Chief of Defence General Vincent Reynolds (ILA) announced that after consultation with the Lord Chancellor and the National Security Council, he would be leading a massive overhaul of the Luthorian Armed Forces, in a move that would work towards reversing decades of inactivity and unprofessionalism. It has long been debated that within the Luthorian Armed Forces exists structures which have proven to be inefficient as it pertained to the development of the LAF as a serious military force. General Reynold, who had been recently appointed to the position of Chief of Defence of the Luthorian Armed Forces (the highest ranked commissioned officer in the armed forces), stated that he had been applaud by the lacklustre state of the Luthorian Armed Forces after decades of neglect and mismanagement from various governments and his predecessors. Reynolds is a career general educated in Imperial Land, Air and Sea College. With the Northern Council defunct, the Luthorian Armed Forces had to ensure that amidst this factor, it means a serious force within the international domain and hyper-professional armed force.

Our armed forces cannot advance unless we come to the realisation that integration is more important to intimidation. Warfare is a sympathy of perfectly timed moves, and strategically important pauses. If we are to push the notion of modernisation within the LAF, it is imperative that we target our modernisation efforts on the officers, and squad elements before we seek to advance any further cause in the name of modernisation.

To this end, in-order to satisfy the needs of a performance-capable armed force, the Luthorian Armed Forces must make moves necessary in championing the sentiment of more professionally trained young officers as a means of promoting teamwork and competence at the squad level and thus removing the centuries old tradition of command posts being given to the most loyal instead of the most qualified; expand military education in the fields of command and control, infantry warfare disciplines including squad and platoon tactics, mountain warfare tactics, arctic warfare tactics, desert warfare tactics and urban warfare tactics. By extending officer competence in these disciplines the Luthorian Armed Forces develops a competence-driven command and control structure capable of achieving any military objective and introduce competence in the highest echelons of the armed forces. The spirit of the unit is set at the top. When the leadership of an armed force display a complete lack of concern for the welfare of its soldiers such attitudes seep through the ranks reaching to the squad/platoon in some cases. To that end, General Reynolds stated has stated that Luthori has a long way to go before it can be considered a serious military power once more.

The Luthorian Armed Forces is expected to undergo a massive overhauling, including structural changes and the implementation of practical technologies and the formation of a new doctrine that would alter the way the Luthorian Armed Forces wages conflicts, trains and communicates on a strategic basis. In recognising that forming a customs unions would need extreme amounts of effort, cooperation and trust, Hammerfield stated that Dorvik (as Artania's strongest economy) needs to understand that they will have to contribute more than others. Her plan, unlike those championed by governments in Haldor prior to now, stands a chance of forming the basis for a potential political union. The Foreign Minister stated that Luthori will pledge around 1 Billion LPD to the formation of the proposed customs union. Whilst she championed the formation of a capital market union, she stated that such a move would need level of integration which the region wasn't ready nor equipped for. Lord Chancellor Adrian Walker's government is to embark on its first of many rounds of economic reforms aimed at boosting the general performance of smaller companies/start up firms. A legislation currently in the Imperial Diet is designed to ease restrictions on small companies — including increasing government support for innovative ventures. The legislation's principle purpose would be the boost competitiveness among small businesses and would seek to assist small businesses in pushing their innovation and products through local, regional and international markets. The reforms are apart of the Walker government's promise to liberalise the economy through several rounds of privatisation. Under previous administrations various companies both small and large, had been nationalised and with a conservative government at the helm, the privatisation of said nationalised companies will most likely occur within the next few months. Under previous administrations utilities such as water and electricity had been nationalised under fears of a foreign take over by private companies however, Walker has moved to privatise these utility sectors stated that through the liberalisation of the utilities sector, competitiveness echoes through all echelons of the Walker economy.
The means of economic growth can be found in our small companies. We have the potential for growth however we are not unlocking said potential if we are doing nothing. A transformation is needed.

