New Chief of the General Staff, announces deployment new medium air defense system to Kamphon

Wolfsheim - State Minister Ulrich Hammesfahr confirmed that Chief of the General Staff Colonel-General Klemens Elser would be retiring following nearly 30 years of service to the Ostlandic Armed Forces. His replacement, the Deputy Chief of the General Staff, General Hiroi Shosuke would be the first Kunihito appointed to head the Ostlandic Armed Forces. This monumental shift was celebrated within the Touryou state and met with some reservations within the wider Hulstro-Ostlandic population. Hammesfahr welcomed the General, likely to be promoted to Colonel-General in the coming days, to the role and welcomed the new leadership of the OAF. "General Hiroi has been instrumental as the Chief of the Military Procurement Office and believes firmly in the development of new capabilities of the Ostlandic Armed Forces in the wake of the rising threats at home and abroad. I sincerely wish him the best of luck and will support him to the best of my ability." Grand Duke Friedrich III welcomed the move and made mentions of the historical contributions of the Kunihito people over the decades in Ostland. "I welcome the appointment of General Hiroi and have met the man several times. A bright man and a fantastic military officer. His appointment means a lot all Ostlanders."

The first order of the new Chief of the General Staff was the deployment of the first Type 03 medium-range surface-to-air-missile system to the island of Kamphon. The procurement of the Type 03 was initiated in March, 5196 as the successor to number of foreign systems that had aged out and did not meet the criteria for the air defense systems within Ostland. The system jointly developed by New Aerospace Ltd and Iron Navigations GmbH was developed over the course of the several years after the Eastern Land Council approved its procurement. The first missile tests were conducted in March and April, 5203 and the General Staff approved its introduction and serial production in January, 5204 with the first system rolling off the assembly line in July, 5205. The deployment to the island of Kamphon is not accidental, it is a statement that the island remains underneath the firm control of Ostland.

Eastern Land Council passes bevy of legislation to re-frame Ostlandic government.

Wolfsheim - State Minister Ulrich Hammesfahr confirmed that the Eastern Land Council had passed a significant amount of legislation amending the ministries and agencies of the government. A majority of the ministries with shift titles and responsibilities, some of them would remain the same. The most notable alteration is the development a civilian Ministry of Defense and the creation of a post for the Minister of Defense. The Armed Forces of Ostland will be subordinated formally to the Ministry of Defense who will have civilian command and control over the armed forces and will be a massive step for the Ostlandic Armed Forces which has generally avoided civilian oversight for several centuries. The State of Touryou will be formally eliminated as will the posts of General-Plenipotentiary to the Touryou State and the Chief Minister of the Touryou State. The legislation will mandate that there always be 2 Vice State Ministers, one from the Hulstrian population and one from the Kunikata population. The legislation also introduces the Office of the General-Secretary into each ministry which will serve as a political appointee in a similar role to that of State Secretaries, State Secretaries however are typically career civil servants appointed in roles similar to "Vice/Deputy Ministers". The General-Secretary will take on a more immediate "First Vice/Deputy Minister" role for each ministry.

The ministries that are changing are: the Ministry of Foreign Affairs will become the Ministry of Dovani and Foreign Affairs and will have a greater focus on Dovani relations; the Ministry of Public Welfare will be transformed into several different ministries: the Ministry of Health and Social Affairs; the Ministry of Education; and the Ministry of Culture and the Arts. The legislation formally creates the Ministry of Innovation, Technology and Science. The legislation also provides the for the formal establishment of a number of government agencies. The most notable being the establishment of the Ostlandic Tourism Office (Hulstrian: Östlandisher Tourismusamt) underneath the Ministry of Culture and the Arts and will focus on the development of increasing tourism within Ostland. The presence of legislation mandating these changes is an oddity in Ostlandic politics. Typically the State Minister has the authority to make changes and alterations but the recent rise of the political party People's Alliance '79 has prompted a surge in activity in the Eastern Land Council aimed to correcting many issues related to the shifting administrations across Ostland.

Wolfsheim - The successor to the inaugural Minister of Defense, Matteo Havek, a former Ostlandic Air Force General, Valentin Morath, has announced that the Ostlandic Air Force has been placed on high alter following the outbreak of tensions between North Dovani and New Englia. While State Minister Lorenz Steiner called for calm and a diplomatic solution to the aggression from North Dovani, calling on the Dovani Pact, he stated that the Ostlandic government would not stand idly by while Dovani peace was threatened by North Dovani's provocative actions. The Minister of Defense noted that the Ostlandic Air Force had begun preparations for "...strikes..." against North Dovani should they continue their aggressive push into New Englia. Ostland has not been immune to the economic downturn in recent years but has fared relatively well as Dovani trade has been bolstered largely by activities in North Dovani and New Englia, notably in the field of advancements in growing the variety of Dovani's economic sectors. Ostland for years was considered to be the "leader" of Dovani alongside nations such as North Dovani, and the Kitemban Union but has generally faltered due to pressures at reform and changes within the overall societal structure of Ostland; this however has not halted them from focusing on their military prowess.

