Conservative Government Pass Last Bills and Budget of Second Term !The Conservative Government, just months before the next election, have presented their final legislative agenda and a budget which incorporates all there changes over the last 9 years to the Departmental spending of the Government.
The Re-Affirmation of Nuclear Status 4738, is a confirmation of Luthorian continued acceptance of nuclear weapons, as well as biological and chemical weapons. The bill re-affirmed the status with 100 to 50 votes, as the Communists backed the Government.
The Rules of Engagement 4738, removed the rules of nuclear, chemical and biological engagement previously imposed by the left-wing Government. The bill passed down party lines, with the Communists saying, 'The current legislation suits us. No need to target civilians. Being strong does not mean targeting civilians. Innocents could be impacted by this legislation and thousands of people could lose their lives if nuclear or chemical weapons are used on civilians.' The White Rose responded, 'The Commies need to understand the difference between Government control and targeting civilians. I can assure the Diet we will never support targeting civilians, but we want the Government to be able to react and respond with our weapons as the situation dictates, without hands tied.'
The Diplomats Act 4738, reforms diplomatic immunity and World Congress appointments. It removes locally elected representatives to the World Congress for legislature election national representatives. It also allows visiting diplomats to be sued in the civil courts.
The Bail Act 4738, abolishes bail for serious crimes and it passed the Diet unanimously. Previously, all those awaiting trial were able to post bail.
The Juries Act 4738, allows juries in serious cases but empowers judges and magistrates in others, with the removal and end of universal trials by jury. The Government got the surprise backing of the Communists and Liberals, meaning the bill passed 115 to 35.
The Privilege Act 4738, which passed unanimously, allows the Diet to overrule members of the legislatures exemption from any civil or criminal liability for their speech or actions related with the performance of their duties during their term of office.
The Budget passed with the support of the Liberals and saw some huge budget changes for Departments;
HoG – up £95 million
Home Office – up £5 billion
Treasury – down £300 million
Defence – up £5 billion
Justice – down £2 billion
Transport – down £5 billion
Health and Welfare – up £5 billion
Environment - down £5 billion
Trade & Industry – down £2 billion
The Liberals said, 'Although we’d like to see the weight lifted off of the shoulders of the working class with an increase in spending on Trade and Industry, we believe that this is as far as we can strike a cord with the conservative government and thereforewe will vote yes, and we urge our fellow left-wing parties to do the same. We must not divide ourselves when we don’t get our way, we must work together.'
The Communists misunderstood that the increase of the HoG budget was to fund the new Youth Parliament which had begun sitting, they said 'Our first objection is: Why such an enormous Head of Government budget? For corruption? The Head of Government should represent the people and not receive 0.42 % of the total State Budget. This would mean that 0.42 % of all the money collected through taxes would be use to renovate your palace. How many cars does Mrs. Jackson need to buy with all of this money? How many houses?'
The CWP joined the Communists, saying 'We welcome the increase of spending on social services but this is the wrong way to do so. I have to agree with Mr. Loops' criticism. So much expenditure for HoG is not needed, the same applies to defense.'
The Deputy Imperial Seal Bearer, Duke Thomas, said 'Once more, the CPL and CWP ignore the comments and simply oppose. The Head of Government budget has increased to fund the Youth Parliament, it is not a wage! It will allow for elections and operation of said Parliament at a cost of £95 million. The Defence increase funds the Luthorian National Service. The Environment budget can be decreased as we have ended all enforcement of health and safety, pollution and other climate change policies. Please read the reasons, money for monies sake is pointless, we have reasons for all these changes.'
The final budget of the Conservative Governments second term passed 97 to 53.