Currently around 500 SBEs export their services and products outside of Luthori. The Lord Chancellor has expressed her intentions to slash corporation tax rates in order to attract businesses and investment to the economy. The new legislation encourages private ventures such as crowdfunding (which had been taxed under previous regimes). The Ministry of Trade and Industry recently announced that it would be moving to relax its regulations on heavy industry, amid a decision by the Ministry of Finance to move to enable the nation to enhance its economic portfolio. Speaking to the Imperial Diet, Minister of Trade and Industry Nancy Halicroft, outlined key concessions to be offered to companies with intentions to expand into heavy industry and emphasised that stiffer penalties would be levied on companies that violated new regulations. According to a report released by the Ministry of Trade and Industry, the relaxed regulations the removal of the ban on the production of heavy water, mineral mining and heavy equipment manufacturing. Other restrictions include an ease in regulations on the manufacturing of diesel engine vehicles (might it be trucks or automobiles) as heavy-duty gasoline engines will be mandated to have catalytic converters, the general deregulation of the automobile and shipping industry, the exemption from the requirement for marketing licenses for exports and the discontinuation of the government's programme to push for the destruction of nuclear power plants. As it pertains to nuclear power-plants, there currently exists a government programme moving to dismantle nuclear power plants across the nation due to waste management concerns. Under the regulations ease, the government will halt the programme, enforce extremely strict industrial waste regulations and launch an initiative to recycle nuclear waste generated from the remaining power plants.

Alongside the aforementioned penalties with respect to nuclear waste, penalties for other heavy industry practices such as mining, metal production and manufacturing, sanctions, fines and in some cases imprisonment could be waved against companies that breach the new regulations. The move to ease restrictions on heavy industry comes as the government moves to shift the nation towards being more investor friendly and opening the nation to opportunities which were previously unavailable due to the government's enforcement of the aforementioned heavy industrial regulations. The ease of regulations also comes as the government moves to experiment with the nation's principles on environmental safety. With the nation moving towards reducing its carbon emissions, the ease in regulations seems like a contradiction or a step backwards to the nation's aforementioned aims. However, Minister of the Environment and Tourism, Emily Barnes stated that environmental safety will be forced into every aspect of the heavy industry reform. Factories producing large amounts of carbon emission through their chimneys will be mandated to install government certified centrifugal fans and emissions filters with stricter regulations being passed on factories operating within urban or otherwise populated areas.

"The government previous restrictions on heavy industry was extremely hurtful to the nation's economic potential", said economist Vernon Todd. Todd stated that the ban on heavy industry could be attributed to the development of the services industry, as companies operating within the mining, metal works and manufacturing industry had shifted to services. With the nation's economy extremely dependent on this industry, the government had now seen the potential in heavy industry and the dangers of a service dependent economy. "It's like we had developed an addiction, now that we can diversify we can move forward as a much faster pace", Todd said. As a result of the restrictions on heavy industry, most products generated from the industrial practices associated with the industry had been imported from various nations. The Trade Minister stated that although mining products such as coal and oil shale will not be mined, the refining of the minerals will most likely be conducted in Luthori as the government has sponsored the construction of various refineries across the nation in accordance with the shift. Defence Command has announced a snap drill earlier this morning with the aim of testing the Luthorian Armed Forces' readiness to proceed into full combat readiness. The announcement by Defence Command comes after a decrease in the armed forces' capability to deploy oversees and to respond to emergencies in a timely manner. Chief of Defence General Vincent Reynolds stated that although the government may not the deterioration of effectiveness seriously, he believed that the military should think ahead and go about conducting exercises in order to analyse their readiness in the even of a conflict which endangers their interests. Hundreds of wartime reserves and active personnel were called up to participate in the exercise, and it is being reported to be the largest military exercise ever conducted to date.