Ostland begins ascension process to the West Dovani Union.

WOLFSHEIM - Minister of Dovani and Foreign Affairs Timo Riedl confirmed that the Grand Duchy of Ostland has begun the ascension process of joining the West Dovani Union (WDU) but has faced some push back from the Eastern Land Council due to certain provisions with free travel. Minister of the Interior Linus Merkatz, Commissioner-General of Public Safety (State Police) Max Klor and Secretary of the Security and Military Leadership Council Brigadefuhrer Benedikt Bernhard have provided security-related concerns to the Ministry of Dovani and Foreign Affairs who is in-charge of negotiating with the team of ascension specialist from the West Dovani Union. It is likely that Ostland will ascend to the West Dovani Union but with additional provisions such as added "cursory" security checks, additional border security measures and debate continues to rage over the adaptation of a "common currency", something that the West Dovani Union has not spoken much about. According to the Ministry of Economics and Finance the Ostlandic government will not accept any "common currency" as it currently stands but will offer exchanges for the currency should the decision proceed forward. The Minister of Dovani and Foreign noted that if this presented an issue for the West Dovani Union than Ostland would have to ascend similar to Lourenne with zero commitment to any of the provisions of the Founding Charter.

Ostland seeks to develop closer ties with the West Dovani Union as a means to improve economic fortunes that have dwindled overtime. Ostland once possessed one of the largest economies on Dovani but after years of continental trade declining, conflict and problems across the continent, it has shuttered the once potent Ostlandic economy. Ostland has stayed afloat as they've managed to continue to produce significant amounts of oil and natural gas, something that has been a staple of the economy for decades now and remains one of the continents largest suppliers. Competition for the oil in the Sea of Carina has prompted ÖstÖl AG to consider the construction of new sea-based oil platforms to bring in additional resources, something that is likely to prompt tensions between Mosir and Ostland.

WOLFSHEIM - Lorenz Manninger, the Minister of Dovani and Foreign Affairs, announced that Ostland would be instituting more strict border control measures as the situation in Hulstria and Gao-Soto rapidly deteriorates. "We're closely monitoring the situation in Hulstria and Gao-Soto. While we can admire and appreciate a sense of nationalism we're not keen on the ethnic overtone that has come over the new government in Kien. The Ostlandic Armed Forces have been placed on a higher level of readiness and we're actively discussing the situation internally on how to handle a potential refugee crisis." Representatives from the State Police as well as the the Border Police Command were present to discuss the increased security measures, largely aimed at stemming the tide of refugees. In addition the State Minister announced that the VDKV's Security Service had been formally called up to service and had been stationed near the border. In recent years the VDKV's Security Service has developed a paramilitary system of support and has effectively become a powerful reserve force for the Ostlandic government in times of crisis. The Ministry of Dovani and Foreign Affairs formally protested the actions of the Hulstrian and Gao-Showan government. "In recent centuries there has been a steady of stream of instability and ethnic politics that has been awash in Hulstria and Gao-Soto. Ostland is no stranger to that but we've evolved, we've come to terms with our differences and we've grown from that. It is just tiring at this point, its tiring, unrealistic and quite frankly "played out". We call for something to happen but, once again, the international community will just idly ignore it until the movement fades into obscurity."

Deja vu: Ostland activates Iron Vigil for a third time.

Southern Ostland - Ostlandic Minister of Defense Erik Semmelweis announced that the Ostlandic Armed Forces had activated their contingence plan for regional crisis Operation: Iron Vigil III (Hulstrian: Einsatz Eiserne Mahnwache III), the third activation of the Iron Vigil operation. "It feels as if it wasn't long ago that we activated Iron Vigil to deal with a crisis in Hulstria and Gao-Soto, but once again, we are activating Iron Vigil and deploying additional resources to the border with Hulstria and Gao-Soto. We've been in contact with our partners in the Dovani Pact as well as the West Dovani Union to discuss on-going cooperation with them." Minister of the Interior Linus Merkatz has noted that the visa applications and refugee status applications from Hulstrian and Gao-Showan nationals have increased nearly ten-fold and Ostland has temporarily approved most of them despite the fact that the largest percentage of requests are coming from ethnic Hulstrian's to flee the government in Hulstria and Gao-Soto. Secretary of the Security and Military Leadership Council Brigadefuhrer Benedikt Bernhard announced that the 3 security brigades of the VDKV's Security Service have been formally deployed and would be assisting the Ostlandic Armed Forces in their duties.

According to the Ostlandic Ministry of Defense the Ostlandic government, with support from the Eastern Land Council, has authorized the deployment of the elite Bergkommando. The Ostlandic Air Force will deploy the 1st Reconnaissance Wing "Grand Duke Horst" (Dundorfian: Aufklärungsgeschwader 1 "Großherzog Horst") and elements of the 1st Fighter Wing "Grand Duke Magnus" (Dundorfian: Jadggeschwader 1 "Großherzog Magnus") to provide protection and intelligence related to the on-going humanitarian operations.
