Young Guards and that many within the party are reluctant to oppose the Viceroy, the constitutional changes are more than likely set to be enacted. Will these constitutional changes bring about even more consolidation of power in Trigunia? We can only watch, speculate, and pray.

We bring you this rare and outside look at the current situation in Trigunia. Since the removal of the Hulstrian-Trigunian monarchy in 3009, many have labeled Trigunia an anarchy state with no clear signs of a central government. That was the case until the rise of the Trigunskaya Narodnaya Partiya (Trigunian People's Party). The TNP won a strong election result in May 3020, giving them absolute control over the entire nation. Charismatic leader of the TNP, Mikhail Maskhadov declared himself "Supreme Leader" of the country in classic dictatorial fashion. There seems to be no stopping of Maskhadov as he has already created a secret state police in order to carry out purges and wipe out his political enemies. Ironically, this police agency is called the Department for Protecting the Public Security and Order (Okhrana). Maskhadov has been described as a mad man by many outside observers. Officially the Tsar/Great Prince of Trigunia is still Leopold I but he has no real power in the country and hasnt been seen inside the country since the early 3000s.

Okhrana

The State Duma today created a new secret police designed to ensure "peace" is kept throughout Trigunia.

A quote from the bill:
We the State Duma with the blessing of Supreme Leader Maskhadov will create a Department for Protecting the Public Security and Order (Okhrana) designed to ensure that peace will remain in Trigunia. The Okhrana will be controlled by the Minister of Justice.

The aims of the Okhrana are listed here.

- Carrying out recruitment in the Army.
- Protection of the state stocks of the foodstuffs.
- The customs supervision.
- The maintenance and use of the toil of convicted.
- Maintenance of serviceability and safety of communications.
- Also, the ministry should carry out obvious and secret supervision of foreigners in Trigunia, carry out censorship functions.

Protestants Expelled

Today, the Supreme Leader announced the expulsion of the what he called the "foreign horde." Those who are still officially declared Protestants in the country will now face deportation and their property will be confiscated by the state. Maskhadov issued this statement after showing up to a cabinet meeting wearing only a bathrobe.

Mikhail Maskhadov, former dictator has been removed from power by the Cossacks in an attempt to save the nation from fascism. The Cossacks were led by Hetman Pavlo Doroshenko who upon taking power immediately restored the Tsar. Maskhadov was later assassinated on the steps of his home while he was being escorted by military police. The Hetman also reformed much of the government foreign policy by moving away from the Hulstrianization that was so apparent in Trigunia many decades ago. This was marked by the passing of the "Ratification of the Non-recognition of the Rothingren-Traugott Hulstrian Government" which refuses to recognise the current Hulstria as a legitimate state (http://classic.particracy.net/viewtreat ... atyid=1830).

Roman Mashkov, 4th Duke of Petrovgrad and member of the Mashkov political dynasty has voiced outrage at the actions of the usurper Tsar Petrovič.

“This man’s claims are preposterous. Not only is he illegitimate as a Tsar, but he has gone against the most fundamental beliefs of all Trigunians: that of individual rights, democracy, and religious faith.

“This usurper has kicked out millions and threatened to exile millions more who have claimed protestant Lutheranism as their faith or who support the dethroned House of Rothingren-Traugott as the rightful holders of the Throne of Trigunia.

“The actions of this Petrovič are clearly illegal, both in Trigunia and internationally, and have been carried out by non-other than his thug-like henchmen whom he has imported from Deltaria and other areas of uneducated poor. They are as much his victims as any of his opponents.

“Trigunia was, when the Young Guard Party and my family were in control, a peaceful and stable nation with the fastest growing economy in all of the world. Now, with the programs of this dictator, with his saber-rattling ways, and disregard for human life, the people of Trigunia are once again cast into the dark abyss of war, violence, and dictatorship in the guise if monarchy.

“I wish to state to all true Trigunians, that you are not alone. All of Terra weeps for you and there are those willing to stand up to defend you from enemies disguised as friends. One day soon, help will arrive and the dictatorship of the usurper Tsar will forever be abolished. May peace and democracy return to the shores, forests, and mountains of Trigunia.

“Fear not, my Trigunian brethren. For as the Lord God said: ‘His judgment commeth, and that right soon.’ The Lord with punish those who have wronged you, and that right soon.”