As expected the military drills have a general operational focus with combined arms, as the Luthorian Armed Forces has centred its operational effectiveness training around the use of combined arms, something that is rarely seen throughout most military today. Officials from Defence Command stated that although the drill is focused on combined arms, it will also be used as a means of fine tuning the capabilities and execution of several military concepts such as Intelligence gathering and analysis, reconnaissance, electronic warfare and airstrikes. More many, the drill will be the first time cyber defences and cyber offensive measures will be drilled. "The drill is expected to assess our response to potential attacks from external forces, apart from that it will assist us in seeing how quickly could we fend off said potential attacks and now put the attacks on the defensive," an official from Defence Command said.

It is expected that all branches of the Luthorian Armed Forces will be in participation of the exercise as the drill is mainly focused on combined arms. The Air Force is expected to conduct close-air support and air superiority missions. Other units taking part in the drill include: the Navy, with the use of its helicopter carrier shall conduct shipboard helicopter operations, other naval assets will conduct surface and anti-submarine warfare exercises. The Ground Forces, will conduct special operations, search and rescue operations and fine tune their defensive and offensive capabilities. The Rapid Reaction Force, will conduct rapid response and deployment drills along with several other subordinate branches such as the Coast Guard and Air Guard.

Official figures from the Ministry of Defence state that roughly 6,000 military personnel both reserve and active will be participating in the exercise with more than 400 assets from the navy, air force, ground forces and cyber defence force. The exercise is expected to take place in the province of Tinako, specifically near the coastal region and moderately dense areas for a two week period.

The Imperial Chancellor met with several figures within the Hutorian Government including, Foreign Affairs Minister Charlotte Shadid, Defence Minister John Rail, Finance Minister Amara Adriaansen and Trade and Industry Minister Melissa McRodry.

In discussing trade with both Foreign Affairs Minister Charlotte Shadid and Trade and Industry Minister Melissa McRodry, the Imperial Chancellor championed the formation of a trade union which will benefit the nations of the commonwealth. With anti-commonwealth sentiments mounting in the former realms, the Imperial Chancellor stated that she had every intention to work towards reforming how the commonwealth was perceived. The Imperial Chancellor wanted to move the commonwealth away from a "2nd iteration of the Luthorian Empire" and towards an institution of world peace; promotion of representative democracy and individual liberty; the pursuit of equality and free trade. She stated that nations such as Keymon, Alduria, Jakania, Luthori, Mordusia and Hutori could benefit from a trade union covering the bloc. The potential for intense trade between these nations is an estimated $800 Billion. With Hutori having the largest economy in the commonwealth, the Imperial Chancellor stated that it should not be dormant in face of rising economic potential. With the Hutorian economy slowing signs of decline, the Imperial Chancellor warned Trade Minister Melissa McRodry of the implications of the decline of the Hutorian economy. "Although our economy is smaller than that of Hutori's, we are making active moves to advancing our economy. The decline of the Hutorian economy is troubling," the Imperial Chancellor said.

The Imperial Chancellor pushed for closer defence ties between Luthori and Hutori with Hutorian Defence Minister John Rail. She called for increased integration between the Hutorian and Luthorian Armed Forces, citing the historic relationship between the two nations. The Hutorian Armed Forces is the largest of its kind in the commonwealth and the 2nd Largest military in the Northern Hemisphere, second only to the Kazulian Armed Forces. With Hutori taking a leading role in Hemispheric affairs and the commonwealth, the Imperial Chancellor stated that Luthori should not be allowed to slip behind the curtains of insignificance. She stated that Luthori will become a serious power once more and retake its place as head of the commonwealth, but for now this responsibility rests on the Commonwealth of Hutori. The Imperial Chancellor proposed a mutual defence agreement between Luthori and Hutori, calling for the formation a joint military formation akin to the 1st Hutorian/Kazulian Division. The proposed plan was to form a corps compromising of troops from the commonwealth realm coined the 1st Commonwealth Corps or "The Corps of the Commonwealth".

