General Azmaray Tauqi Proposes New Constitution

After the lightening seizure of the capital and the defeat of competing warlords, General Tauqi has promised to restore the Rule of Law and democratic norms in Solentia through the introduction of a new constitution that he has referred to as the Treaty of Oda. Solentia has existed in a state of chaos since the collapse of the Justice and Unity Party in the late 5080's. For the last 20 years much of the country has seen competing warlords and tribal groupings fight for control.

General Tauqi's rapid success in a series of campaigns over the last few years has been achieved by bringing together various warlords and tribal groupings under the banner of the United Ahmedi Salvation Front (UASF). The UASF has promised to compete in elections that are scheduled for the spring of 5110, and is likely to act as a big-tent political party bringing in different political groupings and prominent warlords.

The success of General Tauqi has surprised many observers of politics in the Majatran state. Journalists have reported that the military campaigns of the General have been aided by a shadowy group of military contractors from an undisclosed country. These contractors have been seen to direct various units in fighting, and have also been reported to operate some military equipment such as helicopters in support of General Tauqi.

President proceeds with traditional social policies

President Tauqi has introduced three bills to the National Assesmbly designed to restore traditional Ahmadi and Solentian culture after decades of anarchy. The Deviancy and Ahmadi Codes Bill is designed to restore traditional social codes, although international observers have widely condemned the legislation as returning Solentia to barbaric medieval values. The Protection of Womanhood Bill undermines advances made by the female community in Solentia by changing work practices to restrict jobs open to women. Finally the Tribal Laws Bill has been introduced to restore the authority of tribal leaders in controlling disputes through the provision of local judicial and policing activities.

Solentia has proved difficult to govern for centuries and President Tauqi seeks to bring Ahmadi and "Solentianwali" practices in, rather than resorting to imported "Artanian" legal practices that have no basis in Solentian culture.

Former Istalian defence personnel behind military contractors

A retired former Istalian intelligence officer has revealed in an interview that numerous former Istalian military personnel have been operating in Solentia for the last two years in support of President Tauqi. The contractors have widely been considered as having been fundamental to the successes of President Tauqi's armed forces in defeating rival warlords and bringing an end to anarchy in Solentia. Bringing a level of expertise, training and equipment, some of these contractors have remained visible in efforts to retrain the fledgling Solentian armed forces.

Col Ciassora alluded to the fact that the Istalian government may have given its blessing to Istalian contractors operating in Solentia, although it is difficult to assess whether the Istalian government has directly supported contractors with weapons or finance. Istalia has gone through a series of constitutional upheavals in the last decade, but it is likely that Istalia would seek to influence its western neighbour by improving stability through supporting deniable military operations.

New Intelligence Services Formed

The Minister of Internal Affairs has begun the process of re-establishing Solentian intelligence services with the creation of the National Directorate of Security. The NDS builds on existing intelligence services that survived 20 years of anarchy and has been provided with additional powers to maintain state security. The NDS has wide ranging responsibilities including targeting criminal and terrorist organisations, as well as supporting the Solentian Armed Forces in its fight against insurgent groups. The NDS will also be tasked with monitoring foreign nations that pose a threat to Solentia. In in order to effectively execute its authorities, the NDS has been authorised by the Minister of Internal Affairs to establish NDS Commando's, elite units designed to give the NDS muscle power.

Given recent announcements by the Istalians it is likely that intelligence sharing elements of the Istalian-Solentian Treaty of Friendship have been re-authorised, allowing the two nations to work together to fight cross-border criminal and terrorist networks. The NDS will provide an extra tool to President Tauqi to reassert security across Solentia.

Continued unrest in some areas of Solentia

Despite the successes of President Tauqi in reestablishing central control in Solentia, it has been noted that there has been a steady increase in violence in some areas of the country. In rural northern areas an Abadist insurgency supported by militants from across the border in Kafuristan has gained increased momentum, and in urban areas left-wing agitators have significantly increased the number of protests and strikes and in some cases extremists have even attacked the police.

In the north of the country many of the warlords and tribes that resisted General Tauqi have renewed insurgent operations against the central government. The strongest theme that has united most of the disparate groups is their Abadi religious faith, in some cases exacerbated by connections to neighbouring Kafuristan. Localised areas have been reported to have fallen outside of central government control, and local government militia's and regular forces have struggled to contain the violence.

In urban areas President Tauqi faces a different threat as various left-wing groups are working together to organise protests and strikes. The President has been urged by businesses to crack down on strikers and local police are also concerned at the rising levels of "political violence", with a number of policemen having been gunned down by unknown assailants in a number of urban areas.

Continued Cross-Border Raids from Kafuristan

A Solentian Army patrol was ambushed in Saspain Wilayat by Abadi insurgents with the loss of 20 personnel, three armoured vehicles and a number of weapon systems. The Solentian Armed Forces (SAF) have struggled to contain the Abadi insurgency along the border with Kafuristan and have suffered increasing losses in the six months as insurgents have intensified attacks.
Col Ahmad Majaoud, a senior Intelligence Officer within the National Directorate of Security (NDS) briefed the media that the Solentian government was increasingly concerned that Abadi insurgents were using safe havens inside Kafuristan to conduct their attacks across the border. Solentian Foreign Minister Wakman Kuchis

The Foreign Minister Wakman Kuchis has detailed that he will engage with his opposite number in Kafuristan to encourage the Kafuristanis to increase border patrols to try and mitigate the freedom of movement that insurgent enjoy across the largely mountainous frontier. Wakman Kuchis commented that “with the re-emergence of stable governments across Eastern Majatra, now is the time for governments to come together and to work ensure stability across the region”.

Solentian Businessmen Visit Kalistan

A delegation of Solentian businessmen, including prominent representatives of the agriculture and transport sectors have completed a two-week visit to Kalistan, which included a two-day trade conference between representative of the Kalistan and Solentian governments in the capital Kaliburg.

Businessmen representing consortiums of landowners were particularly keen to get into rural Kalistan and see the variety of crops that are being grown. Although some parts of Solentia are fertile and good for agriculture, more marginal areas are largely under used following decades of instability. Solentian farmers are always on the look out for crops that demonstrate survivability and opportunities for profit.
