INTERNAL REFORMS CONTINUE WITHIN THE ICPEver since the end of the Daeva Cabinet II and Shaela Reichert's rise to power, the Imperial Citizens Party has been on a massive decline. After the first election of 4635, the party started adopting more and more National Conservative policies in the party program, giving rise to a new National Conservative faction who had in recent years overshadowed the radical groups of the party. In September 4644, Shaela Reichert carried out a purge of the party after a conspiracy by high ranking members to overthrow the General Secretary had been revealed to her, but even though the conspiracy was the official story for her purge, it is suspected that Reichert had planned this purge ever since her rise to power. The prominent members who had been purged were all part of the radicals or other factions besides the National Conservatives within the party. It is estimated that more than 85% of those who replaced the purged is in fact party of the National Conservative faction.
Many in the dominant faction is now calling the party the "Moderate Right". Left wing critics claims that this is only a facade to trick the people, and that if the ICP gains power they will implement authoritarian right-wing policies of restriction of civil liberties.
Just recently the Imperial Citizens Party became done with their 4660 Party Program which holds many policies of the 4635 Program but also some new ones.
In the program they have pointed out that they wish to have the Imperator being the only one who can propose a cabinet, that all citizens will be issued with identity cards and will be required to carry them at all times. This one came as a shocker to many but that the ICP wishes to rename the Imperial Diet to the Imperial Senate. Only those born in this country or to nationals receive nationality, they want to increase the legislative and executive term, in months up to 60 (5 years) and that the Imperial Diet should decrease the seats down to 460. Another thing is that they wish to create an Ant-Corruption Bureau.
The ICP plans for the military are as following to be that it should be a criminal offense to refuse to perform military service, the state owns national defence industries but that these exist alongside privately owned defence industries. All adults upon completion of schooling must serve either a term in the military or lesser paid term of civilian national service at their option, the party also wants homosexuals to be able to serve in the military but that they are not allowed to be open about it with a "don't ask, don't tell" policy, and also giving women the right to serve as well.
It has been decided that the party should strive to make Euthanasia legal. The economic platform is to have certain industries owned by the state while all other are under private ownership, as well as providing all citizens with telephone lines free of charge. When it comes to the judiciary, the party wants to let criminals be able to vote, as well as recording the DNA of not only those convicted but those who have been accused. The party wants the government to have the power to pursue extradition treaties. In media, the ICP wants to ban violent or/and hardcore pornography. In technology they want to make cloning of human beings illegal and that the state owns and operates a national internet service provider alongside private ISPs. Concerning ecology, the party wants people to register domestic animals with the national government and that there should exist a national agency side-by-side with commercial forestry companies. They also wants to remove any government polices on adultery as well as to recognize civil marriages between a man and a woman only.
However when it comes to foreign policy, the party wishes to issue passports to nationals after a cursory security check and to give supplies "tied" aid to poorer nations in return of trading rights, the ICP also wants to establish military land and naval bases in other countries and form political and military alliances with Dorvik, Istalia and Mordusia.
The reforms the party wants with infrastructure is that the government should have involvement in the ownership and operations of airports but leaves a role for the private sector too, they also want private and public power stations to exist side-by-side. Public transport should be partially subsidized with the remainder "user-pays" and that the state should own a national TOC alongside private TOCs as well.
Concerning welfare, the party wants to offer a voluntary public pension combined with other voluntary private pensions. The ICP wants public blasphemy to be considered a minor offense and that teacher-led prayers in school should only be encouraged.
The party is also striving towards having a clear definition of powers when it comes to the cabinet ministers and the Imperator, as well as to establish a completely independent constitutional court and a defining of its structure and powers as well.
With this platform the ICP has declared that great Luthorian Empire will prosper once more.