Defence Contractor Leyland Granholm has been contracted by the Ministry of Defence to modernise systems of the Imperial Navy's fleet of Series 500 destroyers. Amidst the decline of the Imperial Navy, its fleet of Series 500 destroyers has been on the decline due to a lack of maintenance and modern combat systems. The modernisation programme is set to be worth around $6 Billion pounds, and would see the implementation of new combat systems and armaments to complement the shift in the Imperial Navy's operational policy. Underneath the banner of Project Trojan, the destroyer's engines, main gun, combat integration systems and defences will be enhanced to ensure that the destroyers maintain their global edge. According to Leyland Granholm, it will be cooperating with companies such as SlipStream and Viserby Systems to develop new systems for the destroyers. Minister of Defence Spencer King stated that the modernisation programme operates along the lines of the general modernisation and rearmament of the Luthorian Armed Forces following the recent White Paper. According to the Defence Minister, the programme is set to cover all ten (10) destroyers with the HIMS Vengeful set to receive the first round of new systems, armaments and technologies.

The vessel is run by a Windsor WSR-16 gas turbine engine which enables it to reach a range in excess of 7,000 nautical miles. At present, the propulsion uses two diesel generators to produce high voltage electric power, which then runs a pair of induction motors that propel the ship. Due to lack of maintenance said engines have been reduced in their operational capacity, with a recent sea trial of the HIMS Vengeful revealing several engine failures. Windsor Motors has stated that the new generators and electrical systems will help prevent a total breakdown in the event of a turbine failure. Windsor is in the process of building an intercooler-recuperator that will be more reliable and successfully tested the first prototype system in the coming months. Maintaining the reliability and competitive edge of the Series 500 destroyers are of great importance to the Imperial Navy. According to First Sea Lord Donald Harrison, "the Series 500 destroyer is the backbone of the Imperial Navy, provided cutting edge technologies and systems capable of ensuring the security of our nation's interests." An official from SlipStream, the Series 500's Eel Missiles will be replaced with a modular missile being developed cooperatively with Viserby Systems coined the Sea Strider.

Luthori and Cildania are set to reinforce their growing economic relationship with a free trade agreement that will see around 75 Billion LPD of goods and services be pumped into the Cildanian markets. This moves comes amidst the Cildanian government's invitation to the Luthorian government to visit Qart Qildar to strengthen ties between Luthori and Cildania. The Foreign Minister is currently in Qart Qildar where he is in discussions with Royal Chancellor Zazu Bosio on the aforementioned free trade agreement. The two day meeting between Foreign Minister Walker and Royal Chancellor Bosio will cover major questions of foreign and security policy including, the potential for a mutual defence and cooperation agreement between Luthori and Cildania. The Foreign Minister stated that he had every intention to ensure that Luthori's relationship with Cildania is enhanced and transformed towards a legitimate, legally binding relationship. Amidst the Imperial Chancellor's tours of the international community, the primary sentiment has been making unofficial relationships/alliances official and Foreign Minister Walker stated that Cildania was not an exception to this sentiment. According to statements from the Ministry of Foreign Affairs, the meeting between the Foreign Minister and Royal Chancellor Bosio had been planned for months. The Foreign Minister reassured the Imperial Diet, prior to leaving for Cildania, that the agreement he will sign alongside Royal Chancellor Bosio would not contradict the government's aim towards ensuring economic stability in Artania and the wider Northern Hemisphere. The Foreign Minister addressed some Cildanian politicians where he said:
A relationship with Cildania will not only benefit us but will also benefit our respective regions. A relationship with Cildania allows for us to push with our pivot towards strengthen relations with the Majatran community. It enables us to enhance our relationship with these nations and move forwards towards deeper levels of cooperation and mutual respect.