Burn a Hulstrian Day Declared!

Today was a great day indeed in Trigunia as the first ever "Burn a Hulstrian Day" was declared throughout the Empire. Everyone from children to elders were encouraged to find Hulstrians who were still living in the nation and hog tie them up and set them ablaze on a glorious fire. His Imperial Majesty, Tsar Petrovic I was present at one these fires was quoted as saying:

"I didnt realise how burnt human flesh smelt. I mean its smells bad but Hulstrians in general arent the most hygienic of people so that combination can be quite deadly."


Songs and dances around the burning corpses were noted and many people were roasting marshmallows as the Hulstrians burned and burned through the night

In a surprise, the long-believed dead Young Guard Party and movement has returned under the leadership of some familiar faces. The Young Guards long-time leaders, the Mashkov political dynasty, has also returned to retake their position as the political leaders of the nation.

His Grace Roman Mashkov, 4th Duke of Petrovgrad is now in command of the Party, controlling it from exile in far-away Atyr, Kanjor. Under the tutelage of the Mashkovs, Trigunia thrived under a free-market and capitalist economy. The economy grew nearly thirty-fold in the 80-year reign of the family and civil liberties remain paramount.

It is clear that with the return of democracy to Trigunia the rule of the Kazachestva is under threat. If the Young Guards come to power Imperator Petrovič I and his Family may face stiff questions about his role in government, his role in genocide, and ultimately, his rise to power.

For the first time in nearly 30 years, the ethnic Hulstrian minority along with political and religious exiles are allowed to return to Trigunia.

The “Declaration of Freedom & Right of Return of Exiles, Hulstro-Trigunians, & Lutherans” has made it legal for those formerly persecuted by the reigns of Tsars Petrovič and Pavlo of the House of Doroshenko.

Many of these exiles lost all or most of their belongings or had their assets and properties seized by the Doroshenko government. In response to these actions, the Young Guard government has agreed to pay reparations to exiles and their families who present proper documentation.

A special tribunal has been set up under the control of Andrei Gomyko, MZP, MRP of the Ministry to Justice to review all cases and compensate the victims.

The Kozak Commonwealth, began in 3046, has been officially dissolved after the leadership of the Kozak Movement, the political arm of the Kozak Resistance Army, denounced its desires for independence and declared its loyalty to Trigunia and the government.

The Trigunian government, using the League of Island Nations as a mediator, agreed to several concessions in return for the Kozak Commonwealth’s dissolution and reintegration into society. The concessions include:

- Regional autonomy for the Kozak area in north-central Chadonia

- Protection of Kozak culture & language

- Recognition of Kozak language in government and its teaching in schools

- Recognition & authority of Kozak courts of justice

- Recognition of the Kozak Assembly as the official voice & authority of the Kozak people


With these changes, it is hoped that the Kozak people will refrain from calls of independence and the violence that is assured to follow.

A large crowd in Koszalin, Chadonia celebrates the countdown to the 1 billionth citizen with a speech by popular Mayor Sergei Gomyko followed by a rock concert.

Crowds gathered throughout the cities of the nation for the Census Bureau's countdown to the 1 billionth Trigunian. Using data and math statistics, the Census Bureau was able to determine the exact date when it is believed that the child will be born who will claim the honor of the 1 billionth citizen of Trigunia. The crowds were in a celebratory mood as they cheered when the fateful time came. Numerous cities celebrated with concerts, speeches, and other events. When asked why the cities had taken it upon themselves, using taxpayer money, to celebrate such an achievement the popular mayor of Koszalin, Sergei Gomyko, stated "This is momentous occasion, a once-in-a-lifetime event. We felt that celebrating in this manner would ensure not only a feeling of mass solidarity but also of individual acceptance. Having this celebration with not only allows us to enjoy ourselves, it also ensures that the people of Koszalin celebrate in a safe way."

With the thousands of new additions to Trigunia's ranks everyday, the Government of Viceroy Duke Pavel Mashkov has voiced concern over sustainability. He is expected to propose new legislative initiatives to encourage Trigunians to combat overpopulation by defining limits on children born per family. It is expected that such legislation will carry with it numerous carrots for those Trigunian families who follow the policies and a series of harsh sticks, most likely in the form of fines, for those who willingly flaunt the laws.