Despite Cildanian statements on protectionism on its mineral resources, the Foreign Minister stated that he intends on pushing for Luthorian business in Cildania's mineral industry. With the Crown Petroleum Company considering to obtain exploitation rights in Cildania, the Foreign Minister has stated that he intends on pushing towards the inclusion of such terms in the free trade agreement. On the sentiment of defence and mutual security, the Foreign Minister has stated that a strategic relationship between Luthori and Cildania is being considered by the Imperial Cabinet. Military relations between Cildania and Luthori have existed unofficially through small unit cooperation under World Congress missions. The Foreign Minister in collaboration with Defence Minister Spencer King stated that a mutual defence and cooperation agreement would be beneficial to both nations, thus solidifying and legitimising the two nations' defence relationship. With both nations making active attempts to bounce back militarily, cooperation in this area would be extremely beneficial towards their respective drives to military professionalism.

The Imperial Chancellor's visit to Baltusia was highlighted by her speech in the Baltusian Congress where she stressed on the importance of a closer relationship between the two nations. Baltusia marked the 4th nation in the Imperial Chancellor's international tour of reassurance and relationship strengthening. Upon landing in Johnston DD, the Imperial Chancellor was received by both President J.P. Murray and Vice-President Andrew Blake, the Imperial Chancellor stated that she was honoured to be the first Luthorian Imperial Chancellor to visit the nation. The Luthorian-Baltusian relationship sits within a bilateral and multilateral context. Both nations are emerging economies and there are mutual benefits for the two countries in developing their trade and investment relationship. The Imperial Chancellor stated that she wanted a closer relationship with Baltusia on matters pertaining to defence and trade. Luthori and Baltusia have strengthened ties during the heights of the Northern Council Treaty Organisation, with defence ties between the two nations existing only through said alliance. With NOCTO defunct, the Imperial Chancellor stated that she wanted to pick up the mantle of collective defence and cooperation with Baltusia in the form of a closer relationship beyond the established NC-forged relations.

Security Cooperation between the two nations has existed since 4410, roughly around the initial years of the NC's rapid expansion. Defence ties between Luthori and Baltusia has existed unofficially; with no form of documentation or treaty legitimising the relationship. Although arrangements had been made to accommodate for a closer relationship including disaster relief, counter terrorism, planning for pandemics and transnational crime, the security environment has changed once more amidst the collapse of Pax Septentrionalem, new areas to cooperate are popping up with old areas for cooperation evolving into more complex situations. As apart of her visit to Baltusia, the Imperial Chancellor addressed the Baltusian Congress on the premise of a stronger relationship in defence and trade.

I believe that a special relationship between Luthori and Baltusia is important not just for both nations, but for hemispheric peace. Our nations may be on the opposite sides of the country but there is no other nation which the Luthorian people feel so close to. Our ties have been initially woven through our cooperation in the Northern Council and they will be galvanised and reinforced in the coming years. It is important that we build on the relationship which those who came before us worked to develop. We must transform this relationship of informality to one build on the premise of legitimacy, trust and cooperation. Without cooperation our two nations are nothing. Without cooperation what we do towards the advancing of our national causes means absolutely nothing.


As it pertains to trade, the Imperial Chancellor stated that the Seleyan market is the fastest growing market in the world, and thus she intends on involving Luthori in that growth. She stated that trade with Baltusia will enable both nations to work towards increasing activity in their respective markets. With the Artanian markets in a gradual decline and a potential economic crisis all due to the lack of inter-nation trade, the Imperial Chancellor stated that whilst she is hoping the Artanian markets do not crash, she is not taking chances, viewing the Seleyan market as potential to re-orient in the eventuality of a market crash in Artania. In speaking with President J.P. Murray and Vice-President Andrew Blake, the Imperial Chancellor stated that she intends on discussing the details of a trade agreement in the coming future. According to Foreign Minister Adrian Walker, a 200 Billion LPD agreement is to be discussed between the Luthorian and Baltusian Government, however the main focus is the formation of the mutual defence and cooperation agreement between Fort Williams and Johnston.

Amidst Asvald Gruppen's re-branding and relocation from Kazulia to Hutori, the Luthorian Government has contracted the company to produce around 100 of its AV-13 Fiskeørns with Luthorian specifications as designated by the Ministry of Defence. The move is set to enhance the air-force combat capabilities amidst complications and maintenance issues with the Unionfighter Typhoon. A statement from the Ministry of Defence said that the purchase had been reasonable recognising the fact that each unit costed around 45 million pounds. The goal, an official from the Ministry of Defence said, is to replace 147 older fighter jets with the more modern planes, giving the country greater capabilities to defend itself militarily. The Ministry of Defence is moving to replace its ageing fleet of Buccaneer and Cyclone (Panavia Tornado) combat aircraft. The purchase of the aircraft will see an enhancement in the Imperial Air Force's combat capabilities as it Rapier will perform various tasks including close-air-support (cas), suppression of enemy air defences, air superiority and a host of other roles.

According to Göran Liljeström, Chief Project Manager of the AV-13 Fiskeørn Programme, stated that the aircraft had been designed to be a lightweight, single-engine fighter capable of fighter, attack, and reconnaissance duties. Designed to take off from rough airstrips during wartime. It had been equipped to the teeth with the most modern technologies the industry could provide, pooling resources from Asvald Gruppen Aerospace Engineering, Viserby Aerospace, Ambolt Technologies and now SlipStream to ensure that the aircraft could match that of the Hutorians, Dorvish, Vanukean and Zardic and even surpass a few. With the Luthorian Armed Forces set to partake in an international coalition against axis forces in Dovani, the Imperial Air Force must be prepared to handle any issue that comes before it and it must demonstrate Luthorian combat prowess.

SlipStream and Leyland Granholm have secured contracts worth around 1 billion pounds from the Luthorian Armed Forces for new combat munitions ranging from guided munitions to anti-aircraft systems. The contract requires the two companies to produce new munitions for the Imperial Army, Navy and Air-Force. Amidst decades of mismanagement and neglect, millions of units of munitions once held by the Luthorian Armed Forces have since become obsolete and thus cannot be used. With the Luthorian Armed Forces expected to join an international coalition that could potentially see combat in Dovani against Axis forces, Chief of Defence General Vincent Reynolds (IA) stressed on the importance of the Luthorian Armed Forces fielding the most capable and cost effective systems and munitions. The programme is set to last for the next 30-50 years, as it is set to cover munitions used by Imperial Army's land systems, the navy's weapons systems and the air-force's fixed-wing aircraft. The first round of munitions to be produced for the armed forces is a replacement to the Zardic made Z111-HEAT (High-Explosive Anti Tank) round with the proposed F101-HESH (High-explosive squash head) munition for the Samaritan 2 main battle tank. According to the Imperial Armoured Corps, the Z111-HEAT round has a decreased penetrating power due to the rifling on the F5 105mm smoothbore gun used on the Samaritan 2.

Leyland Granholm, the company set to make ground forces munitions stated that it intends on providing high-quality, low cost solutions to the munitions problem as identified by the Imperial General Staff. Leyland Granholm has been responsible for the production of the F10 APFSDS round used by both the Samaritan 1 and the Samaritan 2. The ground forces portion of the overarching programme would see the recapitalisation of existing systems to extend their lifetime, until the Imperial General Staff can source a replacement, thus citing Leyland Granholm's prior statements that it will not be replacing all munitions used by the ground forces, but will replace those in dire need of replacement and will recapitalise existing systems which are capable of having their lifetime extended. SlipStream is set to begin development on the proposed GBM-11 "Shot-put" guided munition which will replace the Hutorian sources H11 "Pathway". Although no information has been disclosed as to the either of the two companies proposed munitions for the navy, unconfirmed reports stated that a tertiary company called Foxholm Dynamics is set to develop a luthorian variant of the Kazulian-made Dovani-3 anti-ship missile coined the "Marlin".
